Police arrest suspect in the 'direct attack' on US consular official shot in Mexico

The state is the home base of the Jalisco New Generation cartel, which is widely regarded as <a href="http://www.businessinsider.com/r-carnage-and-corruption-upstart-mexican-cartels-path-to-top-2016-10" target="_blank">one of the country's most powerful cartels</a>. And in mid-December, the alleged leader of the once powerful Beltran Leyva Organization cartel <a href="http://www.businessinsider.com/alfredo-beltran-guzman-beltran-leyva-sinaloa-cartel-fighting-in-mexico-2016-12" target="_blank">was arrested in a Guadalajara suburb</a>.The CJNG has proven itself willing to take on Mexican authorities. In May 2015 cartel&#xa0;gunmen downed a Mexican military helicopter with a rocket-propelled grenade, <a href="http://www.businessinsider.com/r-us-consular-official-shot-in-mexico-in-stable-condition-2017-1" target="_blank">killing six</a>. Jalisco's southern border <a href="http://www.businessinsider.com/r-us-consular-official-shot-in-mexico-in-stable-condition-2017-1" target="_blank">has also seen fighting</a> between the CJNG and remnants of the Knights Templar cartel, based in neighboring Michoacan."I think that the Mexican cartels, the drug traffickers, have exceedingly become more brazen, and I think that US officials are in danger, very much like we were back in the '80s with the Guadalajara cartel when they kidnapped and assassinated Kiki Camarena," Mike Vigil, a former chief of <keyword id="6356001" type="COMPANY" weightage="60" keywordseo="international">international</keyword> operations for the DEA who was stationed in Mexico, told Business Insider, referring to <a href="http://www.businessinsider.com/1-year-the-rise-and-fall-of-worlds-most-ambitious-drug-lord-2016-7" target="_blank">the case of Enrique Camarena</a>, a DEA agent who was kidnapped and killed by members of the Guadalajara cartel, then Mexico's strongest cartel, in 1985. The killing strained US-Mexico relations and triggered a massive crackdown on the Guadalajara cartel, leading to <a href="http://www.businessinsider.com/1-year-the-rise-and-fall-of-worlds-most-ambitious-drug-lord-2016-7" target="_blank">the arrest of its top leaders</a> and knocking it from atop the narco hierarchy.The US State Department has issued <a href="https://travel.state.gov/content/passports/en/alertswarnings/mexico-travel-warning.html" target="_blank">a travel warning</a> for Jalisco, barring US government personnel from "intercity travel after hours" and from using other roads in the area "because of continued instability" in the region.<div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>"The Jalisco New Generation cartel, which operates in that area, is highly violent," Vigil, author of "<a href="https://www.amazon.com/Metal-Coffins-Alliance-Cartel-Miguel/dp/0991582195?tag=bisafetynet-20" target="_blank">Metal Coffins: The Blood Alliance Cartel</a>," added. "They don't respect US officials, but what they don't understand is that when these things happen, the full weight of the US government will be brought to bear on them."Investigators from the US and Mexico will now to tap into a pool of contacts in the region in order to ascertain the identity and motive of the shooter."They will activate the large network of informants to make a determination as to whether or not they have any information as to who was responsible for the killings," Vigil told Business Insider. "And there'll be coordination obviously with all US agencies, to include DHS, ATF, the US Marshals, the DEA, because all of them have their own distinct informant network, and ... they'll coordinate with the Mexican federal police, because they'll have jurisdiction.""But this investigation is not going to go away, and what's very critical in these types of situations is that the Mexican government will be given a lot of support," Vigil added. 'It wasn't random': The FBI is offering $20,000 for information on the shooting of a US consular official in Mexico

Once upon a time, diplomatic tension between the US, world’s most powerful democracy, and India, the world’s most populous democracy, would be sparked off by glamorous allegations of espionage and moles. 
 Now, a tawdry tale of human exploitation, cultural arrogance and <keyword id="46555" type="POSITION" weightage="40" keywordseo="Diplomat">diplomat</keyword>ic doublespeak has embittered the relations between the two ‘supposed’ allies. A senior Indian diplomat in <keyword id="6355838" type="COMPANY" weightage="40" keywordseo="New-York">New York</keyword> was arrested on charges of visa fraud and human trafficking by the US on the complaint of her Indian <keyword id="6425546" type="POSITION" weightage="40" keywordseo="maid">maid</keyword>. 
 
When Indians attack Americans, self-conscious about their stereotypical image as ‘The Ugly American,’ have obviously never met ‘The Assertive Indian’ – especially the privileged ones in India’s class and hierarchy-conscious <keyword id="128755" type="ORGANIZATION" weightage="40" keywordseo="Indian-Foreign-Service">Indian Foreign Service</keyword>, who took severe umbrage at the treatment of one of their kin. 
 Bureaucrats shook off their legendary sloth and in retaliation, the <keyword id="50596" type="ORGANIZATION" weightage="40" keywordseo="US-embassy">US embassy</keyword> and the Consular staff were asked to surrender their special IDs; their diplomatic privileges were put under review and in an act that discomfited even common Indians, security at the US institutions was downgraded. 
 
