These partnerships will help Tilray bring new cannabis-based products to market. But Gottlieb left the FDA in April. His successor has not yet been announced. High Commissioner for Refugees gave her official refugee status.</li><li>Before traveling to Canada, Alqunun was in Thailand, where she flew and locked herself in a hotel room until she secured temporary protection from the country.</li></ul><p>TORONTO (AP) - An 18-year-old Saudi runaway who said she was abused and feared death if deported back home arrived in Canada Saturday arm-in-arm with the country's foreign minister.</p><p>Rahaf Mohammed Alqunun smiled broadly as she exited an arrival door at Toronto's airport sporting a Canada zipper hoodie, capping a dramatic week that saw her flee her family while visiting Kuwait and before flying to Bangkok, where she barricaded herself in an airport hotel to avoid deportation. The case grabbed global attention after she mounted a social media campaign for asylum.</p><p>"This a very brave new Canadian," said Foreign Minister Chrystia Freeland.</p><p><strong>Read more: </strong><em><a href="https://www.businessinsider.com/rahaf-al-qunun-saudi-teen-gets-asylum-in-canada-2019-1?r=UK&amp;IR=T">The Saudi teen who fled her family and led a viral Twitter campaign was just granted asylum in Canada</a></em></p><p>Prime Minister Justin Trudeau announced Friday that Canada would accept Alqunun as a refugee in a case that has highlighted the cause of women's rights in Saudi Arabia, where several women fleeing abuse by their families have been caught trying to seek asylum abroad in recent years and returned home. Human rights activists say many similar cases go unreported.</p><p>"She had a very long and tiring journey so she would prefer not to take questions today," said Freeland, adding that she would take questions later.</p><p>Alqunun earlier tweeted two pictures from her plane seat - one with what appears to be a glass of wine and her passport and another holding her passport while on the plane with the hashtag "I did it" and the emojis showing plane, hearts and wine glass.</p><p>Canada's decision to grant her asylum could further upset the country's relations with Saudi Arabia.</p><p>In August, Saudi Arabia expelled Canada's ambassador to the kingdom and withdrew its own ambassador after Canada's Foreign Ministry tweeted support for women's right activists who had been arrested. The Saudis also sold Canadian investments and ordered their citizens studying in Canada to leave.</p><p>No country, including the U.S., spoke out publicly in support of Canada in that spat with the Saudis.</p><p>On Friday, Trudeau avoided answering a question about what the case would mean for relations with the kingdom, but he said Canada is pleased to give her asylum because Canada is a country that understands how important it is to stand up for human rights and to stand up for woman's rights around.</p><p>Canadian officials were reluctant to comment further until she landed safely.</p><p>The office of the U.N. High Commissioner for Refugees welcomed Canada's decision.</p><p>"The quick actions over the past week of the government of Thailand in providing temporary refuge and facilitating refugee status determination by UNHCR, and of the government of Canada in offering emergency resettlement to Ms. Alqunun and arranging her travel were key to the successful resolution of this case," the agency said in a statement.</p><p>Several other countries, including Australia, had been in talks with the U.N.'s refugee agency to accept Alqunun, Surachate said.</p><p>"She chose Canada. It's her personal decision," he said.</p><p>It wasn't immediately clear what prompted Alqunun to choose Canada over Australia. Australian media reported that UNHCR had withdrawn its referral for Alqunon to be resettled in Australia because Canberra was taking too long to decide on her asylum.</p><p>"When referring cases with specific vulnerabilities who need immediate resettlement, we attach great importance to the speed at which countries consider and process cases," a UNHCR spokesperson in Bangkok told The Associated Press in an email reply on condition of anonymity because the person wasn't authorized to discuss the case publicly.</p><p>Canada's ambassador had seen her off at the airport, Surachate said, adding that she looked happy and healthy.</p><p>She thanked everyone for helping her, he said, and added that the first thing she would do upon arrival in Canada would be to start learning the language. She already speaks more than passable English, in addition to Arabic.