In a bid to reduce overcrowding in locals trains amid the COVID-19 pandemic, the Central Railway has introduced 68 additional special suburban services in Mumbai from Thursday. Out of these 68 services, 46 will be on the main line (Chhatrapati <keyword id="6084559" type="PERSON" weightage="20" keywordseo="shivaji-maharaj-terminus">Shivaji Maharaj Terminus</keyword> to Kasara, Khopoli and Karjat), and 22 on the harbour line (CSMT to Panvel and Goregaon), the Central Railway (CR) said in a release. With this, the total number of special services of CR in suburban Mumbai has gone up to 423 from 355 earlier. "In order to maintain social distancing and avoid crowding, the Central Railway has taken the decision to increase the number of daily special suburban services from 355 to 423 from September 24," CR's chief public relations officer Shivaji Sutar said. The Central Railway and the Western Railway started special local train services from June 15 on Mumbai suburban section on the request of the Maharashtra government. Out of 423 services of CR, 329 are on the main line, 92 on the harbour line and two on the trans-harbour line (Thane-Vashi and Thane-Panvel). "Services were gradually increased for the convenience of passengers and to avoid crowding and maintain social distancing," Sutar said. Earlier this week, the Western Railway started 150 additional special suburban services, taking the total number of such services on its routes here to 500. Besides the essential services staff, state and central government staff, employees of nationalised and private banks, PSUs and pharma companies are currently allowed to travel in local trains. Authorities have made QR code-based identity cards mandatory for travelling in these trains. "My wallet at that time contained Rs 900, including a Rs 500 <keyword id="6364183" type="UNKNOWN" weightage="20" keywordseo="note">note</keyword> which was later demonetised (in 2016). The Vashi GRP returned Rs 300 to me. They deducted Rs 100 for stamp paper work and said the remaining Rs 500 would be returned after exchanging the scrapped currency note with a new one," Padalkar told . He said when he went to the GRP office, there were many who had come to collect their stolen money, amounting into several thousands in demonetised currency, and wondered how they would get it back. Padalkar said he was happy to get his money back. A GRP official said those who stole Padalkar's wallet were arrested sometime back. "We recovered Padalkar's wallet containing Rs 900 from the accused. We handed over Rs 300 to Padalkar and the remaining Rs 500 would be returned to him after the currency note is exchanged with a new one," he added. Indian Railways which was not stopped by bombs and terror attacks breaks its 167 year old record to stop Covid-19

According to railway sources, suburban services were stopped due to water-logging on tracks at Palghar station. Thakur, however, said despite heavy rains in various suburbs, the Western Railways suburban services were running normal between Churchgate and Dahanu Road. On the central line, there was water-logging on tracks in Sion and <keyword id="9704955" type="PERSON" weightage="20" keywordseo="kurla-areas">Kurla areas</keyword> and trains were running with some delays, sources said. Both the Central Railway and Western Railway are operating nearly 350 special train services each daily for those working in essential and emergency services. Bus services of the Brihanmumbai Electric Supply and Transport (BEST), the city civic body's transport wing, were also affected due to water-logging on some roads. A BEST spokesperson said their services were diverted on more than 30 routes, including two locations in Thane district, till 9 am. The weather station at Dahanu in Palghar recorded 364 mm rainfall in the 12-hour period ending at 5.30 am on Wednesday, IMD Mumbai centre's deputy director general K S Hosalikar said. Besides, the weather station at Bhayander in Thane recorded 169 mm rainfall while the one at Mira Road reported 159 mm during the same period, he said. As per IMD's website, Thane city, Dombivli and Kalyan areas, which are part of the Mumbai Metropolitan Region (MMR), received more than 120 mm rainfall during the same period. "The cloud activity indicates that there would be one more intense rainfall day on Wednesday, Hosalikar tweeted. "Heavy to very heavy with isolated extremely heavy rains possible in next 24 over entire Konkan region. In North Konkan the impact could be more including Thane, Mumbai and Palghar, he said. Parts of south Madhya Maharashtra and adjoining Marathwada region are also likely to get very heavy rainfall, along with intense spells, he said. "With formation of low pressure area on Tuesday in North Bay, as forecast by the IMD, it has resulted into strengthening of lower level southerly winds over Arabian sea. It has