The opposition in the Rajya Sabha led by Congress' Ghulam Nabi Azad demanded immediate revocation of the suspension of eight MPs, failing which he threatened to boycott the remaining <keyword id="120956" type="PERSON" weightage="20" keywordseo="Monsoon-Session">monsoon session</keyword>. "Till our demands are met which include revocation of suspension of the eight MPs and the government bringing in another bill under which no private player can purchase below MSP, the Opposition will boycott the session," the Leader of the Opposition said. "No one is happy with the incidents that have taken place in this House. The public wants that their leaders should be heard. No one can put across their views in just 2-3 minutes. There will be de-escalation if MPs are not constrained by time to speak," added Azad Samajwadi Party's Ram Gopal Yadav apologised on behalf of the suspended members for their conduct, and demanded immediate revocation of the suspension but added that there have been fault from both sides. Rajya Sabha Chairman M. Venkiah Naidu said this was not the first time that a suspension has taken place "but I was convinced with the motion of the Minister". He also said that there was certain procedure to remove the Deputy Chairman which was not in proper format. He also defended the Deputy Chairman and said that chair should not be blamed. On Sunday there was a pandaemonium in the House as unruly scenes were witnessed when Trinamool MP Derek O'Brien approached the Chair and tried to snatch a mike while citing from the rule book. Opposition will boycott rest of the Monsoon session if suspension of MPs is not revoked, says Congress' Ghulam Nabi Azad

It seems the <a href="http://www.businessinsider.in/searchresult.cms?query=Congress">Congress party</a> is in no mood to let the parliament function as it continued its protest against suspension of 25 of its MPs for third consecutive day. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=sumitra+mahajan">Lok Sabha Speaker Sumitra Mahajan</a> had suspended 25 Congress MPs for “wilfully obstructing the business of the House.” 
 
Wearing black bands on their sleeves, Congress party members, including its enigmatic president <a href="http://www.businessinsider.in/searchresult.cms?query=sonia+gandhi">Sonia Gandhi</a> and her son Rahul Gandhi, has been protesting ever since near Mahatma Gandhi’s statue at the Parliament complex. 
 
Today, <a href="http://www.businessinsider.in/searchresult.cms?query=rahul+gandhi">Rahul Gandhi</a> said the voice of the opposition is "being suppressed in Parliament.” 
 
The Congress members continued to criticise <a href="http://www.businessinsider.in/searchresult.cms?query=Narendra+Modi">Prime Minister Narendra Modi</a> for his inaction against the <a href="http://www.businessinsider.in/searchresult.cms?query=sushma+swaraj">External Affairs Minister Sushma Swaraj</a> and BJP chief ministers Vasundhara Raje and Shivraj Singh Chouhan for their involvement in the <a href="http://www.businessinsider.in/searchresult.cms?query=Lalit+Modi">Lalit Modi controversy</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=Vyapam">Vyapam recruitment scam</a>. 
 
Slogan shouting members said they would continue their protest against the suspension of their colleagues. 
 
Meanwhile, Janata Dal-United and Rashtriya Janata Dal leaders also joined Congress in the protest and urged the Lok Sabha speaker to revoke the suspension of the Congress MPs.

Congress protest enters third day, Rahul Gandhi says opposition’s voice is being suppressed

"That this House do suspend Zero Hour and relevant rules relating to Question Hour and other businesses of the day to discuss the issue of frauds in investment by LIC, SBI, public sector banks and other financial institutions losing market value, endangering the hard-earned savings of crores of Indians," he said in the notice. While BRS leader in Rajya Sabha K Keshava Rao has moved a notice under Rule 267 in the upper house, party MP Nama Nageswara Rao has moved a notice in the Lok Sabha to discuss the issue. Opposition leaders hold protest in Parliament premises on Adani issue

<keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> on Friday passed a bill to reduce for one year the salaries of MPs by 30 per cent "to meet the exigencies arising out of the COVID-19 pandemic". The bill was passed in <keyword id="48510" type="COMPANY" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> with a voice vote. <keyword id="6355187" type="COMPANY" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> had passed the Salary, Allowances and Pension of Members of Parliament (<keyword id="44495" type="PERSON" weightage="20" keywordseo="amendment">Amendment</keyword>) Bill, 2020 bill earlier this week. It will replace the Salary, Allowances And Pension of Members of Parliament (Amendment) Ordinance, 2020, that was cleared by the Cabinet on April 6 and promulgated the next day. The Upper House also passed the Salaries and Allowances of Ministers (Amendment) Bill, 2020, which proposes to reduce the salaries and allowances of ministers by 30 per cent for a year. Minister of State for Home G Kishan Reddy moved the Salaries and Allowances of Ministers (Amendment) Bill, 2020. Both bills were taken up simultaneously and passed by voice vote. While supporting the cuts in salaries, most Opposition members who participated in the discussion urged the government to review its decision to suspend the Members of Parliament Local Area Development (<keyword id="6420850" type="UNKNOWN" weightage="20" keywordseo="MPLAD">MPLAD</keyword>) scheme for two years saying it was necessary to carry out development works in their respective constituencies. Union Minister Pralhad Joshi said this was a temporary suspension. During the debate, Joshi said it did not matter how much money was being saved through salary cuts of members. "Charity should begin from home and that is the concept we have started. It is not Rs 4 crore saving as said by DMK member but Rs 53.9 crore per year from members' salary," he said. DMK member P Wilson had earlier during the discussion said the measure would entail savings of just Rs 4 crore. On several opposition members asking the government to stop various projects like Bullet train and construction of a new Parliament building to cut costs, Joshi said, "First you say public spending should be increased and now you are demanding that all these projects should be stopped". "At least we don't pay to some private trust from PM Relief fund. These people raised similar issues in 2019 election and people have answered," Joshi further said. Reddy said COVID-19 has impacted the incomes of people working in the private sector and so the Prime Minister initiated this bill which entails 30 per cent reduction in ministers' salaries. Senior Congress leader Ghulam Nabi Azad said around 70 per cent MPs depend on their salaries and have to take care of every expense through these emoluments alone. He said MPLAD funds are meant for taking care of needy people in their constituencies and are utilised for various things like purchasing ambulances, making small roads and community centres. "It (MPLAD) should not be suspended for two years. How did you presume that corona will go on for two years? Even if you had to do it you should have reduced it by half to Rs 2.5 crore. My suggestion to the government will be to reduce it to one year and in that one year Rs 2.5 crore fund be kept," he said. Similarly, Vishambhar Prasad Nishad (SP), V Vijaysai Reddy (YSRCP), K Somaprasad (CPI-M), Fauzia Khan (NCP), Veer Singh (BSP), Nazir Ahmed Laway (PDP) while supporting the reduction in salaries, sought restoration of the MPLAD scheme. Wilson said the Centre is suspending MPLAD scheme when various infrastructure projects like Central Vista project were still being taken up. Manoj Kumar Jha (RJD), while supporting the bill to cut salaries, asked the government to set it priorities properly. He asked if construction of a new Parliament building was necessary when the country was going through a tough phase. Ram Chandra Prasad Singh (JD-U) sought creation of a special corpus to deal with pandemics in the future. Earlier, Deputy Chairman of Rajya Sabha Harivansh allowed joint debate on both bills after members of the Upper House, cutting across party lines, suggested that as the contents and purpose of both bills were same, they should be discussed jointly. Initiating the debate, Rajiv Satav (Cong) welcomed the step towards MPs' salary cuts but questioned the government's move to suspend the MPLAD scheme. "You are talking about the common people and have suspended MPLAD scheme, which was meant for the welfare of people," he said. Satav said government effort's to tackle the pandemic are a "live example of mismanagement and failure" and no chief ministers were consulted before the lockdown. "In 2014, the GDP growth rate was 7.4 per cent and now it has come to a minus 23.9 per cent," he said, adding, "Instead of being corona free, the country has become employment free (Corona mukt ke jagah Rojgar Mukt ho gaya)". Pointing at the PM CARES fund, Satav said "no one knows to whom it is caring". He also pointed out expenses by the government during the pandemic on projects such as Central Vista, Bullet train and a special Rs 850 crore aircraft for the PM. Shwait Mallik (BJP) said previous governments had not worked on disaster management. He said all states were consulted by the Centre while imposing the lockdown and PM had considered their suggestions. Trinamool Congress member Dinesh Trivedi said the bill for reduction of members' salaries was decided only by some MPs on whatsapp. A Vijayakumar of AIDMK welcomed both the bills and said the government should clear the arrears of some ongoing projects under MPLAD. Prasanna Acharya (BJD) said MPLAD should not be suspended and all arrears of previous projects be cleared. Salary of MPs and ministers to be slashed 30% to meet COVID-19 'exigencies'

