Chandrachud commenced his address by lauding the conference's revolutionary focus on technology and its potential to catalyse crucial dialogues at the crossroads of technology and the judiciary. He acknowledged the profound impact of judicial dialogues in fostering cross-cultural exchange and mutual learning among diverse legal systems. Highlighting the deep-rooted ties between India and Singapore, Chandrachud commended both nations for their commitment to upholding the rule of law and promoting access to justice. "Judicial dialogues indeed play a vital role in fostering cross-cultural exchange and mutual learning among different legal systems. India and Singapore share not only deep social, cultural, and economic ties but also a commitment to upholding the rule of law and promoting access to justice. As two dynamic and rapidly evolving nations, both India and Singapore recognise the transformative potential of technology in modernising their respective judicial systems," said the CJI. He lauded Singapore's emergence as a global technology and innovation hub, citing its adoption of cutting-edge initiatives such as online dispute resolution platforms and electronic filing systems. "Singapore has positioned itself as a global hub for technology and innovation. With its strategic location, business-friendly environment, and robust legal framework, Singapore has attracted top talent and investment in the tech sector... Additionally, the Singapore International Commercial Court leverages technology to facilitate international dispute resolution, offering efficient and cost-effective solutions for resolving cross-border commercial disputes," he further said. The CJI praised India's strides in leveraging technology to modernise its judiciary, particularly through initiatives like the e-Courts project. "India boasts a vibrant tech ecosystem and a rich legal heritage. With a population of over a billion people and a rapidly growing economy, India presents enormous opportunities in adopting technology within the <keyword id="20199889" type="General" weightage="20" keywordseo="judicial-system" source="keywords">judicial system</keyword>. The e-Courts project, for instance, aims to computerise court processes, digitise case records, and establish online case management systems across all levels of the judiciary. By reducing administrative burdens and automating routine tasks, e- Courts enhance the speed and efficiency of legal proceedings, ultimately improving access to justice for all citizens," Chandrachud said. The Chief Justice then turned his attention to the transformative potential of AI in legal research, describing it as a "game-changer" that empowers legal professionals with unmatched efficiency and accuracy. He elucidated specific instances where AI, notably ChatGPT, had been utilised in court adjudication, citing examples from Colombia and India. "Additionally, the Supreme Court of India introduced live transcription services, an initiative aimed at enhancing accessibility to legal information. This initiative has been particularly impactful in addressing linguistic diversity, as live transcription services translate judicial proceedings into 18 regional languages and Hindi, ensuring that legal information is accessible to citizens across India using AI termed as the Supreme Court Vidhik Anuvaad Software. This not only saves time and resources but also improves access to justice by reducing delays and backlogs in the court system," he said, "In 2023, Justice Juan Manuel Padilla, a Colombian judge, utilised the ChatGPT to deliver a judgment in a case involving insurance claims for an autistic child," Chandrachud elaborated, underscoring the complementary role of AI in augmenting judicial reasoning rather than supplanting it. Similarly, he recounted how the Punjab and Haryana High Court in India sought insights from ChatGPT in a bail petition. However, Chandrachud cautioned against overlooking the ethical, legal, and practical considerations associated with <keyword id="20230984" type="General" weightage="20" keywordseo="AI-integration" source="keywords">AI integration</keyword> into court proceedings. "These instances show that we cannot avoid the question of using AI in court adjudication. The integration of AI in modern processes including court proceedings raises complex ethical, legal, and practical considerations that demand a thorough examination. The use of AI in court adjudication presents both opportunities and challenges that warrant nuanced deliberation," he asserted. He noted the importance of transparency, accountability, and fairness in AI utilisation, highlighting concerns about potential errors and biases inherent in AI systems. "The full realisation of AI's potential hinges on global collaboration and cooperation," Chandrachud said, urging stakeholders to prioritise robust auditing mechanisms and capacity building. In his concluding remarks, the CJI noted that the advancement of technology and AI is inevitable. "It holds the potential to significantly change professions and make service delivery more accessible to people. In the field of law, this translates to the potential for AI to expedite and streamline justice delivery. The era of maintaining the status quo is behind us; it is time to embrace evolution within our profession and explore how we can harness the processing power of technology to its fullest within our institutions," he said. Aiming to explore the intersection of technology and the legal system, particularly focusing on the transformative role of Artificial Intelligence (AI) in judiciary, the Supreme Court organised a two-day conference on Technology and Dialogue between the Supreme Courts of India and Singapore on Saturday and Sunday. CJI DY Chandrachud advocates for ethical AI integration in legal research

The <keyword id="26362" type="General" weightage="20" keywordseo="government" source="Orion">government</keyword> on Thursday introduced in the <keyword id="48510" type="General" weightage="20" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword> a contentious bill that seeks to replace the <keyword id="45053" type="General" weightage="20" keywordseo="chief-justice-of-india" source="Orion">Chief Justice of India</keyword> with a cabinet minister in the panel for selection of the <keyword id="50926" type="General" weightage="20" keywordseo="chief-election-commissioner" source="Orion">chief election commissioner</keyword> and election commissioners, amid an uproar by the <keyword id="6360456" type="General" weightage="20" keywordseo="opposition" source="Orion">opposition</keyword>. Law Minister Arjun Ram Meghwal moved the Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill, 2023 in the Upper House in the post-lunch session. According to the bill, future chief election commissioners and election commissioners will be selected by a three-member panel headed by the prime minister and comprising the leader of opposition in the Lok Sabha and a cabinet minister. Opposition parties, including the Congress and the AAP, have raised strong objections to the bill and accused the government of diluting a Supreme Court Constitution bench order. The bill comes months after the Supreme Court in March ruled that the selection panel should comprise the prime minister, the leader of opposition in the Lok Sabha and the Chief Justice of India (CJI), till a law is framed by Parliament on the appointment of the chief election commissioner (CEC) and election commissioners (ECs). A vacancy will arise in the Election Commission early next year when Election Commissioner Anup Chandra Pandey demits office on February 14 on attaining the age of 65 years. His retirement will come just days before the likely announcement of the 2024 Lok Sabha poll schedule by the commission. On the past two occasions, the commission had announced parliamentary polls in March. The apex court in its March verdict had aimed at insulating the appointment of the chief election commissioner and election commissioners from the Executive's interference. The bill seeks to regulate the appointment of the chief election commissioner and other election commissioners. According to the bill, the CEC and ECs shall be appointed by the President on the recommendation of a selection committee consisting of the prime minister, who will be the chairperson; the leader of opposition (LoP) in the Lok Sabha, and a Union Cabinet minister to be nominated by the prime minister. It also states that the appointment of the CEC and ECs "shall not be invalid" merely by reason of any vacancy in or any defect in the constitution of the selection committee.

