The oath taking ceremony of 19 newly inducted ministers in <a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Prime Minister Narendra Modi</a> Cabinet was held at Rashtrapati Bhavan in presence of Indian President Pranab Mukherjee. 
 
The ministers were evaluated on 3Es- Experience, Expertise and Energy. Minister of State (Independent Charge) Prakash Javadekar was elevated to the Cabinet rank. 
 During the ceremony, <keyword id="6355187" type="ORGANIZATION" weightage="20" keywordseo="Lok-Sabha">Lok Sabha</keyword> members Arjun Ram Meghwal, Anupriya Patel, Mahendra Nath Pandey Krishna Raj, Ajay Tamta, S.S. Ahluwalia, Jaswant Sinh Bhabhor, Subhash Ramrao Bhamre, Rajan Gohain, Ramesh Chandappa Jigajinagi, etc took oath as Minister of States. 
 From <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword>, Ramdas Athawale, Purushottam Rupala, Faggan Singh Kulaste, M.J. Akbar, Anil Madhav Dave and Vijay Goel took oath as Ministers of State. 
 
The selection of these ministers was also based on organisational skills and vision for good governance, who would bring value in the Cabinet. 
 
The portfolios of these ministers will be announced after a meeting of council of ministers later in the day.

<keyword id="6354814" type="UNKNOWN" weightage="20" keywordseo="prime-minister-Narendra-Modi">Prime Minister Narendra Modi</keyword>’s Cabinet is refreshed and renewed, with five ministers being dropped, one elevated and 19 new inducted. 
 The Cabinet has seen some major changes as <keyword id="6612" type="PERSON" weightage="20" keywordseo="Smriti-Irani">Smriti Irani</keyword> is no more the education minister and has been moved to textiles.

With this new mathematics, the strength of Modi’s council of ministers, including him, is now 83. 
 
With one eye on Uttar Pradesh polls in 2017, the induction of 19 new faces in the junior ranks was done on the basis of 3Es-Experience, Expertise and Energy also. 
 
The Bharatiya Janata Party (BJP) is going aggressive and doing anything it can to win the power of seat in UP by playing caste card. 
 
In the re-shuffle, three ministers from UP were included in the council-Chandauli MP Mahendra Pandey (Brahmin), Shahjahanpur MP Krishna Raj (Dalit) and Apna Dal MP from Mirzapur Anupriya Patel (Kurmi-OBC). 
 
This time, Modi focussed on doers and performers, who can deliver on his vision of development and good governance. 
 
Apart from getting first time MPs on board, five junior ministers were dropped. 
 
Apparently, they did not deliver on Modi’s vision, and also because the party wants young faces in the council too. Some were even surprised to see their names in the axed list.

Prime Minister Narendra Modi’s working formulae is simple-delivering on promises, pro-activeness and good governance and Prakash Javadekar might have fulfilled many criteria to secure the Cabinet rank. 
 
In Modi’s new Cabinet, Javadekar is the lone junior minister who got promoted to the Cabinet rank. This is despite Javadekar, who was junior Environment Minister, was stripped off two main departments-Information and Broadcasting and Parliamentary Affairs, during the two-year reign of this government. 
 
What really helped Javadekar to get this promotion, was his pro-active role in the climate change talks in Paris. 
 
Under Javadekar: 
 
- India signed the historic Paris climate agreement along with more than 170 nations. India had maintained that the burden of fighting climate change cannot be put on the shoulders of the poor after decades of industrial development by the rich nations. 
 
- Initiatives such as increase in forest cover, better pollution monitoring and control and 2000 approvals unlocking Rs 10 lakh crore of investment were taken up. 
 
-A job potential of 10 lakh was created. Also, project approval period was reduced from 600 to 190 days and policy decisions and protecting India’s interest at COP 21 in Paris, etc worked in his favour. 
 