In a first in the current <keyword id="6355187" type="ORGANIZATION" weightage="100" keywordseo="Lok-Sabha">Lok Sabha</keyword>, 25 <a href="http://www.businessinsider.in/Congress-steps-up-ante-against-PM-Modi-Sushma-Swaraj-over-Lalit-Modi-row/articleshow/47721666.cms">Congress</a> members were suspended for five days for “persistently, wilfully obstructing the House” under the Rule 374(A), thus raising concerns about the ongoing <a href="http://www.businessinsider.in/Apologise-to-Sushma-Swaraj-or-face-defamation-suit-Gadkari-warns-Rahul-Gandhi/articleshow/48201128.cms">battle</a> between government and the opposition over the resignation of External Affairs Minister <a href="http://www.businessinsider.in/Shiv-Sena-wantsModi-to-expose-truth-behind-Sushma-Swaraj-controversy/articleshow/47691317.cms">Sushma Swaraj </a> and Rajasthan Chief Minister <keyword id="6361795" type="PERSON" weightage="100" keywordseo="Vasundhara-Raje">Vasundhara Raje</keyword>.

She ruled that the 'named' members will not attend five sittings of the House. Congress has 44 members in all. 
 
Mahajan adjourned the House immediately after. However, a number of the Congress members staged a sit-in in the House. 
 Congress President <keyword id="689" type="PERSON" weightage="100" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword> and Vice President <keyword id="5268" type="PERSON" weightage="100" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> also did not leave the House for quite some time and were seen holding discussions with leaders of some other opposition parties. 
 Her action came after several warnings and despite pleas by TMC leader <keyword id="2982146" type="PERSON" weightage="100" keywordseo="Sudip-Bandhyopadhyay">Sudip Bandhyopadhyay</keyword> and CPI (M) leader P Karunakaran that it would aggravate the situation. 
 
The Rule 374(A) says: "Notwithstanding anything contained in rules 373 and 374, in the event of grave disorder occasioned by a member coming into the well of the House or abusing the Rules of the House persistently and wilfully obstructing its business by shouting slogans or otherwise, such member shall, on being named by the Speaker, stand automatically suspended from the service of the House for five consecutive sittings or the remainder of the session, whichever is less."

As tensions in Kashmir escalate, the Opposition Congress is making a move on the central government’s actions. According to ANI, Congress MPs — Adhir Ranjan Chowdhury, K Suresh, <keyword id="119952" type="PERSON" weightage="20" keywordseo="Manish-Tewari">Manish Tewari</keyword>, Ghulam Nabi Azad, Anand Sharma, Ambika Soni, and Bhubaneswar Kalita — have given adjournment motion notice over the Kashmir issue. What is an adjournment notice? An adjournment motion notice is given when a government policy is strongly disagreed. This will draw the attention of the government and criticise its decision in an urgent matter before it’s too late, <a href="http://www.prsindia.org/administrator/uploads/general/1408616558_Primer%20on%20Parliamentary%20Procedures.pdf">according to PRS Legislative</a>. If the adjournment motion is accepted, the House adjourns after voting. The adoption of an adjournment motion is seen as a strong disagreement with government policy, although there is no compulsion on the government to resign. Notice of an adjournment motion is required to be given before 10 am on the day on which the motion is proposed. Kashmir issue Since Friday, Kashmir has been on a high alert. The Indian government had cleared the state of <a href="https://www.businessinsider.in/the-india-pakistan-border-in-kashmir-is-simmering-again-thousands-of-amarnath-pilgrims-have-been-sent-back/articleshow/70500904.cms">Amarnath Yatra pilgrims</a> and students citing a terror threat. The notice aside, the Union Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword> will make an announcement on their plans for Kashmir in the Parliament shortly at around 11 am. There is heavy speculation that the government is all set to scrap Section 35A in the Himalayan state. The section disallows non-permanent residents to settle down, acquire property to avail of scholarships.

