He said the bill will be taken up for discussion in the next cabinet meeting to clear the doubts. " On Monday, complete discussion (on the topic) could not take place in the cabinet meeting. By then reports had appeared in the media," he told the <keyword id="19896017" type="General" weightage="20" keywordseo="karnataka" source="keywords">Karnataka</keyword> assembly. "There was some confusion. We will clear those confusions in the next cabinet meeting. Let's have a detailed discussion." The CM was replying to Leader of the Opposition R Ashoka's demand to clarify the <keyword id="19904635" type="General" weightage="20" keywordseo="state-government" source="keywords">state government</keyword>'s stand on the bill. He said the Chief Minister changed his message on 'X' thrice. Ashoka recalled that Siddaramaiah in his first post said that the cabinet has decided 100 per cent reservation for Kannadigas in the private sector and then deleted it. The Chief Minister then posted another message saying that there will be 50 per cent reservation in the management category and 70 per cent in non-management category for Kannadigas. "Finally, you announced putting the bill on hold. There appears to be a Tughlaq government in Karnataka," he said. In his reply, the Chief Minister said, "There is no Tughlaq government, but Siddramaiah government. We will take up the bill in the next cabinet meeting." The state cabinet had on Monday cleared the Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024', which makes it compulsory for <keyword id="20657367" type="General" weightage="20" keywordseo="private-firms" source="keywords">private firms</keyword> to reserve jobs for Kannadigas. "Any industry, factory or other establishments shall appoint fifty per cent of local candidates in management categories and seventy per cent in non-management categories," the bill read. If the candidates do not possess secondary school certificates with Kannada as a language, they should pass a Kannada proficiency test as specified by the 'Nodal Agency', it added. The nodal agency will have powers to call for any records information or documents in the possession of an employer or occupier or manager of an establishment for the purpose of verifying the report. The government may appoint an officer not below the rank of Assistant Labour Commissioner as the authorised officer for the purposes of compliance of the provisions of the Act. Any Employer or Occupier or Manager of an Establishment, who contravenes the provisions of this Act should be liable for a penalty between Rs 10,000 to Rs 25,000. The move drew flak from the industry. <keyword id="19955786" type="General" weightage="20" keywordseo="NASSCOM" source="keywords" meta.keywordsubtype="org" meta.entityname="NASSCOM" meta.hostid="261" meta.entityid="NASSCOM">NASSCOM</keyword> even cautioned that the companies will move out of Karnataka. Ministers quickly issued a statement assuring companies that their interest will be protected.

Kannadiga reservation quota bill to be taken up in next cabinet meeting to discuss "confusions": K'taka CM

Statistics show a grim future for females looking to stay on top at America's most successful companies. Although past generations may have envisioned 2013 as a better and brighter future for women, figures reveal that women in the workplace are still living in the shadow of their male counterparts.
In 2011 there were only 15 female CEOs in Fortune 500's list of America's largest corporations. When 2012 came to a close, the <a href="http://money.cnn.com/magazines/fortune/fortune500/2012/ceos/" title="number of female CEO's">number of female CEOs</a> at the U.S.' top companies did not improve much, only reaching 17. Some celebrate this figure as record-breaking, others are worried that 17 out of 500 is hardly a statistic to rejoice over.
The U.S isn't the only country keeping women on the sidelines, it's a worldwide phenomenon. Since the financial crisis hit, not only are women not climbing up the corporate ladder, they aren't entering the work force at all. A recent International Labour Organization (ILO) report on <a href="http://www.ilo.org/global/research/global-reports/global-employment-trends/WCMS_195447/lang--en/index.htm" title="Global Employment Trends for Women">Global Employment Trends for Women</a> is not optimistic about the future of women in the work place. In 2007, before the financial crisis, the female unemployment rate was 5.8 percent, compared to 5.3 percent for men. By the time 2011 rolled around, men disproportionately took the lead: Women's unemployment reached 6.4 percent, well above the number for men, which was 5.7 percent. The ILO projects that this gap will remain through 2013 and beyond, as this chart shows: 

