The central government may also share the CET merit list with states for state government jobs on a cost-sharing basis. The NRA will be a society registered under the Societies Registration Act, 1860 and government will be doling out ₹1,517.57 crore to set it up. However, it estimates that it will be able to save around ₹600 crore per annum under the new system — breaking even in around three years. How will CET work? The CET serves as an entrance exam. It’s a first level test to shortlist candidates for a particular post. The scores of the test will remain valid for three years and can be used to apply for jobs across the government spectrum. Each person will have two additional chances to improve their scores, and only the best of all scores will be taken into final consideration. "There are 1.25 lakh vacancies every year in Group B and C for Railways, banks and SSC for which 2.5 crore to 3 crore people apply," said Chandramouli. What will CET achieve? According to the Indian government, the CET is aimed at solving problems for the candidates. From the varying schedules of different exams to their different application processes, the CET will simplify the entire ecosystem. By bringing all the exams under one umbrella, It will also address the infrastructure shortage that creates scope for malpractice, said Chandramouli. One exam will also mean just a one-time payment of exams fees instead of shelling out separate payments. Chandramouli pointed out that the CET will also enable job opportunities to reach rural areas for those candidates for whom travelling to testing centres, located mostly in urban centres, may not be possible or affordable. To remain accessible, the CET will also be available in multiple languages. For institutions, CET will standardise the process that could solve for the delay that occurs from time to time in the finalisation of results. The government asserts that the central test will shorten the overall cycle time of recruitment from the current 12 to 18 months. Cabinet approves creation of ‘National Recruitment Agency’ — Government and PSU bank job seekers will now have to clear a single central test

For the smooth conduct of exams, the government has extended a four-day quarantine relaxation for students and their parents or guardians from outside the state and country. Deputy Chief Minister and Minister of Higher Education Dr C N Ashwath Narayan told reporters that the government would take precautionary measures to conduct the CET as it did during the SSLC examination. His department said in a statement that 1.95 lakh students will write the CET exams at 120 places in 497 centres across the state. The Kannada Test for students from the border regions in neighbouring states will be held on August 1, Dr Narayan said. In Bengaluru City, 40,200 students will write CET in 83 centres. Thirty foreign students will also take the exam The Deputy Chief Minister said the department has taken all precautionary measures and has framed the Standard Operating Procedure (SOP) to conduct the exams. Thermal screening, wearing of masks and physical distance will be strictly followed. The exam centres will be sanitised two days prior to the exam dates. "The state government has also decided that those students who are tested positive for COVID-19 can also be given the opportunity to write the exam. However, there will be separate rooms arranged for them. Students who show symptoms of cough and cold will also be made to write the exam separately. Arrangements will be made for ambulances as well as transport facilities at all centres, he said. Bus transport has also been organised all over the state, he said Speaking about four-day quarantine relaxation for students Dr Narayan said there was no need to panic as they had undergone all kinds of tests in view of COVID-19. Dr Narayan said 188 students from border districts of neighbouring states will write the CET exam and they could do so at centres in border areas, not having to come to Bengaluru, as all arrangements had been made there The state government has decided to postpone the PG-CET and Diploma-CET exams as the final year exams are yet to be held for those students, he said. As scheduled, the PG-CET and Diploma-CET exams were to be held on August 8 and August 9, respectively. The fresh dates will be decided after the final year exams of the PG and Diploma courses will be held, Dr Narayan added. CET to be held in Karnataka on July 30 and 31

The <keyword id="7211777" type="UNKNOWN" weightage="20" keywordseo="Karnataka-Common-Entrance-Test">Karnataka Common Entrance Test</keyword> for various vocational courses, including engineering, is scheduled to be conducted on August 28 and 29. "The CET <keyword id="50799" type="PERSON" weightage="20" keywordseo="Exam">exam</keyword> will take place on August 28 and 29. The exam will be held on August 30 for candidates staying in border regions, he said. The Maths and <keyword id="6502723" type="COMPANY" weightage="20" keywordseo="Biology">Biology</keyword> exams will be held on the first day while Physics and Chemistry on the second. Narayan further said students will be required to score a minimum mark to clear the entrance test. On the admission to various science courses, Narayan said, "We are considering admitting science students into BSc degree courses through CET. If possible, from this year onwards." Karnataka Common Entrance Test for various vocational courses to be held on August 28 and 29

