The <keyword id="9669599" type="General" weightage="50" keywordseo="common-university-entrance-test" source="Orion">Common University Entrance Test</keyword> (<keyword id="12942090" type="General" weightage="100" keywordseo="cuet" source="Orion">CUET</keyword>) 2022 started on Friday for admission to undergraduate courses in colleges. Around 14,90,000 candidates have registered for CUET-UG, out of which, about 8,10,000 candidates are appearing in the first slot on July 15, while about 6,80,000 candidates will appear in the second slot starting from August 4. The <keyword id="581232" type="General" weightage="50" keywordseo="national-testing-agency" source="Orion">National Testing Agency</keyword> is conducting this test at various centres in 554 cities across <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> and 10 cities outside India. <keyword id="44171" type="General" weightage="50" keywordseo="ugc" source="Orion">UGC</keyword> President M Jagadesh Kumar said that 98 per cent candidates have been allotted CUET exam centres in their chosen cities. According to the National Testing Agency (NTA), students have applied for 54,555 unique combinations of subjects under the new education policy. Significantly, under the new education policy, students have been given more freedom to choose the subjects of their choice. Due to this, unique combinations of different subjects have been created. The <keyword id="13437603" type="General" weightage="50" keywordseo="central-university-entrance-test" source="Orion">Central University Entrance Test</keyword> is being conducted for undergraduate courses in colleges on the basis of the class <keyword id="155806" type="General" weightage="50" keywordseo="xii" source="Orion">XII</keyword> syllabus only. There are no questions in the entrance test from the syllabus of any other class other than XII. The marks obtained in class XII will not be considered for admission in the colleges under CUET. 85 Indian universities will provide admission to students in undergraduate courses through this process. In the first slot, the exam will be held on July 15, 16, 19 and 20 while in the second slot it will be organised on August 4, 5, 6, 7, 8 and 10. Students who clear these exams will be considered eligible for admission in 90 universities. These include 43 central universities. According to the NTA, keeping in mind the large number of subjects, a specific date sheet has been prepared for each candidate. CUET-UG:  Over 8Lakh appearing in the first slot on Friday

The <keyword id="7211777" type="UNKNOWN" weightage="20" keywordseo="Karnataka-Common-Entrance-Test">Karnataka Common Entrance Test</keyword> for various vocational courses, including engineering, is scheduled to be conducted on August 28 and 29. The government is also contemplating admission for BSc degree courses through <keyword id="55410" type="COMPANY" weightage="20" keywordseo="CET">CET</keyword>. "The CET <keyword id="50799" type="PERSON" weightage="20" keywordseo="Exam">exam</keyword> will take place on August 28 and 29. Each subject will carry 60 <keyword id="62692" type="COMPANY" weightage="20" keywordseo="Marks">marks</keyword>," Deputy Chief Minister C N Ashwath Narayan said at a press conference on Tuesday. The exam will be held on August 30 for candidates staying in border regions, he said. The Maths and <keyword id="6502723" type="COMPANY" weightage="20" keywordseo="Biology">Biology</keyword> exams will be held on the first day while Physics and Chemistry on the second. Registration will commence from June 15, he said, adding that the <keyword id="6378840" type="LOCATION" weightage="20" keywordseo="puc">PUC</keyword> marks will not be taken into account. Narayan further said students will be required to score a minimum mark to clear the entrance test. On the admission to various science courses, Narayan said, "We are considering admitting science students into BSc degree courses through CET. If possible, from this year onwards." Karnataka Common Entrance Test for various vocational courses to be held on August 28 and 29

The Central Board of Secondary Education (<keyword id="6356155" type="General" weightage="80" keywordseo="cbse" source="Orion">CBSE</keyword>) has opposed a petition challenging certain provisions of the Right to Education Act, 2009 for being "arbitrary, irrational, and violative" and seeking direction to the Centre to implement common syllabus and curriculum for the students of Class 1 to 8 standard throughout the country. In its reply to a <keyword id="6355791" type="General" weightage="20" keywordseo="PIL" source="Orion">PIL</keyword> filed by lawyer and BJP leader Ashwini Upadhyay, the CBSE clarified that education falls under the 'Concurrent List' of the Indian Constitution, and the majority of schools are under the jurisdiction of state governments. As a result, it is the responsibility of the respective state and Union territory governments to formulate syllabi, curricula, and conduct examinations for schools in their regions. The CBSE further pointed out that the National Curriculum Framework (NCF), developed by the National Council of Educational Research and Training (<keyword id="48505" type="General" weightage="20" keywordseo="ncert" source="Orion">NCERT</keyword>) in accordance with the National Policy on Education, provides guidelines and direction for syllabus and textbook development across all school stages. In line with the NCF, the NCERT develops curriculum, syllabi, textbooks, and supplementary materials, it said. The Board said that the State Councils of Educational Research and Training (SCERTs) and State Education Boards either adopt or adapt the NCERT's model syllabi and textbooks or create their own based on the NCF. The CBSE also said that a uniform curriculum across India may not adequately consider local context, culture, and language. It further highlighted the importance of a national framework with flexibility that allows for the incorporation of local resources, culture, and ethos. The CBSE's response underscored that a curriculum closely related to a student's life outside of school is more relatable and effective. Therefore, they expressed support for a diversity of curricula and educational resources, in addition to a common core element. A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad had earlier sought the Delhi government, the CBSE and the NHRC's response on the petition. The plea also challenges the provisions under the RTE Act which excludes madrasas, Vedic pathshalas and educational institutions imparting religious knowledge. Upadhyay had argued that all competitive examinations be it engineering, law and the Common University Entrance Test (CUET) should have a common syllabus. "But we have multiple syllabus at school level, how will it provide an equal opportunity for students? In Kendra Vidyalayas across the country, we have a common syllabus. Every developed country has a common syllabus in schools. It is unfortunate we are under pressure from the coaching mafia." He had contended that as per the Articles of the Constitution, students do not get equal opportunities. Upadhyay, in his plea, alleges that "education mafias are very powerful and have a very strong syndicate. They influence rules, regulations, policies and examinations. The bitter truth is that school mafias do not want one nation-one education board, coaching mafias do not want one nation-one syllabus, and book mafias do not want NCERT books in all schools. That is why the <keyword id="97896" type="General" weightage="50" keywordseo="uniform-education-system" source="Orion">uniform education system</keyword> up to the 12th standard has not been implemented yet." "It is necessary to state that the purposive and harmonious construction of Articles 14, 15, 16, 21, 21A with Articles 38, 39, 46 confirms that education is a basic right of every child and the state cannot discriminate against this most important right. Right of a child should not be restricted only to free education, but must be extended to have equal quality education without discrimination on the ground of the child's social, economic and cultural background," the plea reads.

