"The Eleventh Session of Seventeenth Lok Sabha will commence on Tuesday, the 31st January 2023. New Delhi, As India plans to introduce a new law to prohibit all 'private cryptocurrencies' in the country, the <keyword id="4010286" type="PERSON" weightage="20" keywordseo="industry-stakeholders">industry stakeholders</keyword> have come out in unison, hoping that the government will listen to all the stakeholders before taking any decision. Among the bills lined up for consideration during the <keyword id="513556" type="COMPANY" weightage="20" keywordseo="Budget-session-of-Parliament">Budget Session of Parliament</keyword> is the '<keyword id="6357017" type="DEFINITION" weightage="20" keywordseo="cryptocurrency">Cryptocurrency</keyword> and Regulation of <keyword id="10676888" type="UNKNOWN" weightage="20" keywordseo="official-digital-currency-bill">Official Digital Currency Bill</keyword>, 2021' that will create a facilitative framework for creation of the official digital currency to be issued by the <keyword id="6354335" type="COMPANY" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword>. The Bill also seeks to prohibit all private cryptocurrencies in India. However, it allows for certain exceptions to promote the underlying technology of cryptocurrency and its uses. "Since the government is considering introducing the Bill during this session of Parliament, we are sure the government will definitely listen to all the stakeholders before taking any decision," said Sumit Gupta, co-founder and chief executive of CoinDCX, a cryptocurrency exchange in India. "We are talking to other stakeholders and will definitely initiate deeper dialogue with the government and showcase how we can actually create a healthy ecosystem in unison," he said in a statement. The Reserve <keyword id="6355303" type="DOMAIN" weightage="20" keywordseo="bank-of-india">Bank of India</keyword> (RBI) is already exploring the possibility as to whether there is a need for a digital version of fiat currency and in case there is, then how to operationalise it. The RBI made the remarks in a booklet titled "<keyword id="6370208" type="UNKNOWN" weightage="20" keywordseo="Payment">Payment</keyword> and Settlement Systems in India" released last week. The apparent softening in RBI's stand on cryptocurrency came after the Supreme Court last year set aside a circular issued by the RBI that barred any entity from providing banking services to anyone dealing with virtual or cryptocurrencies. The RBI in its booklet on payment systems noted that central banks around the world are examining whether they could leverage on technology and issue fiat money in digital form. According to Kumar Gaurav, Founder and CEO, Cashaa, it is too early to comment on what exactly the term 'private cryptocurrency' refers to as per the new government draft. "Further, understanding that cryptocurrency is a global and decentralised system, there is no way any government can ban it. That would require that kind of technology and control, which technically does not rest with anyone," Gaurav said. "We are positive that the government will come up with regulations and policies that will put control on the scams and let the innovation in the industry, including the crypto like bitcoin, Cashaa, ethereum that are built on the public chain to grow and thrive," he added. Rahul Pagidipati, CEO at ZebPay said that the digital currency Bill to be introduced before the Lok Sabha is a welcome step forward. "Its success will depend on the details, particularly the definition of what the Bill calls 'private cryptocurrencies'. This is not a common term. Bitcoin is not privately owned by anyone. It is a public good, like the internet," Pagidipati said. Bitcoin and most crypto assets are more like gold and not an alternative to government-issued legal tender. "Crypto assets and digital government currency can coexist and together, they can bring tremendous benefits to the Indian economy," he noted. With the overall value of all cryptocurrencies surpassing the $1 trillion mark and Bitcoin hovering over $33,000, industry experts have said that crypto may become the most important asset class of the 21st century and India needs to catch up fast with the global trend. Indian cryptocurrency players in huddle as government mulls ban

The <keyword id="6358021" type="ORGANIZATION" weightage="20" keywordseo="budget">Budget</keyword> session of <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> will commence from January 29, with Union Finance Minister Nirmala Sitharaman set to present the <keyword id="6360189" type="ORGANIZATION" weightage="20" keywordseo="union-budget">Union Budget</keyword> on February 1. The session will be held in two parts -- from January 29 to February 15 and March 8 to April 8. The 5th session of the 17th Lok Sabha will have 35 sittings -- 11 in the first part and 24 in the second part. President Ram Nath Kovind will address both Houses of Parliament -- the Rajya Sabha and the Lok Sabha -- at 11 am on January 29. Sitharaman will present the Union Budget at 11 am on February 1. Parliament will adjourn on February 15 to enable various Standing Committees to consider the Demands for Grants of Ministries/Departments and prepare their reports, and reconvene on March 8.

Kumar went on to substantiate it, not with employment numbers, but something he thought was close enough. “That 11-12% (nominal GDP) growth cannot happen if employment hasn’t grown,” Kumar argued. The point did seem to stump the rather combative press, but not for more than a moment. Soon after the CEO, from the same think tank chipped in with more numbers. In the case of Ola, the number of registered drivers went up from 37,000 to near a million in four years, and Uber has over 1.2 million drivers now, Amitabh Kant said. “14 million jobs were created in the transport between 2014 and 2018,” Kant said. A lot of them are delivery boys and truck drivers working for the big e-commerce companies. Kant cited three million jobs created in road construction, 14.6 million jobs in tourism, and another 1.5 million in the business process outsourcing (BPO) industry. “There are 19,000 startups in the country,” Kant roared right after. In India, numbers can be tricky. The website for Startup India, a dedicated government programme, says 15,649 startups recognised till date. 
	