The test scores will be valid upto three years. </li><li>Finance Minister Nirmala Sitharaman has proposed to set up a test centre in every district to trim the recruitment process for jobs in the government departments and public banks. </li><li>The entrance test may also be viable for private jobs. </li></ul>Government job aspirants can breathe easy with one <keyword id="1121108" type="PERSON" weightage="20" keywordseo="common-eligibility-test">common eligibility test</keyword> (CET) for recruitment to non-gazetted posts. This is if the National Recruitment Agency (NRA) proposed by the Finance Minister Nirmala Sitharaman on Saturday (February 1), goes through. Sitharaman proposed to set up a test centre in every district to trim the recruitment process in government departments and public sector banks. “This places enormous burden on time, effort and cost of young people,” she commented on the current process. As per her proposal, job seekers will now have to take a common online exam and the scores will be valid upto three years - and can be used for notifications across companies over the years. However, the applicant can give three attempts to improve the score. In this case, the best of three scores obtained shall be considered for recruitment. The scorecard will be available to both the candidates and the recruitment agency. The move will benefit over 250 million aspirants who struggle with courses and test formats for 125,000 job postings across departments. Applicants can save on the fee needed to appear for multiple entrances. The entrance test can also be used by private sector recruiters. “The CET score can also be utilised by the private sector for consideration of eligible candidates other than those selected by government recruitment agencies, through an arrangement with NRA,” the government noted. According to the budget announcements, the government is likely to create 262,000 jobs by March next year. Meanwhile, separate CETs will also be formulated for recruitment of graduates and matric level students applying for non-technical posts. As of now, these posts are filled via Staff Selection Commission (SSC), Railway Recruitment Boards (RRBs) and Institute of Banking Personnel Selection (IBPS) exams. The government also plans to expand its 'Study in India' programme. <div class="KonaFilter image-container display-table float_right"><div><div class="image on-image">REUTERS/Alessandro GarofaloItalian prime minister Matteo Renzi faces a serious headache after the results of the stress test.</div></div></div>Monte dei Paschi di Siena, the stricken Italian lender, would be insolvent in less than three years under an "adverse scenario," <a href="http://www.eba.europa.eu/">according to the results of the latest bank stress test released by the European Banking Authority on Friday night.</a>The results of the stress tests showed that Monte dei Paschi had the biggest deterioration in its key capital ratio, the so-called fully loaded common equity tier one (CET1) ratio, which takes into account new regulations due to come into force in the near future.Monte dei Paschi's CET1 ratio fell by 14.51% against the previous test, leaving Italy's third largest lender with a ratio 0f -2.44%, suggesting that the bank would become insolvent in the event of a substantial economic shock over the next three years. The 14.5% fall was more than four times the average fall of around 3.4%.The EBA's much-anticipated stress test results shed light on the state of Europe's banking system, and illustrate just how much of a struggle Monte dei Paschi faces to ensure its future. While the poor performance doesn't come as a surprise - the bank was expected to be the worst performer by far - it does show just how huge the problems facing the world's oldest bank are.Unlike previous tests, Friday's stress tests don't give banks a pass or fail designation, and instead the EBA intends the results to be used by national banking regulators for the purpose of measuring and bolstering lenders' financial resilience. Should the test have included pass/fail marks, it is obvious the Monte dei Paschi would have failed by a substantial margin."Whilst we recognise the extensive capital raising done so far, this is not a clean bill of health," EBA chairman Andrea Enria said in a statement released along with the findings. "There remains work to do, which supervisors will undertake in the SREP (regulatory engagement) process."Monte de Paschi's abject performance comes just after the bank <a href="http://uk.businessinsider.com/italian-businessman-corrado-passera-attempts-to-rescue-monte-dei-paschi-di-siena-2016-7">managed to secure a last minute private sector rescue deal to recapitalise the bank.