The question remains: What are governments doing to close this massive gap? A handful of nations have an idea. They believe that if companies aren't promoting women to top tier positions on their own, the answer is to make them to do it.
France, Norway, and Spain have introduced <keyword id="1781766" type="UNKNOWN" weightage="60" keywordseo="Compulsory-Quotas">compulsory quotas</keyword> in the work place to force companies to place women in leadership roles. As early as 2003, a law was passed declaring that Norwegian companies set aside 40 percent of boardroom positions for women by 2008. While Belgium, Britain, Sweden, and Germany have considered putting similar laws into effect, the European Union's executive body recently shot down a proposal to officially enact them. Marina Yannakoudakis, British member of the European Parliament is against the quotas, and <a href="http://www.ilo.org/global/about-the-ilo/newsroom/features/WCMS_192102/lang--en/index.htm" title="told the ILO">told the ILO</a> that "In the U.K. 100 women were appointed to FTSE-100 and FTSE-250 boards last year and FTSE-100 boards currently have 15.2 percent female representation. I agree that there is still a long way to go but these women were selected because they were the best people for the job. Had they made it to the top by virtue of quotas it would have been nothing short of patronizing,” Yannakoudakis says. The United States has not followed the example of its European counterparts; we haven't even seen a national discussion of these quotas. That doesn't mean that there aren't influential American women hoping that this might one day become a reality for the U.S.
<a href="http://www.nywici.org/features/women-and-quotas" title="Tekla Szymanski">Tekla Szymanski</a>, the managing editor of nywici.org argues that "quotas combat prejudice and pre-conceived opinions about someone’s ability to advance; they help fight <keyword id="43748" type="PERSON" weightage="60" keywordseo="discrimination">discrimination</keyword> and nepotism, shatter glass ceilings and old-boy-networks. Quotas should never supplant merit, skills and hard work, however."
While compulsory quotas mandating that women be promoted to top tier positions may not be a reality for the United States, it's likely Americans are bound to begin weighing the possibility sooner or later. <a href="http://www.economist.com/node/18988694" title="In a 2011 feature the Economist declared">In a 2011 feature, the Economist declared</a> that "new rules from the Securities and Exchange Commission will require firms to reveal what, if anything, they are doing to increase diversity at the top table."
That increased transparency may highlight the issue, revealing whether companies are even making an effort, and if intervention is needed. The numbers argue that the gap will take too long to close on its own.

It May Take Mandatory Quotas To Finally Put Women in Charge 

<ul class="summary-list"><li>China used the labor of persecuted <keyword id="45300" type="COMPANY" weightage="60" keywordseo="Uighur">Uighur</keyword> people to make <keyword id="2493103" type="PERSON" weightage="60" keywordseo="personal-protective-equipment">personal protective equipment</keyword> (<keyword id="1676024" type="PERSON" weightage="60" keywordseo="PPE">PPE</keyword>) that was then exported to the US and other countries, a new <a href="https://www.nytimes.com/2020/07/19/world/asia/china-mask-forced-labor.html">New York Times report found.</a></li><li>Many Chinese factories use a work program to recruit Uighur employees, The Times reported, which experts say is forced labor.</li><li>China has detained at least one million Uighurs in detention camps, which it euphemistically bills as "re-education" camps, and keeps Uighurs under strong surveillance.</li><li>Previous reports have found that companies like Nike and Apple have also worked with suppliers that use Uighur labor. The US recently blacklisted those suppliers.</li></ul>China has sent US and other countries personal protective equipment (PPE) that was made through the labor of the persecuted Uighur Muslim minority, <a href="https://www.nytimes.com/2020/07/19/world/asia/china-mask-forced-labor.html">The New York Times reported</a>.The Times identified companies across China that use Uighur labor to make PPE that is then exported to other countries.One example cited by The Times was a shipment of face masks sent to a medical-supply company in the state of Georgia from a Chinese factory where more than 100 Uighurs were sent to work.Some of those companies are using a government-backed labor programme to send Uighurs to work in their factories, which experts say amounts to using them as forced labour.Amy K. Lehr, the human rights director at the Center for Strategic and International Studies, told The Times: "The rural poor that are being put into factory work are not going by choice.""These are coercive quotas that cause people to be put into factory work when they don't want to be — and that could be considered forced labor under international law." Forced or compulsory labor is <a href="https://www.ilo.org/global/topics/forced-labour/publications/WCMS_342966/lang--en/index.htm">prohibited</a> under international human rights law.<div type="image" title="n95 mask" height="1388" width="1999" msid="77089141" hostid="261"></div>China bills the program as a chance for Uighurs to improve their lives.A spokesman for China's Embassy in the US told The Times that the program helps "local residents rise above poverty through employment and lead fulfilling lives."The Times — which examined photos, <a href="https://www.nytimes.com/video/world/asia/100000007226041/china-coronavirus-masks-uighur-labor-ppe.html" target="_blank" rel="nofollow noopener">videos, government documents</a>, satellite images, and shipping data — and found that the number of PPE companies in China's <keyword id="46500" type="COMPANY" weightage="60" keywordseo="Xinjiang">Xinjiang</keyword> region, the heartland of the Uighur people, had increased from four before the pandemic to 51.And 17 of those take part in the government's Uighur labor program, though much of what they make is consumed within China, rather than exported abroad.It is part of China's wider persecution of Uighurs. These included companies that supplied companies like Apple and Nike.The Australian institute's report also said that Uighur work was in the supply chain of companies like Nike, BMW, and Amazon.US Customs and Border Protection (CBP) officers <a href="https://www.businessinsider.com/cbp-seize-human-hair-extensions-made-in-xinjiang-uighur-labor-2020-7">seized a shipment of human hair extensions</a> earlier in July that are believed to have been manufactured in Xinjiang. Trump <a href="https://www.businessinsider.com.au/uighur-china-detention-centers-activists-urge-accountability-2020-2">moved in June to punish Chinese officials</a> for the country's treatment of Uighur Muslims.China's ambassador was over the weekend confronted with footage purporting to show blindfolded Uighurs being led into trains in China. The session informed students that to keep the system centralized, the university has done away with entrance tests in various courses barring courses like Bachelor in Business Economics and Bachelor in Finance and Investment. For students seeking admission through sports quota, fitness test has now been centralized. While the best of four criteria which includes one language and three academic subjects, remains the same as last year; 2.5 % points will be deducted from them, if the subject applied for is not included in vocational subject. Besides, 10 marks will be deducted for every vocational course not included. Also, there will be a maximum penalty for a stream change in case of BA and B.Com honors courses. 
 
