Election 2019: Congress candidate list for Gujarat

BJP has announced new candidates to fight from the constituencies of Liladhar Vaghela, Ramsinh Rathwa and Dilip Patel. These three MPs were elected for the parliament from Patan, Chhota Udepur (ST) and Anand respectively during 2014 Lok Sabha elections. In their places, the party has decided to field different candidates now. Bharatsinh Dabhi, MP elected from Kheralu assembly constituency will be contesting now from Patan. Geeta Rathwa, who was elected as the district panchayat member for the last five terms will now contest from Chhota Udepur (ST). With the early trends in all 182 seats of Gujarat Assembly coming in, the ruling Bharatiya Janata Party (<keyword id="14666" type="General" weightage="100" keywordseo="bjp" source="Orion">BJP</keyword>) was seen inching towards an all-time high record of 149 seats. As per the latest trends, the party was leading in 149 seats, the number of seats which the <keyword id="1575" type="General" weightage="80" keywordseo="congress" source="Orion">Congress</keyword> had won in the 1985 election under the leadership of Madhavsinh Solanki, in what remains a record till date. The BJP was all set for a sweeping victory for the eighth term in a state where it has not lost an election since 1995. The Congress was ahead in 19 seats and the Aam Aadmi Party (<keyword id="6356115" type="General" weightage="80" keywordseo="aap" source="Orion">AAP</keyword>) in 9, according to the first trends of all the seats in the state Assembly as reported by the Election Commission. The others were leading in five seats, including a candidate of the Samajwadi Party in Kutiyana seat of Porbandar district and four independents in Dhanera, Vaghodia, Santrampur and Deesa. After registering initial gains, the Congress and AAP slipped while the BJP continued to improve its tally to reach the tally of 149. A number of sitting BJP MLAs were among those leading in the initial trends. Party leaders like Jitu Vaghani, Purnesh Modi, Kanubhai Desai and Hardik Patel were among those ahead of their rivals. AAP's chief ministerial candidate Isudan Gadhvi was leading in Khambhalia. The party's candidates were also leading in Jamjodhpur, Dediapada, Dhari, Vyara, Botad, Bhiloda, Gariadhar and Limbayat. AAP state chief Gopal Italia was trailing in Katargam seat and Alpesh Kathiriya was trailing in Varachha Road seat, both in Surat. The BJP has so far received 53.62 per cent vote share, Congress 26.57 per cent and AAP 12.80 per cent. The results of the two-phase elections, held earlier this month, will be watched more for the performance of the Congress and the new poll entrant AAP, which seem to be locked in a battle to grab the status of the main opposition party in the state. While the Congress was not expected to replicate its creditable performance of the last Assembly elections in 2017, a good showing by the AAP would have helped its leader Arvind Kejriwal cement his place as a key challenger to Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> in the parliamentary elections due in 2024. The Modi government is struggling with issues like rising inflation, slowing growth and joblessness, but economic troubles are unlikely to dent the BJP's popularity in Gujarat that has been a bastion of the party for decades and where Modi was the chief minister from 2001 to 2014. Gujarat has 182 Assembly seats and the majority mark is 92. Exit polls have predicted the BJP will comfortably win a seventh straight term -- an outcome that will equal the Left Front's feat in West Bengal. For the Congress, its role as the main challenger to the BJP is at stake. Thursday's results will reveal if the party's silent campaign has cut ice with people. The party's campaign, mostly shouldered by local leaders, has leaned on door-to-door canvassing for votes as its leader Rahul Gandhi, who had aggressively campaigned in the 2017 elections, chose to stay away to focus on the Bharat Jodo Yatra. For the AAP, which carried out a high-decibel campaign, the elections in Gujarat are an opportunity to establish itself as a pan-national party and a challenger to BJP at the national level. Emboldened by the victory in the Delhi municipal elections, the AAP hopes its politics of welfarism will be accepted by the people in Gujarat. That said, the BJP has had to battle anti-incumbency after being in power for 25 years. It is banking on Modi's charisma and appeal to contain anti-incumbency. Modi addressed as many as 30 election rallies. Unemployment, price rise, water not reaching certain pockets of the state, land acquisition for big projects and farmers not getting proper compensation for crop damage due to excess rains were among key issues of the campaign this time. The voter turnout this time dropped 4 per cent compared to 2017, signalling fatigue and possible disillusionment among some supporters of BJP. While the contest in Gujarat has traditionally been between the BJP and Congress, it turned three-cornered this time with the entry of the AAP. Altogether 182 counting observers and as many election officers along with 494 assistant election officers will be on duty for the entire counting process, the official said. A three-tier security system has been ensured at all the counting centres with local police and personnel of State Reserve Police Force (SRPF) and Central Armed Police Force (CAPF), the CEO said. The fate of Chief Minister Bhupendra Patel, Aam Aadmi Party (AAP)'s chief ministerial candidate Isudan Gadhvi, youth leaders Hardik Patel, Jignesh Mevani and Alpesh Thakor, among a total 1,621 candidates will be decided on Thursday. A total of 70 political parties and 624 independents were in the fray. Apart from the main rivals BJP, Congress and AAP, 101 candidates from Bahujan Samaj Party (BSP), and 26 from Bharatiya Tribal party (BTP) also contested. In the 2017 Assembly polls, BJP won 99 seats and Congress 77 seats, while two seats went to BTP, one to NCP, and three to independents. Ahead of this month's elections, the BJP's number in the House stood at 110 and Congress at 60 after 20 MLAs who won on Congress seats switched over to the BJP in the last five years, three of them quitting just ahead of the elections. Since more than half of the populace is made up by the Scheduled Tribes, Dadra and Nagar Haveli is designated as a ST constituency. For two consecutive terms, the <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> won from this union territory. The major threat for the BJP is from the Congress party this time as the INC has nominated a very popular tribal leader Delkar Mohanbhai Sanjibhai. He has won from here six times earlier and had become the MP. He founded the party known as Bharatiya Navshakti Party. Later he joined BJP and Congress jumping from here to there. He fought from this Lok Sabha seat on Congress ticket and bagged an encouraging result during 1991 and 1996 elections. In 1998, he joined the BJP. Then he contested as an independent candidate. In 2009, he joined the Congress party once again. There were rumors that he might join the BJP in 2014 and also in 2019. However, he chose to contest in the Congress ticket in 2019 Lok Sabha elections.