On Thursday, long queues formed, as the hospital struggled with reduced staffing due to the ongoing strike. Dr Ajay Shukla, Medical Superintendent at RML Hospital, said that they faced issues due to the influx of <keyword id="19934441" type="General" weightage="20" keywordseo="patients" source="keywords">patients</keyword> from distant locations. "Our faculty are doing their best to attend to patients in the OPD, but due to the shortage of doctors, it's taking more time. Our elective operation theatres (OTs) are functioning, but compared to before the strike, there has been a decline. Emergency OTs are operating normally, but there is a 40% reduction in elective OTs," he said. Dr Shukla expressed hope that the doctors would end their strike soon, noting that the <keyword id="19900449" type="General" weightage="20" keywordseo="government" source="keywords">government</keyword> has addressed all their demands."I appealed to the doctors yesterday to call off their strike. I hope it will be called off today, as the <keyword id="19900449" type="General" weightage="20" keywordseo="government" source="keywords">government</keyword> has met all their demands. The matter is also being heard in the Supreme Court, and the Chief Justice of India has also made an appeal," he added. A patient at the hospital told that his operation had been delayed for a long time. "Every time I come here, they delay the operation with some excuse. I have no place to stay and have to sleep on the street," he said. Another patient, Rakesh Verma, who came for his 32-year-old son's treatment, said he had visited many <keyword id="19910449" type="General" weightage="20" keywordseo="hospitals" source="keywords">hospitals</keyword>, including private ones, without success. "My son's hands and feet have swollen in the last 2-3 days. We have been going to government <keyword id="19910449" type="General" weightage="20" keywordseo="hospitals" source="keywords">hospitals</keyword>, but they are on strike. I even went to a private hospital, but there was no help. Where should I go now?" he asked. Meanwhile, the Union Health Ministry issued an Office Memorandum on Wednesday regarding the National Task Force, formed by the Supreme Court to ensure the safety of <keyword id="20551393" type="General" weightage="20" keywordseo="medical-professionals" source="keywords">medical professionals</keyword>. The panel will be headed by Cabinet Secretary, Government of India as its Chairperson, and has been constituted following the Supreme Court's direction on August 20. Due to the ongoing strike by resident doctors, services at AIIMS, Delhi, are severely impacted. OPD services are down by 65%, admissions by 40%, operation theatres reduced by 90%, laboratory services by 30%, radiological investigations by 55%, and nuclear medicine by 20%, as of 4:30 pm yesterday. On August 9, a postgraduate trainee doctor was allegedly raped and murdered while on duty at RG Kar Medical College in Kolkata, sparking nationwide strikes and protests by the medical community. <h2>Commute also disrupted </h2>Not just patients, commuters in Delhi-NCR also faced a tough time, as taxi and autorickshaw drivers began their two-day strike on Thursday, demanding better compensation from cab aggregator services. Taxi and auto unions said inadequate compensation, coupled with aggergators launching bike taxi services has hit their livelihood. 80% of autorickshaws and taxis are off the road in the national capital, Delhi Auto Taxi Transport Congress Union (DATTCU) president Kishan Verma claimed, and announced that a protest will be held at the Jantar Mantar. Anil Pradhan, a cab driver, demanded a ban on bike taxis that offer services using non-commercial numberplates. "The government should step in and ban the commercial plying of vehicles with non-commercial numberplates. It is becoming difficult to make ends meet," he said. Adarsh Tiwari, another cab driver, said, "The companies offer us very less rate for our services. Due to this, we are unable to pay the installments of our vehicles and meet other expenses. We are unable to ensure good education for our children and sufficient food for our families." People took to social media to complaint about delay in getting cabs and cancellations. "Spent the last 35 mins trying to get a cab in Noida for Delhi. What's wrong with @Olacabs @Uber_India @rapidobikeapp," X user Prashhush posted. Another X user, Kshitiz Agarwal said,"Is it only me or uber doesn't work anymore now? Couldn't find a uber cab for 30 mins nowadays even at posh localities like south extension, new delhi #uber #ola." DATTCU president Verma said that "we will also be holding a protest at Jantar Mantar to demand a ban on plying of private vehicles by cab aggregator companies. Why are we made to take permits and pay taxes when private vehicles are allowed to ply? We demand that the government impose a ban on them."
