The recently announced <keyword id="9460361" type="UNKNOWN" weightage="20" keywordseo="space-sector-reforms">space sector reforms</keyword> are not aimed at privatisation of Indian Space Research Organisation (<keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword>), its Chairman and Secretary in the Department of Space, K Sivan asserted on Thursday. The space agency also stated that the draft on the proposed space activity bill is almost final and it will soon be placed before the Union Cabinet for approval. "When space sector reforms were announced by the government there were many misconceptions like it would lead to privatisation of ISRO. It is not. Again and again I'm repeating it is not the privatisation of ISRO," Sivan said. Addressing a webinar on "Unlocking of India's Potential <keyword id="7412163" type="UNKNOWN" weightage="20" keywordseo="in-space">in Space</keyword> Sector," he said the whole aim of reforms is enabling the private players to carry out the space activities which is otherwise being done by ISRO. "In fact, the activities of ISRO are going to increase and ISRO will be able to better utilise its resources in taking up developmental as well as capacity building activities of the government, rather than the routine production activity," he added. The Union Cabinet on June 24 approved participation of the private sector in the entire range of space activities, including planetary exploration missions. It had said, the newly-created Indian National Space Promotion and Authorisation Centre (IN-SPACe) will provide a level playing field for private companies to use Indian space infrastructure, by hand-holding industries in space activities through encouraging policies and a friendly regulatory environment. Also, the New Space India Limited (NSIL), a PSU under the Department of Space, will endeavour to re-orient space activities from a "supply driven" model to a "demand driven" model, thereby ensuring optimum utilisation of our space assets, it had said. Noting that the space sector reform introduced by the government is going to be a "real game changer", Sivan said private sector participation in the space sector has been increasing worldwide and it is a healthy trend, as it increases diversity. In India too space sector startups are taking developmental activities in both launch vehicles as well as in satellites, he said. However, there was no mechanism available in the country to extend technology and infrastructure support to them. Also there was no regulatory mechanism to control the private sector activities, so an institutional mechanism has been created as part of reform. The webinar was attended by Principal Scientific Advisor to government of India K Vijay Raghavan, Mahindra Group Chairman Anand Mahindra, Bharti Enterprises Chairman Sunil B Mittal among others. Further observing that with the opening of the space sector, ISRO can focus on technology development and capacity building Sivan said in addition to that it will also facilitate private sector participation in major national missions through announcement of opportunity. However, the private sector will have to do their own research and development activities, business viability studies, funding as well as finding customers for their services, he said. Pointing out that import of communication satellites is now in the embargo list under 'Aatma Nirbhar Bharat Abhiyan', the ISRO Chief said there will be a need for large number of communication satellites to be launched in the immediate future and this could be a huge opportunity for ISRO and also for the private sector. Launching a small satellite is another area where there is a huge projected demand and some startups are interacting with ISRO at an advanced stage and may launch very soon. According to ISRO officials, more than 500 industries are currently involved in activities such as production of components and more than 80 per cent of the launch vehicle and 60 per cent of the spacecraft budget is spent on industry. Scientific Secretary to ISRO, R Uma Maheshwaran said participation of the private sector in end-end space activities is definitely a strategy to expand the space economy. Noting that the private sector is much eager now, he said a lot of people are coming forward to make launch vehicles, and satellites and providing space based services. Uma Maheshwaran also said a mechanism is required regarding the indulgence of the private sector and for this, enactment of the space activity bill is a primary requisite. "It (bill) is almost in its final shape now, we have presented it to the Ministry (PMO) for inter-ministerial consultation and we feel that very soon it will be approved by the Cabinet and presented to the Parliament for making it an act. This is mandatory as India is signatory to the outer space treaty," he added. Vijay Raghavan, noting a lack of risk capital for industry to sufficiently invest in R&amp;D, said risk needs to be mitigated and for this the combination of talent and material resources, partnering with industry is needed. The opening of the space sector in India will have its impact globally, and also all sectors in India, he said adding