<keyword id="46431" type="CITY" weightage="20" keywordseo="India-Inc">India Inc</keyword>’s big business houses that secured huge loans from state-run banks post but defaulted on repayments or escaped by restricting the loans will now remain under an all-time scanner of India’s <keyword id="6354889" type="ORGANIZATION" weightage="20" keywordseo="Central-Bureau-of-Investigation">Central Bureau of Investigation</keyword> (CBI). The agency, which is so far known for its criminal investigation, might soon become the default lead investigator of frauds by India’s big-ticket corporates. An Economic Times report stated that after recently being asked by the <keyword id="156153" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-Finance">Ministry of Finance</keyword> to investigate the top 10 cases of default in which fraud is suspected at the government banks, CBI officials have sought broader powers. Currently, the probe agency have to cross many obstacles when it comes to gathering info and conducting raids in the big bank fraud cases it's probing. 

	The financial daily further stated that this is the reason why it wants the central government to specify the offences or categories of such infringements that need to be investigated under Section 3 of the Delhi Special Police Establishment Act.
 This change might be implemented by the government through a gazette notification. Besides being notified as the main investigator for such cases, CBI wants chief vigilance officers (<keyword id="52113" type="ORGANIZATION" weightage="20" keywordseo="CVO">CVO</keyword>s) at state-run banks to be appointed as nodal officers. At present, the bank CVO has to refer any purported fraud to the <keyword id="55819" type="ORGANIZATION" weightage="20" keywordseo="Central-Vigilance-Commission">Central Vigilance Commission</keyword> (CVC), which then asks CBI to probe the case. 

	The CBI enjoys the freedom to take up the case or refuse it by stating that the fraud is of a low amount and can be probed by the economic offences wing of the state police. A CBI official told ET that with this amendment to the Delhi Special Police Establishment (DSPE) Act, the investigative agency can directly pick up high-value cases. In return, this will speed up the investigation and will also result in better coordination between banks and the CBI.
 Currently, the CBI is probing a loan obtained by the defunct Kingfisher Airlines from <keyword id="6357560" type="CITY" weightage="20" keywordseo="IDBI-Bank">IDBI Bank</keyword> in 2009. The KFA had already missed repayments on borrowings worth Rs 7,500 crore to a consortium of 17 banks led by <keyword id="6354731" type="CITY" weightage="20" keywordseo="State-Bank-Of-India">State Bank of India</keyword> (SBI).

CBI doesn’t need anyone’s permission to investigate corporate frauds

Ratan Tata-backed energy distribution startup <keyword id="1598562" type="General" weightage="100" keywordseo="repos" source="Orion">Repos</keyword> is expected to grow by close to three-fold to Rs 185 crore in the current fiscal on account of increased traction for its service among business-to-business clients, a top official of the firm said. <keyword id="8449067" type="General" weightage="20" keywordseo="repos-energy" source="Orion">Repos Energy</keyword> founder and CVO Aditi Bhosale Walunj told PTI at the Auto Expo 2023 that the company is in the process of raising Rs 300 crore to fund expansion of business across India as well as a platform to offer carbon-neutral fuels such as ethanol and electric vehicle chargers. "We have been fortunate enough to have Mr Ratan Tata as our initial investor. Last fiscal year we did business of Rs 65 crore. Our business has been growing multifold. This fiscal we expect our top line to be around Rs 185 crore," Walunj said. She said that the company's fuel distribution platform is mainly built around the delivery of diesel but it is now adding new fuels to the platforms to make it available at the doorsteps of end consumers with the help of technology. "Like ATMs, we are providing mobile fuel stations. It is helpful for enterprises to get fuel at the doorstep, check fuel theft, monitor fuel consumption etc. We are now present in 280 cities across India where we have deployed over 2,000 mobile fuel stations. Now we are in the process of raising Rs 300 crore which we will use to further expand our presence and develop technology for the distribution of carbon neutral fuels," Walunj said. Ratan Tata-backed Repos expects to grow three-fold this fiscal to ₹185 cr; raise ₹300 cr