</p><p>Alqunun was stopped Jan. 5 at Bangkok's Suvarnabhumi Airport by immigration police who denied her entry and seized her passport.</p><p>She barricaded herself in an airport hotel room and took her plight onto social media. It got enough public and diplomatic support that Thai officials admitted her temporarily under the protection of U.N. officials, who granted her refugee status Wednesday.</p><p>Alqunun's father arrived in Bangkok on Tuesday, but his daughter refused to meet with him. Surachate said the father - whose name has not been released - denied physically abusing Alqunun or trying to force her into an arranged marriage, which were among the reasons she gave for her flight. He said Alqunun's father wanted his daughter back but respected her decision.</p><p>"He has 10 children. He said the daughter might feel neglected sometimes," Surachate said.</p><p>Phil Robertson, deputy Asia director of Human Rights Watch, cited Alqunun's "courage and perseverance."</p><p>"This is so much a victory for everyone who cares about respecting and promoting women's rights, valuing the independence of youth to forge their own way, and demanding governments operate in the light and not darkness," he said in a statement.</p><p>___</p><p>Associated Press writer Tassanee Vejpongsa in Bangkok contributed to this report.</p>

<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Andrew Kelly</span></p></div><p></p></div></div></p><ul><li><strong>A rented Home Depot truck was used in a terrorist act that killed at least eight people Tuesday. </strong></li><li><strong>The NYPD previously instructed rental car businesses on how to identify suspicious customers. </strong></li><li><strong>The vehicle rental industry has a "high level of awareness" on the subject, according to police. </strong></li></ul><p> </p><p>On Tuesday, a driver plowed a rented Home Depot truck down a bike lane,<a href="http://www.businessinsider.com/new-york-city-shooting-manhattan-2017-10"> killing at least eight people. </a></p><p>Previously, the New York Police Department has instructed truck rental companies - including Home Depots in New York City metro area - on how to identify suspicious customers, according to police officials. </p><p>The NYPD spoke with 148 truck rental businesses multiple times over the last year, Deputy Commissioner John Miller said in a press conference early Tuesday evening. According to Miller, the region's vehicle rental industry has a "high level of awareness" of how to identify people who may carry out terrorist attacks. </p><p>Trucks and vans have been used multiple times in terrorist attacks in Europe in the last two years, as drivers deliberately plow vehicles into crowds of people. More than 100 people have been killed in similar attacks Britain, France, Germany and Sweden using vehicles, <a href="http://www.dailymail.co.uk/news/article-4800128/How-vehicles-used-cause-carnage-Europe.html">the Daily Mail reported in August. </a></p><p>The attacker appears to have used a flatbed truck from Home Depot. According to Home Depot's website, the truck requires a $50 deposit and is intended for rentals of one to two hours, but can be rented at a daily, weekly, or monthly rate.</p><p>With the "Load 'N Go" program, a customer can go to a Home Depot Special Services Desk or Tool Rental Center in stores to rent a flatbread truck (typically to save on delivery fees). </p><p>Currently, you only need to be 21 years of age and have a current U.S. or Canadian driver's license to rental a truck from Home Depot. MPM provides security consulting for many federal and state prisons.</span></p><p><span style="line-height: 1.5em;"><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></span></p><p>"A search revealed that there was a hole cut out of the back of the cell through which these inmates escaped," acting state corrections commissioner Anthony Annuci <a href="http://www.csmonitor.com/USA/Justice/2015/0607/New-York-prison-break-What-chance-of-success-do-escaped-prisoners-have-video">said at a press conference on Saturday</a>.</p><p>"They went onto a catwalk which is about six stories high," Annuci added. "We estimate they climbed down and had power tools and were able to get out to this facility through tunnels, cutting away at several spots."</p><p><span>For the prisoners to "get into the bowels of the prison - the catwalk and all that - they'd need help,"  </span><span style="line-height: 1.5em;">Tamez</span><span style="line-height: 1.5em;"> said.