that ".. this is an opportunity to increase volume and quality in extraordinary ways." Suggesting that space may well become the new "gold rush", Anand Mahindra said though India has an established and credible space programme, its share of the market is miniscule and he was sure that beginning now it will change with the entry of the private sector. "... it is our opportunity to level the playing field, by leveraging our competitive advantages and we have to seize it now," he said, while admitting that industry and private sector are often "uneasy bedfellows", but we have to make these reforms work as it is the best way forward". Sunil Mittal stressed on the need for the policy on participation of private sector in space programme to be "light-touch" but said it should be very strong on security, foreign policy aspects and some of the guidelines need to be very clear so that industry participants know how to operate within the policy framework. The Indian government just gave its approval to set up a new company under the Department of Space to commercially exploit the research and development work carried out by ISRO and constituent units of DOS. This will give ISRO the opportunity to also explore manufacturing of small satellite launch vehicle with private sector players, productionisation and marketing of space-based products and services including launch and applications. Through the new company, ISRO will also look at the transfer of technology from its centres to private players for the latter to leverage on the same. According to official documents from the government of India, for technology transfer the new company will have to take license from DoS/ISRO and sub-license to industries. This is a landmark move as it will allow private companies access to breakthrough technologies that have remained in ISRO’s domain. ISRO has already been creating multiple hits in recent months. Sivan by one year. India approves a new education policy after more than two decades

Tata group satellite services firm <keyword id="217765" type="General" weightage="80" keywordseo="nelco" source="Orion">Nelco</keyword> has withdrawn application for offering personal satellite communication services to consumers in the country and plans to apply for a new licence under <keyword id="182283" type="General" weightage="100" keywordseo="new-space-policy" source="Orion">New Space Policy</keyword>, a top company official has said. Nelco has withdrawn the application for Global Mobile Personal Communication by Satellite (GMPCS) licence, which it had earlier submitted to the Department of telecommunications (DoT). The company plans to apply for a relevant permit after going through the contours of the New Space Policy. "The company has all licences required to provide all satellite services permissible in the country and the company will apply for relevant permit after going through the contours of the New Space Policy and outcome of consultation paper floated by telecom regulator Trai," Nelco, Managing Director and Chief Executive Officer PJ Nath told PTI on Wednesday. The GMPCS licence at present allows licence holders to provide satellite phone services in India. "We at Nelco are looking to expand satcom in a big way. We have got a very ambitious plan for entire satcom services. We want to take judicious calls based on the changing and regulatory environment," Nath said. Nath further said that the company is getting into new segments as the regulation is opening. "We will also get into the consumer market where it has not been possible to go with satellite communication because of technical and other issues. With the New Space Policy coming, we will also get there. We are expanding our business," Nath said. The Indian Space Policy 2023, approved by the cabinet last week seeks to institutionalise private sector participation in the space sector, with ISRO focusing on research and development of advanced space technologies. Nelco at present provides in-flight and maritime services through satellite as well as satellite-based communication to enterprise customers through <keyword id="237940" type="General" weightage="50" keywordseo="vsat" source="Orion">VSAT</keyword> and other licences. "DoT has given clarification that with our VSAT licence we can address land mobility on cars, buses etc. Technically in any market that we want to address today, we can do that with a current license," he said. Nath said that the New Space Policy has been announced and details of the policy are expected to come out within a week. "This is going to be completely a game changer. Lot of regulation will be eased out," Nath said. He said there is a spectrum consultation paper from the <keyword id="30356" type="General" weightage="50" keywordseo="telecom-regulatory-authority-of-india" source="Orion">Telecom Regulatory Authority of India</keyword> (TRAI) which may lead to some changes in the satellite sector. "We are looking at that aspect and then apply for permits that will be required," Nath said. Tata's Nelco withdraws satcom permit application; to apply for licence under New Space Policy

