Corporation taxes contribute 17 per cent, followed by non-tax receipts at 9 per cent, customs at 4 per cent, excise duty at 5 per cent, and non-debt capital receipts at 1 per cent. On the <keyword id="19936655" type="General" weightage="20" keywordseo="expenditure" source="keywords">expenditure</keyword> side, the budget outlines significant allocations to various public sectors. Interest payments consume 19 per cent of the total expenditure, central sector schemes account for 16 per cent, and states' tax devolution takes up 21 per cent. Subsidies represent 6 per cent of the spending, while defence expenditures stand at 8 per cent. The Finance Commission and other transfers take up 9 per cent, centrally sponsored schemes another 8 per cent, pensions 4 per cent, and other expenses 9 per cent. In terms of sector-specific allocations, defence receives the highest allocation at Rs 4,54,773 crore. Rural development is allocated Rs 2,65,808 crore, reflecting the government's focus on boosting rural economies. Agriculture is set to receive Rs 1,51,851 crore, while home affairs are allocated Rs 1,50,983 crore, underscoring the importance of internal security. Education, a critical sector for future growth, is allocated Rs 1,25,638 crore. The IT and Telecom sector, pivotal for digital transformation, receives Rs 1,16,342 crore. Budget 2024 to fuel stock markets: Bloomberg Survey

<ul class="summary-list"><li>A new report says China's $229 billion military budget in 2022 was actually equivalent to $711 billion.</li><li>A similar figure was touted by lawmakers last year when they cited US intelligence estimates.</li></ul>In June 2023, Sen. Dan Sullivan of Alaska warned Congress that China's military was catching up to America's faster than previously imagined.The US intelligence community, <a target="_blank" href="https://www.congress.gov/118/crec/2023/06/01/169/95/CREC-2023-06-01-senate.pdf#page=9">the Republican senator said</a>, estimated that Beijing spent an equivalent of $700 billion on its defense budget in 2022 — more than triple its reported topline of $229 billion.Sullivan's<a target="_blank" href="https://www.congress.gov/bill/118th-congress/senate-bill/1791/history?s=2&amp;r=39"> legislative push</a> to dig further into the matter came amid renewed interest in China's true military budget, with <a target="_blank" href="https://www.sipri.org/sites/default/files/2023-04/2304_fs_milex_2022.pdf">think tanks</a> and observers running their own analyses of Beijing's coffers.A <a target="_blank" href="https://www.aei.org/research-products/report/keeping-up-with-the-pacing-threat-unveiling-the-true-size-of-beijings-military-spending/">new report</a> published Monday by the Washington-based American Enterprise Institute seeks to break down how the US might have internally reached that $700 billion estimation for 2022.The report's author, Mackenzie Eaglen, writes that the Chinese budget is worth about $711 billion when weighed against America's, slightly higher than the one quoted in June by Sullivan.That makes Beijing's spending in 2022 "nearly equal" to the US defense budget of about $740 billion that year, wrote Eaglen, a senior fellow at AEI."Considering that the Pentagon has labeled China the 'pacing challenge,' this revelation should cause concern," Eaglen wrote.She mostly pieced together the new figure by comparing older Chinese budget reports and spending breakdowns, extrapolating them onto the $229 billion Beijing announced.That's because Chinese spending reports are kept tightly under wraps. Most US observers haven't been able to pin the $700 billion on hard evidence.<h2>Understanding $711 billion</h2>Notably, the $711 billion estimate listed by Eaglen doesn't mean that China is spending that exact amount of money on defense. Rather, it describes the purchasing power of its military budget compared to America's, <a target="_blank" href="https://www.businessinsider.com/pentagon-defense-budget-china-undersells-true-military-strength-analysts-2024-2">especially considering lower wage and material costs in China.</a>Based on a 2020 Chinese report to the <a target="_blank" href="https://disarmament.unoda.org/convarms/milex/">United Nations</a>, Eaglen wrote that China's 2022 military spending was likely divided into three major categories: equipment, training and maintenance, and personnel.With purchasing power parity factored in, China likely spent the US equivalent of $135 billion instead of $85 billion on equipment and $121 billion instead of $76 billion on training and maintenance, the report said.But the biggest jump comes from Eaglen's estimation of Chinese military wages, which typically aren't publicly recorded."Labor costs are demonstrably cheaper in China, where soldiers are paid just one-sixteenth the wage of a US Army infantryman," Eaglen wrote in an <a target="_blank" href="https://thehill.com/opinion/national-security/4624666-chinas-real-military-budget-has-quietly-become-almost-as-big-as-ours/">opinion piece for The Hill.