The Chinese government had planned the <keyword id="9241086" type="UNKNOWN" weightage="20" keywordseo="Galwan-Valley">Galwan Valley</keyword> incident in June, potentially including the possibility for fatalities, a US Congressional Commission has said, asserting that Beijing "provoked" the first deadly clash on the Sino-India border in nearly half a century. The ruling Chinese Communist Party employs its armed forces as a coercive tool during peacetime, carrying out large-scale intimidation exercises around Taiwan and in the South China Sea, the US-China Economic and Security Review Commission said in its latest annual report to Congress. "This year, it provoked the first deadly clash on the China-India border in nearly half a century. China's rising aggression has not gone unnoticed," the report said. In June, China's People's Liberation Army (PLA) and Indian troops engaged in a massive physical brawl in the Galwan Valley, located in the far-western Ladakh region along the Line of Actual Control (LAC) separating the two countries, said the report dated December 1. The clash, which followed a series of standoffs beginning in early May along multiple sectors of the LAC, led to at least 20 Indian deaths and an unconfirmed number of Chinese casualties, the first time since 1975 that lives were lost in fighting between the two sides. "Some evidence suggested the Chinese government had planned the incident, potentially including the possibility for fatalities," the report said. For instance, several weeks prior to the clash Chinese Defence Minister Gen. Wei Fenghe made a statement encouraging Beijing to "use fighting to promote stability." Just over two weeks before the incident, in another potential indication of Chinese leaders signalling their intent to escalate tensions, an editorial in China's state-owned tabloid Global Times warned that India would suffer a "devastating blow" to its trade and economic ties with China if it got "involved in the US-China rivalry." Further satellite images depicted a large Chinese buildup in the Galwan Valley, including potentially 1,000 PLA soldiers, the week before the deadly skirmish, said the Congressional Commission created in 2000 for monitoring and investigating national security and trade issues between the US and China. China and India have engaged in multiple physical clashes along their border for decades, but since General Secretary Xi Jinping assumed power in 2012 the two countries have seen five major altercations along their border. The exact motivations behind the Chinese government's provocative behaviour on the LAC this year remain unclear, it noted. "The proximate cause of the clash appeared to be India's construction of a strategic access road to support troops stationed along the LAC. China has also built extensive infrastructure along the LAC in recent years. In the aftermath of the clash, Beijing asserted sovereignty over the entire Galwan Valley, a new claim and significant change to the territorial status quo," the report said. According to the report, the Chinese Navy has also regularly deployed diesel-electric and nuclear attack submarines in the Indian Ocean since 2013, which - despite their ostensible mission to support China's Gulf of Aden antipiracy task forces - serve to collect intelligence and signal to India that China could contest the Indian Navy or threaten commercial shipping. Chinese hydrographic survey vessels also sometimes venture into waters around India's strategic sites to collect intelligence, the report said, citing an example of India's navy chasing away China's Shiyan-1 research vessel in December 2019 after catching the vessel loitering without permission near Port Blair. The Commission said that in 2020, China sought to project an image of confidence and increased efforts to portray itself as a global leader superior to the United States even as it faced an increasing array of challenges at home and abroad. "Beijing ramped up its multiyear coercion campaign against its neighbours, provoking military or paramilitary standoffs with countries from Japan to India and much of Southeast Asia. Shortly after China's defence minister urged Beijing to use military force to stabilise its periphery, a violent clash on the China-India border in June led to the first loss of life between the two countries since 1975," it said. China planned in advance and 'provoked' Galwan Valley clash with India, indicates US report

