Mumbai: The Reserve Bank is unlikely to cut the benchmark <keyword id="20071327" type="General" weightage="20" keywordseo="interest-rate" source="keywords">interest rate</keyword> in its forthcoming bi-monthly monetary policy review later in the week as <keyword id="19999652" type="General" weightage="20" keywordseo="retail-inflation" source="keywords">retail inflation</keyword> is still a cause of concern, and there is a possibility of the Middle East crisis deteriorating further, impacting crude oil and commodity prices, say experts. Earlier this month, the government reconstituted the Reserve Bank's rate-setting panel -- <keyword id="19913109" type="General" weightage="20" keywordseo="Monetary-Policy-Committee" source="keywords">Monetary Policy Committee</keyword> (MPC). The reconstituted panel, with three newly appointed external members, will commence its maiden meeting on Monday. MPC Chairman RBI Governor Shaktikanta Das will reveal the outcome of the three-day discussion on Wednesday (October 9). The <keyword id="19899810" type="General" weightage="100" keywordseo="Reserve-Bank-of-India" source="keywords" meta.keywordsubtype="org" meta.entityname="Reserve Bank of India" meta.hostid="261" meta.entityid="Reserve Bank of India">Reserve Bank of India</keyword> (RBI) has kept the repo or short-term lending rate unchanged at 6.5 per cent since February 2023, and experts think some easing could only be possible in December. The government has tasked the central bank to ensure that Consumer Price Index (CPI) based retail inflation remains at 4 per cent with a margin of 2 per cent on either side. In the current context, experts feel that the RBI may not follow the US Federal Reserve, which lowered the benchmark rates by 50 basis points, and the central banks of some developed nations, which have reduced the interest rates. "We do not expect any change in the <keyword id="20094323" type="General" weightage="20" keywordseo="repo-rate" source="keywords">repo rate</keyword> or stance by MPC. The reason is that inflation for September and October will be above 5 per cent, and the present low inflation is due to the base effect. Besides, core inflation is inching upwards," said Madan Sabnavis, Chief Economist, Bank of Baroda. Further, the recent Iran-Israel imbroglio can intensify, and there is uncertainty here, he said. "Hence, the status quo is the most likely option even for new members. Inflation forecast may be lowered by 10-20 bps and no change in GDP forecast likely," said Sabnavis. The central bank last hiked the repo rate to 6.5 per cent in February 2023 and since then, it has held the rate at the same level. Icra Chief Economist Aditi Nayar said that given the undershooting in the initial first quarter GDP growth relative to the MPC's forecast and the likely sizeable undershooting in the second quarter CPI inflation print as well, "we believe a stance change to neutral may be appropriate in the October 2024 policy review". This could be followed by a shallow rate-cutting cycle of 25 bps each in December 2024 and February 2025, she added. "The abundant monsoon offers some insurance for crop inflation. The impact of global political developments and geopolitical uncertainty on the growth inflation dynamics remains a risk," Nayar added. An HSBC report said three developments stand out -- softer growth numbers have trickled in recently, inflation has been falling, and the external environment has moved from rate hikes to cuts. "We believe the RBI doesn't gain from waiting any longer. We think it will change its stance from a hawkish 'withdrawal of accommodation' to 'neutral' in the upcoming 9 October policy meeting, followed by repo rate cuts of 25 bps each in the December and February meetings, taking the repo rate to 6 per cent," the report said. The RBI kept the repo rate unchanged at 6.5 per cent in its August bi-monthly review amid risks from higher food inflation. This was the ninth consecutive MPC meeting, which decided to maintain the status quo on the rate front. Pradeep Aggarwal, founder and chairman, Signature Global (India) Limited, said while the real estate industry, developer community, and homebuyers are hoping for an interest rate cut in the upcoming monetary policy review, the RBI is likely to hold on to the interest rate cuts for the tenth consecutive time. "The apex bank still seems uncomfortable with the overall retail inflation scenario, particularly food inflation. As such, it is expected to maintain the status quo. The recent interest rate cut by the US Federal Reserve has ignited similar hopes even in India, but the domestic scenario is very different," he added. SBM Bank India Head Treasury Mandar Pitale believed that the MPC has persistently advocated a restrictive policy until inflation aligns durably towards the 4 per cent target. "With the unfavourable base effect taking the next couple of CPI prints near 5 per cent plus or minus, it will pose a major challenge for MPC to start easing from the October meeting," Pitale said, adding that the MPC is also expected to deliberate upon the global factors like growth-inflation behaviour in developed economies. The government has appointed Ram Singh, Saugata Bhattacharya, and Nagesh Kumar as external members of the MPC. They have replaced Ashima Goyal, Shashanka Bhide, and Jayanth R Varma. Apart from the Governor, the other internal members are the RBI Deputy Governor in charge of monetary policy Michael Debabrata Patra and the Executive Director monetary policy department of RBI Rajiv Ranjan. In an off-cycle meeting in May 2022, the MPC raised the policy rate by 40 basis points and it was followed by rate hikes of varying sizes, in the subsequent meetings till February 2023. The repo rate was raised by 250 basis points cumulatively between May 2022 and February 2023.

