US Navy's top admiral enters quarantine after potential exposure to coronavirus

<ul class="summary-list"><li>US Navy Chief of Naval Operations Adm. Mike Gilday tweeted Tuesday afternoon that his staff is crafting an order to end the display of the <keyword id="2913768" type="PERSON" weightage="60" keywordseo="Confederate-flag">Confederate flag</keyword> in public and work areas on bases, ships, aircraft, and submarines.</li><li>The move follows a similar decision by the Marine Corps, which said last Friday that "the Confederate battle flag has all too often been co-opted by violent extremist and racist groups whose divisive beliefs have no place in our Corps."</li><li>As the Navy and Marine Corps move against the stars and bars, the Army says it is open to renaming military installations named after Confederate military leaders.</li></ul><p>The US Navy is preparing to prohibit the display of the Confederate battle flag in all public and work areas on bases, ships, aircraft, and submarines, Chief of Naval Operations Adm. Mike Gilday said Tuesday afternoon.</p><p>The CNO tweeted that an order is in the works, adding that the order is intended to "ensure unit cohesion, preserve good order and discipline, and uphold the Navy's core values of honor, courage, and commitment."</p><p>It is unclear how the order will be implemented, if at all, with regard to private spaces like lockers and beds where sailors store possessions and often display posters or keep-sakes.</p><p>The Navy's move follows a Marine Corps decision last Friday to <keyword id="6354651" type="PERSON" weightage="60" keywordseo="ban">ban</keyword> the display of the Confederate battle flag, a banner sometimes referred to as the stars and bars and flown during the civil war by those who rose up against their country in defense of slavery.</p><p>"The Confederate battle flag has all too often been co-opted by violent extremist and racist groups whose divisive beliefs have no place in our Corps," <a href="https://www.businessinsider.com/marine-corps-bans-confederate-battle-flag-military-bases-2020-6">the Corps said in a statement</a>.</p><p>"Our history as a nation, and events like the violence in Charlottesville in 2017, highlight the divisiveness the use of the Confederate battle flag has had on our society."</p><p>Marine Corps commandant Gen. David Berger said in April that he is "mindful that many people believe that flag to be a symbol of heritage or regional pride."</p><p>At the same time, he is also very aware "of the feelings of pain and rejection of those who inherited the cultural memory and present effects of the scourge of slavery in our country."</p><p>The Navy's decision also comes as Army leadership, breaking away from its previous position, says that it is open to discussing renaming military bases bearing the names of Confederate military leaders, such as Fort Pickett in Virginia, among others.</p><p>The military's moves follow weeks of nationwide unrest and protests in response to the death of George Floyd, a Black man who died after a white police officer knelt on his neck for nearly nine minutes. His death has sparked calls across the country for an end to police brutality and racial injustice.</p>

US Navy to ban Confederate battle flag from all of its bases, ships, aircraft, and submarines

There is obvious electrical damage to the ship. There is structural damage to the ship. The fire, which is suspected to have started in a lower vehicle storage area, triggered several explosions as it tore through the ship.</p><p>Gilday wrote in his summary that although the firefighting response was immediate, a wind that swept through the vessel, which has been in maintenance for the past couple of years, and several explosions caused the situation to spiral out of control.</p><p>The fire, he said, spread "quickly up elevator shafts, engine exhaust stacks, and through berthing and other compartments where combustible material was present."</p><p><div type="image" title="Firefighters battle a fire aboard the US Navy amphibious assault ship USS Bonhomme Richard" height="563" width="1000" msid="77117072" hostid="261"></div></p><p><a href="https://www.businessinsider.com/hundreds-of-sailors-fighting-uss-bonhomme-richard-fire-2020-7">Hundreds of sailors and federal firefighters battled the burning warship</a> for over four days before the fires were finally out. In certain places, the fire was burning at temperatures in excess of 1,000 degrees.</p><p>During the intense fight, firefighters hit the ship with hoses, and helicopters dropped more than 1,500 buckets of waters on the flames. The amphib actually took on so much water that it began listing to one side in port.</p><p>"There were Sailors from across the San Diego waterfront who responded to this fire — hundreds of them; many without receiving direction to do so," Gilday said in his summary, revealing that many Bonhomme Richard sailors who helped fight the fire "had to be ordered … and re-ordered … to go home at some point and get some rest."</p><p>More than 60 people suffered injuries, primarily heat exhaustion and smoke inhalation.</p><p><div type="image" title="Firefighters battle a fire aboard the US Navy amphibious assault ship USS Bonhomme Richard" height="666" width="1000" msid="77117074" hostid="261"></div></p><p>In the early stages of the fight, the Navy expressed optimism that the ship could be saved, but on Friday, Gilday hinted that it might not be worth it to repair the ship, which was first commissioned in the late 1990s.</p><p>"I am 100% confident that our defense industry can put this ship back to sea," he said. "But having said that, the question is should we make that investment in a 22-year-old ship. In fact, it just commissioned the new USS Tripoli last week.</p><p>"You're not going to fix it," retired US Navy Capt. Earle Yerger, the former commander of the amphibious assault ship USS Bataan <a href="https://www.businessinsider.com/hundreds-of-sailors-fighting-uss-bonhomme-richard-fire-2020-7">told Insider recently</a>, adding that the ship's future probably involved being towed out and sunk to a "deep point in the ocean."</p><p>"Build a new America-class and call it a day," he said. "Just let it go."</p>