<ul><li>Shouting or screaming is common, especially by <keyword id="636696" type="General" weightage="20" keywordseo="team-leaders" source="Orion">team leaders</keyword> in the sales function, which is a high pressure job, says Varada Pendse, an independent HR consultant. </li><li>Startups and their founders who chase fast growth are also proponents of a fashionable hustle culture that’s often dangerously close to abuse and toxicity. </li><li><keyword id="530113" type="General" weightage="20" keywordseo="hr-experts" source="Orion">HR experts</keyword> point out that the current law is also weak on harassment. </li></ul>A recent video of an HDFC Bank employee abusing his juniors on video call, went viral on social media. Enraged reactions have been pouring in since then with concerns being raised about lack of decorum, crazy targets set for employees and the overall work culture of an organisation. In the above case, HDFC Bank has <a href="https://twitter.com/HDFCBank_Cares/status/1665702138532757515?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1665702138532757515%7Ctwgr%5Ec242fb2427aa9cd56556f5d073e69e60398b1a1b%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.hindustantimes.com%2Findia-news%2Fhdfc-suspends-employee-after-video-of-him-abusing-co-workers-goes-viral-101685975962799.html">suspended the employee</a>, and initiated an investigation. “We at HDFC Bank have a zero tolerance policy for any form of misconduct at the workplace and firmly believe in treating all our employees with dignity and respect,” the bank said in a statement. While the vile screaming in the video has shocked many, HR (human resource) experts are not surprised and in fact say that it’s common across companies. “Workplace toxicity is not a rarity,” says Kamal Karanth, co-founder, Xpheno, a specialist staffing company, adding that toxicity manifests itself in different forms across teams and individuals — across sectors, not just banks. Varada Pendse, an independent HR consultant agrees that screaming is common, especially by team leaders in the sales function, which is a high pressure job with specific deliverables. “Berating employees, abusing and shouting is very standard. The usage of a four-letter word is also very consistent,” she adds. Yet another employee of a private bank that Business Insider spoke to alleges impossible targets which result in work hours that extend to 18 hours sometimes. Whose toxicity is it, anyway? Sales function, especially in banks and insurance companies, is a job of extensive pressures — and team leaders are mostly transferring the stress they feel from their seniors, to others down below. Most salespeople are high achievers who are also used to the culture of a toxic environment — and it has a cascading effect on the behaviour of the entire team. “They believe that it can give them results,” Pendse explains. Also, sales which is the lifeline of any organisation — is also a function where effort need not necessarily match the result. “If there is a role based on activity and not outcome there is a problem. A person may be working 10-15 hours a day, but the outcome may not necessarily reflect the activity,” explains A Balasubramanian, VP and business head at TeamLease Services. Experts believe that there are better ways in which management can motivate employees without passing on the heat they receive to their juniors. “If they can break it down into actionables that the juniors can absorb and execute it is great, otherwise it leads to such situations,” says Balasubramanian on the HDFC Bank viral video. Karanth says that startups and their founders who chase extensive growth in a short period of time —- are also proponents of a fashionable hustle culture. “It also rides dangerously close to abuse and toxicity. Good instructions empower individuals and their work, while abuse is debilitating. The thin line between instructions and abuse is hence the individual's intent behind the action,” he adds. From complaints box to social media Most organisations, be it large banks or even small firms, have HR policy that addresses most issues employees face at work. In most cases, complaints are encouraged. HR experts however say that the current law is also weak on harassment as such. “While there are provisions under the IPC for sexual harassment, there are no direct provisions for workplace abuse and harassment of non-sexual nature,” said Karanth. He adds that employees do have the right to invoke provisions related to defamation, slander, intentional use of abusive language, criminal intimidation etc. “When internal enterprise systems fail to hear and act against abuse, employees do have their individual right to seek civil or criminal action,” says Karanth. Pratik Vaidya, MD &amp; CVO, Karma Global, a staffing &amp; compliance organisation says that it’s necessary to have a workplace redressal committee within the organisation. “Generally, big organisations do have such a committee. The employee can approach the HR and complain of misconduct of the colleague and that can be recorded,” he added. The best way to tackle this problem is that the top management should guide team leaders to be more empathetic, according to Pendse. “The palate is shifting and the pandemic has changed the extent of resilience in people,” she explains.