Trinamool MP Mahua Moitra was on Friday <keyword id="46980" type="General" weightage="20" keywordseo="expelled" source="Orion">expelled</keyword> from the Lok Sabha after a discussion on the report of the <keyword id="297598" type="General" weightage="20" keywordseo="ethics-committee" source="Orion">Ethics Committee</keyword> in the 'cash for query' that was tabled in the Lower House today. Mahua Moitra, who was not allowed to speak during the discussion inside the House, the Trinamool leader read out her statement outside the Lok Sabha. She said that the Ethics committee broke every rule. Opposition staged a walkout after the Lok Sabha adopted the motion to expel the TMC MP. The House was then adjourned till December 11. Speaker Om Birla said, "...This House accepts the conclusions of the Committee that MP Mahua Moitra's conduct was <keyword id="430153" type="General" weightage="20" keywordseo="immoral" source="Orion">immoral</keyword> and <keyword id="117635" type="General" weightage="20" keywordseo="indecent" source="Orion">indecent</keyword> as an MP. So, it is not appropriate for her to continue as an MP..." The Ethics Committee report probing 'Unethical Conduct' of the Trinamool Congress (TMC) MP had recommended that Moitra "may be expelled" from the Lok Sabha and called for an "intense, legal, institutional inquiry" by the central government in a "time-bound manner". "The serious misdemeanours on the part of Mahua Moitra calls for severe punishment. The Committee, therefore, recommend that Mahua Moitra, MP may be expelled from the Membership of the Seventeenth Lok Sabha," the report read. Participating in the debate today over the Ethics Panel report in the lower house, Manish Tewari, who was nominated by the Congress to speak on the issue questioned whether the procedure of the Ethics Committee overrides the fundamental principle of Natural Justice. "Can the procedure of the Ethics Committee override the fundamental principle of natural justice which is the organising principle of every justice system in the world? From what we read in the newspaper, the one who has been made an accused - she was not able to complete her deposition. What kind of procedure is this?" He further said that the Ethics Committee can recommend whether a Member is guilty or not but it cannot decide what would be the exact punishment. "This is a fundamental distinction. That power lies with this House. The Ethics Committee can best make recommendations about whether a person is guilty or innocent. It is with the House to decide what would be the quantum of punishment. Here recommendation of the Commitee is fundamentally flawed," he said. Congress MP further raised a point that can a party direct its MPs to vote in a particular way in an impeachment procedure. "Can a whip be issued? because this is like directing a judge to decide on a particular matter. This is a complete travesty of Justice. This House should be adjourned. All whips should be withdrawn," he said. Manish Tewari said that today the Parliament has turned into a court to which Lok Sabha Speaker Om Birla replied, "No this is not a court. This is a House. I am not a judge, the House will decide what to do." Congress MP continued on the Whip issue and said," When according to a 10th schedule a whip is issued then it is completely anti to the principle of Natural Justice. The fundamental principles of natural justice are thrown to the winds in this House." "Never have I ever seen in my entire life that a House is sitting like a judicial body. would not have fallen if all member would have been allowed to study the on the floor of the House said, " Congress party demands more time to read the papers. I am stating this on a common sense basis. The report was tabled at around 12 noon, How can such a huge report be studied in such a short period of time. Is that even humanly possible?" He further stated that according to the principle of Natural Justice, TMC MP Mahua Moitra should be given a chance to speak for herself. "Please allow another three to four more days. In the principle of Natural Justice, th TMC MP should be given a chance. Don't let this new Parliament building become a symbol of grace," he said. Union Parliamentary Pralhad Joshi had moved the motion to consider the report of the Ethics commitee which was further taken up for the debate. Reiterating the party's demand, Congress MP Manish Tewari in Lok Sabha said, "As Adhir Ranjan said, heavens would not have fallen had we given 3-4 days to take cognisance of this report and then keep our opinions before the House because it is going to make a decision on a very sensitive matter. Questioning the procedure followed by the Ethics panel, Manish Tewari said, "Can the procedure of the Ethics Committee override the fundamental principle of natural justice which is the organising principle of every justice system in the world? From what we read in the newspaper, the one who has been made an accused - she was not able to complete her deposition. What kind of procedure is this?" He further said that the report of the Ethics Panel is fundamentally flawed. The Ethics Committee report probing 'Unethical Conduct' of Trinamool Congress (TMC) MP Mahua Moitra in the "cash for query" case that was tabled in the Lok Sabha on Tuesday recommended that Moitra "may be expelled" from the Lok Sabha and called for an "intense, legal, institutional inquiry" by the central government in a "time-bound manner"." "The serious misdemeanours on the part of Mahua Moitra call for severe punishment. The Committee, therefore, recommend that Mahua Moitra, MP may be expelled from the Membership of the Seventeenth Lok Sabha," the report read. Earlier the leaders from the Congress and Trinamool questioned the investigation. TMC MP Nusrat Jahan said, "Has it actually been fairly conducted? We don't know. Because this Government hasn't been really fair when it comes to women. We have asked for a hard copy of the report. Our leader Sudip Bandyopadhyay has asked for it." Claiming that no proper procedure was followed by the Ethics committee over its adoption of the report which led to recommending the expulsion of TMC MP Mahua Moitra from Lok Sabha, Congress leader Shashi Tharoor called it a 'disgrace' and said that this is nothing but a political vendetta by BJP. Mahua Moitra is facing the heat of the "cash-for-query" allegations against her. The Lok Sabha Ethics Committee had recently recommended her expulsion from the Lower House. The draft report was adopted by a 6:4 majority in the panel last month. As per the sources, the draft report on Moitra's cash-for-questions case reveals that she visited the UAE four times from 2019 to 2023 while her login was accessed several times. Six members of the panel voted in favour of the report, including suspended Congress MP Preneet Kaur. Four members of the panel belonging to opposition parties submitted dissent notes. The opposition members termed the report a "fixed match" and said the complaint filed by Dubey, which the panel reviewed, was not supported by a "shred of evidence".