But, he added, there is "little and mixed evidence on the environmental effects of cash transfers around the world." Some data shows that these programs can actually lead to deforestation because families can use the cash to expand their agricultural businesses, and chop down trees to do so, he said. Felandro told BI that this is a fair concern, but added that here "the scale is very minor." Families often only have small plots of land that they use primarily to feed themselves. "We're not talking about large-scale production of cacao or coffee," she said. Communities that participated in Cool Earth's prior cash transfer projects saw up to 46% less deforestation compared to similar neighboring communities, Felandro added. They argued that federal funding — in the form of subsidies for developers, homeowners, and public housing — has too often propped up a for-profit market that doesn't serve the neediest."There is another way: social housing," Ocasio-Cortez and Smith said in their op-ed. "Instead of treating real estate as a commodity, we can underwrite the construction of millions of homes and apartments that, by law, must remain affordable."Baiocchi stressed that social housing would take all kinds of forms. The decision to convene a special session was prompted by Maratha quota activist Manoj Jarange Patil, who is on a hunger strike at Antarwali Saarati village in Jalna district. Our protest is now over. Our request has been accepted. We will accept the letter from him. Referring to the demands of giving Kunbi certificates to all 54 lakh people whose data has been found till now, Patil said that they will be given the certificates soon. Earlier on Friday, Patil warned the state government that if their demands were not met, then protestors would march towards Mumbai on Saturday morning. Meanwhile, Maharashtra Minister Mangal Prabhat Lodha said that the ordinance that was passed has the solution to all the problems, so there is no need to continue the protests. Many of them said the cars aren't the problem — Musk is."The car is brilliantly designed and incredibly functional," Peter, a 2022 Tesla Model 3 owner from Vermont who asked to only be mentioned by his first name, told Business Insider. "However, until Musk leaves Tesla, I will not buy another of their products, and sadly I am considering selling my otherwise near perfect Model 3."Peter added that Musk is "actively alienating his customers." He described Tesla customers as "relatively liberal and centrist."Arthur Kulak told BI that he owns Tesla shares and is still deciding whether or not he should sell his stock in the company. "I think of all those babies," she struggles to say, tears running down her cheeks.She hasn't stopped spontaneously sobbing in the weeks since <keyword id="6355005" type="UNKNOWN" weightage="100" keywordseo="news">news</keyword> broke that a massive, unmarked grave of 215 Indigenous children was found outside an Indian residential school in British Columbia, Canada.The shock was then followed by an even more gruesome discovery of an unmarked grave of 751 Indigenous peoples, mostly children, was located outside a former residential school in Saskatchewan.<div type="image" title="Ruby Left Hand Bull Sanchez" height="922" width="720" msid="84395041" hostid="261"></div>"This is only the tip of the iceberg," she told Insider.It's not just a belief. She knows there are more lost children out there, and in the United States as well.Now 63, Sanchez was 5-years-old when white government agents in suits and white priests in clerical collars yanked her away from her mother's arms.Year after year, Sanchez's mother lived in agony as 11 of her 12 children were stolen and taken to the St. Francis Rosebud Sioux Indian School in South Dakota where Indigenous children were beaten, molested and raped night after night by the priests and nuns that ran it.These houses of horror and brutality were first established in 1869. At that time, Indigenous mothers, fathers and grandparents would set up their tipis just outside the schools to be near their babies. "The kids would cry, and the mothers and fathers would hear them crying and they'd cry, too," Sanchez said.At a Denny's parking lot in Denver, Colorado, Sanchez sits down for coffee and conversation. The restaurant is mere miles from where she used to live while homeless.That area is called '<keyword id="5124851" type="PERSON" weightage="60" keywordseo="Lakota">Lakota</keyword> Corner' because of all the Indigenous homeless people - Lakota, Diné, Apache - who find safety and solace with their fellow suffering, traumatized, or down-on-their-luck Natives who live on or near the block.Sanchez is eight years sober now, but said she's always on the brink of backsliding - always a memory or trigger away from drowning in the "white man's poison."If she doesn't keep a handle on the pain and trauma she struggles with every single day, it can take over - more than 50 years after living in a brutal hell pit with monsters who masqueraded as nuns and priests.