India's satellite based navigation and augmentation services sector appears headed for a higher growth trajectory with the proposed ignition of a policy push towards effective development, operation and maintenance of such systems. The <keyword id="245720" type="ORGANIZATION" weightage="20" keywordseo="Department-of-Space">Department of Space</keyword> (DoS) plans to devise a "comprehensive and substantive" national policy for satellite based navigation -- the <keyword id="11766871" type="UNKNOWN" weightage="20" keywordseo="indian-satellite-navigation-policy-2021">Indian Satellite Navigation Policy - 2021</keyword> (SATNAV Policy - 2021). Its draft has now been hosted on the website of the <keyword id="116095" type="ORGANIZATION" weightage="20" keywordseo="Indian-Space-Research-Organisation">Indian Space Research Organisation</keyword> (ISRO) for public consultation after which it would be placed before the <keyword id="6355512" type="ORGANIZATION" weightage="20" keywordseo="union-cabinet">Union Cabinet</keyword> for final approval. It seeks to "Achieve self-reliance in satellite based navigation and augmentation services with emphasis on assuring availability &amp; quality, enhancing usage, working towards progressive evolution of the services and promoting research &amp; development". In the last few decades, there has been a phenomenal growth in the number of applications that rely on Position, Velocity and Time (PVT) services provided by space based navigation systems, it was noted. With the advent of information and mobile phone technology, crores of users across India rely heavily on PVT based applications in virtually every walk of life. <keyword id="6842771" type="UNKNOWN" weightage="20" keywordseo="global-navigation-satellite-systems">Global Navigation Satellite Systems</keyword> (GNSS) are space based navigation systems that provide navigation signals across the globe. Currently, there are four GNSS -- GPS from the USA; GLONASS from Russia; Galileo from European Union &amp; BeiDou from China -- offering PVT solution globally. In addition, there are two regional navigation satellite systems -- NavIC from India and QZSS from Japan offering navigation signals for the defined coverage area. The Navigation signals are offered free-to-air for a variety of applications ranging from air, space, maritime and land applications covering tracking, telematics, location based services (using cell phone and mobile devices), automotive, survey, mapping &amp; GIS and timing. GNSS also offer secured navigation signals exclusively for strategic applications of their respective countries as the free-to-air signals are susceptible to adversaries. There is a need for such secured services exclusively for the Indian strategic community also, according to the draft. The <keyword id="6377129" type="UNKNOWN" weightage="20" keywordseo="government-of-india">Government of India</keyword> has, therefore, established a resilient and independent system - Navigation with <keyword id="8829779" type="COMPANY" weightage="20" keywordseo="indian-constellation">Indian Constellation</keyword> (NavIC) which is totally under its control. Satellite Based Augmentation Systems (SBAS) augment navigation satellite constellations by providing integrity and correction information via geostationary satellites. WAAS of USA, EGNOS of European Union, SDCM of Russia, SNAS/BDSSBAS of China offer these services in their defined coverage area. Government of India has also established a similar SBAS system -- GPS Aided Geo Augmented Navigation-(GAGAN) for the Indian airspace. "Space based navigation /augmentation system is essentially a public good which has to be accessible to all users", the DoS said. "Such a national infrastructure can only be provided by the Government". Further, to strengthen Government's 'Aatmanirbhar Bharat' initiative, it is essential to ensure continuity of NavIC and GAGAN services, upgrade the system considering the exponential technological advancements and also continue having the capability to operate in conjunction with other GNSS/SBAS, the draft said. So, it is pertinent to devise a comprehensive and substantive national policy for satellite based navigation. The objective of the policy is to ensure guaranteed and continuous availability of free-to-air navigation signals for civilian uses and secured navigation signals for strategic uses in the defined coverage area. Another goal is to ensure guaranteed and continuous availability of SBAS for aviation safety in the defined coverage area. There is also a need to work towards progressive evolution of navigation signals and expansion of coverage for enhanced use. Focus would also be on technology development for enhancing the navigation satellite systems, and working towards compatibility and interoperability of Indian satellite navigation and augmentation signals with other GNSS/SBAS signals. Another aim is to promote Indian industry and academia to carry out research and development activities in the field of satellite navigation based applications with emphasis on societal benefits. There is also a need to work towards facilitating global usage of Indian satellite navigation and augmentation systems, the DoS said in the draft.
