Global Equities are mostly extending or holding recent gains into the decision, and there was a Seas of green in EM overnight. US Futures are starting mixed, with the S&amp;P off 20bp, but those Russell Minis are in the green (SPY 200 and QQQ 107 are key resistance level strikes we have been unable to breach meaningfully yet). Over in Europe, the DAX is up 40bp in average volume, as Fins and Tech lead Frankfurt to the upside, while Energy and Materials are seeing profit-taking. Over in Asia, despite Shanghai losing 2%, the bulls were firmly in charge: Japan rallied 1.4% after worse than expected trade data got Doves buying; Aussie jumped 1% on the back of energy stocks - and we had another strong move in Emerging market stocks, with India, Taiwan, Malaysia and Indonesia all adding 1%+. We do have the gamma pulls of Options Expiry (Quad in US, Tripe in EU) in play into <span class="aBn" data-term="goog_1074594355"><span class="aQJ">tomorrow</span></span>. Overnight the Swissies and Indonesia hold rates steady as expected.</p><p style="padding-left: 60px;">Treasuries are finding buyers early, with the US 10YY off 2bp after failing to breach 2.3% in the overnight. As we drift toward the FOMC decision, Fed Funds rest at a 32% chance of liftoff today - but most polls taken by global papers say it is "too close to call" - and that "Policy Sensitive" 2YY rests at 80bp, on 4Y+ highs. The $ is continuing its retreat it started yesterday, losing ground to Euro and Yen - but that Weak Japanese data is spooking growth a bit, and coupled with the week's sharp move, we are seeing the Aussie$ retreat.  Most industrial commodities are under pressure despite the $ tailwind, with weak Asian data knocking Brent off 1.5% after yesterday's sharp upward move - but most action was in the Copper complex: The massive Chile earthquake has knocked out some copper mines, initially sending prices to 2M highs - but sellers emerged and have clubbed the red metal back into the ground.</p><p style="padding-left: 60px;">At <span class="aBn" data-term="goog_1074594356"><span class="aQJ">8:30</span></span>, we get Weekly Jobless Claims and Housing Starts for August - followed by the Philadelphia Fed Business Outlook at 10, and the Natty gas Storage Data at <span class="aBn" data-term="goog_1074594357"><span class="aQJ">10:30 </span></span>(estimates for a 70-74 Bcf injection). The latest University of Macedonia poll shows former Prime Minister Alexis Tsipras' left-wing Syriza party is neck and neck with the right-wing New Democracy party, with each taking about 30% of the vote. The far right-wing Golden Dawn party is running third with about 6%. Greece's two-year yield is down 30 basis points at 10.35%.</p><p><strong>China home prices improved. </strong>Home prices in China in August gained for a fourth straight month, climbing 0.3% from July, according to a Reuters calculation based on data provided by China's National Statistics Bureau. <a href="http://www.reuters.com/article/2015/09/18/china-economy-property-prices-idUSL4N11L3A920150918">Price gains occurred in 35 of the 70 major cities</a>, an improvement from the gains in 31 cities in July. On a year-over-year basis, home prices fell 2.3%. China's yuan strengthened fractionally to 6.3643 per dollar.</p><p><strong>The market doesn't think a rate hike is coming until next year. </strong>Even though Federal Reserve chair Janet Yellen has suggested that every meeting is "live," the market is pricing in just a 20% probability of a Fed rate hike in October. Odds remain below that of a coin flip for a rate hike in December, at 45.6%. January looks like the most likely month for the Fed's first rate hike since 2006, with the probability at 53.2%.</p><p><strong>Puerto Rico wants more time.</strong> The <a href="http://www.bloomberg.com/news/articles/2015-09-17/puerto-rico-utility-said-to-ask-for-two-more-weeks-in-debt-talks">Puerto Rico Electric Power Authority has asked for two more weeks</a> to negotiate the restructuring of its $8.3 billion of debt. According to Bloomberg, the plea comes as the existing forbearance agreement, which allows for private restructuring talks, is set to expire on Friday. Such an extension would be the eighth since talks began in 2008, Bloomberg reports.</p><p><strong>RBA head Stevens thinks Australia can withstand China's downturn. </strong>Reserve Bank of Australia head Glenn Stevens appeared before Australia's House of Representative Standing Committee on Economics. Despite the slowdown of the Chinese economy and the expected Federal Reserve rate hike, Stevens suggested, "There is still a pretty good chance that we will come out of this episode fairly well, and much better than we came out of the previous episodes of this type." <a href="http://www.businessinsider.com.au/glenn-stevens-reckons-australia-can-navigate-the-collapse-of-the-mining-boom-without-a-recession-2015-9">Stevens said he saw little chance of a recession in Australia</a>. The Australia dollar is up 1.4% at .7271.