The <keyword id="6354813" type="COMPANY" weightage="100" keywordseo="nifty">Nifty</keyword> may remain in a consolidation phase with an upward bias as traders await the outcome of The Reserve Bank of India's moves on the Interest rate front on Tuesday. The crisis in the Parliament's monsoon session has deepened with 25 MPs from the Congress being suspended for obstructing work. 
 
Meanwhile, the SGX Nifty signals a 7-point gap down opening for the Nifty today. The central bank is likely to maintain status quo on rates but its commentary on the outlook for oil prices, inflation and the deficits will decide the near-term fate of indices. 
 
Global cues are flat. Major Indices in the US fell between 0.3-0.5 percent on Monday. The trend was mildly bullish in European markets with top indices adding 0.8-1.2 percent, except for the UK market, which fell 0.1 percent. Sentiment from the commodity space remains positive for Indian equities. Gold Futures slipped for a 2nd day, to fresh 5-1/2 year lows; Oil Futures inched up, while the metal complex remained weak. And stocks in Japan, China and Hong Kong are down between 0.1-0.5 percent. 
 
The Nifty Index closed at 8,543 points, up 10 points, on Monday. PSU banks led the advance. The index is now trading substantially above its 200-DMA, indicating that bulls are in control of the market. The Nifty has a strong support at 8,500-8,450 levels while the resistance is seen at the 8,567-8,637 point level. 
 
Sentiment is mixed in the cash market. Foreign Institutional Investors posted net buys of `350 crores on Monday, their first purchase in 6 days. In contrast net sales of `33 crores from domestic investors were totalled, their first negative figure in 7 days. The derivatives space was muted. There were net sales worth 188 crore rupees for Index Futures; Purchases of 463 crore rupees for Stock Futures; Purchases of `589 crore rupees for Index options and net sales of 49 crore rupees for Stock Options. 
 
Today's major earnings are from Bharti Airtel, Britannia, JK Tyres and Hexaware Tech.