<h2>The US has its own, dark history of Indian boarding schools</h2>All over the US, at the 357 Indian boarding schools in places like Oklahoma, Arizona, New Mexico, and dozens more, Native kids were beaten black and blue for the smallest infractions."When I arrived [to St. Francis Indian School], on the first day, a nun shoved a bar of lye soap in my mouth," she revealed, noting that her first <keyword id="39494" type="ORGANIZATION" weightage="60" keywordseo="Crime">crime</keyword> in the eyes of pseudo-pious pedophiles was that she was born Sicangu Lakota.By her second day, the crime was that she spoke her Lakota language in the presence of a haggard nun.A child caught speaking their language would have a needle shoved through their tongue or be made to stand in front of the class where a nun or priest would smack it with a wooden ruler as an example to the other children to never again speak "those savage languages."Sanchez said she doesn't speak Lakota anymore - not because she doesn't know it (in fact, Lakota was her first language) but because it's too traumatic.The sound and cadence that would once come from her mouth dredges up too many brutal, vicious memories of what she personally experienced, what she was made to witness for years, night and day."If I saw my brother, I couldn't even give him a hug because we'd get whipped if we did," she said. Sanchez, today, dons a pair of beautifully beaded earrings, a black fedora with red trim, a leather jacket, and a T-shirt that reads, "SICANGU LAKOTA OYATE." She looks equally ready for a protest or a pow wow. She catches the eye of nearly everyone she cruises by with that Native gait headed to a table in the back.The waitress takes Sanchez's order. They order a massive breakfast of bacon and eggs and pancakes. She again begins to cry. "There are tunnels under St. Francis between the priests' and nun's quarters to where we slept," she said.She details how children slept in bunk beds, each pretending to be asleep, before the door would suddenly creak open in the middle of the night. It would be a priest walking in to rob a child of their innocence. After the priests slithered in, the nuns were on their way."I'd lie there in my bed and pray that I wouldn't be next," she said softly. "Some of the kids never came back."That's one thing that still haunts Sanchez about St. Francis. Another is the incinerator that once sat outside the school. It was "human size," but Sanchez never witnessed what it was used for.She likens the imagery to Auschwitz and Hitler. The comparison isn't a stretch. Reservations were first established as prison camps, predating the Holocaust.Historians also cite that <a href="https://indiancountrytoday.com/archive/ugly-precursor-to-auschwitz-hitler-said-to-have-been-inspired-by-us-indian-reservation-system">Hitler was inspired by the Indian reservation system</a>, referring to the Russians as 'redskins' and lauding America's efficiency at rounding up Natives and corralling them into one place for starvation and, eventually, extermination."Hitler's concept of concentration camps as well as the practicality of genocide owed much, so he claimed, to his studies of English and United States history," John Toland, the Pulitzer Prize-winning biographer <a href="https://www.amazon.com/Adolf-Hitler-The-Definitive-Biography/dp/0385420536">wrote</a>."He admired the camps for Boer prisoners in South Africa and for the Indians in the wild west; and often praised to his inner circle the efficiency of America's extermination-by starvation and uneven combat-of the red savages who could not be tamed by captivity."<h2>Survivors are calling for reparations while struggling to heal</h2><div type="image" title="Indian Boarding Schools" height="3000" width="4000" msid="84395042" hostid="261"></div>Back at the boarding schools, the children who survived became the adults left to medicate the pain away - managing their trauma as best they could for the rest of their lives.Part of Sanchez's therapy is traditional jewelry making. "This is for you," she gestured while gathering to leave. In her hands sat a turquoise, red, and white bead and bone necklace with an eagle feather suspended at the bottom. "I made it," she beams, gleefully.Sanchez finishes her meal as dark clouds roll in over nearby Sloan's Lake. Thunder in the distance just over the Rockies. Inspired, she shares the story of the Lakota's sacred land.According to oral tradition, two Lakota men rested and prayed by a river long ago in the Black Hills, when suddenly a young girl appears. The child sprouts up through the lake, feet still immersed in the water.The girl says to the men "find us" before slowly descending back into the river.Sanchez called it a message - a message to find all the Indigenous peoples, the children and the babies, who are "still stuck here." They are the ancestors who cannot move on to the next place until they are returned to their people, their families, and given the proper prayers and songs and burials.Shortly after, news broke that 10 Indigenous children who are still buried near the Carlisle Indian Industrial School in Pennsylvania, would be exhumed and returned to their people.Nine of the deceased kids are Sicangu Lakota.For Sanchez, that's 1o children who are coming home to her community. They can finally move on to the next place.Thousands more are "still stuck here."With more than <a href="https://www.cbc.ca/news/canada/british-columbia/penelakut-kuper-residential-school-1.6100201">160 "unmarked" graves</a> uncovered in Canada this week, the search continues.