brought heavy to very heavy rainfall at isolated places in and around Mumbai, Hosalikar said. Since Tuesday night, the western suburbs here received 82.43 mm rain, followed by eastern suburbs-69.11 mm and the island city-45.38 mm, the Brihanmumbai Municipal Corporation said. The Pune district also received 59 mm rainfall in the last 24 hours and it is likely to witness moderate to isolated heavy showers in next two days, an IMD official said. The catchment areas of four dams - Varasgaon, Khadakwasla, Panshet and Temghar which provide water to the city - received good rainfall. Pune Mayor Murlidhar Mohol said since good rainfall is predicted by the IMD, the city is not likely to face any water cuts till the Ganesh festival, which begins on August 22. In western Maharashtra, 1,139 cusec water was discharged from Koyna dam, and at least 80 bunds (weir) on the Pancnhganga river in Kolhapur district were submerged, the district administration said. Confusion, however, reigns with many passengers, even after the government clarified that the city’s lifeline - are specifically for the employees of the Maharashtra government, who are engaged in essential services. The government has identified approximately 1.25 lakh employees who are indulged in essential services of state government and are only designated to commute by these special services. However, in normal times, over 85 lakhs passengers commute daily on the suburban networks spanning Mumbai, Thane, Palghar and Raigad. The <keyword id="6364162" type="ORGANIZATION" weightage="20" keywordseo="central-railway">Central Railway</keyword> and the <keyword id="6361126" type="UNKNOWN" weightage="20" keywordseo="western-railway">Western Railway</keyword> have made it clear these special suburban services are not for general passengers/public and will be strictly for those engaged in essential services only. No food and other stalls will be opened at the railway stations, and Railway Protection Force (RPF) will be deployed to monitor adherence of social distancing norms. To begin with, the railways allowed passengers entry through employee ID cards, however, in the coming days the state employees will be issued QR based E-passes which will also have bar colour coding to enable swifter ticket checking with coordination by the state government. Only passengers who are medically fit and do not come from a containment zone will be allowed to board the trains, and the state government will ensure multiple rounds of checking to ensure the requirements are being met. Unlike its seating capacity to accommodate about 1,200 persons, only about 700 commuters shall be allowed per train to allow adequate social distancing in the coaches. The Railways have also advised the state government to stagger the timings of its offices for workers coming from different areas to ensure there is no crowding at the stations and inside the trains. He said that other premium services like Humsafar, Tejas, Antyodaya, UDAY, Mahamana and coaches like Deen Dayalu and Anubhuti, which have upgraded interiors or exteriors and improved passenger amenities, have been introduced in various train services. He further said that the railways is manufacturing only Linke Hofmann Busch (LHB) coaches, which are technologically superior and have better riding, aesthetics and safety features than conventional Integral Coach Factory (ICF) type coaches. "Production Units of railways have stopped the manufacturing of ICF type coaches and are manufacturing only LHB coaches from the year 2018-19 onwards," he said. Goyal also said that vistadome coaches provide panoramic view, through wider body side windows as well as through transparent sections in the roof, thus enabling the passengers to enjoy the scenic beauty of the places through which they travel. "Recently, vistadome coaches on LHB platform have been manufactured with several modern features or amenities," he said. He said that under Project Utkrisht, which was launched in April 2018 to improve the condition of ICF type coaches running in Mail or Express trains, railways has upgraded 447 rakes of Mail or Express trains till December 2020. Similarly, under Project Swarn, 65 rakes of Rajdhani and Shatabdi trains have been upgraded across multiple dimensions, which include coach interiors, toilets, onboard cleanliness, staff behaviour, linen, etc. The Minister said that 63 smart coaches with ultra modern features like smart public address and passenger information system, Smart HVAC (Heating, Ventilation and Air Conditioning system), Smart security and surveillance system etc. have been manufactured and introduced. He said that conversion of end-on-generation (EOG) trains into Head-On-Generation (HOG) trains is om to reduce noise and air pollution at stations and in trains. It is expected to significantly reduce the consumption of fossil fuels, he added.
