<br /><ul><li>Arabian Sea is host to two cyclone storms simultaneously for the very first time. <br /></li><li>Cyclone Kyarr is heading away from the Indian coast, while <keyword id="8275890" type="UNKNOWN" weightage="20" keywordseo="Cyclone-Maha">Cyclone Maha</keyword> is wreaking havoc in Lakshadweep.<br /></li><li>Fishing operations along the coast have been suspended and fishermen have been advised not to take their boats out till November 4.<br /></li></ul>Weather history is in the making as the Arabian Sea is being subject two cyclones simultaneously. It’s a <a href="http://www.imd.gov.in/alerts/20191030_al_1124.pdf">historical first</a> with Cyclone Kyarr is weakening but moving closer to India’s coastline while Cyclone Maha is gaining momentum but expected to shift westward.<br /><br />The Indian Meteorological Department (<a href="http://www.imd.gov.in/alerts/20191030_al_1124.pdf">IMD</a>) has been collecting data on cyclones in India’s oceans for the past 125 years, and they have no record of any such instance happening in the past.<br /><br /><div type="image" title="maha2_edited" msid="71834618" hostid="261"></div>

<br />The only time that India has been subjected to simultaneous cyclones in the same water body was back in December 1972, according to <a href="https://chennairains.com/cyclone-kyarr-makes-way-maha/">COMK</a> — a website that tracks weather in Chennai. <br /><br />Even then, it was the Bay of Bengal that witnessed one cyclone heading towards the coast of Tamil Nadu while another approached over the South China Sea.<br /><br />Some experts are predicting that the <a href="https://en.wikipedia.org/wiki/Fujiwhara_effect">Fujiwhara effect</a> might take place, which is when the vortices of two adjacent cyclones start to orbit each other. It’s even possible that the vortices may merge.<br /><br /><strong>Fishermen advised to steer clear<br /></strong><br />The Indian Meteorological Department (<a href="http://www.imd.gov.in/alerts/20191030_al_1124.pdf">IMD</a>) predicts heavy rainfall over Lakshadweep, Kerala, coastal Karnataka and Tamil Nadu. It also expects the sea conditions in the Arabian Sea to remain anywhere between rough to high.<br /><br />Cyclone Kyarr, the most severe cyclone that the Arabian Sea has seen in the past 12 years, has nearly come and gone. But Cyclone Maha has put areas on high alert since yesterday.<br /><br />Fishing operations in the Lakshadweep area have been suspended and fishermen have been advised to stay away from east central Arabian Sea till November 4.<br /><br />According to IMD’s alert, thatched houses are in danger of having their rooftops blown off, power lines may get damaged, coastal crops might suffer and there’s a probability that roads might be flooded.<br /><br /><br /><br />

These systems produce moderate to heavy and thunderstorms over Southern and Eastern India with torrential rain over localized places. <br /><br />Rain totals of over 150 mm in 48 hour are likely with localized spots receiving up to 200 mm over Odisha, Meghalaya, West Bengal and part of Jharkhand until Saturday morning. Total rainfall of over 100-120 mm in 48 hours is likely over Goa and adjoining area until Saturday.<br /><br />The threat of the rains particularly high along the country's peninsular coast as seen in the image above. "It is very likely to concentrate into a depression during next 24 hours and into a cyclonic storm during the subsequent 48 hours," a Met Department official said. There is also a 'yellow alert' forecasting heavy rains in and around Mumbai and Thane. <br /><br />Indians have a clutch of festivities starting from Dhanteras on Friday to Bhaubeej on Tuesday (October 29), with Diwali and Lakshmi Puja in between. The Met Dept has also warned the coutnry's fishermen to not venture out into the sea on Saturday and Sunday.<br /><br /><br />

Non-stop rains in Mumbai have killed 22, shut government offices, schools, delayed flights, and stranded people-- and it’s not over yet

Others like <keyword id="12864" type="LOCATION" weightage="20" keywordseo="Chennai">Chennai</keyword> and Hyderabad are running dry, due to light or no showers at all.</strong></li><li><strong>The seasonal monsoon rains which are supposed to start in June were late in almost every part of the country.</strong></li></ul>India is facing two extreme weather conditions together — heavy floods and drought. That is affecting millions of people, particularly the poor. These extreme weather conditions will weaken the economic productivity, in addition to wreaking destruction, and displacing a large number of people.<br /><br />The seasonal monsoon rains which are supposed to start in June were late in almost every part of the country. One corner of the country — Assam and parts of Bihar is fighting heavy floods. Others like Chennai and Hyderabad are running dry, due to light or no showers at all.