The government has appointed Economic Affairs Secretary <keyword id="947916" type="PERSON" weightage="20" keywordseo="Tarun-Bajaj">Tarun Bajaj</keyword> as a director on the <keyword id="4101192" type="COMPANY" weightage="20" keywordseo="central-board-of-reserve-bank-of-india">central board of Reserve Bank of India</keyword> (RBI). <keyword id="6358511" type="DOMAIN" weightage="20" keywordseo="Bajaj">Bajaj</keyword> replaces Atanu Chakraborty, who retired on April 30. "The Central Government has nominated Tarun Bajaj, Secretary, Department of Economic Affairs, Ministry of Finance, Government of India as a Director on the Central Board of Reserve Bank of India vice Atanu Chakraborty," RBI said in a statement on Wednesday. The nomination of Bajaj is effective from May 5 and until further orders, it said. Prior to taking over as Economic Affairs Secretary, Bajaj, a 1988 batch IAS officer, was the Additional Secretary in Prime Minister's Office. Before joining the Prime Minister's Office in 2015, Bajaj was Joint Secretary in Economic Affairs Department, looking after multilateral funding agencies division. He worked as Joint Secretary and Director in the <keyword id="175408" type="COMPANY" weightage="20" keywordseo="department-of-financial-services">Department of Financial Services</keyword>. Central Government appoints Tarun Bajaj as Director on RBI Central Board

The cost <keyword id="22195" type="General" weightage="20" keywordseo="inflation" source="Orion">inflation</keyword> index (<keyword id="6358345" type="General" weightage="80" keywordseo="cii" source="Orion">CII</keyword>) for 2023-24 relevant to assessment year 2024-25 stood at 348, according to a notification issued by the <keyword id="121964" type="General" weightage="100" keywordseo="central-board-of-direct-taxes" source="Orion">Central Board of Direct Taxes</keyword> (<keyword id="128665" type="General" weightage="50" keywordseo="cbdt" source="Orion">CBDT</keyword>) on Tuesday. The income tax department notified the CII for calculating long-term capital gains which arise from sale of assets like immovable property, securities and jewellery. The CII number for 2022-23 was 331 and for 2021-22 it was 317. CII is notified under the <keyword id="472467" type="General" weightage="20" keywordseo="income-tax-act" source="Orion">Income-tax Act</keyword>, 1961 annually. It is commonly used for calculating 'indexed cost of acquisition' while calculating capital gains at the time of sale of any capital asset. Central Board of Direct Taxes notifies cost inflation index for 2023-24

Bhubaneswar, Dec 13 () The RBI Central Board on Friday reviewed functioning of the urban cooperative banks and enforcement framework in the backdrop of scam in the Punjab and Maharashtra Cooperative (PMC) Bank affecting lakhs of depositors.
 The Central Board headed by RBI Governor Shaktikanta Das also discussed the current economic situation, as well as the domestic and global challenges facing the country, the central bank said in a release.
 "The Board's discussions focussed on issues related to urban cooperative banks, extension of enforcement policy and framework to cooperative banks and NBFCs (non-banking financial companies)," it said.
 Following exposure of scam in the PMC Bank, which had over 9.15 lakh depositors, the RBI had imposed restrictions on withdrawals.
 Statutory inspection of PMC by the RBI had revealed large group exposure toward Housing Development and Infrastructure Ltd (HDIL) Group companies to the tune of about Rs 6,226.01 crore (inclusive of interest accrued in the related accounts).
 Out of the total exposure of Rs 6,226.01 crore at the end of March 2019 to the HDIL group, only Rs 439.58 crore was disclosed to the RBI and remaining Rs 5,786.43 crore remained undisclosed.
 The RBI release further said the report on trend and progress of banking in India for the year 2018-19 and other policy and operational issues.

RBI Central Board discusses functioning of co-operative banks

Mumbai,Mar 12 () The Reserve Bank of India (RBI) on Thursday said Department of Financial Services Secretary Debasish Panda has been nominated on its central board. "The Central Government has nominated Shri Debasish Panda, Secretary, Department of Financial Services, Ministry of Finance, Government of India, New Delhi as a Director on the Central Board of Reserve Bank of India vice Shri Rajiv Kumar," the central bank said in a statement. <keyword id="2552407" type="ORGANIZATION" weightage="80" keywordseo="The-Central-Board-of-Direct-Taxes">The Central Board of Direct Taxes</keyword> (<keyword id="128665" type="ORGANIZATION" weightage="100" keywordseo="CBDT">CBDT</keyword>) has said that now companies can transfer up to 50% of their manpower from existing units to new ones in special economic zones (SEZs) without losing any tax benefits. This follows intense lobbying by the industry. 
 “It has now been decided that the new transfer or re-deployment of technical manpower from existing unit(s) to a new unit located in <keyword id="45393" type="ORGANIZATION" weightage="80" keywordseo="SEZ">SEZ</keyword>, in the first year of commencement of business, shall not be construed as splitting up or reconstruction of an existing business, provided the number of technical manpower so transferred as at the end of the financial year does not exceed 50% of the total technical manpower actually engaged in development of software or IT enabled products in the new unit,” a CBDT circular said. The earlier limit was 20%. 
 