Worse still, the salaries that US diplomatic staff in India are paying to Indians employed by them have been subjected to scrutiny in an attempt to pay the US back in its own coin. 
 
United state of hypocrisy 
Ironically, both countries are now united in their hypocrisy. The US claimed to hold the rule of law above diplomatic niceties even after an ex-diplomat had ‘outed’ several egregious instances of Uncle Sam’s chosen ones having violated the law overseas and getting away with it. 
 The <keyword id="44734" type="ORGANIZATION" weightage="40" keywordseo="Indian-Government">Indian government</keyword> played to the gallery as well, suitably aided by sections of the Indian media, which would make Fox News blush. Accusing the US of cultural imperialism had raised a few eyebrows and some people pointed out that the US case was being prosecuted by an Indian-American, who claimed he was just doing his job. 
 
What makes the situation near bizarre is that for most Indian diplomats, a posting in the US is highly sought after and is seen as the mark of a high-flier. On the other hand, US diplomats could be stationed in a worse country than the democratic, liberal, English-speaking India, where thanks to a colonial hangover, the status and day-to-day social courtesies accorded to the Americans can be immense. 
 Regardless of the media and the political spin, the ball is in a <keyword id="42823" type="ORGANIZATION" weightage="40" keywordseo="US-court">US court</keyword> for now. Real diplomacy may be required once the verdict comes in.

If you can, invest in a case that will protect it from spills and the elements, especially while traveling," he told BI.He said waterproof cases are best, but travelers could also try storing their passports in Ziploc bags as a more cost-effective measure.Depending on the destination, it may also be worth keeping photocopies of a passport handy."If you're traveling somewhere with inclement weather, where there may be snow or rain, make clear, colored copies of the passport as a backup in case anything should happen," Diehl said.The worst thing that can happen is realizing a passport is damaged too late, so he also recommends inspecting a passport every couple of months to know well ahead of time whether it needs to be replaced.<div type="image" title="Airport" height="683" width="1024" msid="107174371" hostid="261" sizebytes="98266"></div>Replacing a passport is also a completely different process to renewing it, he added."Most of the time, you can't just send it in. "If you can, schedule an appointment with the facility first so you don't have to wait in line."In the US, current processing times for a passport replacement can take up to eight weeks, according to <a target="_blank" href="https://travel.state.gov/content/travel/en/passports/how-apply/processing-times.html">the US Department of State's Bureau of Consular Affairs</a>. When expedited, the minimum processing time is two weeks."Getting a new passport after you damaged the last one can be a stressful process," Diehl said. "It's different and more complicated than other passport applications, and not having your passport in good shape on time could delay your travel plans."

A video by Khalistan supporters, dated July 2 posted on Twitter, showed the act of arson at the Indian Consulate in San Francisco. The video, with the words "violence begets violence" emblazoned over it, also showed news articles related to the death of Canada-based Khalistan Tiger Force (KTF) chief Hardeep Singh Nijjar. Nijjar, one of India's most-wanted terrorists who carried a cash reward of Rs 10 lakh on his head, was shot dead outside a gurdwara in Canada last month. Responding to the incident, State Department spokesperson Matthew Miller in a tweet on Monday said: "The US strongly condemns the reported vandalism and attempted arson against the Indian Consulate in San Francisco on Saturday. Vandalism or violence against diplomatic facilities or foreign diplomats in the US is a criminal offence." Diya TV, a South Asian broadcast TV network in the US, said in a tweet that "a fire was set early Sunday morning between 1:30-2:30 am in the San Francisco Indian Consulate." "The fire was suppressed quickly by the San Francisco Department, the damage was limited and no staffers were harmed. Local, state and federal authorities have been notified," it said. The outlet also posted a video of the arson attack. A poster being shared on social media says that a "Khalistan Freedom Rally" will be organised on July 8 that will start in Berkeley, California and end at the Indian embassy in San Francisco. This is the second time within months that the Indian Consulate in San Francisco came under attack from Khalistani supporters. On March 19, a group of pro-Khalistan protesters attacked and damaged the Indian Consulate in San Francisco. Raising pro-Khalistan slogans, the protesters broke open the makeshift security barriers raised by the city police and installed two so-called Khalistani flags inside the Consulate premises. Two consulate personnel soon removed these flags. Ajay Bhutoria, an Indian community leader, said the attack on India's consulate in San Francisco is extremely concerning and must be condemned in the strongest possible terms. "It is deeply disturbing to see such acts of violence targeting diplomatic missions," he said. "The Indian consulate serves as an essential hub for providing consular services and fostering bilateral relations between India and the United States. It is crucial that the staff and members of the consulate are able to operate in a safe and secure environment, free from any threat or harm," he added. Bhutoria asked the San Francisco Police Department to swiftly investigate the incident and bring the perpetrators to justice. "Ensuring the safety and security of diplomatic missions is not only a responsibility of the host country but also a fundamental obligation under international law," he said.