<br /><br /><strong>Too Little, too late </strong><br /><br />India’s monsoon is crucial as it accounts for 70% of its annual rainfall. If the monsoons are lower or slower, it leads to water crisis, due to its almost exclusive dependence on it. The government think tank NITI Aayog expects as many as 21 cities to be devoid of ground water by 2020. <br /><br />Cities are running dry one after the other.<a href="https://www.businessinsider.in/five-years-on-india-may-not-even-get-a-chance-to-solve-its-on-going-water-crisis-risking-hundreds-of-millions-of-lives/articleshow/69988627.cms"> First Chennai went dry and with less or no drinking water for its citizens</a>. Now, the twin cities of Hyderabad and <keyword id="6354398" type="LOCATION" weightage="20" keywordseo="secunderabad">Secunderabad</keyword> — <a href="https://www.businessinsider.in/water-crisis-hyderabad-may-not-have-drinking-water-in-next-48-days/articleshow/70223928.cms">have less than two months to go for monsoon to fix its water problems</a>. And, they are already late and lower than expected. <br /><br />Water crisis has become common almost every year. In 2018, 600 million Indians were exposed to acute water crisis, according to Niti Aayog. In 2017, five south Indian states faced water shortages like Karnataka, Kerala, Tamil Nadu, Andhra Pradesh and Telangana. <br /><br /><strong>Too Much <br /></strong><br />Uncertain weather patterns brought too much rain leading floods and landslides in Assam. At least 28 districts in Assam are affected. So far, 30 people have been reported dead and 5.8 million displaced due to monsoon floods in Assam.<br /><br />The water level of Brahmaputra continues to rise above the danger mark in at least 10 places, <a href="https://www.reuters.com/article/us-southasia-floods/millions-stranded-in-india-as-early-monsoon-downpours-bring-flood-havoc-idUSKCN1UC1E2">reported Reuters</a>, citing Assam Disaster Management Authority. <br /><br />People are forced to drink dirty water and eat anything they get. Parts of Bihar too are flooded, forcing evacuation of affected residents. <br /><br />Separately, a second spell of monsoon is likely to bring extremely heavy rains in the coming days in Kerala. Six districts in the state including Idukki, <keyword id="69399" type="LOCATION" weightage="20" keywordseo="Malappuram">Malappuram</keyword>, and Wayanad are <a href="https://www.businessinsider.in/high-alert-in-six-districts-of-kerala-idukki-malappuram-wayanad-thrissur-kannur-for-heavy-rainfall/articleshow/70256251.cms">on high alert from 18 July to 20 July. </a><br /><br />Last year in August 2018, Kerala was swept away by deadly monsoon rains taking as many as 504 lives. The state, was caught off guard and 3.4 million people were displaced. In all, 23 million people were affected at the price of $2.7 billion, reported India spend. <br /><br />Unexpected weather conditions have been dogging the country for a few years now. Two years back, heavy rains and widespread flooding across India, Bangladesh and Nepal led to death of 1,200 people. As many as 805,183 homes and 18 million people were affected in Northern India. Bone dry or deluge — the freakish monsoon is killing Indians either way

That means that industries and municipalities in the state use about 95% of New Mexico's available annual water supply, leaving little in the reserves for droughts and dry spells.</p><p>California, Arizona, Colorado, and Nebraska face similar challenges.</p><p>"Our populations and economies are growing and demanding more water, but our supply is threatened by climate change, by water waste, and by pollution," Betsy Otto, director of WRI's <a href="https://www.wri.org/our-work/topics/water">Global Water Program</a>, said in a call with reporters. "Water stress, which occurs when demands rival annual supply, is a manifestation of those issues."</p><p>The researchers behind the report said they expect to see more "day zeros," the term for the moment when a city's taps run dry, as populations grow and continue to draw from dwindling water resources. In January 2018, Cape Town, South Africa got dangerously close to reality: The government announced the city was three months from day zero. Residents successfully limited their water use enough to make it to the next rainy season, however. </p><p>New Mexico also faced severe drought last year (along with much of the Southwest). The threat led farmers <a href="https://www.apnews.com/bdeb4ddedd804997a4a4f6a5a78978d9">to plant</a> more drought-resistant crops like beans, or to <a href="https://www.newsdeeply.com/water/articles/2018/08/13/drought-forces-hard-choices-for-farmers-and-ranchers-in-the-southwest">abandon</a> their fields altogether. Some farms were allotted just 10 inches of water from the Rio Grande, compared to the normal 36. With no grass to feed their herds, ranchers <a href="https://www.abqjournal.com/1152182">sold cattle</a> to pay for hay. The USDA <a href="https://www.fsa.usda.gov/state-offices/New-Mexico/news-releases/2018/usda-designates-12-counties-in-new-mexico-as-primary-natural-disaster-areas-with-assistance-to-producers-in-surrounding-states">declared disaster areas</a> across the state, qualifying ranchers for federal loans to cover financial losses.