</span></p><p>The prisoners likely planned their escape for weeks, Martin Horn, former commissioner of the New York City Department of Corrections, told Business Insider. </p><p>"My question is - I understand it's an old prison, and it was in need of some upgrades - yet you have an area that sensitive down there [the catwalk], and it's not alarmed, there's no motion detectors, there's nothing to alert the staff?" he said. "That's mindboggling to me."</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></p><p>The pair of convicts might have been able to identify weak links in the prison's operations or taken advantage of loose tools.</p><p>"As these prisons get older, they require a lot of attention ... and as a result the prisons have to rely on outside contractors," Horn explained. <span style="line-height: 1.5em;">"Outside contractors may or may not comply with [the protocols]. A worker might be reluctant to report the tool as being lost over fear of losing their job."</span></p><p>Because of the information and planning required to pull off an escape this seamlessly, Tamez echoed speculation about the likely involvement of someone with "<span id="docs-internal-guid-11f99f70-d4f7-7e27-b653-0c7327fd934f"><span>intimate knowledge of the design of that prison," as he put it.</span></span></p><p>"The lighting wasn't great down there, I can guess, but they knew exactly where to go and what pipes to cut," Tamez added. "I'd like to think it wasn't a prison employee or a former prison employee [who many have helped the escape]."</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></p><p>The prisoners might also have been able to figure out the layout of the prison's back channels through work on a maintenance crew.</p><p>"Behind each of these cells there are pipes and wires … that allow service access," Horn said. "It's not uncommon to use prisoners as part of the maintenance work, so it's entirely possible that these guys had been on a maintenance crew … and had observed the layout."</p><p>Blueprints downloaded from a smartphone with internet access could have also aided the duo.</p><p>"The smuggling of cellphones and smartphones into prisons has become a plague all over the country," Horn said.</p><p>As for the sawing required to cut through the steel wall and pipes, the inmates might have worked at that slowly over an extended period of time. </p><p>"These are big cell blocks … and there are periods of the day where it can be very noisy," Horn said. Trade deals just simply cannot be "done in a week"</span></span></h2><p><span><span><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>AP</span></p><p class="caption">Donald Trump.</p></div><p></p></div></div>First of all, Phil Levy, a former trade adviser to US President George W. You have layers of complication with this."</span></span></p><p><span><span>Christophe Bondy from London law firm Volterra Fietta, who advised Canada in recent trade talks with the EU for CETA deal, also told the FT that the US would need to know the full extent of what a Brexit deal will look like, before signing off on any deal, in order to "assess the full economic potential of a deal with Britain."</span></span></p><p><span><span><span>Canadian trade expert Jason Langrish </span><span>who helped "give birth" to</span><span> </span><a href="http://uk.businessinsider.com/ceta-brexit-eu-canada-belgium-wallonia-trade-expert-analysis-2016-10" target="_blank">the EU-Canada free trade deal</a> also said in January that <span>"<a href="http://uk.businessinsider.com/ceta-trade-expert-jason-langrish-on-brexit-article-50-ivan-rogers-and-single-market-2017-1">the next generation of bilateral agreements, of which CETA is the template, is complex.</a></span></span></span></p><p><span><span><span>"They reflect the realities of modern commerce and go beyond trade, touching upon behind-the-border issues such as standards, regulation and opening government contracts to competitive bidding. This complexity means that the deals take years to negotiate and conclude. In our amped up media environment, </span>there are special interests making noise at each step in the process, ensuring that trade and investment deals are a marathon, not a sprint."</span></span></p><h2><span><span>2. A post-Brexit trade deal between the UK and US isn't going to happen anytime soon

The nomenclature of the web is vast. But even though words become commonplace, people often don't know what they really mean.

