The depth of India's power crisis

Retail prices have crossed ₹50 in Delhi and Mumbai. In Chennai, reports suggest that the prices have crossed ₹70. Some unexpected rains damaged crops in Maharashtra, Rajasthan, Haryana and Karnataka. These are states that produce a lot of tomatoes and therefore the supply has shrunk and the prices are up. There is a trickle down effect from rising fuel prices too, which have added to the cost of transportation of these vegetables. This is visible in the rise in prices of other vegetables too, which <a href="https://www.indiatvnews.com/news/india/vegetable-prices-in-delhi-hike-up-by-25-wholesalers-blamed-rains-fuel-price-hike-739973">are reportedly up by about 25%</a>. The latest spike has come a day after government data showed that consumer price inflation had fallen to 4.35%, the lowest in the last five months. That’s because most of India’s energy requirements are met through imports. If the international prices rise further, India will need more dollars to pay for these inputs: coal, crude oil or natural gas. This might affect everything from everyday items to cars, bikes, appliances and more. The rising cost of fuel will add to the transport and, eventually, to the price that consumers pay. Here’s why India’s coal shortage may not immediately push up electricity bills but household expenses will still rise

On October 9, the total despatch of coal from all sources (Coal India Ltd, Singareni Collieries, captive coal mines, and imported coal) was 1.92 million tonnes while the total consumption was 1.87 million tonnes, officials said. Thus, the coal dispatches have exceeded the consumption, thereby indicating shift to gradual building up of coal stock. The Coal Ministry and CIL have assured that there is ample coal available in the country to meet the demand of power plants, and any fear of disruption in power supply is entirely misplaced. The coal stock at power plants is sufficient for more than four days' requirement and as the coal supply is being ramped up by CIL, the coal stock at power plant would gradually improve, they said. Singh has directed that distribution companies of Delhi will get as much as power as requisitioned by them as per their demand. The NTPC and DVC have been directed to give full availability as per the requirement of discoms. GAIL India Ltd has been advised to make gas available from all sources viz., APM, SPOT, LT-RLNG sources to gas-based power plants in Delhi. NTPC has also been advised to offer normative declared capacity to the Delhi discoms, as per their allocations from gas-based power plants under respective PPAs. If any discoms is found to resort to load shedding despite being power available as per PPA, action would be initiated against them, the Power Ministry has said. Indian government assures sufficient fuel supplies to power plants amid blackout concerns in Delhi

According to an official, Bihar required 6,500 megawatt electricity but the state government managed to get only 4,700 megawatt. The contribution of the central government is 3,200 megawatt and the state government is purchasing the remaining 1,500 megawatt from the open market at the cost of ₹20 per unit. Such a situation arose after the Centre reduced power supply by more than 20 per cent. As a result many districts especially in North Bihar are not receiving adequate power supply. <keyword id="6374885" type="General" weightage="20" keywordseo="Muzaffarpur" source="Orion">Muzaffarpur</keyword> district has the largest grid in North Bihar. The state government is using its feeders in rotation to supply electricity to other districts. Saharsa district normally gets 50 megawatt but now due to reduced power supply, it is receiving only 35 megawatt. Similarly, Madhepura is getting only 80 megawatt instead of 100 megawatt, Araria is getting 100 megawatt instead of 120 megawatt, Katihar is receiving 75 megawatt instead of 90 megawatt, Kishanganj is getting only 20 megawatt while its normal capacity is 60 megawatt, Purnea is getting 110 megawatt instead of 150 megawatt, Lakhisarai is getting 20 megawatt while its normal capacity is 25 megawatt, Khagaria is receiving 15 megawatt while is capacity is 40 megawatt, Munger is receiving 70 megawatt while its requirement is 90 megawatt. Besides, districts like Banka, Bhojpur, Aurangabad, Buxar, Saran, Gopalganj, Jahanabad, Gaya and Arwal are also receiving 20 to 30 per cent less electricity supply. Earlier, Chief Minister <keyword id="6358190" type="General" weightage="20" keywordseo="nitish-kumar" source="Orion">Nitish Kumar</keyword> on Monday said that the state government is working hard to procure power to avoid cut. Electricity supply will not be disrupted in the state, he had said. Bihar Chamber of Commerce and Industries claims that lower supply has not affected industries in the state. The officials believe that the majority of the units are closed due to Durga Puja. "As the Durga Puja is currently underway in the state, the majority of the industrial units are shut. It could affect production if the state government would not act swiftly. Coal shortage: Many districts in Bihar face more than 10 hours of power outage in last few days

India’s ongoing energy crisis is helping Coal India’s shares overcome the two-year slump and it could go up further

New Delhi, India's total <keyword id="6383145" type="General" weightage="20" keywordseo="Coal-production" source="Orion">coal production</keyword> rose 8.40 per cent to 222.93 million tonne (MT) in April-June 2023-24, an official statement said on Monday. The country's overall coal output was 205.65 MT in the year-ago quarter, the Ministry of Coal said. Captive mines /others registered a growth of 4.74 per cent to 30.48 MT in Q1 FY24, from 29.10 MT in Q1 FY23. The cumulative coal dispatch grew 6.97 per cent to 239.69 MT in Q1 this fiscal compared to 224.08 MT in Q1 of FY23. The total coal stock, as of June 30, 2023, surged 37.62 per cent to 107.15 MT (provisional) from 77.86 MT a year ago. "This growth indicates the continued efforts to meet the rising demand for coal," the ministry said. State-owned <keyword id="45383" type="General" weightage="100" keywordseo="coal-India" source="Orion">Coal India</keyword> Limited (CIL) has recorded 9.85 per cent growth, with production reaching 175.35 MT in Q1 FY24 compared to 159.63 MT a year ago. India will not face any coal shortage this year, even during the monsoon, Coal and Mines Minister Pralhad Joshi said last month.

