Now, Argentines making at least $900 a month or more will be able to buy dollars once again, but only at maximum rate of $2,000 a month.
And they won't see that cash anywhere but on a bank balance sheet unless they want to pay a fee.
Newly purchased dollars will be taxed at 20% per year unless they are kept on deposit in the country for at least a year - a major incentive to save, and an attempt by the government to prevent capital from leaving the country.
Last week Argentina devalued <a href="http://www.bloomberg.com/news/2014-01-23/argentina-s-peso-plunges-17-as-central-bank-scales-back-support.html">its currency more than it has in 12 years,</a> and the peso plunged 15%. Prices sky rocketed chaotically as the government placed the official official peso to dollar rate at 8 to 1, while the black market rate hit 13 pesos to the dollar.
Since then, the government has said that it is coming up with a plan to ease the country's 25% inflation rate - 25% according to independant, non-government numbers - and deregulate its currency markets. Easing restrictions on dollar-buying is supposed to be part of that deregulation.
Before these new measures, Argentines could only buy dollars in order to go on vacation. Anyone leaving the country had to apply to get those dollars by showing their earnings and their travel plan. The government would then decide how much money they should get.
What the government determined would often be so low travelers had no choice but to go to the black market.
Travelers will still go through that application process to get more dollars, and credit purchases made outside the country will remain taxed at 35%, said Cabinet Chief Jorge Capitanich.
So this is a slight easing of restrictions, but it's hardly revolutionary.
This new announcement was made in Cabinet Chief Jorge Capitanich's daily address. President Cristina Fernandez is currently at a meeting in Cuba. Capitanich also that the 8 peso to dollar government exchange rate is an "acceptable level."
So are these new measures going to cut it?
"Not at all," said Federico Zaldua, a bond trader at Argentine fund, SP. "It will take time to get where we need to be."
The upside here is that at this rate, major capital flight and total 2001-style chaos unlikely.
"Capital controls will ease but not much at 8 pesos per USD," says Zaldua. "The capital flight will be contained unless they really easy capital controls...The market just needs to operate freely and very sadly the price will be paid by those who earn a fixed salary."
Sounds like this could go on for a while.

Argentina Announces Dollar Buying Restrictions Of $2000 Per Month

That should change, as the policies of President Nicolas Maduro have started to raise some serious red flags.
In April, Maduro beat his opponent in Venezuela's presidential election, Henrique Capriles Radonski, with the lowest margin of support in years. 
His predecessor, Chavez, had not only been the leader of Venezuela, but also a leader of the Latin American left. Chavez symbolized an ideology that believed in the rigor and potential of a region united to find alternatives to a U.S. dominated, unipolar world.
Maduro lacks that spark.
And he also faces the highest inflation rate in the world <a href="http://en.mercopress.com/2013/10/11/venezuela-inflation-soars-to-49-maduro-promises-more-dollars-to-help-with-imports">(at 49.4% in September)</a>. To combat this rate, the former bus driver turned statesman has asked Venezuela's legislators to grant him sweeping powers.

The decree would enable Maduro to either deepen state control of the economy or loosen foreign exchange controls to stimulate production, said <a href="http://topics.bloomberg.com/asdrubal-oliveros/">Asdrubal Oliveros</a>, director of Caracas-based research group Ecoanalitica.
The governing coalition of late President Hugo Chavez is one vote short of the three-fifths majority required by the constitution to pass the so-called enabling law used for special presidential powers. Assembly President Diosdado Cabello said after Maduro's speech that he's confident the law will be approved.
Opposition leader Henrique Capriles Radonski, who won 49 percent of the vote in April's presidential election, warned the government against pushing through the bill without a three-fifths majority.
"The government would have to come in with tanks and rifles if they want to apply this enabling law," he said in his weekly address broadcast on the Internet.
 Maduro presented this as a <a href="http://venezuelanalysis.com/news/10087">decree against corruption.</a> 
Now, to put this is context, Chavez himself ruled through these powers for over four years of his presidency, but as Nomura put it in a note earlier this month, "Post election tensions continue to run high, casting doubt over Nicolas Maduro's ability to grasp firmly over the reins of power."
In other words, Maduro does not have the legitimacy that Chavez had. He does not, as Capriles Radonski suggested, have the authority to push these sweeping powers through without a three-fifths majority. 
As such, Nomura has placed Venezuela on a list of 10 countries to watch for unrest, along with China, India, Argentina, South Africa, Russia, and more.
Maduro seems to know this. Argentine news service Clarin reported yesterday that Maduro advocated jail time for journalists who reported shortages <a href="http://www.clarin.com/mundo/Maduro-responsables-diario-escasez-combustible_0_1009099498.html">of natural gas back in 2001.</a> Shortages of electricity and toilet paper (among other items) have become common in the country.
These are the actions of an administration that cannot suffer even the slightest suggestion descent.