<p class="p1">
	<span class="s1">But they should.</span></p>
<p class="p1">
	<span class="s1">An IP address, for instance, is a ubiquitous part of the online experience, but few know what it is. And, even scarier, many don't know the kind of information IP addresses can reveal.</span></p>
<h2 class="p1">
	<span class="s1">What is an IP address?</span></h2>
<p class="p1">
	<span class="s1">At its core, an IP address is an online unique identifier. Every computer has its own IP address, and it is through this naming system that computers can connect with each other and share data. </span></p>
<p class="p1">
	<span class="s1">A standard IP address (using what's known as the IPv4 protocol) contains four individual numbers separated by a decimal. For example, Business Insider's IP address as of now is 64.27.101.155. </span></p>
<p class="p1">
	<span class="s1">While every computer is given its own IP address, the outside world rarely has access to it. Routers, instead, connect to individual computers, and it's the routers that then connect to the rest of the internet using their own individual IP address. Think of routers as the bridge between the network within your house (or business, library, coffee shop, etc.) and the outside world network (that is, the internet). </span></p>
<p class="p1">
	<span class="s1">When you send an email or visit a website, the IP address being shared is that of your local router - provided by your Internet Service Provider (ISP) - and not the individual address assigned to your computer. All the same, whether someone knows the address of your computer or your network, these numbers are able to tell a bit about who you are and what kind of sites you surf.</span></p>
<h2 class="p1">
	<span class="s1">What sort of personal information is shared with an IP address?</span></h2>
<p class="p1">
	<span class="s1">This most personal kind of information that can be shared in IP address itself is geolocation. But the good news is, because you are connected to a network and it's the network's IP address being shared, your precise location is not shared. </span></p>
<p class="p1">
	<span class="s1">For instance, you may send an email from your home, and someone may be able to know the city from which it was sent, but it's highly unlikely they'll be able to access any other granular information about you.</span></p>
<p class="p1">
	<span class="s1">Instead they'll probably see the information of your ISP. While this may give geolocation data about the general area of your router, it will not give a street address. </span></p>
<h2 class="p1">
	<span class="s1">But there's a catch...</span></h2>
<p class="p1">
	<span class="s1">Alone, the IP address can't share much more about you than a generalized location of where you might be at a certain time. </span></p>
<p class="p1">
	<span class="s1">The trouble is, onlookers can in some cases look at the online activity associated with a particular IP address. Then, they can stitch together a lot of information about the people or even a single person who's accessing the internet from that address.</span></p>
<p class="p1">
	<span class="s1">The Canadian Privacy Commissioner's Office (OPC) set out to see <a href="https://www.priv.gc.ca/information/research-recherche/2013/ip_201305_e.asp">what sort of information</a> it could dig up using the IP address of its own network. From there the researchers used a search engine to find details about the people who had used the internet via that network. </span></p>
<p class="p1">
	<span class="s1">Here are some of the sites and services the <a href="http://www.ipchicken.com/">people using the OPC IP address visited</a>:</span></p>
<ul>
	<li>
		Legal advice related to insurance law and personal injury litigation</li>
	<li>
		A specific religious group</li>
	<li>
		Fitness</li>
	<li>
		Online photo sharing</li>
	<li>
		The revision history of a Wikipedia entry</li>
</ul>
<p class="p1">
	<span class="s1">The OPC also did a second experiment where it looked up the IP address of a person that had edited a Wikipedia entry (these IP addresses are public), then entered that IP address into a search engine. It got all kinds of information back, such as all the other entries that person had edited, and the fact that the person had visited an online message board related to sexual preferences.</span></p>
<p class="p1">
	<span class="s1">The report explained that using these tactics it was not hard to get a "glimpse into the kind of portrait that authorities could be able to paint of individuals without needing to obtain prior judicial authorization."</span></p>
<p class="p1">
	<span class="s1">In other words, an employer can figure out a lot about the people who are using the internet from work. Or, in theory, your ISP could figure out a lot about the activities of its subscribers. Or, an online advertising network could associate a particular IP address with a lot of online activity over time and use that to target advertising.</span></p>
<h2 class="p1">
	<span class="s1">What is the worst case scenario?</span></h2>
<p class="p1">
	<span class="s1">With the help of the authorities, it is possible to discover more than just hearsay information. For instance, the OPC cites a case in the US where the authorities, knowing only the IP address, contacted the ISP and were able to find the identity of a person sending harassing emails. </span></p>
<p class="p1">
	<span class="s1">They did this by receiving the exact locations where the emails were sent from the ISP. Many of these places were hotels, and the FBI was able to find one common name on all of the hotels' guest lists. Then, the FBI got a warrant to investigate that person's email account.</span></p>
<p class="p1">
	<span class="s1">This does require a certain set of knowhow. While it's relatively easy to find out an IP address (you can look up your own by going to websites like <a href="http://www.ipchicken.com/">IP Chicken</a>), finding real actionable information from it takes some finesse. </span></p>
<p class="p1">
	<span class="s1">But once you have that finesse, with a little bit of imagination, some creepy details may be discovered.</span></p>

What is an IP address and what can it reveal about you?

