Indira Mukherjee, Deputy Commissioner (DC) of Central Division, Kolkata Police said that at no instant had the police called the incident a suicide. In a press briefing, Indira Mukherjee said, "We heard some audio clips that were played by many channels...No such comments have been made by Kolkata Police. We never said that it was a suicide." The Deputy commissioner also clarified the Police's stand on claims made in certain reports that had alleged that different colour beadspreads were used to cover the victim's body which was a sign of foulplay. "Some of the video clips are also making claims that the colour of the curtain or the bedsheet that is used to cover the body is different from the previously declared colour that is blue. Let me bring notice, that our photography and videography started at 12:25 PM on that particular day. Videography was done in phases at the time of seizure and when the forensic team arrived as well," the Deputy Commissioner said. "And I assure you that the material used to cover the body was blue. Whatever data was with us is duly handed over to CBI," she added. Meanwhile the Victim's father also distanced himself from the alleged viral audio clips, refusing to confirm that the voice on the clip was his. The victim's father said, "We don't know from where, how it (the phone conversation between the family and the assistant superintendent of the hospital) went viral. We will not take responsibility for it.'' On whether the voice on the phone is his, the victim's father said, "You say so, but I do not see it. This issue will not affect the investigation." The victim's family however said they were hurt by comments made by the Chief Minister <keyword id="19909056" type="General" weightage="20" keywordseo="Mamata-Banerjee" source="keywords">Mamata Banerjee</keyword> on the issue. The victim's mother said, "I didn't like what she (Mamata Banerjee) said yesterday. The whole world stands by my daughter. They are protesting, agitating for justice. And she says we do not want justice. I want them (protestors) to continue the movement until they get justice. The Chief Minister said the family does not want justice! Mamata has no son or daughter herself, so she cannot understand the pain of losing a child. We are very hurt by her comments." Earlier, the Central Bureau of Investigation (CBI) on Thursday reached the Police Morgue of RG Kar Medical College and Hospital in Kolkata for further investigation of the rape and murder of the Trainee doctor at the college. CBI also had concluded a second round of polygraph tests on former RG Kar Medical College and Hospital (RGKMCH) principal Sandip Ghosh as part of their investigation into the rape-murder of a woman doctor at the institution. The test was conducted by a team from the Central Forensic Science Laboratory (CFSL). CBI officials had also conducted a polygraph test on the arrested accused, Sanjay Roy, in connection with the incident.

New Delhi: The <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords">Supreme Court</keyword> on Thursday termed "extremely disturbing" the <keyword id="20076432" type="General" weightage="20" keywordseo="Kolkata-Police" source="keywords" meta.keywordsubtype="org" meta.entityname="Kolkata Police" meta.hostid="261" meta.entityid="Kolkata Police">Kolkata Police</keyword>'s delay in registering the unnatural death of the woman doctor who was raped and murdered at the RG Kar Medical College and Hospital. It also asked protesting <keyword id="20000183" type="General" weightage="20" keywordseo="doctors" source="keywords">doctors</keyword> to resume work and assured them that no adverse action would be taken after they rejoin. Questioning the sequence and timing of legal formalities conducted by police, a bench comprising Chief Justice DY Chandrachud said it was very surprising that the postmortem of the deceased was conducted on August 9 between 6.10 pm to 7.10 pm before the registration of case as unnatural death. "How was it that the post-mortem was conducted at 6.10 pm on August 9 and yet the unnatural death information is sent to Tala police station at 11.30 pm on August 9. This is extremely disturbing," the bench, also comprising Justice J B Pardiwala and Manoj Misra, said. It directed the Kolkata Police officer, who registered the first entry about the rape-murder that has shocked the country, to appear in the next hearing and disclose the time of the entry. Solicitor General Tushar Mehta, appearing for the <keyword id="19896633" type="General" weightage="20" keywordseo="CBI" source="keywords" meta.keywordsubtype="org" meta.entityname="CBI" meta.hostid="261" meta.entityid="CBI">CBI</keyword>, told the top court that the most shocking fact is that the FIR was registered at 11.45 pm after the postgraduate medic was cremated. "State police told parents it was suicide, then they said it was murder. Victim's friend suspected cover up and insisted on videography," Mehta told the bench. As the hearing commenced, the top court asked protesting doctors to resume work, and assured them that no adverse action will be taken against them after they rejoin. The apex court was told by the counsel for resident doctors at AIIMS Nagpur that they are being victimised for protesting over the Kolkata rape-murder case. "Once they get back to duty, we will prevail upon authorities to not take adverse action. How will public health infrastructure run if the doctors do not work?" the bench asked. "If there is difficulty after that, come to us... but let them first report to work," it said. The top court said its heart goes out to all patients visiting public hospitals. It assured doctors' associations that the National Task Force will hear all stakeholders. The brutal assault and murder of the junior doctor has sparked nationwide protests. Her body was found with severe injury marks inside the seminar hall of the state-run hospital's chest department. A civic volunteer was arrested by the Kolkata Police in connection with the case the following day on August 10. On August 13, the Calcutta High Court ordered the transfer of the probe from the Kolkata Police to the CBI, which started its investigation on August 14.