 Then came the Mudra loans, a programme launched in April 2015 has been a big defence for the Modi government. The state offers loans without collateral for people to start micro and small businesses. Loans worth ₹7.43 trillion have been approved under the Mudra scheme to 154 million applicants, 74% of them are women, according to Kant. However, a recent <a href="https://www.indiatoday.in/india/story/reality-check-how-mudra-missed-its-mark-1441995-2019-01-29">survey</a> India Today published on January 29, showed that many of these small unsecured loans are just waiting to turn sour for various reasons. Far from being a source of livelihood, or a job-creating investment, these loans are at best being used in unproductive ventures. But it remains a fact that the government has facilitated these loans, and may have even arm twisted unwilling bankers to lend more under the Mudra scheme, as found by the same India Today survey. It is a different matter that these loans have failed to produce profit or jobs. So, in 2019 India, it’s great if you have an idea for a startup. If not, there are jobs as drivers for Ola and Uber, vacancies in BPOs, placements in e-commerce deliveries, gigs in road construction and some openings, thanks to tourism. For everyone else, there are Mudra loans, which you may not have to return. The opposition may not have expected this defence from the government after a similar faux pas by none other than the prime minister himself. In an interview in 2018, Modi said, “If someone opens a 'pakoda' shop in front of your office, does that not count at employment? The person's daily earning of Rs 200 will never come into any books or accounts. The truth is massive people are being employed.” His trolls had a field day then. It’s unlikely his critics will miss another opportunity now.

News agencies <a href="https://economictimes.indiatimes.com/news/politics-and-nation/agustawestland-co-accused-rajeev-saxena-brought-to-india/articleshow/67761301.cms">reported</a> late on Wednesday that government investigators have managed to bring back key accused in older scandals, still under investigation, that would corner the opposition Congress back into the defensive. Rajiv Saxena, the <a href="https://economictimes.indiatimes.com/news/defence/five-things-to-know-about-agustawestland-vvip-chopper-scam/articleshow/51992563.cms" data-type="tilCustomLink" target="_blank">co-accused</a> in the ₹3600 crore AgustaWestland helicopter deal, has been extradited to India from United Arab Emirates (UAE) on Wednesday, news agency ANI reported. Media reports also claimed corporate lobbyist Deepak Talwar, an accused of money laundering, has also been extradited. Both are expected to reach India tonight (January 30). Both Saxena and Talwar are accused of receiving kickbacks and laundering money to enable corrupt deals, including those in the defence sector, during the regime led by Congress, preceding the current administration under Prime Minister Narendra Modi. On the other hand, the incumbent government is battling charges of corruption in an airline deal of its own, the decision to buy Rafale aircraft from French company Dassault. The price for 36 aircraft purchased by the Modi government in 2016 was allegedly 40% higher per aircraft than what Dassault initially offered for 126 Rafales back in 2012, according <a href="https://ajaishukla.blogspot.com/2018/11/iafs-36-rafales-cost-40-per-cent-more.html" target="_blank">to a report published in Business Standard</a>. It's election year and both the government and its rivals have sensational scandals involving the country's defence to attack each other with. The result may be chaotic to say the least.

The chaos over two defence deals may derail India's budget session of Parliament

He pointed out that the budget's announcement of the employment-linked incentives (ELI) scheme suggests that the Production Linked Incentives (PLI) scheme is not generating the expected employment. He urged the finance minister to disclose the number of jobs created by the PLI scheme. Radha Mohan Das Aggarwal of the BJP highlighted the achievements made by the government led by Prime Minister Narendra Modi in the last ten years. He said the Jan Dhan Yojana has provided banking services to crores of people in the country. Biplab Kumar Deb of the BJP said the Economic Survey has estimated real GDP growth of 6.5 per cent to 7 per cent in 2024-25. He highlighted the provisions in the budget for various sections, including farmers and the education sector. Trinamool Congress MP Abhishek Banerjee launched a strong attack on the Modi government, alleging that the Union Budget lacks clarity or vision, that it has been rolled out to satisfy the coalition partners of the BJP and that it "was planned by two individuals to keep another two in good faith." In her Budget speech in Parliament, Nirmala Sitharaman said, "On the Amritsar-Kolkata industrial corridor we will support the development of an industrial nod at Gaya in Bihar. We will also support the construction of road connectivity projects namely Patna-Purnia Expressway, Buxar-Bagalpur Expressway, Bodhgaya-Rajgir-Vaishali-Darbanga and an additional two-lane bridge over river Ganga at Buxar at a total cost of Rs 26,000 cr." "Power projects, including setting up of a new 2400 megawatt power plant at Pirpainti, will be taken up at a cost of Rs 21400 crore," she added. The Finance Minister said that new airports, medical colleges and sports infrastructure in Bihar will be constructed. An additional allocation to support capital investments will be provided, she said. She emphasised that the requests of the Bihar government for external assistance from multi-lateral development banks will be expedited. The FM also announce an allocation of Rs 11500 crore or flood control measures in Bihar. Funds have also been provided for developing the Temple corridors in the iconic temples in NIhar. The Kashi Model will be implemented in Bodh Gaya. Special funds have also been provided for the Rajgir Jain Temple site. Andhra Pradesh also benefited from the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25 as the Finance Minister announced special financial support to the state, recognising the state's need for capital. "Andhra Pradesh Reorganisation Act- Our govt has made efforts to fulfil the commitments in the Andhra Pradesh Reorganisation Act. Recognising the state's need for capital, we will facilitate special financial support through multilateral agencies," Sitharaman said. "In the current FY, Rs 15,000 crore will be arranged with additional amounts in future years," she added. The Finance Minister is presenting the first Union Budget of the Modi 3.0 government and her seventh consecutive one during the Monsoon Session of Parliament.