<p class="p1"><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>REUTERS/Kevin Lamarque</span></p><p class="caption">U.S. President Barack Obama participates in a National Rx Drug Abuse and Heroin Summit in Atlanta, Georgia March 29, 2016.</p></div><p></p></div></div>On Tuesday, President Barack Obama attended and spoke at <a href="http://www.fox5atlanta.com/news/114416545-story">the National Rx Drug Abuse and Heroin Summit</a> in Atlanta, Georgia.</p><p class="p1">By his own admission, he was there to bring the "cameras" and draw attention to a problem he called "a top priority."</p><p class="p1">One would hope Americans' addiction to prescription drugs and heroin would be a priority for the administration.</p><p class="p1">Drug poisoning deaths outnumbered traffic deaths and reached a new high in 2014 - <a href="http://www.businessinsider.com/drug-overdoses-wont-stop-rising-and-thats-not-even-the-worst-part-2016-1">totaling 47,055 people</a>, according to a January report from the Centers for Disease Control and Prevention (CDC).</p><p class="p1">Obama's appearance seemed designed to herald the position that his administration has come to over the last several years: That the criminal justice tactics that marked the decades-long "War on Drugs" are no longer the most effective policy.</p><p class="p5"><span class="s2">"For too long, we have viewed the problem of drug abuse generally in our society through the lens of the criminal justice system," Obama said at the summit on Tuesday. "The only way that we reduce demand is if we are providing treatment and thinking about this as a public health problem and not just a criminal problem."</span></p><p class="p5"><span class="s2"><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Neil Hall</span></p><p class="caption">Richard Nixon declared a "war on drugs" in 1971.</p></div><p></p></div></div></span></p><p class="p5"><span class="s2">Obama's appearance at the Summit coincided with <a href="https://www.whitehouse.gov/the-press-office/2016/03/29/fact-sheet-obama-administration-announces-additional-actions-address">an announcement by the White House</a> of the latest steps in their plan to fight the epidemic. As expected, these steps were mostly of the public health variety: </span></p><ul><li><span style="line-height: 1.5em;">The Department of Health and Human Services (HHS) is issuing a proposed rule to increase the patient limit for physicians who prescribe <a href="https://www.naabt.org/faq_answers.cfm?ID=2">buprenorphine</a> to treat those suffering from addiction to opioids. Buprenorphine has been heralded by doctors, drug policy advocates, and addicts as a life-saving drug that is indispensable in helping people come back from addiction. The proposed rule increases the limit from 100 to 200. </span></li><li>$94 million in funding to community health centers to increase substance use disorder treatment services, especially those using the assistance of medications like buprenorphine.</li><li><span style="line-height: 1.5em;">An additional $11 million in grants for up to 11 states to expand substance use disorder treatment using the assistance of medications.</span></li><li>$11 million to help states buy and distribute naloxone, a life-saving drug that can reverse overdoses instantly. The grant will also help train first responders on the use of naloxone and other overdose-prevention strategies.</li><li><span style="line-height: 1.5em;">HHS is issuing guidelines for programs using federal funds to implement syringe-services and syringe-exchange programs. Up until last year, syringe services programs could not receive federal funds.</span></li><li><span style="line-height: 1.5em;">The formation of a new task-force aimed at ensuring private health plans offer comparable coverage for substance use treatment and mental health services as they do for medical and surgical benefits.</span></li><li><span style="line-height: 1.5em;">A rule from HHS that ensures the same for Medicaid and the federal Children's Health Insurance Program.