John Richardson, the 31st CNO.</p></div><p></p></div></div>Speaking at a Center for New American Security <a href="http://conference.cnas.org/live/" target="_blank">conference on Monday</a>, Chief of Naval Operations Admiral John Richardson explained why china's DF-21D "Carrier Killer" anti-ship ballistic missile isn't all it's cracked up to be.</p><p>The <a href="http://www.businessinsider.com/chinas-growing-military-power-may-make-us-aircraft-carriers-obsolete-2015-10" target="_blank">DF-21D</a>, an indigenously created, percision-guided missile capable of sinking a US aircraft carrier in a single shot, has a phenomenal range of up to 810 nautical miles, while US carriers longest range planes can only travel about 550 miles away.</p><p>Therefore, on paper, the Chinese <a href="http://www.businessinsider.com/the-age-of-aircraft-carriers-could-be-coming-to-an-end-2016-5" target="_blank">can deny aircraft carriers the luxury of wading off their shores</a> and forcing them to operate outside their effective range. But Richardson contested that notion.</p><p>"I think there is this long-range precision strike capability, certainly," Richardson acknowledged. However, "A2/AD (anti-access/area-denial) is sort of an aspiration. John Richardson said Wednesday that the "the carrier is going to be a viable force element for the foreseeable future."</li><li>He said that the US carrier fleet is adapting - far and away the world's most powerful naval force - is adapting to meet threats from rivals like China, who are talking openly of sinking them.</li><li>The admiral emphasized that carriers are hard to kill, calling them the "most survivable airfield."</li></ul><p>US aircraft carriers are a "tremendous expression of US national power," and that makes them a target for adversarial powers, the US Navy's top admiral said Wednesday.</p><p>"The big thing that is occupying our minds right now is the advent of long-range precision weapons, whether those are land-based ballistic missiles, coastal <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">defense</keyword> cruise missiles, you name it," Chief of Naval Operations Adm. John Richardson explained at the Atlantic Council, adding that the systems wielded by adversaries are "becoming more capable."</p><p>Chinese media has, as of late, been hyping its DF-26 ballistic missiles, so-called "carrier killer" threats reportedly able to hit targets as far as 3,500 miles away. <a href="https://www.businessinsider.com/chinas-df-26-video-shows-carrier-killer-should-worry-the-us-navy-2019-1">China released footage</a> of the Chinese military test-firing the missile last month.</p><p>The purpose is to send "<span>a clear message to the US about China's growing missile capability, and that it can hold at risk US strategic assets, such as carriers and bases," Adam Ni, a China researcher at Macquarie University in Sydney, recently <a href="https://www.scmp.com/news/china/military/article/2183972/china-releases-footage-guam-killer-df-26-ballistic-missile-clear">told</a> the South China Morning Post.</span></p><p><span>"</span>There's two sides, an offensive part and a defensive part," Richardson said Wednesday, stressing that the Navy's carriers are adapting to the new threats. "The advent of some of new technologies, particularly directed energy technologies coupled with the<span>  </span>emerging power generation capabilities on carriers, is going to make them a much much more difficult target to hit."</p><p>Speaking to the crew of the new supercarrier USS Gerald R. Ford Tuesday, CNO said, "<span>You are going to be able to host a whole cadre of weapons that right now we can just start to dream about. We're talking about electric weapons, high energy laser, high-powered microwave [and] very, very capable radars."</span></p><p><span>The expensive $13 billion carrier is expected to be deployed in the next few years.</span></p><p><span>"</span>Rather than expressing the carrier as uniquely vulnerable, I would say it is the most survivable airfield within the field of fire," Richardson said Wednesday in response to questions about carrier vulnerability. "This is an airfield that can move 720 miles a day that has tremendous self-defense capabilities."</p><p>"If you think about the sequence of events that has to emerge to be able to target and hit something that can move that much, and each step in that chain of events can be disrupted from the sensing part all the way back to the homing part, it's the most survivable airfield in the area," he said.</p><p>Richardson argued that the carrier is less vulnerable now than at anytime since World War II, when the US Navy was putting carriers in action and those carriers were in combat taking hits. Aircraft aircraft carriers 'are the most survivable airfield' and they may soon be even harder to kill, top Navy admiral says

