The quota is widely believed to benefit India’s middle class and the poor among India’s upper castes. According to an <a href="https://timesofindia.indiatimes.com/india/economically-weak-in-general-category-to-get-quota-in-jobs-notified-after-february-1/articleshow/67630972.cms">official notification</a>, the provision will be incorporated for all direct recruitment vacancies from next month. However, people seeking this quota will have to get their salaries, assets and family income verified from ranks above tehsildar of Union territories/states. The rule includes reservation for anyone with a gross annual family income of up to ₹800,000 The new law also includes a 10% reservation for people seeking to study in private colleges across various courses in over 900 universities. That will go into effect in the next academic session, IANS reported citing Union Minister for Human Resource Development Prakash Javadekar. Facing criticism that the move is an election gimmick, Union Minister Piyush Goyal <a href="https://indianexpress.com/article/india/centre-notifies-10-ews-quota-for-government-jobs-5547605/">reportedly said that</a> the scheme has been in the pipeline for long. However, the Dravida Munnetra Kazhagam (DMK), a political party in the state of Tamil Nadu, has challenged the ‘constitutional validity’ of the provision. India’s 10% quota for jobs for ‘economically weaker sections’ to go into effect next month

For those who think there is dearth of <keyword id="6362949" type="UNKNOWN" weightage="100" keywordseo="Government-jobs">government jobs</keyword> in the country, it might come as a shock that there are over 5,000 vacant posts in 45 organisations, under the Ministry of Culture. This is also leading to difficulties in security, conservation and preservation of historical monuments, as told by Culture Minister <keyword id="210147" type="PERSON" weightage="100" keywordseo="Mahesh-Sharma">Mahesh Sharma</keyword>. 
 
It was during his address to Lok Sabha that Sharma informed of 15,607 sanctioned posts in 45 organisations under his Ministry, of which only 10,284 posts are filled. 
 
"These vacancies have occurred over the years and we have taken a number of steps, including appointing people on contractual basis, to fill the vacant posts," he said during Question Hour. He added that old and stringent rules of hiring are the reasons behind these vacant posts. 
 
There are around 80,000 historic monuments in India, of which 3,686 were protected by Archaeological Survey of India. He however added that "no monument of national importance has been neglected or defaced for want of adequate manpower."

Culture Ministry has 5,000 vacant positions 45 organisations

<ul><li>India’s Union Cabinet has given the nod to set up a <keyword id="8276571" type="UNKNOWN" weightage="20" keywordseo="National-Recruitment-Agency">National Recruitment Agency</keyword> (NRA), which will spearhead the initiative to set up a <keyword id="1121108" type="PERSON" weightage="20" keywordseo="common-eligibility-test">Common Eligibility Test</keyword> (<keyword id="55410" type="ORGANIZATION" weightage="20" keywordseo="CET">CET</keyword>) that will cover all <keyword id="839945" type="PERSON" weightage="20" keywordseo="Central-Government-Jobs">central government jobs</keyword> and public sector bank positions.</li><li>A common score will be given to determine a candidate’s eligibility for a particular post.</li><li>Setting up the NRA will cost the <keyword id="44734" type="ORGANIZATION" weightage="20" keywordseo="Indian-Government">Indian government</keyword> ₹ 1,517.57 crore but it hopes the new process will save it up to ₹600 crore each year. </li></ul>The Indian government has given the newly formed National Recruitment Agency (NRA) the nod to set up a Common Eligibility Test (CET). The central government may also share the CET merit list with states for state government jobs on a cost-sharing basis. The NRA will be a society registered under the Societies Registration Act, 1860 and government will be doling out ₹1,517.57 crore to set it up. However, it estimates that it will be able to save around ₹600 crore per annum under the new system — breaking even in around three years. How will CET work? The CET serves as an entrance exam. It’s a first level test to shortlist candidates for a particular post. The scores of the test will remain valid for three years and can be used to apply for jobs across the government spectrum. Each person will have two additional chances to improve their scores, and only the best of all scores will be taken into final consideration. "There are 1.25 lakh vacancies every year in Group B and C for Railways, banks and SSC for which 2.5 crore to 3 crore people apply," said Chandramouli. What will CET achieve? According to the Indian government, the CET is aimed at solving problems for the candidates. From the varying schedules of different exams to their different application processes, the CET will simplify the entire ecosystem. By bringing all the exams under one umbrella, It will also address the infrastructure shortage that creates scope for malpractice, said Chandramouli. One exam will also mean just a one-time payment of exams fees instead of shelling out separate payments. Chandramouli pointed out that the CET will also enable job opportunities to reach rural areas for those candidates for whom travelling to testing centres, located mostly in urban centres, may not be possible or affordable. To remain accessible, the CET will also be available in multiple languages. For institutions, CET will standardise the process that could solve for the delay that occurs from time to time in the finalisation of results. The government asserts that the central test will shorten the overall cycle time of recruitment from the current 12 to 18 months. Cabinet approves creation of ‘National Recruitment Agency’ — Government and PSU bank job seekers will now have to clear a single central test