</span></li></ul><p><span style="line-height: 1.5em;"><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Yannis Behrakis</span></p><p class="caption">Vicky, a 40-year-old, Canadian-born, Greek drug addict, injects herself with a narcotics cocktail known as speedball, a cocaine and heroin mix, on a central Athens side street April 30, 2012.</p></div><p></p></div></div></span></p><p><span style="line-height: 1.5em;">The plan comes on the heels of Obama's announcement in February that he </span><a href="https://www.whitehouse.gov/the-press-office/2016/02/02/president-obama-proposes-11-billion-new-funding-address-prescription">was asking Congress for $1.1 billion in the FY2017 budget</a><span style="line-height: 1.5em;"> to help address the epidemic. That breaks down to: $920 million to expand medication assisted treatment, $50 million to expand access to substance-use treatment providers, and $30 million to evaluate the effectiveness of medication-assisted treatment. There is an additional $500 million allocated to expand prescription drug-overdose prevention strategies like access to naloxone.</span></p><p class="p7"><span class="s2">Make no mistake: this plan is a major - if incremental - step forward.</span></p><p class="p7"><span class="s2"><span>Daniel Raymond, the policy director of </span><a href="http://harmreduction.org/about-us/mission/"><span>the Harm Reduction Coalition</span></a><span>, a national advocacy group, put it this way:</span></span></p><p class="p1"><span class="s1">"Obama laid down a marker about what he thinks are the most important things we can be doing [to fight the epidemic]: treatment and overdose prevention. That is the culmination of a big shift. At a different time, we would be talking about <keyword id="6355470" type="CITY" weightage="60" keywordseo="Law">law</keyword> enforcement locking people up. The president's announcement is saying that we are not going to solve the problem this way."</span></p><p class="p1"><span class="s1">Obama's rhetoric at the Summit reflected this shift. </span><span class="s2">He repeatedly referred to addiction as a "disease" that must be "treated" medically. He also denied the idea that addiction is a "moral flaw" of those who succumb to it. </span></p><p class="p5"><span class="s2">When speaking of his own history with marijuana and cocaine, Obama was blunt.</span></p><p class="p8"><span class="s2">"Friends of mine who ended up battling addiction were not less worthy or more morally suspect than I was," said Obama. </span></p><p class="p8"><span class="s2">That's a far cry from the tone of President Ronald Reagan's "<a href="http://www.nytimes.com/1986/09/15/us/reagans-advocate-crusade-on-drugs.html">national crusade against drug abuse</a>" and Nancy Reagan's plea to the American people to be "<a href="https://news.google.com/newspapers?nid=950&amp;dat=19860915&amp;id=T8NaAAAAIBAJ&amp;sjid=nVkDAAAAIBAJ&amp;pg=5973,3665521&amp;hl=en">unyielding and inflexible</a> in your opposition to drugs" in 1986.</span></p><p class="p8"><span class="s2"><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Kevin Lamarque</span></p><p class="caption">U.S. President Barack Obama clasps hands with Crystal Oertle, in recovery for a substance use disorder and is dedicating her new life to helping others, during a National Rx Drug Abuse and Heroin Summit in Atlanta, Georgia March 29, 2016.</p></div><p></p></div></div></span></p><p class="p7">The administration's new tactic was reflected in the people Obama shared the stage with on Tuesday: <span>CNN's chief medical correspondent, Dr. Sanjay Gupta, recovering addicts <span>Justin Riley and Crystal Oertle, and <span>Baltimore City Health Commissioner </span><a href="http://www.drleanawen.com/" target="_blank">Dr. Leana Wen</a>. Notably absent: anyone from the Drug Enforcement Administration (DEA) or in law enforcement. </span></span></p><p class="p7"><span><span>That absence was significant because it showed how far we've moved from the law enforcement-centered approaches of the 1980s and 1990s. But that doesn't mean Obama is taking law enforcement out of the solution. Throughout the summit, Obama was careful to tip his hat to the DEA, "smart on crime" strategies, and the criminal justice system. By his own admission, the US is putting "enormous resources into drug interdiction."