Patel (59) was unanimously elected BJP legislature party leader here on Sunday. His name was proposed by CM <keyword id="193875" type="General" weightage="20" keywordseo="Vijay-Rupani" source="Orion">Vijay Rupani</keyword>, whose resignation from the post on Saturday surprised many. Most of the 112 MLAs of the party in the 182-member Assembly were present at the meeting, BJP sources said. Patel won the 2017 Gujarat Legislative Assembly elections from Ghatlodia constituency, defeating Congress candidate Shashikant Patel by over one lakh votes, the highest winning margin in the 2017 Gujarat polls. He holds a diploma in civil engineering and is considered close to former CM Anandiben Patel, who won from the seat in 2012 polls. With Patel being named the new legislature party leader, the suspense over who will succeed Rupani as Gujarat chief minister has ended. The new leader will meet the governor and stake claim to form the government, sources said. BJP's central observers Narendra Singh Tomar and Prahlad Joshi and party general secretary Tarun Chaug were present at the legislature party meet. Tomar met state BJP chief C R Paatil on Sunday morning. There was talk that Praful Khoda Patel, administrator of the union territories of Lakshadweep and Dadra and Nagar Haveli and Daman and Diu and Mansukh Mandaviya, Union Health Minister, were among the contenders. <keyword id="908125" type="General" weightage="20" keywordseo="Bhupendra-Patel" source="Orion">Bhupendra Patel</keyword>'s name was not in the long list of probables being discussed in state political circles and in a way the first term MLA emerged as the dark horse, a political observer said. He belongs to the influential Patel community. Mandaviya is from Patidar community. Rupani (65) on Saturday resigned from the post, his sudden announcement coming over a year before the state goes to polls. It is not clear what prompted the development in Prime Minister Narendra Modi's home state where elections to the 182-member Assembly are due in December 2022. Rupani, the fourth chief minister to demit office in BJP-ruled states during the coronavirus pandemic, was sworn in as chief minister - his second stint as CM - in December 2017. Rupani, who completed five years in office on August 7 this year, first became the chief minister on August 7, 2016, following the resignation of incumbent Anandiben Patel, and continued in the office after the BJP's victory in the 2017 Assembly elections.  Chief Minister, <keyword id="193875" type="PERSON" weightage="20" keywordseo="Vijay-Rupani">Vijay Rupani</keyword> while handing over <a href="http://www.businessinsider.in/Heres-How-Long-Unemployment-Benefits-Now-Last-In-Each-State/articleshow/28857816.cms">appointment letters</a> to the 15 candidates from the list of selected ones has advised them to work hard for the welfare of people. 
 For the class III post of <keyword id="678266" type="PERSON" weightage="20" keywordseo="talati">Talati</keyword>, almost 10 lakh applications were received. Out of which 2,343 candidates have been selected for appointment. 
While talking to the media, the candidates said despite having better educational qualifications, they opted for this job because there is hardly ant government job available in the state. Also they are looking for better alternative and would leave the job if found.