The CBDT increased the limit following intense lobbying by the industry. The industry had been demanding to enhance the limit in line with the recommendations of the Rangachary Committee, which was constituted to review the taxation of the IT sector. 
 
Welcoming the move, Dinesh Kanabar, deputy CEO, KPMG, said, "It is consistent with the stated policy of the government of removing tax aggression because it specifically provides that past assessments will not be reopened."

Transfer Manpower To SEZs Without Compromising On Tax Benefits

The <keyword id="69419" type="General" weightage="50" keywordseo="central-board-of-secondary-education" source="Orion">Central Board of Secondary Education</keyword> on Friday declared its <keyword id="6361875" type="General" weightage="20" keywordseo="Class-12" source="Orion">class 12</keyword> results in which 92.71 per cent students have cleared the exam. Girls have outperformed boys by 3.29 per cent, the <keyword id="6356155" type="General" weightage="100" keywordseo="cbse" source="Orion">CBSE</keyword> said. Over 33 thousand students have scored marks above 95 per cent while 1.34 lakh students have scored above 90 per cent, the board said. In a first, the <keyword id="32862" type="General" weightage="20" keywordseo="Board-exams" source="Orion">board exams</keyword> were conducted in two terms for the academic session 2021-22. For theory papers, 30 pc weightage has been given to first term marks, while 70 pc weightage has been given to second term marks. "For practical papers, equal weightage has been given to both terms, a board official said. CBSE class 12 results declared, passing rate above 92%

The government has hiked import tariff value on <keyword id="18712" type="ENTERTAINMENT" weightage="100" keywordseo="Gold">gold</keyword> to $401 per 10 grams. For the first half of October, the tariff value on imported gold was $396 per 10 grams. 
 
The import tariff value is the base price at which customs duty is calculated. 
 “The increase in tariff value on imported gold has been notified by the <keyword id="6361265" type="ORGANIZATION" weightage="60" keywordseo="Central-Board-of-Excise-and-Customs">Central Board of Excise and Customs</keyword>,” an official statement said. 
In New York, gold’s price increased by 0.72% to trade at five-week high of $1,241.10 an ounce in yesterday's trade. 
 
In India, gold is the second largest imported item after petroleum. Gold import increased for the second consecutive month to 95 tonnes in September.

 <keyword id="6372438" type="ORGANIZATION" weightage="20" keywordseo="EPFO">EPFO</keyword> trustees, apex decision making body and the <keyword id="225704" type="ORGANIZATION" weightage="20" keywordseo="Central-Board-of-Trustees">Central Board of Trustees</keyword> (CBT) will discuss the proposal in a meeting which is scheduled on 16th September, revealed an Economic Times report. The proposed scheme would work after a tripartite agreement gets signed by the member, bank/housing agency and EPFO for pledging future PF contributions as <a href="http://www.businessinsider.in/searchresult.cms?query=EMI+">EMI payment</a>. 
 
The panel suggested that under the scheme, the subscribers will purchase a dwelling unit with loans from bank or housing finance companies and hypothecation of property in favor of the latter. The benefits under the schemes of Ministry of Housing and Urban Poverty Alleviation will also be extended to the beneficiaries of the scheme. 
 
However, the panel suggests that this scheme should be open for low-income formal workers, who are EPFO subscribers, only. 
 Besides, the CBT headed by the <keyword id="170284" type="POSITION" weightage="20" keywordseo="labour-minister">Labour Minister</keyword> will also take up the proposal to increase the maximum sum assured under its insurance scheme EDLI to Rs 5.5 lakh from existing Rs 3.6 lakh. The proposal will be vetted by a sub-committee tomorrow for making final recommendations to the CBT. 
 
The trustees will also consider a proposal to provide incentives to EPFO pensioners for digitally filing their live certificates which, at present are filled manually.