So we have Aegis Ashore in Romania, I think that that capability makes a tremendous statement [to Russia]," said Richardson.</span></p><p><span>The US's missile defenses in Europe have consistently been discussed as measures to counter threats from Iran, but Russia has consistently argued that the US installed these systems to help wage war against Moscow. Richardson seemed to confirm the site in Romania had some utility in a fight against Russia. Let's just be biased towards making it easy," Richardson said in calling for a treaty on behavior at sea. </span></p><p><span>Ultimately, Richardson said that once rules are agreed upon between the US and China, it's on the US to strongly enforce those rules. </span></p><p><span>"Just putting some of these enforcement mechanisms in so it makes it harder to play fast and loose with the rules. But you've got to make a move to enforce those things. Navy chief says the US needs to hit first and get 'muscular' with Russian and Chinese ships

<p><table class="image-container float_right" width="200"><tr><td><div class="image"></div><p class="source">Getty Images</p></td></tr></table>Mandiant's <a href="http://intelreport.mandiant.com/">big report</a> on Chinese hacking offers a fascinating look at<span style="font-size: 15px; line-height: 1.5em;"> one of the most secretive arms of the Chinese <keyword id="6359526" type="COMPANY" weightage="60" keywordseo="Military">military</keyword>.</span></p>
<p>The hacker military arm falls within <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword>'s Signals Intelligence, or "SigInt," and Computer Network Operations (CNO) division of the People's Liberation Army 3rd Department, 2nd Bureau. The unit resides and operates inside a 130,663 sq. ft. campus-like facility, and contains possibly "thousands" of people, to include self-contained support elements.</p>
<p><span>China selects their CNO operators according to two general proficiencies: working knowledge of the English language, to include use of "slang," and expert comprehensive knowledge in one of five known "areas of expertise."</span></p>

<p>Mandiant reports that the espionage unit recruits from "Science and Engineering departments of universities such as Harbin Institute of Technology and Zhejiang University School of Computer Science and Technology."</p>
<p><span style="font-size: 15px; line-height: 1.5em;">From the report:</span></p>
<p style="padding-left: 30px;">Given the volume, duration and type of attack activity we have observed, APT1 operators would need to be directly supported by linguists, open source researchers, malware authors, industry experts who translate task requests from requestors to the operators, and people who then transmit stolen information to the requestors.</p>
<p style="padding-left: 30px;">APT1 would also need a sizable IT staff dedicated to acquiring and maintaining computer equipment, people who handle finances, facility management, and logistics (e.g., shipping).</p>
<p>Not only is every need of the unit anticipated — to include even a kindergarten — but China's leading fiber optics company China-Telecom has provided the unit with cutting edge infrastructure and maintenance in support of operations.</p>
<p>Finally, scariest of all: <a href="http://www.cnn.com/2012/11/25/world/asia/china-ivy-league-admission">American universities</a> may serve as a pipeline for espionage on American companies. Chinese foreign enrollment exploded, doubling from 2007 numbers, to approximately 130,000 in 2011/12 academic year.</p>
<p>Not only is citizenship in the U.S. notoriously difficult to attain, but the current job market has seen better days, leading many English and IT-proficient graduates to seek work in China, possibly with Unit 61398.</p>