</p><p>"Most of us have drinking water," Cassidy Johnston, a New Mexico rancher, <a href="https://www.newsdeeply.com/water/articles/2018/08/13/drought-forces-hard-choices-for-farmers-and-ranchers-in-the-southwest">told Water Deeply</a>. "But all the drinking water in the world doesn't change anything if your cattle don't have anything to eat. We count on rain. We count on rain for everything."</p><p>The state's largest reservoir ran as low as <a href="https://waterdatafortexas.org/reservoirs/individual/elephant-butte-1year.csv">2.9%</a> capacity. After <a href="https://www.aspentimes.com/news/minnow-rescues-under-way-as-portions-of-rio-grande-river-dry-up/">rescuing 10,000 endangered silvery minnows</a> from drying up with the river, the federal government had to <a href="https://www.apnews.com/05d111d91fde40438bf097e0c070f320">lease</a> $2 million of groundwater from Albuquerque in order to keep the Rio Grande flowing.</p><p>"Drought makes the situation worse, but usually the underlying indicators have been flashing red for a while and we just haven't been paying attention," Otto said.</p><h2>'Water stress' is a comparison of supply and demand </h2><p>To measure water stress, WRI looked at the amount of water that gets withdrawn each year from the total supply of renewable, available water. (Withdrawal isn't the same as water consumption, since some withdrawn water is later returned to the source.)</p><p>The group evaluated the water-stress levels of 189 countries and the regions within them, including US states.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>World Resources Institute</span></p><p class="caption">The WRI report found that New Mexico faces extremely high water stress, while four other states have high water stress.</p></div><p></p></div></div></p><p>In regions that face "extremely high" water stress - like New Mexico - industry, agriculture, and municipalities are withdrawing at least 80% of available surface and groundwater each year. That puts them in a precarious position, with little leftover water to serve as a buffer in dry spells.</p><p>In total, the WRI report identified 17 countries facing this level of extreme water stress: Qatar, Israel, Lebanon, Iran, Jordan, Libya, Kuwait, Saudi Arabia, Eritrea, the United Arab Emirates, San Marino, Bahrain, India, Pakistan, Turkmenistan, Oman, and Botswana. Those countries are home to a quarter of the world's population.</p><p>New Mexico's risk is on par with that of the UAE, the report found. In July, water levels in Lake Mead, the Colorado River reservoir that supplies water and energy to much of the Southwest, dropped to just 7 feet above the official shortage level. Below that mark, the federal government would significantly reduce each state's water <a href="https://www.usbr.gov/lc/region/programs/strategies/RecordofDecision.pdf">allocation</a>t.</p><p>The Bureau of Reclamation <a href="https://www.usbr.gov/lc/region/g4000/24mo/2018/AUG18.pdf">projects</a> that Lake Mead will hit that shortage level by 2020.</p><p>In New Mexico, the drought let up this year, but ranchers in the southeast part of the state are still buying supplemental feed for herds given the lack of grass and selling cattle to cover the extra costs, the <a href="https://www.currentargus.com/story/news/local/2019/05/31/new-mexico-drought-conditions-southeast-region/1289844001/">Carlsbad Current-Argus</a> reported.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Julie Jacobson/AP</span></p><p class="caption">The Colorado River supplies water to more than 40 million people in Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming.</p></div><p></p></div></div></p><h2>In other countries, water stress is even more dire</h2><p>The world is on track to warm by <a href="https://www.ipcc.ch/site/assets/uploads/sites/2/2019/05/SR15_SPM_version_report_LR.pdf">1.5 degrees Celsius as early as 2030</a>. That would increase the <a href="https://www.ipcc.ch/sr15/chapter/chapter-3/">likelihood</a> of extreme drought in the Mediterranean, reduce rainfall across Southern Africa, and causing longer and more frequent heat waves in many parts of the globe.</p><p>According to the WRI report, 27 countries face high water stress around the world: Chile, Cyprus, Yemen, Andorra, Morocco, Belgium, Mexico, Uzbekistan , Greece, Afghanistan, Spain, Algeria, Tunisia, Syria, Turkey, Albania, Armenia, Burkina Faso, Djibouti, Namibia, Kyrgyzstan, Niger, Nepal, Portugal, Iraq, Egypt, and Italy.