Some of his schemes for future may have also clicked with Modi such as incentivizing tree cover outside forest, promoting Ease of Doing Responsible Business, etc. 
 
Javadekar, a commerce graduate who is from Pune, rose from RSS ranks and was elected to Maharashtra Legislative Council twice between 1990 and 2002 before being first elected to Rajya Sabha in 2008. 
 
He represents Madhya Pradesh in Rajya Sabha. 
 
He was BJP spokesperson and party's incharge of Andhra Pradesh and also instrumental in striking a deal with Chandrababu Naidu's TDP to bring it into the NDA-fold.​

ByeByeSmriti: From Text to Textiles, Twitter is trolling Smriti Irani after she is dropped as education minister

<a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Prime Minister Narendra Modi</a> is going the private sector way as he has asked all his ministers to present ‘self appraisals’ during a meeting on June 30. 
 
This will also decide who will get what ministry, as a <a href="http://www.businessinsider.in/searchresult.cms?query=cabinet&amp;sortorder=effectivedate">Cabinet</a> re-jig is also on the cards. 
 
A top government source told TOI the ministers have been asked to make a presentation to Modi about their performance since the <a href="http://www.businessinsider.in/searchresult.cms?query=BJP+government&amp;sortorder=effectivedate">BJP government</a> presented its second budget. 
 
The ‘self appraisal’ is also crucial as two states-Punjab and Uttar Pradesh-will go for polls next year. 
 
"There was talk that the June 30 meeting may be an appraisal exercise that can lead to a cabinet reshuffle," a source told TOI. 
 
Modi has been reviewing performances of his ministers at regular intervals and has even set a deadline for infrastructure-related projects. 
 
An official said a "bitter but healthy" competition is going on among the ministries and departments to get the best rating on the MyGov portal.

In the <a href="http://www.businessinsider.in/searchresult.cms?query=modi+cabinet+reshuffle&amp;sortorder=effectivedate">Modi Cabinet rejig</a>, her demotion to Textiles Ministry is also stunning, but many predicted that she won’t be able to hold on to education ministry for long. 
 
Several issues eclipsed her stint at the <a href="http://www.businessinsider.in/searchresult.cms?query=HRD+ministry&amp;sortorder=effectivedate">HRD ministry</a>, starting with her degree controversy.

Irani was mired in a controversy over her claims of possessing a Yale degree. Secondly, she scrapped the four-year format at the Delhi University and went back with the three-year format, which was against the wishes of the VC and UGC. 
 
The HRD Ministry was also at loggerheads with the Niti Ayog over accreditation and other issues. Experts say Irani took Niti Ayog as interference. 
 
Her handling of suicide case of Dalit scholar at Hyderabad Central University, Rohith Vemula, was also criticised by many. 
 
The recent Jawaharlal Nehru University row involving Kanhaiya Kumar also didn’t add to her sheen. Irani also played with fire when replaced German with Sanskrit as the third language in Kendriya Vidyalayas in 2014. 
 
Irani was also at the centre of the controversy when she was accused of intervening in the affairs of IIT-Delhi prompting the resignation of Director RK Shevgaonkar, two years before his term.