Kolkata rape: SC terms 'extremely disturbing' cop delay in registering unnatural death, asks protesters to return to work

New Delhi: Amid widespread protests across the country following the tragic rape and murder of a trainee doctor at RG Kar Hospital in <keyword id="19896626" type="General" weightage="20" keywordseo="Kolkata" source="keywords">Kolkata</keyword>, the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords">Supreme Court</keyword> took up a suo motu case concerning the incident. A bench headed by Chief Justice DY Chandrachud, which had taken cognisance of the incident, kept the hearing for 10:30 am on Tuesday. During the hearing, the Supreme Court asked the CBI to submit a status report by August 22. In addition to this, the State of West Bengal has also been asked to submit a report on 22 August. The case was transferred to the CBI on August 13 and investigation began on August 14. The CBI recently received permission to conduct a polygraph test on the arrested accused, sources told ANI. On August 18, the CBI team examined and conducted 3D laser mapping in the emergency ward of RG Kar Medical College and Hospital in Kolkata. Circling back to the hearing today, SC also constituted a 10-member task force to formulate national protocol for ensuring safety, facilities for doctors. The SC also said that it was deeply concerned that the name of the deceased was published all over media. It also said that if women are not able to go to work and working conditions are not safe, we are denying them equality. The apex court also noted that it appears the crime was detected in early hours but the medical college principal tried to pass it off as suicide. Earlier, Doctors' bodies the Federation of Association of Medical Consultants of India (FAMCI) and the Federation of Resident Doctors' Association (FORDA), and lawyer Vishal Tiwari also moved the top court by filing interim applications in the suo motu case, a PTI report said. The FAMCI, in its plea, raised safety concerns for medical workers in hospitals across the country in the absence of any central law and said that despite years of demanding basic safety measures, medical workers continued to operate in risky environments. The doctors' body said the Centre should be asked to formulate uniform guidelines to ensure protection for healthcare workers and address gaps in state-level laws. Likewise, the FORDA, in its intervention application filed through advocates Satyam Singh and Sanjeev Gupta, said medics dedicated 10 to 11 years of rigorous education and training, including medical school and residency, to save lives and serve society. "The healthcare workers play an indispensable role in society, often working under challenging conditions to provide care and save lives. Ensuring their safety is paramount. We urge the judiciary to mandate comprehensive security protocols at RG Kar Medical College and other similar institutions, to protect them from any form of threat or violence," the FORDA said. It said the attack on medics violated several fundamental rights guaranteed by the Constitution such as the right to life and personal liberty under Article 21, right to practice any profession, or to carry on any occupation, trade or business under Article 19(1)(g) and the right to equality before law under Article 14. It also sought framing of guidelines for enhancing security measures at medical colleges and hospitals across the country to prevent such incidents in the future. Meanwhile, the <keyword id="20691287" type="General" weightage="20" keywordseo="doctors-strike" source="keywords">doctors' strike</keyword> over the rape and murder of the medic completed a week on Sunday and is now entering its second week. The protesting doctors want the CBI to catch the culprits and for the court to impose the maximum punishment on them. They also want an assurance from the government that "no such incidents occur in the future". The medic's body with severe injury marks was found inside the seminar hall of the hospital's chest department on August 9. Kolkata doctor rape and murder case: Supreme Court tells CBI to file report by August 22