Workplace toxicity is common but not enough gets recorded, say HR veterans

New Delhi, Apr 1 () The executive directors of the erstwhile Oriental Bank of Commerce and United Bank of India -- Vijay Dube and Sanjay Kumar -- have taken charge as the executive directors of Punjab National Bank (PNB) with effect from Wednesday. PNB, which has now become the country's second-largest lender after amalgamating OBC and UBI into itself, on Wednesday informed about the charges assumed by Dube and Kumar. On March 18, PNB had informed about appointments of Dube and Kumar as the executive directors of the bank with effect from Wednesday until October 31, 2021, and September 19, 2021, respectively. "Vijay Dube and Sanjay Kumar have assumed the office of executive director of Punjab National Bank on April 1, 2020," PNB said in a regulatory filing. Dube holds Masters Degree in Business Administration from FMS Delhi, University of Delhi, and a Post-Graduate in Statistics from Lucknow University, besides being a Certified Member of Indian Institute of Bankers. He has more than 34 years of banking experience and he has also served as CVO of erstwhile State Bank of Mysore, CVO of IFCI with additional charge of Oriental Insurance Company Ltd. Kumar, is an M.Sc. degree holder, who started his career in banking in United Bank of India in the year 1985 as Probationary Officer. Amalgamated PNB gets onboard Vijay Dube, Sanjay Kumar as executive directors