With no relief in sight despite coal stocks running critically low and production disruptions looming across the Indian aluminium sector, the Aluminium Association of India (<keyword id="47439" type="General" weightage="20" keywordseo="aai" source="Orion">AAI</keyword>) has approached the Ministry of Coal, urging the immediate resumption of adequate coal rakes for the highly power-intensive Aluminium industry. In its representation to the Ministry, the AAI has lauded the combined efforts by the Ministry of Coal and Coal India Limited in reviving domestic coal production, which has helped ease the coal supply crisis for the Power Sector. The steps undertaken by the Ministry increased the overall daily rakes dispatched from 242 rakes/day in September 2021 to 289 rakes/day in December 2021. This has drastically strengthened the coal stocks of the Power Sector to around 10 days, a marked improvement from a mere 2-3 days in the months of September-October last year. However, this has come at enormous cost to the <keyword id="629340" type="General" weightage="20" keywordseo="Captive-Power-Plants" source="Orion">Captive Power Plants</keyword> (CPP)-based industry and the worst impacted is the Indian aluminium industry, which continues to see depleting coal stocks of only 3-4 days, abysmally low compared to the prescribed level of 15 days for the sector. Struggling to cope with this prolonged crisis since the second quarter of this fiscal year, the AAI has now sought the Ministry's support to ensure adequate supplies to the CPPs by earmarking at least 25-30 coal rakes per day to ensure viable industry operations. The need for the CPPs is especially urgent, given that Aluminium production is a continuous process that requires huge volumes of uninterrupted quality power supply. This quantum can only be met only through the in-house CPPs set up by all the aluminium smelters plants to meet this specific requirement. Accordingly, the industry has established Captive Power Plants of 9,400 MW capacity (comprising 34 per cent of the cumulative thermal CPPs capacity domestically) to supply continuous power for Aluminium operations. Even though the Government has reiterated that there is now an improved availability of coal in the country overall, the non-availability of rakes for the non-regulated sectors remains a major concern. Curtailing coal supplies to Captive Power Plants (CPPs) has directly resulted in a coal crunch situation for the Aluminium Sector. Any power interruption in an aluminium smelting operation for more than 2 hours can lead to the freezing of molten aluminium within the smelting pots, which takes a minimum of 6 months to fix, and then almost a year to once again begin yielding the desired metal output, causing enormous production, cost and supply disruptions. With the continued crisis, it will take over a year's time to clear the backlog of rakes, and for the CPPs to build and maintain adequate coal stocks for sustainable operations. The crisis further aggravates with the last-minute cancellation of coal auctions for NRS, giving no relief for the domestic industry to secure coal for manufacturing and CPP-based industries. With the ongoing revival of the economy and increased post-pandemic industrial activity, the CPP-based industries are highly dependent on uninterrupted coal supplies which is vital for sustainable operations and the continued cost-competitiveness of power intensive industries vis-a-vis global players. Any production curtailment by this sector will have cascading effect on consumption and downstream supply chain, thereby adversely impacting the nation's GDP growth. The AAI representation has gone on to highlight that since August 2021, the Non-Regulated Sector has been facing uncertainties in securing sufficient coal rakes for continued operations, with supplies limited to just 40-50 per cent of the required coal. This has led to a backlog of over 6000 coal rakes as most of the available coal and rakes are being diverted to the Power Sector as "Priority Coal Supplies", even despite their coal inventory situation drastically improving. Several states in <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> are likely to see a power shortage in the coming weeks as power plants struggle to find optimum amounts of thermal coal amid rising summer demand, higher import costs and the resultant supply tightness, sources told S&amp;P Global Commodity Insights. Global thermal coal prices have remained elevated as a fallout of the Russia-Ukraine conflict, which disrupted trade flows and crippled supply amid additional demand from <keyword id="28249" type="General" weightage="50" keywordseo="europe" source="Orion">Europe</keyword>, which has now sanctioned Russian coal. As a result, imported coal has largely remained out of bounds for price-sensitive markets like India, S&amp;P Global Commodity Insights said. The shortage level was even higher at 80.08 million units on April 7, which raised concerns among several market participants, who said the crunch was near to mid-October 2021 levels when India faced an acute power crisis as the stockpile at 115 power plants slipped to critical levels. According to a notice issued by the Maharashtra State Electricity Distribution Company Ltd. on March 31, reviewed by S&amp;P Global, the state has decided to temporarily curtail electricity supply to segments of agricultural power consumers in the state.
