The <keyword id="6395044" type="ORGANIZATION" weightage="100" keywordseo="Canteen-Stores-Department">Canteen Stores Department</keyword> (CSD), the central authority that runs retail stores for India's defence forces, will get a 50% refund of the goods and services tax (<keyword id="6354679" type="ORGANIZATION" weightage="100" keywordseo="GST">GST</keyword>) paid from the states and the Centre. The decision has come after CSD suspended orders this month to avoid tax payout disparities before GST launched on July 1. "CSD will pay full GST and 50% of the total tax would be refunded by state and the Centre," said finance minister <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword>. CSD, also known as the <keyword id="4450720" type="UNKNOWN" weightage="100" keywordseo="army-canteen">Army Canteen</keyword>, is the largest buyer for several consumer product companies, single-handedly accounting for 5 to 7% of their sales volume. In a letter dated May 31st, CSD had asked all depots to suspend its orders. "In view of the GST implementation, LS (local supply) Orders to be placed for supplies during June 2017 are suspended till further orders," said the letter. As per analysts and industry experts, destocking is taking place so that compliance on transition stocks can be maintained, and that clarity is needed on the matter. Defence forces canteen to get 50% GST refund

If someone asks you to guess the most profitable retail chain in India, names like Future Retail and Reliance Retail are bound to come to mind; however, the reality is far from this. 
 The retail chain whose earnings exceed all these private chains is the <keyword id="6395044" type="ORGANIZATION" weightage="100" keywordseo="Canteen-Stores-Department">Canteen Stores Department</keyword> (<keyword id="46784" type="ORGANIZATION" weightage="100" keywordseo="csd">CSD</keyword>), a not-for-profit organisation. As per a Right to Information query, during FY 2014-15, CSD earned Rs 236 crore, more than Rs 211 crore, the profits of Avenue Supermart, which runs D'Mart stores, and other popular chains like Future Retail (Rs 153 crore) and Reliance Retail (Rs 159 crore). 
 
Talking of sales, CSD had Rs 13,709 crore as revenue, selling 5,300 products, ranging from biscuits and beer to shampoos and cars from across its stores. The number of customers it has goes as high as 12 million, including army, navy and air force personnel, ex-servicemen and their families. 
 
CSD was started in 1948, and is managed by the defence ministry. The department runs 3,901 canteens and 34 depots, with more than 600 suppliers. 
 
"CSD is definitely a critical channel. While we are not as focussed as we should be, there is a lot to be done to increase its contribution to our overall sales," Krishna Rao, deputy marketing manager at Parle Products told ET. "They expect a higher margin so they can pass on the benefit to the end-consumer." 
 
The reason behind these high revenues could be low-priced products, possible because of the government letting go of a substantial amount of taxes.

<ul><li>The Indian army has revised its policy for the purchase of four wheelers from the Canteen Stores Department (CSD) which sets vehicle purchasing limit at ₹12 lakh for officers. </li><li><keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword>, attributed the decision to budgetary constraints and step to bring parity among Commissioned Officers, Junior Commissioned Officers (JCOs) and other ranks (ORs). </li><li>The new ceiling has also set the engine limit for officers at 2500 CC and for JCOs and other ranks at 1400 CC. </li></ul>Indian army Junior Commissioned officers and other rank jawans are set to gain from the new policy of the Indian army on the purchase of four wheelers from Canteen Stores Department (CSD). Earlier there was no limit on the purchase of four wheelers from the CSD canteens, but the new rules have set a limit due to which expenditure on cars more than ₹12 lakh, excluding GST is no more permissible for the officers. Speaking at a seminar of retiring officers, on June 27 the Army Chief General Bipin Rawat said that the policy changes are going to bring parity in the opportunities to use the CSD facility to buy four wheelers among officers and not just officers, <a href="https://economictimes.indiatimes.com/news/defence/price-ceiling-on-the-purchase-of-four-wheelers-from-csd-due-to-budgetary-constraint-army-chief/articleshow/69968031.cms">reported the Economic Times</a>. Explaining the reason for the policy changes, General Rawat said that the Parliament sanctions a fixed amount for CSD under miscellaneous heads for buying essential items to be provided to the army personnel including four wheelers, and high value car purchases by officers leaves less opportunities for JCOs and other ranks. The <a href="https://indianarmy.nic.in/Site/FormTemplete/frmTempSimple.aspx?MnId=eE5gXwRZLNFCokYZlobZWw==&amp;ParentID=x9XdWbgX/9flpihdvNGPLw==">Quartermaster General’s branch</a> of the Indian army, which is responsible for planning, provisioning and issue of supplies to the Army, last month, issued an order that placed restrictions on the expenditure and capacity of the cars that can now be purchased from the canteen. Commissioned officers at most can buy cars with 2500 CC, whereas for JCOs and other ranks the limit is 1400 CC. Junior commissioned officers (JCOs) and jawans, will now be allowed to buy a four wheeler once in service and once after retirement. The time in between purchases is reduced from ten to eight years. The policy has also made changes in the frequency of the purchases. Officers can now buy two cars in eight years which was four years before the order was issued. “Earlier they could buy any top vehicle model they wanted. Now, they can’t. And the frequency of buying still remains the same for them, except for the gap between two vehicle purchases,” said an official. The official also said that the decision on placing a price ceiling was taken in view of the ‘larger picture’. The government provides 50% GST rebate on all CSD items once price negotiations are complete which provides the army personnel with cash saving benefits. “The chief had also said that if someone has the capability to buy a luxury car, then he can do it from the civil market,” another official said.