Robert Owen, a Welsh textile mill owner, social reformist, and labor activist, began advocating a shorter workday way back in 1817. “Eight hours labor, eight hours recreation, eight hours rest,” was his slogan. Back then workdays used to range from 10-16 hours, but it was only more than a century later that his ideas were adopted by Henry Ford, founder of Ford Motor Company. His factories in the US were some of the first workplaces to introduce a 40-hour 5 day workweek. It was in 1956 that the then US vice president Richard Nixon predicted a 4-day workweek in the ‘not too distant future.’ But it was only 54 years later in 2019 that Microsoft trialed a 4-day workweek in their Japan office with no loss in pay and claimed that productivity went up by just under 40%. In the largest ever experiment of its kind, 33 companies in the US adopted a 4-day workweek in February 2022. Companies in the program reported increased revenue and improved employee health and well-being, and after its success, 100 other companies are implementing the same approach. <cmsannotation type="cmsannotation" annotationid="The pros and cons of a 4-day workweek" comment="subhead2" text="The pros and cons of a 4-day workweek">The pros and cons of a 4-day workweek</cmsannotation> Here, one may look at the advantages and disadvantages of a 4-day workweek. “A 4-day workweek would help employees save time and money on transportation. They'll also enjoy long weekends with friends and family,” says Sumit Sabharwal, CEO of TeamLease HRtech. Consumer major Unilever in New Zealand has experimented with a 4-day workweek trial. The trial was run from December 2020 to June 2022, one of the world’s most rigorous trials of the 4-day workweek. “All employees participated in the trial which measured success through online surveys, business results and in-depth interviews with team members as well as external stakeholders. The results demonstrate encouraging benefits of the 4-day workweek across financial, cultural, and operational measures – including growth, productivity, staff wellbeing &amp; engagement,” says Anish Singh, Head, HR Unilever Australia and New Zealand. Singh stresses on the multiple benefits of a 4-day workweek- namely improved mental health, reduced stress levels, increased employee morale, higher productivity, decreased absenteeism and attracting and retaining top talent. Saraf Furniture, a solid wood furniture player, announced its new 4-week work policy on January 01, 2023. Raghunandan Saraf, Founder, and CEO, Saraf Furniture says that the policy allows employees to have more free time for personal and family activities. Also, longer work hours and work-life imbalance can lead to burnout and stress. A shorter work week helps reduce these issues. “On the flipside, looking at the present scenario in India, most employees work for around 8-10 hours per day. However, setting a mandatory 12-hour work day in a 4-day work week might end up putting additional pressure on the employees. As burnouts are on the rise, the 4-day week may not be sufficient to compensate for a longer working day,” says Anjali Raghuvanshi, Chief People Officer, Randstad India, a recruitment agency. Agrees Ankita sen, Head HR, Powerplay, a construction management app, “I believe this can even have a counter effect on some people who may feel stressed to complete tasks of the week within four days.” Pratik Vaidya, MD &amp; Chief Visionary Officer (CVO), Karma Global, a tech-enabled HR &amp; Compliance Organisation, also feels that a 4-day workweek will make employees less productive and since they will have longer working hours and will affect their mind and body. <cmsannotation type="cmsannotation" annotationid="Will a 4-day workweek work in India?" comment="subhead2" text="Will a 4-day workweek work in India?">Will a 4-day workweek work in India?</cmsannotation> This brings us to the question- will a 4-day workweek work in India? Singh feels that it depends on various factors including the industry, cultural and economic factors, and employee preferences. In some industries and sectors, the traditional 5-day workweek may still be the norm, whereas in others, the 4-day workweek could be seen as a more flexible and attractive option. “Ultimately, the feasibility and success of a 4-day workweek would depend on the specific needs and priorities of the business and its employees, as well as the willingness to adapt and make necessary changes to accommodate the new schedule. Likely this concept will work more on office-based employees and sales functions and will have challenges in factories,” he says. Sandesha Jaitapkar, COO and CHRO, Artha Group, which operates in the energy and entrepreneurial sectors, has an interesting take on this. She says that when COVID hit in 2020, New Zealand was a country that dealt with the aftermath relatively better than other countries. There was a debate about how Jacinda Ardern was an incredible head of state based on her response and actions to COVID; and how other countries, including India, should measure up to such standards. The problem with this and such comparisons is the ignorance of the sheer difference in demographic, policy, and many other factors, making it simply not such a good comparison. “While there exist countries for which the 4-day workweek structure works incredibly, India isn’t a country that’s ready for it just yet. The kind of economy and the work outsourced to us are significantly different and incomparable to other first-world nations, making this not a feasible model for us. The mentality of Indian corporate hierarchies and management wouldn’t be in line with such a structure, thereby negatively hampering the overall productivity of an organization and a person,” she adds. In fact, implementing a 4-day workweek in India would violate the new labour codes that came into effect from July 1, 2022. According to Reetika Arora, head, HR and compliance, Compliance Hawks, a company that provides advisory and regulatory compliance support services, the minimum requirement in India is 48 hours of work per week and switching to a 4-day workweek would mean working 12 hours per day, which might not be feasible in the majority of sectors like manufacturing, FMCG, healthcare, consulting etc. In addition, all the establishments covered under Factories Act 1948, cannot ask employees to work more than 9 hours per day. In such cases, the wages for overtime must be double the actual rate. <cmsannotation type="cmsannotation" annotationid="Flexible working options" comment="subhead2" text="Flexible working options">Flexible working options</cmsannotation> While a four-day workweek may not be feasible in India, many companies are recognizing the need to offer employees more flexible working options. “Instead of looking at a 4-day workweek, companies need to keep in mind that the needs of every employee are going to be different and therefore organizations need to create a band of flexibility with respect to work hours and work rhythms. Any kind of such approach should also be aligned to the business goals of the organization,” says Shabbir Merchant, Chief Value Creator, Valulead Consulting, a leadership development consulting firm. He says that the 4-day workweek has come as an antithesis to Jack Ma’s controversial 996 approach which refers to working from 9am to 9pm 6 days a week. According to him, organizations would be better served to adopt the 8585 approach which says that -’get your employees to work 8 hours of productive work 5 days a week, ensure that they are getting 8 hours of good sleep and also have your employees focus on 5 other life priorities apart from work.’ Some companies are also looking at options like one or two Fridays off every month, which is somewhat of a mid-way approach but may be more doable. Many companies are already adopting flexible working models. <a href="https://www.linkedin.com/in/joseph-fernandes/?originalSubdomain=in">Joseph Fernandes</a>, Senior Vice President Human Resources, Mastercard, says, “ We have introduced an option for employees to work from a different location than their home bases for up to four calendar weeks per year. We have also implemented weekly flex timing, enabling employees to take time off every week to focus on their learning and well-being.” Ritesh Kumar, Country Lead, Wiley India, a books and e-solutions publisher, says that they have a tradition of more flexibility on Fridays throughout the year to allow their people to prioritize their personal development and passion projects alongside impactful work. Also, to begin with, a 5-day workweek could most definitely be a great start in the right direction. “While our country consists of organizations that follow anything from 5-day to 6-day models based on their respective work cycles, we are headed towards standardizing the 5-day workweek model. It’s important to iterate that none of these models are ‘right’ or ‘wrong,’ but their application heavily and rightly depends on the organization’s needs,” says Jaitapkar. So, while most of us might not be lucky to have 52 extended weekends in a year, one may expect more flexibility in their work lives going ahead. And it has been proven that it will be a win-win situation both for employees and the organization. New Delhi, Dec 2 () The government has received over 60 complaints against the managing director of state-owned Ferro Scrap Nigam Ltd (FSNL) for allegedly terminating whistleblowers, practising caste-based discrimination and violating rules, Parliament was informed on Monday.
 "The government has received a total number of 62 complaints against managing director, Ferro Scrap Nigam Ltd, on various allegations during the last three years and the current year for alleged termination/removal of whistleblowers, caste-based discrimination, unfair practices, irregularities, malpractices, violation of rules," Steel Minister Dharmendra Pradhan said in a reply to a question in the Lok Sabha.
 He further said a whistleblower can make complaints under the Public Interest Disclosure and Protection of Informer Resolution/ Whistleblower Mechanism of the Government of India.
 "Any employee of FSNL can also make disclosures/complaints under the whistleblower policy of FSNL to the chairman of the audit committee of the board of FSNL... (and) all such complaints are dealt as per the provisions of conduct, discipline and appeals rules (CDA Rules) and works standing orders of FSNL and vigilance manual as well as the Government of India instructions on the subject," the minister added.
 In a separate reply, Pradhan said the complaints received by the government are forwarded for examination and comments of chief vigilance officer of FSNL, who in turn ascertains the factual position and report on such complaint from the vigilance officer.
 After perusal of the same, CVO submits comments and conclusions to the ministry.