The decision was taken in a high-level meeting chaired by Prime Minister Narendra Modi here amid demand from students, teachers, parents and other stakeholders to cancel it. The CBSE Board exams were scheduled to be held from May 4 to June 7 and the results were to be announced by July 15. "The Board Exams for Class Xth to be held from 4th May to June 14th, 2021 are hereby cancelled. The results of Class Xth Board will be prepared on the basis of an objective criterion to be developed by the Board," Nishank tweeted. "Any candidate who is not satisfied with the marks allocated to him or her on this basis, will be given an opportunity to sit in an exam as and when the conditions are conducive to hold the exams," the Minister said. Nishank further said that the Class 12 exams will be held later and the situation reviewed on June 1 by the CBSE, and the details will be shared subsequently. "A notice of at least 15 days will be given before the start of the examinations." The Minister mentioned that the decision was taken after Prime Minister Modi chaired a high-level meeting to review the examinations to be held at various levels in view of the developing Corona situation. CBSE Class 10 board exams cancelled, Class 12 exams postponed as COVID-19 cases surge

Bifurcating the academic session, holding two term-end exams and rationalising the syllabus were part of the special assessment scheme for class 10 and 12 board examinations in 2021-22 announced by the <keyword id="69419" type="ORGANIZATION" weightage="20" keywordseo="Central-Board-of-Secondary-Education">Central Board of Secondary Education</keyword> (<keyword id="6356155" type="ORGANIZATION" weightage="20" keywordseo="cbse">CBSE</keyword>) on Monday in view of the COVID-19 pandemic. The term one exams will be conducted by the Board in November-December, 2021 while the second term exams will be conducted in March-April, 2022, as per an official order by <keyword id="606469" type="PERSON" weightage="20" keywordseo="Joseph-Emmanuel">Joseph Emmanuel</keyword>, Director (Academic) of the CBSE. The syllabus for the board examination will be rationalised, similar to that of the last academic session, and will be notified in July 2021, it said and also announced plans to make the internal assessment and project work more "credible" and "valid". At the end of the first term, the board will organise exams in a flexible schedule between November-December 2021 with a window period of 4-8 weeks for schools situated in different parts of the country and abroad. "The exams will have Multiple Choice Questions (<keyword id="110202" type="ORGANIZATION" weightage="20" keywordseo="McQ">MCQ</keyword>) including case-based MCQs and MCQs on assertion-reasoning type. Duration of test will be 90 minutes and it will cover only the rationalised syllabus of the first term. The question papers will be sent by the CBSE to schools along with the marking scheme. "The exams will be conducted under the supervision of the external center superintendents and observers appointed by CBSE. The responses of students will be captured on <keyword id="6470854" type="ORGANIZATION" weightage="20" keywordseo="omr">OMR</keyword> sheets which, after scanning may be directly uploaded at the CBSE portal or alternatively may be evaluated and marks obtained will be uploaded by the school on the very same day," he added. At the end of the second term, the board would organise Term <keyword id="254453" type="ORGANIZATION" weightage="20" keywordseo="II">II</keyword> or year-end examination based on the rationalised syllabus. "This examination would be held around March-April 2022 at the examination centres fixed by the board. The paper will be of two hours duration and have questions of different formats (case-based/ situation based, open ended- short answer/ long answer type). "In case the situation is not conducive for normal descriptive examination a 90-minute MCQ-based exam will be conducted at the end of the second term also," Emmanuel said. The CBSE has decided that in case the situation of the pandemic improves and students are able to come to schools or centres for taking the exams, the board would conduct Term I and II examinations at schools or centres and the theory marks will be distributed equally between the two exams. "In case the situation of the pandemic forces complete closure of schools during November-December 2021, but second term exams are held at schools or centres, the Term I MCQ based examination would be done by students online or offline from home but their weightage will be reduced in the final score," he said. Similarly, if the November-December exams are conducted in schools or centres and situation is not conducive in March-April, the result will be declared on basis of first term exams. "In case the situation of the pandemic forces complete closure of schools and Board conducted Term I and II exams are taken by the candidates from home in the session 2021-22, results would be computed on the basis of their marks clubbed with internal assessment subject to the moderation or other measures to ensure validity and reliability of the assessment," Emmanuel explained. The syllabus for the academic session 2021-22 will be divided into two terms by following a systematic approach by looking into the interconnectivity of concepts and topics by the Subject Experts. "The Board will conduct examinations at the end of each term on the basis of the bifurcated syllabus. This has been done to increase the probability of having a board conducted classes 10 and 12 examinations at the end of the academic session," he said. Schools will also use alternative academic calendar and inputs from the NCERT on transacting the curriculum. "Efforts will be made to make internal assessment, practical, project work more credible and valid as per the guidelines and moderation policy to be announced by the board to ensure fair distribution of marks," he added. The announcement by the CBSE comes after the COVID-19 pandemic forced the cancellation of board exams this year after much uncertainty. Last year too, exams of some subjects were not held. "The cancellation of exams also necessitated deliberations over alternative ways to look at the learning objectives as well as the conduct of the board examinations for next academic session in case the situation remains unfeasible," Emmanuel said. The board said that the decision has been arrived at following stakeholder consultations with government and private schools from across the country including the ones from remote rural areas and a majority of them have requested for the rationalisation of the syllabus, similar to last year in view of reduced time permitted for organising online classes. "The board has also considered the concerns regarding differential availability of electronic gadgets, connectivity and effectiveness of online teaching and other socio-economic issues specially with respect to students from economically weaker section and those residing in far-flung areas of the country," Emmanuel said. Board exams 2022: CBSE announces special assessment scheme, two term-end exams to be conducted

The income tax (I-T) department confiscated more than Rs 4.7 crore during searches in a dozen premises in <keyword id="6354321" type="CITY" weightage="100" keywordseo="Bengaluru">Bengaluru</keyword> and other locations. 
 
