New Delhi, Jan 22 () The Centre has approved Rs 232 crore for the development of infrastructure for jawans of the Central Armed Police Forces (CAPFs) like the CRPF and BSF, officials said.
The CAPFs, which are the backbone of internal security, are pressed into service in anti-naxal, anti-terror and anti-insurgency operations across the country in addition to law and order duties in states and work in difficult circumstances away from their families.
A total of Rs 216.46 crore has been sanctioned by the Union Home ministry recently for the development of infrastructure of the CAPFs and Rs 16.03 crore has been sanctioned for acquisition of land, a Home ministry official said on Wednesday.
Apart from the Central Reserve Police Force (CRPF) and the Border Security Force (BSF), the other CAPFs include the Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), Sashastra Seema Bal (SSB), National Security Guard (NSG) and the Assam Rifles.
The fund will be spent mainly for construction of residential quarters, barracks, office buildings among others, the official said.
In the Union budget for 2019-20, a total of Rs 5,117 crore has been allocated for development of police infrastructure, including constructions of barracks, residential quarters, purchase of vehicles and arms and ammunition.
Last month, Union Home Minister Amit Shah had said the Modi government has decided to enhance housing satisfaction for jawans as well as officials of the CAPFs and steps will be taken in the upcoming budget to allocate more funds for it.
Officials said the overall housing satisfaction for the 10 lakh-strong-personnel of CAPFs is about 25 per cent but for the country's largest CAPF -- the CRPF -- the housing satisfaction is just 13.75 per cent.
Personnel who do not get a government house are forced to stay in rented and far-off locations for which they are paid housing rent allowance (HRA), another official said.
Meanwhile, the Union Home ministry has sanctioned Rs 2.62 crore as ex-gratia compensation to the next of kins of four CAPFs jawans who were martyred recently. ACB ACB TDS

Country's federal counter-terrorist commando force <keyword id="6409838" type="COMPANY" weightage="20" keywordseo="national-security-guard">National Security Guard</keyword> (NSG) reported its first coronavirus linked death on Wednesday when a senior commander succumbed to the infection, officials said. <keyword id="877139" type="POSITION" weightage="20" keywordseo="Group-commander">Group Commander</keyword> (coordination) B K Jha was admitted to the Central Armed Police Forces (CAPFs) Hospital in Greater Noida after he contracted COVID-19 and breathed his last early morning, they said. This is the first death from coronavirus in the NSG. The officer was working with one of the adminstrative units of the force and was not in the combat wing, they added. He was 53. Jha, originally a 1993-batch officer of the <keyword id="40481" type="COMPANY" weightage="20" keywordseo="BSF">BSF</keyword> cadre, hailed from Bihar. The officer joined the NSG on deputation from the <keyword id="109513" type="COMPANY" weightage="20" keywordseo="Border-security-force">Border Security Force</keyword> in 2018. He had earlier served as the principal staff officer and commandant to the BSF director general. Both the forces that function under the command of the <keyword id="65242" type="COMPANY" weightage="20" keywordseo="Union-home-ministry">Union Home Ministry</keyword> condoled his death on their respective Twitter handles. "DG and all ranks of NSG mourn his death and remember his distinguished service to the Nation. May Almighty rest his noble soul in eternal peace and give strength to his family to bear the loss," the NSG said in its Twitter message. The BSF said it stands by the family of the officer in these trying times. The NSG, as per <keyword id="549893" type="PERSON" weightage="20" keywordseo="official-data">official data</keyword> updated till Monday, has had over 430 COVID-19 infection cases till now, out of which only about 59 are active. The 'black cats' commando force was raised in 1984 as a federal contingency special force and its primary task includes undertaking specific counter-terrorist, counter-hijack operations and rendering VVIP protection duties. The CAPFs like the <keyword id="6354354" type="COMPANY" weightage="20" keywordseo="crpf">CRPF</keyword>, BSF, ITBP, <keyword id="6370623" type="COMPANY" weightage="20" keywordseo="cisf">CISF</keyword> and SSB and two other forces under the Union Home Ministry, NSG and NDRF, had over 66,000 COVID-19 cases among them, out of which over 7,900 are active, as per the data. These forces, over 10 lakh in combined strength, have had about 248 deaths due to the pandemic till now. NSG Group Commander succumbs to COVID-19, reportedly the first death in the force due to the infection

Elaborate security arrangements covering different aspects and at different levels is necessary for the successful and smooth conducting of elections. The NCT of Delhi will see the assembly polls in February 2020 and the Election Commission has detailed (vide the press note issued on January 6, 2020) the suite of security arrangements that will be put in place. During the upcoming general assembly elections in the NCT of Delhi, EC will deploy adequate security measures for the security of the polling personnel, polling materials, polling stations, voters and the overall security of the election process in general. Here are the details of the arrangement and what aspects will be covered. CAPF will supplement the local <keyword id="8722771" type="UNKNOWN" weightage="20" keywordseo="police-force-in-delhi-election">police force in Delhi election</keyword> 2020 Central Armed Police Forces (CAPFs) will be deployed for supplementing the local police force to create a peaceful and favorable atmosphere for the conduct of elections in a smooth, free, fair and credible way. The EC has also stated that the logics of the availability of forces and the management of forces will be considered at length while preparing the poll schedule, sequencing the different phases of elections, and the choice of constituencies during every phase of election. Special focus of the security arrangements in <keyword id="1077342" type="COMPANY" weightage="20" keywordseo="Delhi-election">Delhi Election</keyword> The CAPFs will be deployed well in advance for dominating the area, conducting route marches in the vulnerable sectors, measures like point patrolling to build the confidence of the voters, and boosting up the morale of the voters in the weaker and minority sections. CAPFs will be deployed well in advance so that they gain familiarity with the area and achieve a good understanding with the local forces. The CAPF personnel will be instructed to strictly abide by the security protocols in the locality. Control of polling stations On the eve of the polling date, the CAPFs and SAP will assume their position and take control of the polling stations allotted to them. They will be responsible to provide the necessary security for the polling personnel and electors on the day of polling. Also, they will take care of securing the strong rooms where the EVMs and VVPATs will be stored and the counting stations on the day of counting. They will also be available for meeting any arising needs from time to time during the conduct of elections. The role of CEO and central observers The CEO will make sure that the deployment of the CAPFs and SAP in the jurisdiction of Delhi NCT will be done in a way that will optimize the use and effective working of these forces for the peaceful and transparent conduct of the elections. The commission will be updated periodically on the prevailing environment at the polling areas. The commission will also depute central observers to oversee the force deployment. Special emphasis The EC has emphasized on taking preventive measures by the District Magistrate and Police Authorities for maintaining the law and order during elections and creating a favorable environment for ensuring the maximum voter turnout and the conduct of free and fair elections.