Gujarat’s unemployment on the rise: MBAs
apply for jobs that demand class 12 pass qualification

NEW DELHI: <keyword id="1575" type="ORGANIZATION" weightage="80" keywordseo="Congress">Congress</keyword> and BJP on Monday squabbled over the criterion used by the <keyword id="2044493" type="ORGANIZATION" weightage="40" keywordseo="Narendra-Modi-government-in-Gujarat">Narendra Modi government in Gujarat</keyword> to define poor. 
 Latching on to a December 2013 circular on <keyword id="6370685" type="ORGANIZATION" weightage="60" keywordseo="Gujarat-Government">Gujarat government</keyword>’s website which said only those with daily earning of less then Rs 10.80 would be eligible for a subsidized foodgrain scheme meant for the poor, Congress spokesperson <keyword id="50339" type="PERSON" weightage="40" keywordseo="Ajay-Maken">Ajay Maken</keyword> recalled that BJP’s PM candidate had made a huge hue and cry when Planning Commission pegged the poverty line at Rs 32 a day and had termed it a "joke". "If Rs 32 was a joke, then what is Rs 10.80," Maken asked, adding, "<keyword id="6354642" type="PERSON" weightage="60" keywordseo="Modi">Modi</keyword> should apologize to the poor for insulting them and making a mockery of poverty." 
 The retaliation from both BJP and <keyword id="6360789" type="ORGANIZATION" weightage="40" keywordseo="Modi-Government">Modi government</keyword> was swift. They rejected Congress’s charge and said the <keyword id="51011" type="ORGANIZATION" weightage="40" keywordseo="state-government">state government</keyword>’s circular was based on the "instructions" issued by Planning Commission in 2004 and which it refused to change despite pleas from the Modi government. 
 "Planning Commission guidelines to states in 2004 say poverty criteria for Gujarat is Rs 324 per capita for rural areas and Rs 501 for urban areas. These instructions still hold good," Gujarat <keyword id="6355261" type="POSITION" weightage="40" keywordseo="Finance-minister">finance minister</keyword> Nitin Patel said. "Gujarat government neither has the authority to decide the limit for poverty line, nor has it done so," he added. 
 
Patel stressed that since the Gujarat government found the "income limit" drawn by the panel "too little" which would have left out most poor families, it uses the list prepared by its own rural development department to identify beneficiaries of anti-poverty schemes. As a result, the number of beneficiaries stood at 32 lakh as against the 21 lakh which could have qualified if the Planning Commission’s line had been used as the sole benchmark, he said. 
 While insisting that Gujarat government could not have done away with the Rs 10.80 a day drawn up by the plan panel, Patel emphasized that Gujarat had repeatedly asked the Centre to redraw the norms, with Modi himself raising the matter at the <keyword id="131585" type="ORGANIZATION" weightage="40" keywordseo="National-Development-Council">National Development Council</keyword> meeting in December 2011. 
 