She told me about what's going on with these women, that over in Canada, that a lot of girls are going missing," Kimberly Loring told Insider. Missing and Murdered Indigenous Women (MMIW) is a broad movement <a href="https://mmiwusa.org">in the US</a> and <a href="https://www.mmiwg-ffada.ca/final-report/">Canada</a> led by indigenous activists, seeking to raise awareness and stop the high rate of missing and murdered community members."And just a few months later, Ashley became one of those women," Kimberly said.In light of travel vlogger <keyword id="12095996" type="UNKNOWN" weightage="60" keywordseo="gabby-petito" source="Orion">Gabby Petito</keyword>'s disappearance and death, and the heavy national spotlight on her case, there has been a delayed and renewed focus on <a href="https://www.nativewomenswilderness.org/mmiw">missing and murdered indigenous women</a>.Ashley Loring HeavyRunner went missing on June 5, 2017, <a href="https://www.nbcnews.com/dateline/family-friends-hold-annual-walk-ashley-loring-heavyrunner-raising-awareness-n1270579">according to NBC News.</a> At the time, she was a 20-year-old student studying environmental science at Blackfeet Community College.Kimberly last spoke to her sister on June 5. That night, Ashley said that Kimberly posted on social media that she needed a ride to a party, <a href="https://www.nbcnews.com/dateline/family-friends-hold-annual-walk-ashley-loring-heavyrunner-raising-awareness-n1270579">according to NBC News.</a> Later, Kimberly said that Ashley asked her for money, and Kimberly asked Ashley if she was doing alright.Ashley's family became concerned when for a string of days in early June, while their father was hospitalized for liver failure, Ashley did not return texts or phone calls. She was last seen in Browning, Montana."We do whatever we can to find Ashley, and that's our lives right now," Kimberly told Insider, adding that since the first day she vanished, she has been searching for her.And according to the <a href="https://dojmt.gov/mmip-home/data-analysis/">Montana Missing and Murdered Indigenous People Task Force</a>, between 2017 and 2019, over three thousand indigenous people were reported missing in the state; 80% were under the age of 18 and many have been reported missing multiple times. The state's task force claimed that in that time frame, 97.7% of reported missing people <a href="https://dojmt.gov/mmip-home/data-analysis/">were found.</a>"Gabby's story is not unique. It's the very same as thousands of other families, thousands of other girls that have gone missing," Kimberly told Insider. "You tell her story, you're telling thousands of other stories.""I believe as a people, we need to keep standing for our missing so that one day that we will be seen as the same - as important - because everybody is important," Kimberly said.Kimberly described the search effort as a largely solitary process that was eventually aided by community members and a tribal reporter who brought Ashley's story to light."The community, before, they didn't didn't know how to search, but just recently, now we have three people that are missing on the reservation," Kimberly said. "They fully understand now a lot more than they did four years ago when it was just Ashley missing."There are also multiple law enforcement agencies involved in Ashley's case: the FBI, the Bureau of Indian Affairs, and local law enforcement. Kimberly said that there is confusion for Ashley's family in terms of who is taking the lead. A spokesperson for the FBI's Salt Lake City office, which is actively investigating Ashley's disappearance, told Insider that there was no new publicly available information related to Ashley's case."At the request of the Bureau of Indian Affairs, the FBI has agreed to investigate the disappearance of Ashley Loring Heavyrunner of Browning, Montana.  Ashley disappeared in June of 2017.  The FBI has offered our assistance in the case and has access to additional resources that can be devoted to the investigation.  This remains an active investigation and no further information will be released at this time," the FBI said in 2018.Insider also reached out to the Bureau of Indian Affairs.Experts previously told Insider that a lack of media coverage and lopsided law enforcement help has also created an environment where "missing white woman syndrome," persists and the <a href="https://www.insider.com/spikes-in-missing-black-latina-women-gets-little-media-attention-2021-9">cases of missing people of color do not gain the same attention.</a>Payne Lindsay, the host of the true-crime podcast "<a href="https://upandvanished.com/season-3/">Up and Vanished</a>" is trying to raise more awareness of the case. Lindsay is working closely with Kimberly at the reservation as her family tries to find answers."By telling her story, I believe that my sister was able to help bring more awareness to missing and murdered indigenous women, and how Ashley wanted to help these women," Kimberly said. "And in a huge way, she was able to do that."