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span><a href="https://www.reutersconnect.com/detail?id=tag%3Areuters.com%2C2019%3Anewsml_RC184BF577E0%3A1094593166">P. Last year, the city <a href="http://www.imdchennai.gov.in/NEM2018.pdf">saw less than half its normal rainfall</a>, and the summer brought temperatures up to 108 degrees Fahrenheit. Wells and <a href="https://www.cnn.com/2019/06/20/world/chennai-satellite-images-reservoirs-water-crisis-trnd/index.html">reservoirs</a> dried up, and the city's population of over 8 million was left without water. Residents still rely on trucks to bring in water each day, the <a href="https://www.ft.com/content/51007944-b456-11e9-bec9-fdcab53d6959">Financial Times</a> reported. </p><p>Climate models <a href="https://www.ipcc.ch/sr15/chapter/chapter-3/">indicate</a> that situations like this will become more common in the next 50 years, as rainfall continues to decrease, temperatures continue to rise, and world population grows. The International Panel on Climate Change (IPCC) <a href="https://www.ipcc.ch/sr15/chapter/chapter-3/">projects</a> severe reductions in water resources for 8% of the global population from 2021 to 2040. By 2071, the problem will affect 14% of people around the world.</p><p><span style="background-color: #ffff00;"></span>Climate change impacts the demand side of the water equation, too.</p><p>"Crops will draw more water up during dry periods. India plans to launch on March 28 an earth observation <keyword id="6358065" type="UNKNOWN" weightage="20" keywordseo="satellite">satellite</keyword> that will provide it near real-time images of its borders and also enable quick monitoring of <keyword id="139159" type="ORGANIZATION" weightage="20" keywordseo="natural-disasters">natural disasters</keyword>. <keyword id="8831645" type="UNKNOWN" weightage="20" keywordseo="Gisat-1">GISAT-1</keyword> is slated to be lofted into space by GSLV-F10 rocket from Sriharikota spaceport in <keyword id="37102" type="COMPANY" weightage="20" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>'s Nellore district, about 100 kms north of Chennai. <br /><br />"We are looking to launch this Geo imaging satellite on March 28, subject to weather conditions", an official of the Bengaluru-headquartered Indian Space Research Organisation (<keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword>) told on Sunday. <br /><br />The rocket will place the spacecraft in a geosynchronous orbit. It will be subsequently positioned in geostationary orbit, about 36,000 kms above earth's equator, using its onboard propulsion system. <br /><br />The launch of GISAT-1 onboard GSLV-F10 rocket was originally planned for March 5 last year but postponed a day before the blast-off due to technical reasons. <br /><br />Experts said positioning the state-of-the-art agile earth observation satellite in geostationary orbit has key advantages. "It's going to be a game-changer in some sense for India", a Department of Space official said. "With onboard high resolution cameras, the satellite will allow the country to monitor the Indian land mass and the oceans, particularly its borders continuously". Listing the objectives of the mission, ISRO has earlier said the satellite would provide near real-time imaging of the large area region of interest at frequent intervals. It would help in quick monitoring of natural disasters, episodic and any short-term events. <br /><br />The third objective is to obtain spectral signatures of agriculture, forestry, mineralogy, disaster warning, cloud properties, snow and glacier and oceanography. GISAT-1 will facilitate near real-time observation of the Indian sub-continent, under cloud-free condition, at frequent intervals, ISRO said. <br /><br />The planned launch of GISAT-1, weighing about 2,268 kg, comes close on the heels of the successful February 28 PSLV- C51 mission that orbited Brazil's earth observation satellite Amazonia-1 and 18 co-passengers, including five built by students. Secretary in the Department of Space and ISRO Chairman K Sivan told last week that the technical issues that led to postponement of GISAT-1 mission have been resolved and the further delay in the launch was due to COVID-19-induced lockdown which affected normal work. <br /><br />According to sources, GISAT-1 will be followed by the maiden flight of Small Satellite Launch Vehicle, ISRO's compact launcher, likely in April. <br /><br />SSLV has been designed to meet "launch on demand" requirements in a cost-effective manner for small satellites in a dedicated and ride-share mode. <br /><br />It is a three-stage all solid vehicle with a capability to launch up to 500 kg satellite mass into 500 km low earth orbit (LEO) and 300 kg into Sun Synchronous Orbit (SSO). <br /><br />By comparison, PSLV -- the workhorse launch vehicle of ISRO -- can take up to 1,750 kg payload into SSO of 600 km altitude. <br /><br />With lower per kg launch cost, the mini launcher will have multiple satellite mounting options for nano, micro and small satellites. <br /><br />Sivan had earlier termed the SSLV an innovative vehicle which can be assembled in just 72 hours. <br />The Eastern Naval Command (ENC) is on high alert to render necessary humanitarian assistance, a Navy spokesperson said on Tuesday.