</a> The rescue offer is being led by JP Morgan and Italian lender Mediobanca, but is also being backed by a consortium of some of global finance's biggest names. Goldman Sachs, Citi, Santander, Credit Suisse, Deutsche Bank and Bank of America Merrill Lynch are all contributing to the deal.While Monte dei Paschi's board decided to approve the deal, they also rejected a rescue plan put forward by Italy's former industry minister and one of the country's move famous businessman, Corrado Passera, and backed by UBS.Passera's audacious rescue attempt came despite the fact that just over a week ago, Passera was, according to Reuters, <a href="http://uk.reuters.com/article/uk-italy-court-olivetti-idUKKCN0ZY1LA">sentenced "</a><a href="http://uk.reuters.com/article/uk-italy-court-olivetti-idUKKCN0ZY1LA">to a year and 11 months in jail on charges of complicity in manslaughter"</a> during a trial about the asbestos-related deaths of numerous workers at electronics group Olivetti between the 1960s and 1990s. Passera was the co-CEO of the company for roughly four years in the early to mid-1990s.Aside for Monte dei Paschi, Irish lender Allied Irish Bank had the second biggest fall in its fully loaded CET1 ratio. AIB's ratio fell from more than 13% at the last reading, to just 4.31% this year. The European bank stress test just revealed how awful things look for the world's oldest bank

New Delhi, Jul 3 () Private sector lender Axis Bank plans to raise up to Rs 50,000 crore through debt securities and equity share to maintain adequate level of capital for risk weighted assets and fund business growth. Under the proposal, Axis Bank will raise Rs 35,000 crore through debt securities in Indian or foreign currency, while Rs 15,000 crore to be raised through issuance of equity shares or securities convertible into equity shares, Axis Bank said in a regulatory filing. The board of bank has already approved the capital mop-up. The private sector lender said its annual general meeting (AGM) is to be held on July 31, 2020 and it will seek shareholders' approval for the proposals. The AGM will take place through video conferencing. Keeping in view the projections of the bank in domestic and overseas operations, it may need to raise additional funds in one or more tranches in Indian as well as overseas market in the form of capital to maintain desired capital to risk weighted assets ratio (CRAR) by issue of debt securities denominated in Indian rupees or any other permitted foreign currency, Axis Bank said. The debt securities, it said, can be through instruments like long term bonds, green bonds, masala bonds, optionally/compulsorily convertible debentures, and non-convertible debentures on a private placement basis, during the period of one year, from the date of passing of this special resolution. Axis Bank said the board of directors will seek to obtain permission of shareholders for borrowing/raising funds of "an amount not exceeding Rs 35,000 crore, on a private placement basis". The said limit of Rs 35,000 crores will be within the overall borrowing limit of Rs 2,00,000 crore as approved by the members in June 2018, it said. On the equity fund raise, it said the bank has grown consistently over the last several years. Since the last equity capital raised by the bank in 2019, the business of the lender has continued to grow across various business lines. Regulatory requirements for equity capital continue to increase with the adoption of Basel III requirements by the Reserve Bank of India. As on March 31, 2020, the bank's common equity Tier I (CET 1) ratio was 13.34 per cent. "Lending opportunities for the well capitalised banks continue to be strong, and the relative competitive position of the Bank in the sector continues to strengthen as well. "As macro-economic growth improves from current levels, to support the growth aspirations of the Bank, and to meet increasing regulatory requirements, it is important that the bank remains well-capitalised, with a strong CET 1 capital base," it said. In order to further strengthen CET 1 ratio and be well placed to deal with the COVID-impact on business from a position of strength, while ensuring that there is capital to support growth as the economy revives, the bank proposes to raise equity capital of not exceeding Rs 15,000 crore, it added. It said the board in the AGM will seek permission of members to create, offer, issue and allot with or without green shoe option, such number of equity shares, and/or equity shares through depository receipts, and/or securities convertible into equity shares or any other instrument or securities representing equity shares by way of a private placement, including qualified institutions placement (QIP). The CET, which involves physical and mental stressors, is one of the first tests officers must pass before they can continue the 13-week course that qualifies them to lead infantry platoons. Marine officials <a href="http://www.washingtonpost.com/news/checkpoint/wp/2014/10/03/three-women-pass-marine-corps-endurance-test-paving-way-for-possible-first-female-graduates-of-infantry-school/">told the</a> Washington Post that two female captains made it through, along with a female lieutenant who volunteered to retake the course after failing in July.