A total of eight rounds of corps commander level have happened between the militaries of both the countries and the ninth round of talks is to be scheduled very soon to disengage troops. Amid this, apart from aggressively developing infrastructure, China has started installing radars from Ladakh to Sikkim region. Top sources said that at Yecheng a medium-sized building and a watch tower have come up at the facility. The number of radars installed has also increased from three to four which include one JY-9 radar, one JY-26 radar, one HGR-105 radar and one JLC-88B radar. At Pali and Phari Kyarang La, which is opposite Sikkim, the radar site is located two kilometers west of Kyarang La, and comprises four radars. "Infrastructure development has been witnessed at surveillance facility at At Yamdrok Tso which is opposite Central Bhutan," the top source said, Around six km northeast of Tsona is the Cuona electronic warfare station. This site has three radomes, three radars and five support buildings. Infrastructure development has been discerned at the surveillance facility located 2.6 kilometer North West of Tsona Dz Heli base. Sources said that a radome site is located 6 kilometer south west of Kechen Tsho. It comprises radome, control building and antenna masts within a perimeter wall. At Qomo Dz the radar site comprises one radome atop a double-storied building, one control building and one medium building, all enclosed by a perimeter wall. "JY-24 radar is deployed at the site," the source said. China has also created a radar site at Linzhi and Ngiti which is opposite Arunachal Pradesh. "Linzhi/ Ngiti radar is located approximately 21 kilometre north west of Linzhi and comprises two radomes, one radar along with a large shed building connected by a covered corridor," the sources. Further, China is also aggressively developing infrastructure along the Line of Control. China has developed infrastructure near Karakoram Pass and Rechin La, the disputed site at LAC. It is also building permanent integrated habitable infrastructure terming as model villages. Such villages have been noticed across LAC. India has been observing how China is getting aggressive on the border. The Chinese Army is installing and upgrading its radars along the India-China border

The soldier, a corporal, is being questioned to establish whether he was on an espionage mission. "A PLA soldier identified as Corporal Wang Ya Long was apprehended in the Demchok sector of Eastern Ladakh on October 19, 2020 after he had strayed across the LAC," Indian Army in a statement said. The Chinese People's Liberation Army (PLA) soldier told Indian agencies that he had crossed the disputed border to retrieve a yak that had strayed into Indian territory. The force said that the PLA soldier has been provided medical assistance including oxygen, food and warm clothes to protect him from the vagaries of extreme altitude and harsh climatic conditions. "A request has also been received from the PLA about the whereabouts of the missing soldier," the Indian Army said. India and China have amassed thousands of soldiers, tanks and missiles in the worst ever border crisis in four decades. Multiple rounds of talks between senior military commanders and diplomats and ministers have failed to resolve the crisis. Chinese soldier strays across the border — detained by India , to be released soon

The talks between military representatives of India and China to discuss disengagement in the Depsang plains north of Galwan area started on Saturday morning near the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword>, sources said. The sources said that the Major General-level talks between Indian and Chinese armies is taking place at Daulat Beg Oldie for the de-escalation of troops and material in the Depsang plains. General Officer Commanding of 3 Mountain Division, Major General Abhijit Bapat, is leading the talks from the Indian side. The main agenda of the meeting is to address the situation in the Depsang plains that has seen big mobilisation of around 15,000 Chinese troops opposite Depsang. The Depsang plains is a table-top plateau to the north of Galwan and remains a major hotspot due to its strategic location since it provides access to the logistical hub and airstrip at Daulat Beg Oldie and the critical Karakoram Pass in the north. The meeting will seek to work out a system of pulling back troops and de-escalation from the 900 sq km plains situated at an altitude of 16,000 feet. The <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> holds a majority of the Depsang plains area while the People's Liberation Army holds its eastern edge. Chinese troops are concentrating on an area called 'Bottleneck', 25 km from the strategic airfield at Daulat Beg Oldie. The troops on either side are denying patrolling rights to each other in the "grey zone" areas, where the perception of the Line of Actual Control varies by several kilometres. Saturday's meeting is the outcome of the Lieutenant General-level meetings, five of which have been conducted since June 6. Depsang plains has seen two major stand-offs in 2013 and 2014, besides dozens of face-offs annually when the troops of the two countries come close while patrolling. In the meantime, the Indian government has witnessed that China's commitment to disengagement at the Pangong Tso lake remains "unsatisfactory". India has directed its armed forces to prepare for a long haul.