</p><p><strong>The CFTC says bitcoin is a commodity. </strong>A Commodity Futures Trading Commission press release announced, "In this order, the CFTC for the first time finds that bitcoin and other virtual currencies are properly defined as commodities." The ruling means <a href="http://www.cftc.gov/PressRoom/PressReleases/pr7231-15">the CFTC now has regulatory powers over the trading of options and futures of the digital currency</a>.</p><p><strong>Equifax is trying to enter Australia. </strong>The consumer-credit-reporting giant <a href="http://www.wsj.com/articles/consumer-credit-agency-equifax-makes-move-on-australias-veda-1442546222">Equifax has made a bid of 2.28 billion Australian dollars ($1.64 billion) for its Australian peer Veda</a>. The non-bonding offer would pay Veda shareholders 2.70 Australian dollars per share, a 35% premium from Thursday's closing price, according to The Wall Street Journal.</p><p><strong>Adobe Systems beat the Street. </strong>The software company earned an adjusted $0.54 per share, outpacing the $0.50 that Wall Street was anticipating. <a href="http://www.businesswire.com/news/home/20150917006316/en/Adobe-Reports-Record-Revenue#.Vfvi7lXF9M4">Revenue surged 21.1% year-over-year to a record $1.22 billion</a>, edging out the $1.21 billion that analysts were expecting. "Content and data are the currency of business today," said Shantanu Narayen, Adobe president and CEO. "Adobe's industry-leading Creative Cloud, Adobe Document Cloud, and Adobe Marketing Cloud solutions let customers deliver more valuable, personalized experiences that drive greater business impact."</p><p><strong>Stock markets around the world are mostly lower.</strong> Japan's Nikkei (-2%) led the drop in Asia, and France's CAC (-2.5%) paces the decline in Europe. S&amp;P 500 futures are down 16.00 points at 1,961.50.</p><p><strong>US economic data is light. </strong>Data is limited to the 10 a.m. ET release of leading indicators. "<span>Many believe persistent low inflation will force the ECB to ease further this year, but only three of the 57 economists polled by Bloomberg expect such an announcement to come out of Thursday's meeting," reported BI's Matthew Boesler.</span><span><br /></span></p>
<p><strong><a href="http://online.wsj.com/news/articles/SB10001424052702303847804579477060004679726?mg=reno64-wsj">China stimulus.</a> </strong>China has unveiled what's being called a "mini-stimulus" to boost consumption. Its scope remains limited. It includes "<span>additional spending on railways, upgraded housing for low-income households and tax relief for struggling small businesses," WSJ says.</span></p>
<p><strong style="line-height: 1.5em;"><a href="http://www.businessinsider.com/r-euro-zone-private-sector-logs-strongest-quarter-in-three-years---pmi-2014-03#ixzz2xomGiBQR">Euro zone's strong quarter.</a> </strong>Theeuro zone's <span style="line-height: 1.5em;">Markit PMI fell slightly to 53.1 from 53.3, but </span><span style="line-height: 1.5em;">businesses nevertheless logged its busiest quarter in three years. However, they did so mostly by slashing prices, "underscoring fears that deflation may soon afflict the region." </span><span style="line-height: 1.5em;"> </span></p>
<p><strong><span style="line-height: 1.5em;"><a href="http://www.businessinsider.com/fort-hood-gunman-and-mental-health-2014-4#ixzz2xotNwR2A">Three dead in Ft. Hood shooting.</a> </span></strong><span style="line-height: 1.5em;">Five years after 13 people were killed at Ft. Hood in Texas in a mass shooting incident, an army specialist opened fire at the same military post, killing three before taking his own life. "<span>The gunman, who served in Iraq for four months in 2011, had been undergoing an assessment before the attack to determine if he had post-traumatic stress disorder," the AP reported.</span><span><br /></span></span></p>

<p><a href="http://www.businessinsider.com/us-secretly-built-cuban-twitter-to-stir-unrest-2014-4#ixzz2xom12gzC"><strong>"Cuban Twitter" was U.S. project.</strong></a> The U.S. covertly built a Twitter-like social network in Cuba to help foment unrest, the AP reports. "<span>The project, which lasted more than two years and drew tens of thousands of subscribers, sought to evade Cuba's stranglehold on the Internet with a primitive social media platform. First, the network would build a Cuban audience, mostly young people; then, the plan was to push them toward dissent."</span></p>

<p><strong><span style="line-height: 1.5em;">Jobless claims. </span></strong><span style="line-height: 1.5em;">Weekly jobless claims hit at 8:30 a.m. Expectations are for a slight uptick from last week's 311,000 figure.</span></p>