At the heart of the controversy is the non-revision of Planning Commission’s "poverty line" since it was drawn in 2004. The much-maligned Tendulkar panel was supposed to rework the criterion, but its recommendations -- Rs 27.20 for rural areas and Rs 33.30 for urban ones -- were junked following public outcry. 
 
A fresh panel under chairman of PM’s Economic Advisory Council C Rangarajan was set up to work out a new yardstick, but it is yet to submit its recommendations. 
 
However, Maken defended the Planning Commission, saying the panel had clarified in 2011 that its poverty line had nothing to do with eligibility of beneficiaries for welfare schemes which would be determined by socio-economic caste census based on deprivation parameters of households. 
 
However, Gujarat finance minister Patel said the state government had no option but to continue with the norms drawn by the plan panel. On the December circular, he said, "It neither fixes any new income limit nor decides any new policies. It is only a clarification issued to field officers that any family which comes in either of the criteria has to be given BPL card." He further said the circular made it clear that no income criterion will be applied in the case of those figuring on the BPL list of rural development department. 
 
"An income criteria has to be applied only for families which are not figuring in the BPL list of the rural development department," Patel said. 
 
"We are following Planning Commission criteria of January 2004. According to the same order, for Delhi where Congress ruled for last 15 years, criteria for identifying BPL families is Rs 369.69 (rural) and Rs 541.48 (urban). For Congress ruled Andhra Pradesh, it’s Rs 263.62 and Rs 484.98, respectively," he said.

Congress, BJP Spar Over Gujarat Govt's Rs 11 Per Day Poverty Line

NEW DELHI: BJP appeared to be bracing for fresh turmoil in the run-up to <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> polls after L K Advani expressed disinclination to seek re-election from <keyword id="6356847" type="CITY" weightage="40" keywordseo="gandhinagar">Gandhinagar</keyword> in Narendra Modi-ruled Gujarat. 
 Although the central leadership turned down the request and sought to put a lid on the matter by announcing Advani’s candidature from Gandhinagar, the party leadership was keeping its fingers crossed. According to late-night reports, Advani has indicated that he would rather wait for the party central election committee to respond to his request to contest from <keyword id="6355556" type="COMPANY" weightage="40" keywordseo="bhopal">Bhopal</keyword>. 
 Advani’s desire, conveyed to <keyword id="114039" type="POSITION" weightage="40" keywordseo="BJP-chief">BJP chief</keyword> <keyword id="6355121" type="PERSON" weightage="40" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> on Monday, to switch constituencies came as a surprise to the party because of his consistent public stand that he would fight only from Gandhinagar: the constituency which he has won since 1991. He had stated this as recently as on February 28 when the party announced its first list of candidates. 
 
The decision of the central election committee came after day-long drama that seemed to bring to the fore the bitter resistance of a section in BJP to Modi’s leadership. The saffron senior kept away from the deliberations on the ground that his candidature was under discussion even as reports swirled through the day about his reluctance to contest from Gandhinagar. 
 After the committee’s meeting, senior leaders <keyword id="6355111" type="PERSON" weightage="40" keywordseo="Sushma-Swaraj">Sushma Swaraj</keyword> and <keyword id="26680" type="PERSON" weightage="40" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> met Advani to convey the party’s decision. General secretary Thawarchand Gehlot soon announced the decision to signal that the nomination for Gandhinagar, so far as the leadership is concerned, was a closed chapter.

 Yet, there was wariness about what Advani might do, with party circles speculating whether the <keyword id="6355554" type="COMPANY" weightage="40" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword> unit may recommend him for the Bhopal seat. 
 