In the midst of the flare-ups, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> on Sunday categorically rejected reports that Indian patrol teams were detained by Chinese troops in Eastern Ladakh in the last few days, but did not provide any details of the current situation in the region. "There has been no detention of Indian soldiers at the borders. We categorically deny this. It only hurts national interests when media outlets publish unsubstantiated news," the Army said in a statement. People familiar with the situation in the region said the two sides were engaged in trying to resolve the dispute, but there was no indication of a positive outcome yet as both the armies continued to bolster their positions in disputed areas of Pangong Tso and Galwan Valley and Demchok. The Chinese side has particularly strengthened its presence in the Galwan Valley, erecting around 100 tents in the last two weeks and bringing in heavy equipment for construction of bunkers. The Indian side has conveyed its strong objection to China pitching tents and bringing in heavy equipment during the meetings between local commanders of the two armies last week. There have been reports of multiple incidents of transgressions by Chinese troops in several areas in Eastern Ladakh and soldiers from the two sides were involved in scuffles on at least two occasions, sources said. The sources said the Indian Army has also been increasing its strength in both Pangong Tso lake, Galwan Valley and Demchok. The Indian troops are also resorting to "aggressive patrolling" in several sensitive areas including Demchok and Daulat Beg Oldi, they said. The situation in Eastern Ladakh deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent face-off on the evening of May 5 which spilled over to the next day before the two sides agreed to "disengage" following a meeting at the level of local commanders. Over 100 Indian and Chinese soldiers were injured in the violence. The incident in Pangong Tso was followed by a similar incident in North Sikkim on May 9. India on Thursday said the Chinese military was hindering normal patrolling by its troops and asserted that India has always taken a very responsible approach towards border management. At a media briefing, External Affairs Ministry Spokesperson Anurag Srivastava also strongly refuted China's contention that the tension was triggered due to trespassing by Indian forces on the Chinese side. India's response came two days after China accused the Indian Army of trespassing into its territory, claiming that it was an "attempt to unilaterally change the status" of the LAC in Sikkim and Ladakh. On May 5, the Indian and <keyword id="47942" type="ORGANIZATION" weightage="20" keywordseo="Chinese-army">Chinese army</keyword> personnel clashed with iron rods, sticks, and even resorted to stone-pelting in the Pangong Tso lake area in which soldiers on both sides sustained injuries. In a separate incident, nearly 150 Indian and Chinese military personnel were engaged in a face-off near Naku La Pass in the Sikkim sector on May 9. At least 10 soldiers from both sides sustained injuries. The troops of India and China were engaged in a 73-day stand-off in Doklam tri-junction in 2017 which even triggered fears of a war between the two nuclear-armed neighbours. The India-China border dispute covers the 3,488-km-long LAC. China claims Arunachal Pradesh as part of southern Tibet while India contests it. Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquility in the border areas. China has been critical of India's reorganisation of Jammu and Kashmir, and has particularly criticised New Delhi for making Ladakh a union territory. China lays claim over several parts of Ladakh. Prime Minister Narendra Modi and Chinese President Xi Jinping held their first informal summit in April 2018 in the Chinese city of Wuhan, months after the Doklam standoff. In the summit, the two leaders decided to issue "strategic guidance" to their militaries to strengthen communications so that they can build trust and understanding. Modi and Xi held their second informal summit in Mamallapuram near Chennai in October last year with a focus on further broadening bilateral ties. Standoff continues at India-China border with no indication of 'positive outcome'

<ul class="summary-list"><li>The US Defense Department's latest report on the Chinese military describes its advances in 2020.</li></ul>The US Department of Defense's <a href="https://media.defense.gov/2021/Nov/03/2002885874/-1/-1/0/2021-CMPR-FINAL.PDF" target="_top">annual report</a> on <keyword id="11892748" type="UNKNOWN" weightage="60" keywordseo="china" source="Orion">China</keyword>'s military was released in November, providing new information on the growing strength of the <keyword id="12866680" type="UNKNOWN" weightage="60" keywordseo="peoples-liberation-army" source="Orion">People's Liberation Army</keyword> during 2020.Among the updates to <a href="https://www.businessinsider.com/new-pentagon-maps-show-chinas-increasing-military-power-and-reach-2020-9" target="_blank" rel="noopener">last year's assessments, which covered developments in 2019</a>, were an increase in the estimated size of China's ground forces, an even larger naval fleet, and the introduction of new weapons.The changes can be tracked on the maps included in the report. Many were unchanged from last year, but those showing the placement of the major units of China's army, air force, and navy do have new details.