These are the possibilities why Smriti Irani was removed from education ministry

The government has merged the Department of <keyword id="108214" type="CITY" weightage="20" keywordseo="Public-Enterprises">Public Enterprises</keyword> (DPE) with the finance ministry to give it a better control over state-owned firms and facilitate its ambitious privatisation programme. Finance ministry will now have six departments while DPE's hereto parent ministry, the ministry of heavy industries and public enterprises will now be called the ministry of heavy industries. Previously, the <keyword id="44532" type="PERSON" weightage="20" keywordseo="Disinvestment">disinvestment</keyword> ministry - created under the Atal Bihari Vajpayee government - was merged with the Finance Ministry and is now a department under it. Also, <keyword id="62529" type="ORGANIZATION" weightage="20" keywordseo="Foreign-Investment-Promotion-Board">Foreign Investment Promotion Board</keyword> (FIPB) was abolished and administration of foreign investments was given to the Finance Ministry (FinMin). The shift of DPE to the finance ministry will help in efficient monitoring of the capital expenditure, asset monetisation and financial health of the Central Public Sector Enterprises (CPSEs). "<keyword id="156153" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-Finance">Ministry of Finance</keyword> (<keyword id="11588398" type="UNKNOWN" weightage="20" keywordseo="vitta-mantralaya">Vitta Mantralaya</keyword>), after the sub-heading (v) Department of <keyword id="6354241" type="UNKNOWN" weightage="20" keywordseo="Financial-services">Financial Services</keyword> (Vittiya Sewayen Vibhag), following sub-heading shall be inserted, namely:- (vi) Department of Public Enterprises (Lok Udyam Vibhag)" as per the Cabinet Secretariat notification dated July 6, 2021. The rejig comes ahead of Cabinet expansion slated later in the day. The gazette notification issued said these rules may be called the government of India (Allocation of Business) Three Hundred and Sixty First Amendment Rules, 2021. "They shall come into force at once," the notification said. Presently, the finance ministry has five departments -- Economic Affairs, Revenue, Expenditure, Investment and Public Asset Management and Financial Services. With the addition, this will be the sixth department under the finance ministry. Giving details of the functions performed by the DPE, the notification said coordination of matters of general policy affecting all Public Sector Enterprises (PSEs), evaluation and monitoring the performance of PSEs, including the memorandum of understanding mechanism, review of capital projects and expenditure in CPSEs. Besides, the DPE frames measures aimed at improving performance of CPSEs and other capacity building initiatives of PSEs, rendering advice relating to revival, restructuring or closure of PSEs including the mechanisms, counselling, training and rehabilitation of employees in CPSEs under Voluntary Retirement Scheme and categorisation of CPSEs including conferring 'Ratna' status, among others. The heavy industries ministry will continue to be the administrative ministry related primarily to the capital goods sector. As many as 44 CPSEs including Maruti Udyog Limited, BHEL, Cement Corporation, <keyword id="173465" type="CITY" weightage="20" keywordseo="Scooters-India">Scooters India</keyword>, HMT and various other subsidiaries would be under the Ministry of Heavy Industries. Many companies under the ministry are sick and up for sale under the disinvestment programme of the government. Finance minister Nirmala Sitharaman in her Budget 2021-22 already announced that a revised mechanism for fast-tracking closure of loss making PSUs would be worked out and an incentive package would be developed to incentivise states to sell stake in state PSUs. To monetise lands owned by CPSEs, a special purpose vehicle (SPV) would be developed. She also announced a big-ticket privatisation agenda, including privatisation of two public sector banks and one general insurance company to garner Rs 1.75 lakh crore from stake sale in public sector companies and financial institutions during 2021-22. As part of the divestment strategy for the financial sector, the government has decided to go for a mega initial public offering (IPO) of Life Insurance Corporation of India (LIC) and residual stake sale in IDBI Bank during the financial year beginning April. Besides, strategic sale of Bharat Petroleum Corporation Ltd (BPCL), <keyword id="11588399" type="UNKNOWN" weightage="20" keywordseo="shipping-corp-container-corporation">Shipping Corp, Container Corporation</keyword>, <keyword id="2459265" type="PERSON" weightage="20" keywordseo="Neelachal-Ispat-Nigam-Ltd">Neelachal Ispat Nigam Ltd</keyword>, <keyword id="132488" type="COMPANY" weightage="20" keywordseo="Pawan-Hans">Pawan Hans</keyword>, Air India among others, would be completed in 2021-22. In September 2020, the government had apprised that out of the 34 PSUs approved for disinvestment so far, transactions were completed for eight. Transactions for four PSUs were halted as they are recommended for closure. Two of them were held up due to litigation, while transactions for 20 PSUs are in the process.