It is learnt that the former state Director General of Police was under depression for sometime now. Shimla Superintendent of Police Mohit Chawla confirmed the incident. After his retirement from the CBI, Kumar had settled down in Shimla and worked briefly for a private university located near here as its chancellor. The university is currently facing charges of issuing fake degrees. A senior police officer told IANS that a suicide note was found from the crime spot. He along with his wife was seen strolling in the evening in the city, a neighbour told the police. A 1973 batch IPS officer, Kumar is survived by his wife and son. Kumar served as DGP for the state between 2006 and 2008 before being appointed director of the CBI for two years. He served as Governor of Nagaland from 2013 to 2014. New Delhi, The Covid-19 pandemic necessitated a re-imagining of how access to justice, a key pillar in all democracies, can be ensured in the backdrop of an <keyword id="10498702" type="UNKNOWN" weightage="20" keywordseo="unprecedented-health-crisis">unprecedented health crisis</keyword>. The virus pushed a <keyword id="10498701" type="UNKNOWN" weightage="20" keywordseo="serious-supreme-court">serious Supreme Court</keyword> into revolutionary changes to meet the persistent demands of justice. The Supreme Court departed from its history and attempted to <keyword id="5368288" type="TECHNOLOGY" weightage="20" keywordseo="mainstream-technology">mainstream technology</keyword>, since March 23 the court hearings moved online. Justices began hearing arguments by video conferencing, a momentous step for an institution, which has always been cautious and guarded its secrets. Technology began to serve as a platform for fiery arguments and courtroom's give-and-take by lawyers, and paved the way for a renewed justice delivery system. In this year, largely impacted by the pandemic, the Supreme Court delivered some crucial judgments, which may play a significant role in the judicial history. 1. Permanent Commission for women in armed forces In the beginning of the year, the Supreme Court delivered a strong blow at gender stereotype, as it granted permanent commission (PC) to women officers in army, navy and air force. The top court junked the <keyword id="6356303" type="LOCATION" weightage="20" keywordseo="Centre">Centre</keyword>'s argument that women were "physiologically weak" to be given PC and command appointments, and asked the government to look beyond the deeply entrenched gender stereotype, which positions man as a dominant being and casts a notion for women as caretakers. The series of rulings, beginning in February, quashed the 2019 circular, which foreclosed women officers' chances to apply for PCs. The top court said to cast aspersions on women's abilities on the ground of gender is an affront not only to their dignity as women but to the dignity of the members of the Indian Army - men and women - who serve as equal citizens in a common mission. The top court directed the Centre to give PC to serving women officers, who completed 14 years in service along with pensionary benefits to those who retired on account of not being granted the commission. The top court said for command assignments women cannot be excluded completely and there should be case-by-case basis consideration. The top court said the delay in granting PC has caused "irreparable prejudice to the women officers", and directed the Centre to grant permanent commission to women officers in the Army within three months. 2. Right to access to the <keyword id="10498700" type="UNKNOWN" weightage="20" keywordseo="internet-equivalent">internet equivalent</keyword> to a fundamental right In January, the Supreme Court said the right to access the Internet is a fundamental right, under Article 19 of the Constitution, by extension. The apex court observed that it is essential to distinguish between the internet as a tool and the freedom of expression through the internet. The court directed the Jammu and Kashmir administration to immediately restore internet services connected with access to government websites, localised/limited e-banking facilities, hospitals services and other essential services. The ruling came on the petitions challenging the telecommunication blackout in the region, which followed the revocation of the Article 370. The top court said non-recognition of technology within the sphere of law is only a disservice to the inevitable. In this light, the importance of the internet cannot be underestimated, as from morning to night we are encapsulated within the cyberspace and our most basic activities are enabled by the use of internet, observed the court. However, the judgement did not mention any time-frame to restore internet services to other sectors and for the people in the region. The apex court observed that none of the counsels, involved in the matter, have argued for declaring the right to access the internet as a fundamental right and therefore we are not expressing any view on the same. "We are confining ourselves to declaring that the right to freedom of speech and expression under Article 19(1)(a), and the right to carry on any trade or business under 19(1)(g), using the medium of internet is constitutionally protected", said the court. 