Government’s Common Admission Test to rope in 15 central universities from next year

This is if the National Recruitment Agency (NRA) proposed by the Finance Minister Nirmala Sitharaman on Saturday (February 1), goes through. Sitharaman proposed to set up a test centre in every district to trim the recruitment process in government departments and public sector banks. “This places enormous burden on time, effort and cost of young people,” she commented on the current process. As per her proposal, job seekers will now have to take a common online exam and the scores will be valid upto three years - and can be used for notifications across companies over the years. However, the applicant can give three attempts to improve the score. In this case, the best of three scores obtained shall be considered for recruitment. The scorecard will be available to both the candidates and the recruitment agency. The move will benefit over 250 million aspirants who struggle with courses and test formats for 125,000 job postings across departments. Applicants can save on the fee needed to appear for multiple entrances. The entrance test can also be used by private sector recruiters. “The CET score can also be utilised by the private sector for consideration of eligible candidates other than those selected by government recruitment agencies, through an arrangement with NRA,” the government noted. According to the budget announcements, the government is likely to create 262,000 jobs by March next year. Meanwhile, separate CETs will also be formulated for recruitment of graduates and matric level students applying for non-technical posts. As of now, these posts are filled via Staff Selection Commission (SSC), Railway Recruitment Boards (RRBs) and Institute of Banking Personnel Selection (IBPS) exams. The government also plans to expand its 'Study in India' programme. The current board exam system is not in line with these goals,” the New Education Policy Committee told the Times of India. The committee said that the board examinations should aim at holistic growth of students that is flexible enough to let students choose the subjects of their choice and interest. However, it estimates that it will be able to save around ₹600 crore per annum under the new system — breaking even in around three years. How will CET work? The CET serves as an entrance exam. It’s a first level test to shortlist candidates for a particular post. The scores of the test will remain valid for three years and can be used to apply for jobs across the government spectrum. Each person will have two additional chances to improve their scores, and only the best of all scores will be taken into final consideration. "There are 1.25 lakh vacancies every year in Group B and C for Railways, banks and SSC for which 2.5 crore to 3 crore people apply," said Chandramouli. What will CET achieve? According to the Indian government, the CET is aimed at solving problems for the candidates. From the varying schedules of different exams to their different application processes, the CET will simplify the entire ecosystem. By bringing all the exams under one umbrella, It will also address the infrastructure shortage that creates scope for malpractice, said Chandramouli. One exam will also mean just a one-time payment of exams fees instead of shelling out separate payments. Chandramouli pointed out that the CET will also enable job opportunities to reach rural areas for those candidates for whom travelling to testing centres, located mostly in urban centres, may not be possible or affordable. To remain accessible, the CET will also be available in multiple languages. For institutions, CET will standardise the process that could solve for the delay that occurs from time to time in the finalisation of results. The government asserts that the central test will shorten the overall cycle time of recruitment from the current 12 to 18 months. This means that the medical aspirants will no longer have to go through a separate examination to secure a licence to practice medicine, or to enroll in postgraduate programmes. In fact, NEXT will also be considered as a screening exam for foreign medical aspirants. In a bid to have uniformity across institutions, the bill also seeks to rope in All India Institute of Medical Sciences (AIIMS) and Institute of National Importance (INIs) into the given criteria. “At present, we have NEET and entrance exams for AIIMS. Now, we will also have an exit exam that will be for everyone for getting a licence to practice medicine in the country," Mint <a href="https://www.livemint.com/politics/policy/cabinet-approves-bill-to-replace-mci-with-national-medical-commission-1563360408508.html">reported</a> citing Union minister <keyword id="119642" type="PERSON" weightage="20" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword>. The NMC, which will substitute the Medical Council of India(MCI), will be set up to take over the responsibilities of conducting common entrances for MBBS, streamlining the course and fees. Under this, the government will introduce fee relaxation for students enrolling in private institutions. “The Medical Assessment and Rating Board will grant permission for new medical colleges, starting PG courses and increasing seats based on the standards set by the UG and PG boards,” the Cabinet noted. The NMC will constitute three autonomous bodies — Under-Graduate Medical Education Board, Post-Graduate Medical Education Board, and Ethics and Medical Registration Board — which will focus on ensuring global standards of education. Every year, 80,000 students take admission in MBBS courses across the country. While 150,000 take the entrance examination to enroll in 50,000 seats for PG courses.