Govt receives over 60 complaints against state-owned FSNL's MD

The central government will ask all ministries if one <keyword id="84569" type="POSITION" weightage="80" keywordseo="chief-vigilance-officer">Chief Vigilance Officer</keyword> (CVO) can take care of two or more organizations as it is planning to cut down on the number of such officers in <keyword id="182472" type="CITY" weightage="80" keywordseo="Public-sector-enterprises">Public Sector Enterprises</keyword> (PSEs). The <keyword id="185360" type="ORGANIZATION" weightage="80" keywordseo="department-of-personnel-and-training">Department of Personnel and Training</keyword> (DoPT) also wants the ministries to review extra pay, incentives, pay structure and allowances to <keyword id="1011997" type="UNKNOWN" weightage="60" keywordseo="CVOs">CVOs</keyword> in the government undertakings, reported PTI. A letter seeking details about CVOs has been sent by DoPT to the <keyword id="55819" type="ORGANIZATION" weightage="60" keywordseo="Central-Vigilance-Commission">Central Vigilance Commission</keyword>, which would forward it to all the ministries. 

	The ministries have been asked if a full-time CVO was required in organisations under their administrative control and give their opinion if the post of CVO of two or more organisations can be clubbed together. 
 

	The ministries, who have asked to submit their response in 15 days, were also asked to furnish details about their staff strength, the volume of vigilance work in the PSEs and also their turnover in the last five years. 
 There are 297 PSEs--234 operating and 56 non-operating. Seven public sector undertakings belong to insurance and <keyword id="34507" type="UNKNOWN" weightage="80" keywordseo="banking-sector">banking sector</keyword>. 

	The ministries have also been asked to suggest if they wanted the post of CVOs to be continued at the current level, upgraded or downgraded or abolished in tune with the workload and requirement of vigilance-related matters.