3. SC asks Parliament to ponder over powers of the Speaker In January, the Supreme Court asked the Parliament to ponder over the powers granted to the Legislative Assembly Speaker, regarding the disqualification of MLAs, under the Tenth Schedule of the Constitution. The Supreme Court asked the Parliament to "seriously consider" establishing a permanent tribunal headed by a retired Supreme Court Judge or a retired Chief Justice of a High Court, or some other outside independent mechanism, to examine disputes concerning disqualification of MPs and MLAs. The top court ruling came on an appeal by a Congress MLA from Manipur, who challenged the delay by the Speaker in deciding a disqualification petition against another MLA who won on a Congress ticket but later switched to the BJP. The court emphasised that it is essential for the Speaker to decide on the matter within a reasonable time period, and recommended the disqualification petitions should be decided within three months. 4. SC takes suo moto cognizance of the migrant crisis during the Covid-19 lockdown The Supreme Court initially exercised restraint in passing a strong order and expressed satisfaction at the steps taken by the government in the migrant workers' matter. However, it shook off the hesitation and in May began hearing on its own on various issues connected with the problems faced by migrant workers, who began walking back on foot to their native places or were left stranded in different parts of country due the lockdown to contain the pandemic. The top court conducted a series of hearings in the matter, where it heard detailed submissions by the Centre and state governments, and directed all migrant workers willing to return to their native places must be transported within a fortnight. The court ordered the state governments and Union Territories to register the migrant workers who have returned home - at the district and block levels - and provide employment opportunities to them. Since then, the top court has taken suo moto cognisance in important matters: proper treatment of Covid-19 patients and dignified handling of dead bodies in the hospitals; and spread of the infection in the child protection homes. 5. Amid Covid, fundamental right to health includes affordable treatment In December, the Supreme Court said it is a war against Covid-19, which needs government-public partnership to make Covid treatment affordable for the common people. The top court emphasised that fundamental right to health includes affordable treatment. "Right to health is a fundamental right guaranteed under Article 21 of the Constitution of India. Right to health includes affordable treatment. Therefore, it is the duty upon the State to make provisions for affordable treatment and more and more provisions in the hospitals to be run by the State and/or local administration are made", said a three-judge bench. The top court noted that it cannot be disputed that for whatever reasons, treatment has become costlier and it is not affordable to the common man at all. Even if one survives from Covid-19, many times he is finished financially and economically. The bench insisted that the state government and the local administration should ensure that a cap is fixed on the fees charged by the private hospitals, which can be in exercise of the powers under the Disaster Management Act. 6. Public spaces can't be occupied by indeterminable number of people indefinitely In a major verdict on petitions seeking removal anti-CAA protesters at Shaheen Bagh, the Supreme Court said it cannot accept that an indeterminable number of people can assemble whenever they choose to protest, and cited the distinction between the manner of dissent against the colonisers and the expression of dissent in a democratic system. A three-judge bench said traces its foundation back to when the seeds of protest during our freedom struggle were sown deep, to eventually flower into a democracy. "What must be kept in mind, however, is that the erstwhile mode and manner of dissent against colonial rule cannot be equated with dissent in a self-ruled democracy," said the top court. Emphasising that protesters cannot block public roads and cause grave inconvenience to commuters, the top court said: "We have to make it unequivocally clear that public ways and public spaces cannot be occupied in such a manner and that too indefinitely. Democracy and dissent go hand in hand, but then the demonstrations expressing dissent have to be in designated places alone." The court said it is the responsibility of the administration to keep public spaces free from obstruction, and the law enforcement agencies should wait for the court's intervention. 