<h2>PLA ground forces</h2><div type="image" title="China Chinese PLA tanks" height="1667" width="2500" msid="90580118" hostid="261"></div>The first map shows the location and positions of the major headquarters and group armies of the PLA's ground forces, identified in the report as the People's Liberation Army Army.The PLAA is still the largest standing army in the world, with 975,000 active-duty personnel — an increase from 915,000 in last year's report. The troops are divided into 78 combined-arms brigades in 13 group armies across five theaters: Northern, Central, Eastern, Southern and Western. There are also two military districts in the Western Theater, based in Xinjiang and Tibet.The brigades, each of which can have up to 5,000 troops, are organized into heavy (tracked armored vehicles), medium (wheeled armored vehicles), and light (high-mobility, mountain, air-assault and motorized) categories.The maps show the rotation or relocation of some of the group armies compared to last year. It also shows the location of the headquarters for China's Airborne Corps and Marine Corps, which are part of China's air force and navy, respectively.<div type="image" title="China military ground units map" height="1294" width="1290" msid="90580119" hostid="261"></div>The report says the PLA's major force restructuring program, started in 2016 to streamline to PLA, is complete, but that "significant additional equipment fielding is necessary to complete the transformation of the PLAA into a fully modern force."The Pentagon report notes that although some 40% of the PLAA's main battle tanks are 20 to 40 years old and "significant numbers of infantry brigades employ outdated equipment," the PLAA is receiving new hardware.The <a href="http://www.military-today.com/artillery/pcl_171.htm" target="_top">PCL-171</a> 120 mm wheeled self-propelled howitzer was mentioned in the report, as was the <a href="https://weaponsystems.net/system/978-PCL181" target="_top">PCL-181</a> 155 mm wheeled self-propelled howitzer. Both systems increase the PLAA's mobility, a key objective of the PLA as a whole.The report noted that the PLAA conducted extensive combined-arms and joint training with other branches despite the Covid-19 pandemic, with emphasis on high elevations as a result of increased tensions with India. Force projection over the Taiwan Strait was also a major focus.<h2>PLA Navy</h2><div type="image" title="A Chinese Type 055 destroyer" height="683" width="1024" msid="90580120" hostid="261"></div>Officially known as the People's Liberation Army Navy, China's navy is the largest in the world with a total battle force of 355 vessels, including about 145 "major surface combatants."As noted in the report, the PLAN is "speeding up the transition of its tasks from defense on the near seas to protection missions on the far seas."The map of PLAN forces provides an updated count of the types of vessels assigned to each of its three fleets, based in the PLA's Northern, Eastern, and Southern theaters.The PLAN's Eastern Theater Navy saw the most change, adding seven ships, (one frigate, five corvettes, and one amphibious transport dock), while losing 10 (eight missile patrol craft and two medium landing ships), though the report doesn't say whether those ships were decommissioned, reassigned, or removed for some other reason.<div type="image" title="China military naval units map" height="1360" width="1204" msid="90580121" hostid="261"></div>The Northern Theater Navy added five ships (one cruiser, two destroyers, and two corvettes) and lost five (two medium landing ships and three missile patrol craft).The Southern Theater Navy added three vessels (two nuclear-powered attack submarines and one amphibious transport dock) and lost 17 (one destroyer, four frigates, three tank landing ships, one medium landing ship, and eight missile patrol craft).Last year, China launched its second Type 075 amphibious assault ship and commissioned its first Type 055 destroyer, which the Pentagon classifies as a cruiser because of its massive armament of 112 missiles. The People’s Liberation Army has been upgrading its missile bases, and one Beijing-based military source said it has deployed its most advanced hypersonic missile the DF-17 to the area. “The DF-17 hypersonic missile will gradually replace the old DF-11s and DF-15s that were deployed in the southeast region for decades,” the source, who requested anonymity, because of the sensitivity of the topic. “The new missile has a longer range and is able to hit targets more accurately.” The DF-17, which has a maximum range of 2,500km (1,550 miles), made its first public appearance on last year’s October 1 National Day parade to mark the 70th anniversary of the founding of the People’s Republic of China.