The President Of Venezuela Is Starting To Get Scary

So far this year, <a href="http://www.bloomberg.com/news/2014-01-28/skagen-says-ignore-wall-street-bet-on-emerging-markets.html">$520 billion value has disappeared</a> from emerging market equities. In Argentina, a devaluation of the peso last week <a href="http://www.bloomberg.com/news/2014-01-23/argentina-s-peso-plunges-17-as-central-bank-scales-back-support.html">meant to preserve international reserves</a> sent prices surging. In Turkey, the Central Bank's move to hike overnight lending rates from 7.75% to 12% <a href="http://www.businessinsider.com/turkish-lira-january-29-2014-1">in order to stem the decline</a> of the Turkish lira seemed to stabilize the currency, but then reversed. In China, recent data points <a href="http://www.businessinsider.com/cbb-credit-transmission-is-broken-2014-1">have indicated that the country's growth is slowing.</a>
But leaders in these countries don't seem interested in grappling with the hard economic challenges they face.
The main headline on the front page of leading Argentine newspaper, Clarin today is about a statement the head of President Cristina Fernandez's cabinet made about businesses that rose their prices - <a href="http://www.clarin.com/politica/Capitanich-actitud-anitpatriotica-empresarios-comerciantes_0_1075092712.html">'Capitanich criticizes the unpatriotic attitude of business leaders</a>,' it reads.
Argentines have an ugly history with inflation. So ugly, that the government has been in hot water for doctoring inflation rates for years. Official statistics put it no where near the independant 30% rate, and non-governmental statisticians put <a href="http://www.clarin.com/politica/CGT-Moyano-inflacion-enero_0_1075092737.html">December's rate at 4.26%, the highest in 12 months.</a>
The problem to Capitanich, though, is that what Argentines are seeing is a destabilization of economic 'character' in the business community and <a href="http://online.wsj.com/news/articles/SB40001424052702304007504579348681775182714?mg=reno64-wsj&amp;url=http%3A%2F%2Fonline.wsj.com%2Farticle%2FSB40001424052702304007504579348681775182714.html">speculation on the peso from big business and media</a>. He's asking consumers to "defend the politics of price to defend our wallets," and the Secretary of Commerce has found 31 violations of a law called the 'Commercial Loyalty and Defense of the Consumer Act.'
Whatever that is.
In Turkey, Prime Minister Recep Tayyip Erdogan is blaming the foreign media and business lobby groups for the lira's decline.
Here's what he said to lawmakers on Tuesday, according to <a href="http://online.wsj.com/news/articles/SB40001424052702303553204579348643653112388?mg=reno64-wsj&amp;url=http%3A%2F%2Fonline.wsj.com%2Farticle%2FSB40001424052702303553204579348643653112388.html" My20dear20brothers20these20organizations20have20always20stolen20the20national20will20in20this20country.20They20have20pocketed20the20resource20and20energy20of20this20country20Mr.20Erdogan20said.20Is20it20only20BBC20Also20The20Wall20Street20Journal.20Who20are20the20bosses20of20these20newspapers20Who20own20these20newspapers20he20added.="">the Wall Street Journal.</a>
"My dear brothers, these organizations have always stolen the national will in this country. They have pocketed the resource and energy of this country," Mr. Erdogan said. "Is it only BBC? Also The Wall Street Journal. Who are the bosses of these newspapers? Who own these newspapers?" he added.
Not so reassuring.
In China, the government has dispensed with the public statements and quietly created a new agency to police financial markets. It will be under the control of President Xi Jingping's office (of course) and will investigate "emerging threats" to financial markets, like hot money coming in from foreign investors and rocking the stock market.

Some government agencies had been collecting evidence and data in recent years to prove how speculative foreign capital - "hot money" - moved through the underground banking system, rocking the stock market and affecting local investors' confidence in the mainland's economic development.
Investigating this type of activity used to be the responsibility of the State Administration of Foreign Exchange, but the Chief Investment Officer of that agency, a PIMCO vet named Zhu Changhong, was sacked shortly after news of the Xi's new agency broke.