7. Transfer of probe, into the death of actor Sushant Singh Rajput from Maharashtra government to CBI The death of Sushant Singh Rajput was shrouded with mystery and it continues to remain so. In August, the Supreme Court ordered a CBI probe into the death of actor Sushant Singh Rajput and asked Mumbai Police to hand over all evidence collected so far in the case to CBI. The top court noted that Mumbai police had registered only an accidental death report in connection with Rajput's death, therefore it had limited investigation powers, whereas the case registered by Bihar police was a full-fledged FIR which has been already referred to CBI. The apex court ensured that there was no confusion about CBI being the sole authority to investigate the mystery behind Rajput's death and no other state police could interfere with it. The apex court order came on a plea by Rhea Chakraborty seeking transfer of FIR registered in Patna to Mumbai. 8. SC extends Arnab Goswami's interim bail, saying deprivation of liberty even for a day is one day too many In November, in a major relief for Republic TV editor Arnab Goswami, the Supreme Court granted him interim bail in a 2018 abetment to suicide case. The top court noted that it is deeply concerned if courts do not preserve human liberty and if constitutional courts do not protect liberty then who will, and "deprivation of liberty even for a single day is one day too many. We must always be mindful of the deeper systemic implications of our decisions." Arnab and two others were arrested in connection with the suicide of architect Anvay Naik and his mother. "Liberty survives by the vigilance of her citizens, on the cacophony of the media and in the dusty corridors of courts alive to the rule of (and not by) law. Yet, much too often, liberty is a casualty when one of these components is found wanting", said the top court. The bench, pulling up the Maharashtra government over Arnab's arrest, said the victim is entitled to a fair investigation and the investigation should go on, but if state targets individuals on this basis then let a strong message go out. The top court said if constitutional courts did not interfere, "we are traveling the path of destruction undeniably". 9. Under Domestic Violence Act, SC says woman can seek residence in shared households of husband's relatives In October, the Supreme Court held that a woman can seek right to stay in in-laws house under the Domestic Violence (DV) Act, where she lived for some time due to her relationship. The ruling has given a wider meaning to shared household in DV Act, as the woman facing domestic violence has a right to reside in a shared household, rented or owned by her in-laws, and cannot be compelled to move out, after she filed a complaint under DV Act. The three-judge bench said domestic violence in this country is rampant and several women encounter violence in some form or the other or almost every day. However, it is the least reported form of cruel behaviour. The bench said in event, the shared household belongs to any relative of the husband with whom in a domestic relationship the woman has lived, the said house will become a shared household. In December, the Supreme Court said the Senior Citizen Act 2007, cannot be interpreted or deployed to evict a woman from her shared household, which she is otherwise entitled under the Protection of Women from Domestic Violence Act. "Section 3 of the Senior Citizens Act, 2007 cannot be deployed to override and nullify other protections in law, particularly that of a woman's right to a shared household under Section 17 of the PWDV (protection of women from domestic violence) Act 2005", said the top court. 10. SC fines lawyer <keyword id="6368850" type="PERSON" weightage="20" keywordseo="prashant-bhushan">Prashant Bhushan</keyword> by Rupee 1 in contempt case for tweets against the judiciary On 31 August, the Supreme Court imposed a fine of Rs 1 on advocate Prashant Bhushan, convicted in a contempt case for tweets against the judiciary. The court said in case if he fails to deposit the penalty by September 15, then he would have to undergo 3-month imprisonment. On August 25, a three-judge bench had reserved the order on the sentence, after Bhushan declined to apologise for the tweets. Pronouncing the judgement, the bench said freedom of expression is there, but rights of others should also be respected, and the conduct of the contemnor also needs to be taken into consideration. The bench observed that Bhushan also gave wide publicity to the supplementary statement submitted in the court, where he refused to express regret for the tweets against the judiciary. Bhushan deposited the fine but also sought intra-court appeal to challenge his conviction, and this plea is pending in the top court. 1. Vyapam is <keyword id="6355554" type="COMPANY" weightage="80" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword> government’s professional exam board. It is in charge of conducting medical, engineering and academic exams in the State. 
 