In total, 100 officers - male and female - attempted the course, and 30 of them failed, a source told Business Insider.
Out of a handful of women who have attempted the course, <a href="http://www.businessinsider.com/2-more-women-fail-marine-infantry-test-2013-7">only one has been able to pass the initial</a> CET, although she had to be dropped from the course for a stress fracture in her foot one week later.
The three women (out of six who started the course), who officials will not name, still have plenty of challenges ahead. A source who spoke on condition of anonymity because he was not authorized to speak told Business Insider he believes potential trouble spots could be on the long hikes or in hand-to-hand combat training.
If one or all of them pass the course, that would make them the first graduates of IOC. However, as The Washington Post's Dan Lamothe <a href="http://www.washingtonpost.com/news/checkpoint/wp/2014/10/03/three-women-pass-marine-corps-endurance-test-paving-way-for-possible-first-female-graduates-of-infantry-school/">points out</a>, since allowing females to try the course is currently on an "experimental basis," they would not be allowed to join the infantry.

Belgian police are presuming that the two men to the left in this photo are dead after detonating suicide devices.Police are still looking for the man on the right. Authorities are speculating the the suitcase he was pushing on the trolley contained a bomb but it failed to explode.However, Belgian police located a taxi driver who allegedly drove the three suspects to the airport. <div class="KonaFilter image-container display-table float_right"><div><div class="image on-image">Reuters/Francois Lenoir</div></div></div>The European Central Bank is set to leave monetary policy unchanged on Thursday afternoon, when <a href="https://www.ecb.europa.eu/home/html/index.en.html">the Bank announces the outcome of the first meeting of its governing council</a> since Britain voted to leave the European Union, at 1:45 p.m. CET (12:45 p.m. BST; 7:45 a.m. ET).As it stands, the ECB's benchmark deposit sits at 0.4%, while its refinancing rate is at 0%.It would be an enormous shock if either of those rates changed on Thursday, but markets in Europe and across the world will be waiting with bated breath to hear what ECB president Mario Draghi says when he answers questions from journalists later this afternoon.<a href="https://www.ecb.europa.eu/press/tvservices/webcast/html/webcast_pc_youtube.en.html">Draghi will speak in Frankfurt at 2:30 p.m. CET (1:30 p.m. BST; 8:30 a.m. ET)</a> and his remarks will be the main focus for European investors and policymakers. As always Draghi will comment on the considerations underlying the council's decisions, but what is likely to be most keenly watched are his comments on the economic impact of Brexit on the eurozone. That could include hints about further stimulus in the form of another rate cut, or extra quantitative easing, and when that stimulus might come.Commenting on the upcoming meeting, Ana Thaker, a market economist with Phillip Capital, said:"Much like the Bank of England, the ECB is likely to wait for post-Brexit data to be released before making any significant policy decisions with inflation, production and employment data crucial. Draghi will want to reassure markets that the bank remains in a stable position to provide the necessary assistance to markets and are ready to act when required.