In a major shift in the gear, following increasing pressure by people across the country and opposition parties, <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> government has returned to the draft of the Land Acquisition Bill that was prepared by the UPA government with key components involving cosent clause and social assessment of the loss of land by the farmers. 
 This brings us back to the Land Acquisition Bill 2013 which factored in crucial clauses relating to consent of affected families, and social impact assessment (SIA) undoing the nine main amendments <keyword id="41281" type="ORGANIZATION" weightage="80" keywordseo="NDA">NDA</keyword> had brought to the bill, by way of ordinance, and subsequently into the bill. Six of them were already approved by the Joint Committee of the Parliament in the past. A consensus had been evolved as well. 
 In the backdrop of 25 Congress MPs being suspended for ‘unruly’ behavior, something that was a sense of déjà vu for <keyword id="14666" type="ORGANIZATION" weightage="100" keywordseo="BJP">BJP</keyword> when it sat in similar position few years ago, the <keyword id="395063" type="ENTERTAINMENT" weightage="80" keywordseo="U-Turn">U turn</keyword> on land acquisition bill may well put a spoke in the plans of NDA speedy development and progress. Blazing economy in a year’s time, did we say? Well, that seems like bit of a tough luck now! 
 
The NDA managers have been keeping their fingers crossed over a few things in the current parliament session. The bill is now a sorted issue. But how does this project the government in the eyes of the people? There has to be some kind of an image shift after NDA succumbed to the pressure exerted by people and opposition parties. 
 
It would rather be naïve to think NDA bowed its head before UPA or Congress in particular. The U turn on land acquisition bill has more things under its wing, than what meets the eye. 
 
In the recent times, after the initial loss of face in the elections last year, Congress has been doing everything well within its purview to lift its image from almost zero. But, looks like every time BJP cracks its whip, Congress is getting a new lease of life.

Narendra Modi’s #AccheDin may well be around in a political manifesto, but that was before the elections were won and the skies were much clear. Now with drought in half the states, and the other half experiencing failed monsoons, India is on the brink of the rate of farmers’ suicides climbing up the ladder again. 
 
BJP’s complete wash out in Delhi elections is now a distant memory. But that’s a lesson learnt again. Among some of the main reasons for this reverse mode on land acquisition bill is the reason that BJP is bringing in ordinances with polls in the near gaze. BJP is hoping to hold the reins in Bihar and if this does not happen, it may well be the end of dream run for Amit Shah and Modi duo who almost managed the entire elections getting BJP a landslide victory just about 13 months ago in general assembly elections. 
 
Not only have the opposition parties come together in a solid way, they have also managed to dent the image of BJP being ‘people’s voice’ as against what the party had built prior to elections. 
 
The complete turnaround of BJP several issues, the Lalit Modi episode that generated much embarrassment, has given some serious blows to the party in the recent times. 
 
With Bihar elections ahead, BJP wants to resurrect its image of being portrayed as a ‘corporate’ party that doles out land to companies ruling out the farmer consent in the ordeal. 
 
This has cost BJP a good seven months of losing parliament time and having known the loss way too well, the managers of the party know this will cause a serious lag on part of the developmental guidelines as far as the time line is concerned. Into second year of its administration, BJP is realizing the aura receding way too fast. Some corrective actions in the run up to the development agenda were much needed. 
 
Hence, even though grudgingly so, BJP dropped all the contentious amendments just in time. Modi had his personal image riding on this bill, having promised the ‘acche din’ to people the day he assumed power. 
 
Because, the opposition parties aside, people had begun to take to streets on this and Congress was just beginning to leverage on this. The opposition, surprisingly, came well from within the party lines too. 
 The RSS affiliates, the Bharatiya Mazdoor Sangh, Bharatiya Kisan Sangh and Akhil Bharatiya Vanavasi Kalyan, all of them had equivocally raised their objections against the amendments to the <keyword id="87979" type="ORGANIZATION" weightage="100" keywordseo="Land-Bill">land bill</keyword> stating this would cause serious repercussions if implemented. 
 
It was both the perception, and the public opinion that BJP heard. And, looks like it would do good to the party at least for the time being.
