Having contributed significantly in growing pollution and corruption indices, there’s one place where India seems to hold the top spot is: imposing <keyword id="6358102" type="UNKNOWN" weightage="60" keywordseo="restriction">restriction</keyword>s on social media contents. There have been over 5,800 restriction requests recorded in the second half of 2014, as per <keyword id="6354576" type="CITY" weightage="80" keywordseo="Facebook">Facebook</keyword>’s Government Requests Report. 
 
Economic Times has reported that data and content restrictions across the globe are on the rise and India seems to have topped the list. The content restrictions from India have been constantly on the rise—it rose to 5,832 from 4,960 in the first half. 
 Things are not any different across the globe. “The amount of content restricted for violating local law increased by 11% over the previous half, to 9,707 pieces of content restricted, up from 8,774," said Monika Bickert, Facebook's head of global policy management, and <keyword id="2584303" type="PERSON" weightage="60" keywordseo="Chris-Sonderby">Chris Sonderby</keyword>, deputy general counsel, in a statement on the social networking website. 
 
Other countries from where Facebook has observed an increased number of content restrictions requests are Turkey and Russia. Surprisingly, FET reported that the number of content restriction requests from Pakistan came down to 54 in the second half of 2014 from 1,773 in the first half. 
 It is worth noting that India is the second largest market for Facebook, with 112 million users until last year, second only to the United States. While these figures are alarming, counsel for the <keyword id="875138" type="UNKNOWN" weightage="60" keywordseo="Software-Freedom-Law-Centre">Software Freedom Law Centre</keyword> told ET , “…it would have been better if Facebook had also given us more information on the kind of data that was being asked for. Now we only have consolidated figures. So what kind of data was asked for, that would have been more useful." 
 
Pranesh Prakash, policy director at the Centre for Internet and Society, on the other hand, feels that the number of content restriction requests is not only high on an absolute number, but even on a per-user basis.

As per this report, India continued to be the second highest requestor for user data from Facebook, after the US. As per Facebook, government requests for user data from across the world increased by 9.5% in the second half of 2019. “During the last six months of 2019, government requests for user data increased by 9.5% from 1,28,617 to 1,40,875. Of the total volume, the US continues to submit the largest number of requests, followed by India, the UK, Germany and France.” said Chris Sonderby, VP &amp; Deputy General Counsel, Facebook. India requested user data over 49,000 times In the first half of 2019, India made 22,684 requests for user information and this increased to 26,698 requests in the second half of the year. However, Facebook produced data only for 15,206 accounts. Out of the total requests made in the second half of 2019, 24,944 were legal requests and 1,754 were emergency requests. While legal requests are accompanied by a legal process, like a search warrant, emergency requests are submitted without legal process when there is an imminent risk. “In emergencies, law enforcement may submit requests without legal process. Based on the circumstances, we may voluntarily disclose information to law enforcement where we have a good faith reason to believe that the matter involves imminent risk of serious physical injury or death.” Facebook said in its <a href="https://transparency.facebook.com/government-data-requests">post</a>. The requests for user data increased by almost 30% from around 37,000 requests in 2018 to over 49,000 requests in 2019. However, the increased government requests have led to lesser content takedowns in 2019. While around 19,000 posts were taken down in 2018, this fell to around 2,100 posts in 2019. India also asked Facebook to preserve 4,700 accounts in 2019, of which around 2,500 requests were made in the second half. A preservation request is made while the legal proceedings are underway. “When we receive a preservation request, we will preserve a temporary snapshot of the relevant account information but will not disclose any of the preserved records unless and until we receive formal and valid legal process.” said Facebook. Why? Because the Paris terror attacks in November 2016 caused a sudden, abnormal spike, all centered around a single image from the attacks, <a href="https://newsroom.fb.com/news/2016/12/global-government-requests-report-6/">Facebook deputy general counsel Chris Sonderby wrote in a blog post</a>.For the first time, Facebook also provided information about government requests to preserve relevant user account information. The company received 38,675 preservation requests for 67,129 accounts, it said."We apply a rigorous approach to every government request we receive to protect the information of the people who use our services. We scrutinize each request for legal sufficiency, no matter which country is making the request, and challenge those that are deficient or overly broad," Sonderby wrote in the blog post."We do not provide governments with 'back doors' or direct access to people's information. We'll also keep working with partners in industry and civil society to push governments around the world to reform surveillance in a way that protects their citizens' safety and security while respecting their rights and freedoms."