</span></span></p><p class="p7"><span><span>Grant Smith<span>, the deputy director of national affairs at the Drug Policy Alliance, lauded the president's plan as "a reflection of how far the administration" has moved toward a health-centered approach. "</span><span class="s1">We know from decades of relying on law enforcement to address substance use that we aren't going to get the results we want."</span></p><p class="p1"><span class="s1">Specifically, Smith took issue with funding to create "Anti-Heroin Task Forces" to take down high-level heroin traffickers. According to Smith, in practice, such task forces primarily arrest low-level drug offenders with small possessions of heroin and opioids, effectively marginalizing some of the people Obama's plan aims to help.</span></p><p class="p1"><span class="s1">"</span><span class="s1">[The Administration is] saying that they want to treat drug use as a health issue," Smith said, "but this plan doesn't fully achieve that."</span></p><p class="p7">Obama's rhetoric and the administration's actions reflect a political reality: Politicians, and perhaps the American public, are not yet ready to give up their reliance on criminal justice tactics. No one is willing to admit that law enforcement efforts to cut off the drug supply have had a negligible effect, while burning through billions and criminalizing huge populations of drug users - including a disproportionate number of blacks and Hispanics.</p><p class="p7">To be clear, the Obama and the administration speak a lot about public health initiatives and offer funding for modern solutions to drug abuse that no president has been willing to put forward before. However, the police and the DEA are still a huge part of the fight against the opioid epidemic - no matter how many presidential memorandums are issued or times Obama comes out to speak on the topic.</p><p class="p7">That's reflected in the funding for the DEA, whose projected <a href="https://www.justice.gov/jmd/file/822096/download">FY2017 budget is $2.1 billion</a>. That dwarfs the $1.1 billion proposed - and not yet approved by Congress - by the Obama administration that is itself divided between public health measures and law enforcement strategies to fight the epidemic.</p><p class="p7">The budget plan put forward by Obama is an admission that the epidemic is a big problem that will require big investments. Even in the best-case scenario, though, the disparity in money reflects America's continued commitment of law-enforcement resources to attacking the drug supply even though it's added public health to the mix of solutions.</p><p class="p7">Perhaps the most heartening part of Obama's announcement may not be the measures around naloxone access, the expansion of medication assisted treatment, or funding guidelines for syringe exchanges, but something that has almost gone unnoticed: an initiative to <span>accelerate "<a href="https://www.whitehouse.gov/the-press-office/2016/03/29/fact-sheet-obama-administration-announces-additional-actions-address">local partnerships between law enforcement and their counterparts in public health</a> to combat heroin use and overdose."</span></p><p class="p1"><span class="s1">In other words, law enforcement may still be fighting the epidemic, but at least they'll have the benefit of an added public-health perspective.</span></p><p class="p1"><span class="s1">That may be the biggest sign yet that the old "Drug War" is over - at least domestically.</span></p><p class="p1"><span class="s1"></span><span class="s1">Beyond the funding and the initiatives announced to fight the epidemic, the biggest impact of Obama's appearance at the summit may be his announcement that the epidemic and public health efforts to fight it are a high priority for him and the country.  </span></p><p class="p1"><span class="s1">"It's easy to write off [Obama's appearance] as symbolic or spectacle, but there were almost 2000 people in the audience that were energized and hanging on Obama's every word. They are going to leave the summit and go back to their elected officials and push for the kinds of resources and the public health strategy that he is calling for," said Raymond.