2. The scam involving fake admissions was unearthed in July 2013 after individuals acting as exam candidates were arrested. 
 
3. The Vyapam scam is potentially India’s deadliest scams, and is pegged at a whopping Rs. 2000 Crores. 
 
4. 2000 people have already been booked and 100 others arrested. The list includes high profile names including a former education minister and senior officials of the State. 
 
5. The scam led to a curious series of 5 suicides, 10 fatal road accidents, and 11 suspicious deaths. The police are investigating the exact motives behind each. 
 
6. 38 year old Aaj Tak journalist Akshay Singh was found dead. He was covering the scam for the TV channel. Oddly this was just before he planned to interview the parents of Namrata Damor, who was connected to the scam. 
 
7. The government has accepted that over 1000 fake admissions were made under the scam. 
 
8. Madhya Pradesh chief minister Shivraj Singh Chouhan has declared that he will request the High Court to order a CBI probe into the matter. 
 
9. Madhya Pradesh Minister Kailash Vijaywargiya drew flak after his comments on the death of the journalist,"Patrakar vatrakar chhodo, aaj hum se bada patrakar he kya (Forget the journalist. Is there any bigger journalist than me today", he said. 
 
10. Lalit Modi has claimed that the scam is a strategy by news channels to counter him and that he will not let that happen.

This has stimulated the economy because it lowers the cost of borrowing money - meaning it's easier to get a mortgage for a house.Some critics have been quick to blame Britain's runaway house prices on low rates, which allow more people to get on the housing ladder. More competition means rising prices.However, Andy Haldane highlighted on BBC Radio 5Live, following <a href="http://www.bankofengland.co.uk/publications/Pages/speeches/2015/864.aspx">his speech to the trade union body TUC</a> last night, how low-interest rates merely speed up or slow down the rate of borrowing. The key issue in the housing market is the fact there are simply not enough houses being built (emphasis ours):I have huge amounts of sympathy for those struggling to get on the housing ladder. What we can do as the Bank of England is sometimes to take a light touch on the tiller, to either slow down or indeed to speed up borrowing for mortgages or for other things if that looks as if it's getting slightly out of kilter, out of whack.What we can't do, which actually is the most important thing, is to build new houses. We can't supply new houses to the market and ultimately it's that shortage of supply of houses that is keeping house prices high and which is causing them to rise. We can smooth out, we can moderate the demand for housing, but we can't do anything about the supply, unfortunately.The Confederation of British Industry (CBI) warned last year that <a href="http://www.cbi.org.uk/media/2876609/homes-for-growth.pdf">240,000 properties need to be built annually</a> in order to accommodate rising demand across the country. Unfortunately, over the last 14 years, over 200,000 homes have been delivered annually in just four periods.The average price of buying a property in Britain is £284,000 ($431,874), according to the Office for National Statistics. But it's far worse in London is the worst, where the average price is now at £522,000 ($793,849).This week, the Royal Institution of Chartered Surveyors (RICS) said in its <a href="http://www.rics.org/uk/knowledge/market-analysis/rics-residential-market-survey/">Residential Survey for October</a> that UK house prices are expected to rise by 4.5% a year over the next five years (a cumulative increase of around 25%).