According to the officials, searches were started on the premises of two engineers, working with the state government, and some "connected persons". 
 The operation started early morning and a team of over 50 I-T officials searched premises in Bengaluru, Chennai and Erode (<keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>). 
 "During the course of searches Rs 4.7 crore cash in new denominations of Rs 2000 and 0.3 crore in old/smaller denominations totaling Rs 5 crore and 7 kg bullion worth approximately Rs 2 crore were found in a flat owned by a civil contractor. The new notes and bullion are learnt to have been obtained by exchange of demonetised notes by payment of commission of an engineer and a contractor," the <keyword id="121964" type="ORGANIZATION" weightage="20" keywordseo="Central-Board-of-Direct-Taxes">Central Board of Direct Taxes</keyword> (<keyword id="128665" type="ORGANIZATION" weightage="20" keywordseo="CBDT">CBDT</keyword>), the policy-making body of the tax department, said in a statement here. 
 
The officials also seized some notes of Rs 100, demonetised notes of Rs 500 and a few gold biscuits during the operation, it said, adding the department had to call in note counting machines and additional staff to ascertain the value of the cash. 
 
Several Identity cards of various individuals were also found at the scene. 
 
The most shocking fact is that the whole country is lining to get the new currency but these people had a sheer amount of new currency stashed. 
 
"This is the highest seizure of the new currency in the country post the currency ban on November 8. Some entry operators and bankers in Karnataka and Tamil Nadu are under the scanner. Such volume of new currency cannot be obtained without connivance of bank officials," a senior I-T department official told PTI.

I-T officials seize Rs 4.7 crore in new currency notes in Bengaluru

<ul><li>On May 24th, the <keyword id="121964" type="ORGANIZATION" weightage="20" keywordseo="Central-Board-of-Direct-Taxes">Central Board of Direct Taxes</keyword> granted <keyword id="6365770" type="UNKNOWN" weightage="20" keywordseo="angel-investors">angel investors</keyword> a complete tax exemption on their equity investments in small <keyword id="6362513" type="UNKNOWN" weightage="20" keywordseo="startups">startups</keyword>. </li><li>Until now, a tax of 30% was levied on the amount that the shares issued by startups to investors exceeded their fair value. </li><li>The ruling is expected to encourage high-net-worth individuals and give a significant boost to the startup funding landscape in India. </li></ul>A ruling by India’s Central Board of Direct <keyword id="6368033" type="UNKNOWN" weightage="20" keywordseo="taxes">Taxes</keyword> (CBDT) just made it easier for high-net-worth individuals to invest in startups. On May 24th, the CBDT granted angel investors a complete tax exemption on their equity investments in small startups, above their fair value. The move has been made effective retroactively from April 11th this year. Until now, a tax of 30% was levied on the the value of shares issued above their fair value, by startups to investors, based on the budget released by former finance minister Pranab Mukherjee in 2012. This was done to prevent money laundering and selling of shares at a higher value than they were worth for the purpose of bribery. However, this discouraged angel investors from buying shares at a premium, unlike venture capital funds and foreign investors, which benefited from a tax exemption for the same transaction. The premium received by these startups from angel investors for their equity was oddly classified as “income from other sources” and taxed accordingly. Hence, a lot of startups weren’t able to get the funding they needed in order to grow and compete for investments from VCs. As a result of the ruling, angel investors will be given the same treatment, for tax purposes, as venture capital funds. This is expected to incentivise high-net-worth individuals and give a significant boost to the startup funding landscape in India. Fair value? The major issue of contention here related to the “fair value” of a startup - which fails to take into account intangible assets like goodwill or brand buzz - leaving them vulnerable to higher taxes on their angel investments if authorities feel the investment is well above what their valuation should be. If startups aren’t incentivised to sell their shares at a price above their fair value, their valuation will remain the same, regardless of their progress. The CBDT’s notification also included a change in the entity responsible for assessing the fair value of startups. From now on, only merchant banks, as opposed to chartered accountants, are allowed to determine the value of an enterprise. Strings attached There are some conditions to the tax exemption, however.