Amid growing uncertainty, Modi had a meeting with RSS chief Mohan Bhagwat at the Sangh’s Jhandewalan office in the capital. Several assumptions were being put forward in party circles for Advani’s desire to move away from Gandhinagar after having often emphasized his closed links to Gujarat, saying his family had settled there after moving from Karachi and it was home. 
 Many in the party felt the attempted switch was meant to signal his autonomy of Modi and to emphasize that he could win from any constituency of his choice. With Madhya Pradesh already playing host to Sushma Swaraj, who represents Vidisha and whose equations with Modi are seen as tense, the desire to move to Bhopal was also suspected to be an attempt to raise a parallel axis vis-à-vis the ascendant troika of Modi, party chief Rajnath Singh and <keyword id="19496" type="POSITION" weightage="40" keywordseo="leader">leader</keyword> of opposition in Rajya Sabha Arun Jaitley. 
 Party circles have for some time sniffed an effort to set up <keyword id="6355553" type="POSITION" weightage="40" keywordseo="MP">MP</keyword> chief minister Shivraj Singh Chouhan as a counterpoint to Modi. The tussle in the party over Modi’s projection as PM candidate saw Advani suggesting that Chouhan’s performance as CM surpassed Modi’s as Chouhan had turned around Madhya Pradesh which, unlike Gujarat, was a BIMARU state. 
 
Some in the party also saw the move to shift constituency as reflective of Advani camp’s fear that his campaign may be subverted by workers who may look to proactively scuttle any post-poll trouble for Modi. Although Modi camp would have ensured that Advani won comfortably to ward off the charge of sabotage, workers remain apprehensive of the intent of Modi’s opponents in the party. 
 Fearing that Advani’s shfit to Bhopal could be projected as another instance of senior leaders being humiliated under the Modi-Rajanth dispensation, the official faction had swung into action to dissuade Advani soon after he conveyed his keenness on Bhopal. The <keyword id="1589638" type="ORGANIZATION" weightage="40" keywordseo="Gujarat-party">Gujarat party</keyword> recommended just Advani’s name for Gandhinagar on Monday. On Tuesday, former party MP from Gujarat Vijay Rupani publicized the state unit’s insistence that the party veteran stick with Gandhinagar. 
 
Sources close to the leadership saw the sudden change in Advani’s preference as underscoring the tenacity of the resistance that Modi faces from “determined hold-outs”. In recent weeks, Swaraj openly opposed the decision to re-admit Karnataka leader B Sriramulu. She not only tweeted her reservations but followed that up with another tweet after Sriramulu joined the party. 
 
But just as it has firmly overruled the protests of senior leaders like M M Joshi who had to make way for Modi in Varanasi, the ascendant BJP leadership does not seem ready to cater to Advani’s bid to shift to Bhopal. 
 
The meeting of the election committee saw several attendees emphasizing the point that the Gujarat unit had unanimously endorsed him as the candidate for Gandhinagar. 
 
Whether Advani, having “recused” himself from the meeting on the ground that it would be improper for him to participate in the deliberations when his name was under consideration, will insist on having his way despite the decision remains a tricky question. 
 
However, the way the battle of wits ends will be shaped by what stance Chouhan takes, particularly whether Sangh uses its leverage with him to nip any trouble from the Madhya Pradesh unit.

The duration of the internship is six months offered in two terms -- Term 1 (January to June) and Term 2 (July to December). Due to COVID-19 pandemic, the online application for Term 2 has not opened yet, and the ministry will soon announce the dates. Interested candidates can keep a check on their <a href="https://www.internship.mea.gov.in/">official website</a>. The ministry will select 30 interns and they shall report to, work under close supervision of the concerned head of division (HOD). They may be required to conduct research, write reports, analyse evolving developments, or carry out any other task entrusted to them by the HOD. All the interns will get a monthly stipend of ₹10,000 per month. Candidates will have to report to the Delhi office during the course of their internship. The ministry will bear the travel cost for outstation candidates who will have to fly to Delhi from their home state. Eligibility criteria for the internship — 1. All the candidates should be an Indian citizen. 2. The maximum age limit for the candidates is 25 years as on December 31, of the year of the internship. 3. Candidates should have a minimum educational qualification of a graduate degree from a recognised university. 4. Candidates belonging to these states are only eligible for the opportunity — Term 1 — Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Andaman &amp; Nicobar Islands, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Delhi. Term 2 — Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, Jammu and Kashmir, Ladakh, Lakshadweep, Puducherry. 5. 30%-50% seats are reserved for women candidates.