<p><span style="line-height: 1.5em;"><strong>Trade.</strong> Also at 8:30 a.m. we get U.S. trade data. Expectations are for the trade deficit to narrow to $38.8 billion from $39.1 billion prior.</span></p>
<p><strong><span style="line-height: 1.5em;">PMI Services. </span></strong><span style="line-height: 1.5em;">At 9:45 a.m. we get PMI services data from Markit. It's expected to be up slightly from the prior reading of 53.3.</span></p>
<p><span style="line-height: 1.5em;"><strong>ISM non-manufacturing.</strong>Finally at 10 a.m. we get the Institute for Supply Management's survey of non-manufacturing sectors. Expectations are for a gain of nearly 2 points from last month's 51.6 reading. "The ISM non-manufacturing headline index declined in February as the business activity and employment indexes fell," said Nomura economists. "However, the more optimistic reading on business activity in the Northeast Region implied by the New York Fed's business leaders' survey suggests that we could see an increase in the ISM non-manufacturing index in March."</span></p>

<p><strong>BUSINESS INSIDER: What is the most underreported story in renewables?</strong></p>
<p><strong>SHAYLE KANN:</strong> Relative to its importance, I think the most underreported story is the drastic recent growth in U.S. solar deployment. In 2013 alone, the U.S. installed 4,751 megawatts of solar PV, up 41% over 2012. Solar was the second-largest source of new electric generating capacity in the country, trailing only natural gas. And the growth continues in 2014. We anticipate that there will be 36 gigawatts of solar operating in the U.S. by the end of 2016, up from just two gigawatts in 2010.<br /> <br /><strong>BI: What will utilities look like in 10 years?</strong></p>
<p><strong>SK:</strong> In ten years, most utilities will look like they do today. Customers will still be buying power from their local utility, and the utility will maintain the lines and wires leading into our homes. What will have changed is that utility business models will have been split by the rapid growth of distributed energy resources (DER) such as solar PV and energy storage. Some utilities will have developed strategies to benefit from this growth, either offering these options directly to their customers or acting as service providers to enable a more distributed grid. Other, less innovative utilities will be scrambling to deal with anemic demand growth and the proliferation of customer-driven distributed energy.<br /> <br /><strong>BI: Which state or metro has been a model for how the average state or metro can incorporate renewables?</strong></p>
<p><strong>SK:</strong> California has long been and remains at the forefront of adoption for renewable energy. With a mandate to source a minimum of 33% of its energy from renewables by 2020 and a good chance of exceeding that goal, California is often looked to as a model for other states to create a vibrant, growing ecosystem of renewable energy companies.<br /> <br /><strong>BI: How far away are we away from having more widespread storage adoption? Is it even necessary for the overall PV market to continue growing?</strong></p>
<p><strong>SK:</strong> We're just now beginning to see energy storage adoption take place at any kind of significant scale, so it's an exciting time to be watching that market. Coming from a small base today, I think the next ten years will be critical in proving out the business case and ability to finance storage deployments. Meanwhile, a plethora of new companies are raising money to commercialize new kinds of storage technologies. In many ways, it looks like the solar industry circa 2005-2007. And with regard to solar, storage will be a fantastic complement to increased penetration of solar, but we're a long way from having so much solar deployed that storage becomes a necessity for further PV growth.<br /> <br /><strong>BI: At this point, what should the government's role be in encouraging renewables?</strong></p>
<p><strong>SK:</strong> The government has many roles to play in encouraging renewables, but I'll mention three in particular. First, the government has a huge role in investment in early-stage research, development and deployment of innovative renewable technologies. The Department of Energy's SunShot initiative is a great example of this role. Second, the government can help when it comes time to finance the first wave of deployment through mechanisms like the DOE Loan Guarantee program and a Green Bank. Finally, the government can create and maintain policy certainty for companies operating in the space so that long-term decision-making reigns throughout the sector.</p>