Modi government to fill 10 lakh jobs in ministries and departments to tackle rising unemployment

Since the 7th Pay Commission proposed a 23.55% salary hike for central government employees, it seems private sector employees are at unease. 
 
As per a survey conducted by TimesJobs.com, over 70% employees expressed regret working in the private sector after the proposal. 
 
This survey, which covered over 700 professionals working in the private sector from across the country, who earn their increments based on their individual performance and contributions to the business, revealed that 68% respondents felt that Pay Commission’s proposal was unfair. 
 
Meanwhile, 47% respondents said there was no link to employee performance while 30% feel the massive hike will eventually widen the public and private sector income disparity. 
 
Another 23% respondents felt that since the private sector is a bigger employment generator, granting such a hike to central employees is unfair to them, revealed the survey. 
 
"This considerable hike is going to put a lot more discretionary income in the hands of central government employees and will definitely lead to increased spending. But the discontent caused in the private sector by this performance-indiscriminate hike to central government employees is palpable. And India Inc. employers are having to face the brunt of this dissatisfaction with lowered motivation and performance levels,” said Vivek Madhukar, COO, TimesJobs.com. 
 
Around 90% respondents were from manufacturing, automobile and retail sectors. Nearly 75% middle and senior-level employees also shared similar sentiments.

This record-keeping was set in motion by cabinet secretary PK Sinha. He conducted monthly review meetings that required all central ministers to come together and discuss how the programme was working under them. According to an official who spoke to the <a href="https://economictimes.indiatimes.com/news/economy/policy/government-to-soon-launch-national-portal-with-skilling-data/articleshow/64690846.cms">Economic Times</a>, this data collected from the Ministry of <keyword id="6418027" type="UNKNOWN" weightage="20" keywordseo="Skill-Development">Skill Development</keyword>, central ministers, states and corporates will soon be put up on a national portal. The government is expected to launch the first phase of this portal on 15 July. It is being developed by the National Skill Development Corp. (<keyword id="6380206" type="ORGANIZATION" weightage="20" keywordseo="nsdc">NSDC</keyword>) and the World Bank. The portal is expected to have a detailed record of skilled personnel and specific skills across sectors, gender, social and geographical landscapes and will be used to compute the demand and supply of skilled personnel in the market. Currently, the number of skilled personnel that the portal is expected to show when launched is 10 million. However, the number might jump to 15 million once all the stakeholders get on board. The national portal will serve two crucial purposes. First, it will display the total number of skilled personnel on a real-time basis. Second, it will also be conducive in avoiding duplication of data that arises from the lack of a central point of information. This can avoid overlapping entries that makes the government spend double the amount of resources than is actually required. Thus, it will also decrease the wastage of resources. Around 12 million youth enter the India’s workforce every year. However, a considerable section of these youngsters remain unemployed because of inadequate skill sets. Therefore, they need to be upskilled or reskilled to become capable of acquiring a job. And in continuation, upskilling and reskilling will play a significant role in increasing <keyword id="6355127" type="UNKNOWN" weightage="20" keywordseo="employment">employment</keyword>, jobs, income and growth in the country and further the government’s aim to make India the Skill Capital of the world. The data on the portal has a key role to play in all this. The Skill India target was to train 400 million of unskilled people by 2022. However, the flagship is running far behind its target with hardly 40 million trained in four years. The others in running were also from 37 participating services like — railways, income tax, telecom and custom services amongst others.