This rise was driven by "professional shoplifters stealing for greed," Juniper told The Times.Collectively, British retailers recorded on average more than 850 incidents of violence and abuse against workers a day in the year to March 31, 2022, including racial and sexual abuse, physical assault, and threats with weapons, a <a target="_blank" href="https://brc.org.uk/news/operations/brc-crime-survey-2023/#:~:text=BRC%20survey%20shows%20high%20levels,million%20incidents%20in%202021%2F22">survey</a> by the British Retail Consortium found. The authorities said the lockdown will begin from June 23 and will last till June 30. According to the statement, the whole city will remain shut on Sunday, and essential activities will only be allowed between 6 am to 2 pm on weekdays. “Complete lockdown in the jurisdiction of Madurai Corporation limits, Paravai Town Panchayat and rural blocks of Madurai East, Madurai west and Thiruparankundram from 23.06.2020 to 30.06.2020,” according to the statement. Here’s the list of activities permitted during the lockdown <ul><li>Hospitals, medical labs, pharmaceuticals shops, ambulance and medical services will be allowed during the lockdown.</li><li>All public transport like auto, taxi and buses won’t be allowed until being used for a medical emergency. However, transportation from the airport or railway station will be allowed after procuring e-pass from the authorities.</li><li>All state and central government offices in the city will work with 33% staff with an exception for essential services departments including health, police and other local bodies.</li><li>State government employees from the containment zones will be exempt from duty. However, prior approval is needed.</li><li>Banks are allowed to open with a maximum of 33% staff. All ATM’s and other banking services will continue normally.</li><li>The government has also allowed public distribution shops (PDS) to open from 8 am to 2 pm. However, the shop in the containment zones will remain shut, and the relief will be directly handed over to the families in need.</li><li>Essential commodities shops like grocery stores and petrol bunks will be open from 6 am to 2 pm with stricter social distancing norms. New Delhi, May 10 () Sitting on a liquor stockpile of around Rs 3,000 crore, restaurants and hotels across the country are asking state governments to allow them to sell the stock lying with them due to the coronavirus lockdown. "We are truly living in unprecedented times where on one hand we are sitting with expensive liquor inventory and on the other hand, we are cash starved," National Restaurant Association of India (NRAI) President Anurag Katriar said. The industry sees a ray of hope as many states have permitted sales of retail alcohol. "We request every state government to allow us an opportunity to sell our liquor stocks, preferably through home delivery model. "This will help us deplete our stocks, raise some money to take care of urgent people needs and will still be compliant to social distancing norms. We understand that this may require some amendments to the law but I am sure it can be carried out under the current extraordinary circumstances," Katriar said. In similar vein, The Beer Cafe founder and CEO Rahul Singh said liquor sales in India take place through three licenced verticals -- retail, horeca (hotels, restaurants and catering) and canteen stores department. The total horeca licenced places are around 30,000 in the country and "at any given time, the stock in hand would be for 1 month. Which means that due to lockdown, the total unsold inventory lying at various horeca outlets across India would be around Rs 3,000 crore," he added. While retail sales of liquor are opening, the service industry continues to be in limbo, he said. "What we are asking the state governments is simple. All we are asking is to allow us to sell our stock on a temporary basis. We would like to sell our stock," Singh said. Every country in the world has done this and it is also needed to be done here, he added. "At least allow us to sell this stock that is with us of around Rs 3,000 crore and get liquidity to pay wages and government should make temporary amendments to the rules. It will also ease the queues at the retail outlets," he added. The Supreme Court had on May 8 asked states to consider non-direct contact or online sales and home delivery of liquor during the lockdown period to prevent the spread of coronavirus on account of crowding at the shops.