DU's Open House Days can therefore go a long way in helping students clear doubts, and figure out what could suit them the best as per their stream, scores and ambitions. "We were in a period of relative quiet with the Taiwan issue, and now it's in a more primary place on the agenda as far as Beijing is concerned," Glaser said.At the core of the issue is that the Peoples Republic of China (PRC) wants Taiwan, known officially as the Republic of China, to return to the fold to create one country that is unified under the rule of the Communist Party of China.But Taiwan, with the help of the US, has so far managed to resist the PRC's attempts to isolate it politically and economically, and has even shown signs of moving further away from the PRC and towards official independence - a move that would almost certainly provoke an armed response from the mainland."The current situation in the Taiwan [Strait] is a war of nerves," Ian Easton, a research fellow at the Project 2049 Institute and the author of "The Chinese Invasion Threat: Taiwan's <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">Defense</keyword> and American Strategy in Asia," told Business Insider in an email. "Taiwan is winning. First and foremost, Taiwan has been training to defend the island for decades. For a country of only 23 million people, its military is quite capable. It has an active force of around 180,000 troops, with 1.5 million reservists - putting its size on par with the militaries of Germany and Japan, despite having a much smaller population. Some of its equipment is relatively high-end. Its air force operates around 100 US-made F-16s, and 100 indigenously made F-CK-1A/Cs. Its Army maintains a number of AH-64 Apache gunships, and AH-1W SuperCobras. Taiwan's navy has roughly eight destroyers and 20 frigates in service, mostly former Oliver Hazard Perry-class and Knox-class ships. But they also have six French-built La Fayette-class frigates. The navy also sails a large number of fast missile boats, and two modified Zwaardvis-class attack submarines.On top of that, Taiwan has a lot of anti-air and anti-ship defenses, and hundreds of cruise missiles that can strike mainland China. <div class="KonaFilter image-container display-table"><div><div class="image on-image">ReutersTaiwan navy fast attack boats take part in a military drill outside a naval base in Kaohsiung port, southern Taiwan, January 27, 2016.</div></div></div>Taiwan's geography also provides another advantage. Crossing the Taiwan Strait would take up to 7-8 hours by sea, and during that time Taiwan could prepare for an invasion, and use its navy and air force to attack incoming Chinese ships, and set up anti-ship mines along the Strait.The PRC also does not currently have the capability to transport the required number of troops (once <a href="http://freebeacon.com/national-security/chinas-secret-military-plan-invade-taiwan-2020/">estimated</a> to be as high as 400,000) needed to take the island.Furthermore, Taiwan is very mountainous, and does not offer a lot of landing zones where the People's Liberation Army (PLA) could establish solid beachheads. Roughly only 10% of its shoreline is suitable for the large-scale amphibious landing that the PLA would have to make. All of this means an invasion of Taiwan by the PRC would be extremely costly. "China has no obvious starting move that guarantees that they don't absorb a lot of risk from this," Scott Harold, the associate director of the RAND Corporation's Center for Asia Pacific Policy, told Business Insider.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Associated PressTaiwanese soldiers move past M113 Armored Personnel Carriers during military exercises in Hualien County, eastern Taiwan, January 30, 2018.</div></div></div> But Taiwan's military has two large problems - a lack of advanced equipment, and problems with its transition from compulsory service to a fully volunteer force.Much of the military equipment needs to be modernized, especially its tanks and ships, and this can't be done for diplomatic reasons. Only around 20 nations officially recognize Taiwan, and the PRC puts a lot of pressure on other countries to not do business with the island, especially in terms of defense. The only nation that is willing to sell Taiwan complete weapon systems is the US, but they have "been slow to provide the weapons that Taiwan has been requesting, especially over the past 10 years," according to Easton.The military is also having difficulty making hiring quotas, which is affecting overall capability and performance because they are trying to replace its largely conscript service with professional soldiers. "China has a massive military, so Taiwan must maintain its advantage in quality," Easton said.<h2>An uncertain future</h2>A war between the PRC and Taiwan would also risk involving the US, which, while not under legal obligation, has opposed to any use of force against Taiwan in the past. It <a href="https://adst.org/2015/05/taiwan-vs-china-saber-rattling-over-the-third-taiwan-strait-crisis/">deployed carrier battle groups</a> to the Strait in 1995 to prevent war from breaking out, and relations between the two countries <a href="https://www.washingtonpost.com/news/global-opinions/wp/2018/01/05/can-china-really-take-over-taiwan/?utm_term=.b50a060ffb23">remain strong</a>. One analyst Business Insider spoke to calculated that US submarines could sink 40% of a PLA invasion force.War between the two Chinas, then, would be catastrophic.