'I don't think so, darling': Donald Trump dismisses woman defending illegal immigration

But in fact it's real: In 1983, Leon Brittan, the former Home Secretary and member of Margaret Thatcher's cabinet, was handed a 40-page dossier naming eight senior civil servants and politicians who were allegedly involved in a secret ring of pedophiles.

Thirty years later, the <a href="http://www.dailymail.co.uk/news/article-2678576/Leon-Brittans-faulty-memory-ticking-timebomb-shake-Westminster-Tory-peer-faces-questions-1980s-files-complied-MP-Geoffrey-Dickens-Westminster-paedophile-ring.html">now-Lord Brittan is facing some uncomfortable questions about what happened to the dossier</a>. Since its disappearance, one member of parliament - the late Cyril Smith - has been unveiled as a lifelong child abuser. Another government official, Sir Peter Hayman KCMG, CVO, MBE, was Her Majesty's High Commissioner to Canada from 1970 and 1974. He had also held posts in the Ministry of Defence and NATO. <a href="http://en.wikipedia.org/wiki/Peter_Hayman_%28diplomat%29">He died in 1992, but not before being named a decade earlier as a pedophile in the House of Commons</a>.
Yesterday, Brittan said that the dossier was worthy of investigation and he had handed it to the Attorney general's department, <a href="http://www.dailymail.co.uk/news/article-2678576/Leon-Brittans-faulty-memory-ticking-timebomb-shake-Westminster-Tory-peer-faces-questions-1980s-files-complied-MP-Geoffrey-Dickens-Westminster-paedophile-ring.html">the Daily Mail reports</a>.
The dossier was created by Conservative MP Geoffrey Dickens, who died in 1995. Back in '83, Dickens claimed that he had given the names of eight people to the Director of Public Prosecutions. He told the Express: "I've got eight names of big people, really important names, public figures."

As I recall, [Mr Dickens] came to my room at the Home Office with a substantial bundle of papers. As is normal practice, my private secretary would have been present at the meeting.
I told Mr Dickens that I would ensure that the papers were looked at carefully by the Home Office and acted on as necessary. Following the meeting, I asked my officials to look carefully at the material contained in the papers provided and report back to me if they considered that any action needed to be taken by the Home Office.
In addition, I asked my officials to consider a referral to another government department, such as the Attorney General's department, if that was appropriate. This was the normal procedure for handling material presented to the Home Secretary. I do not recall being contacted further about these matters by Home Office officials or by Mr Dickens or by anyone else.'
In March 1984, Brittan wrote to Dickens to update him on the dossier, <a href="http://www.dailymail.co.uk/news/article-2678576/Leon-Brittans-faulty-memory-ticking-timebomb-shake-Westminster-Tory-peer-faces-questions-1980s-files-complied-MP-Geoffrey-Dickens-Westminster-paedophile-ring.html">the Mail continues</a>:
You drew my attention to a number of allegations concerning pedophilia when you called here on November 23 and in subsequent letters.
I am now able to tell you that, in general terms, the view of the Director of Public Prosecutions is that two of the letters you forwarded could form the basis for inquiries by the police and they are now being passed to the appropriate authorities.
And that was pretty much the last anyone ever heard of the papers.
But now Labour MP <a href="http://www.bbc.co.uk/news/uk-politics-28125537">Simon Danczuk, who exposed Cyril Smith, is calling for a full "Hillsborough"-style inquiry</a> into the fate of the dossier. One hundred and twenty MPs have backed the call. (Hillsborough a reference to a recent inquiry into the deaths of 98 soccer fans at the Hillsborough stadium in 1989, which revealed a years-long coverup of incompetence by the local police.)
Today, <a href="http://www.dailymail.co.uk/news/article-2679127/Clegg-rejects-calls-Hillsborough-style-inquiry-historic-child-sex-abuse-despite-mounting-anger-disappearance-bombshell-Westminster-paedophile-dossier.html">Deputy Prime Minister Nick Clegg said there was no need for such an inquiry,</a> and noted that the police were looking into it as a regular criminal investigation.