</a>In her report, she compared the average wages of US and Chinese government workers and found that the former are paid 4.31 times as much as their counterparts in China.Using that factor, Eaglen wrote that it's highly likely China's spending on personnel that year was worth $293 billion of US military spending.Then there's research and development, which the US said China doesn't account for in its military budget announcements. The budget for the previous cycle was Rs 3,396.96 crore for the previous financial year. The government has invested heavily in Khelo India over the years as the programme continues to unearth talent from all parts of the country. While Khelo India's actual allocation in 2022-23 stood at Rs 596.39 crore, it was increased by more than Rs 400 crore, to Rs 1,000 crores, in the 2023-24 budget, before being revised to Rs 880 crore. The government has continued to add programmes ever since the inaugural Khelo India Youth Games (KIYG) were held in 2018. The ministry added Khelo India University Games in 2020, before also launching the Khelo India Winter Games the same year and the Khelo India Para Games in 2023. Hundreds of Khelo India State Centres of Excellence (KISCE) have been set up across the country, which aim to provide facilities for athletes with potential. Several Khelo India athletes are currently in India's Olympic-bound contingent. The budget for Sports Authority of India, which apart from maintaining its stadia across the country also manages the Target Olympic Podium Scheme (TOPS) to prepare athletes for the global sporting extravaganzas, has also been enhanced from Rs 795.77 crore to Rs 822.60 crore, which is a jump of Rs 26.83 crore. Khelo India once again gets lion's share in Union Budget for sports

New Delhi, Feb 4 (IANS) Focus on the rural economy in the budget has been waning over the years and in such a scenario a revival of the rural economy would take time, <keyword id="45949" type="General" weightage="100" keywordseo="jm-financial" source="Orion">JM Financial</keyword> said in a report. In the absence of a specific focus on the rural economy in the <keyword id="6360189" type="General" weightage="50" keywordseo="union-budget" source="Orion">Union Budget</keyword> for 2023-24, analysts don't see immediate triggers for revival in the rural economy. Moreover in the absence of specific or enhancement of allocation towards the rural economy, we believe that the rural environment would have to revive on its own. Hence we would view businesses dealing with price sensitive low ticket items as less likely to benefit, JM Financial said. An attempt is made to make the new tax regime more attractive after getting a low response in FY23, however we believe the benefits in the form of tax saving on enhanced no-tax limit (INR 0.2mn) is unlikely to spur demand in a meaningful manner, JM Financial said in a report. Unlike the anticipation by a section of the market, rural focus was missing in the budget announcements. The expectations of a populist budget was linked to 9 state elections in 2023, moreover with FY24 being the last full year budget before the general elections in CY24. However, we believe that the schemes relating to empowerment of women <keyword id="75772" type="General" weightage="50" keywordseo="self-help-groups" source="Orion">Self Help Groups</keyword>, artisans and setting up of digital infra for agriculture and farmer centric solutions would provide opportunities in the rural economy to improve their livelihood, JM Financial said. Moreover, the budgetary allocation towards rural centric schemes like <keyword id="6361863" type="General" weightage="50" keywordseo="mgnrega" source="Orion">MGNREGA</keyword> and PM <keyword id="865803" type="General" weightage="50" keywordseo="gram-sadak-yojana" source="Orion">Gram Sadak Yojana</keyword> has been declining ever since FY22. Even the sentiments as collated by CMIE show a declining trend in the rural economy ever since June '22 whereas the sentiments in the urban economy seem to be holding up well, JM Financial said. In the absence of a specific focus on the rural economy, we don't see immediate triggers for revival in the rural economy, the report said. The latest rabi sowing has been progressing well even on a higher base of last year, except in the case of wheat. Subsidy burden has been the major pain point in India's fiscal, led by rising fertilizer and food prices. Fertilizer subsidy was increased by INR 1.1tn in FY23 over and above the budgeted figures of INR 1.05tn. Allocation towards fertilizer subsidy has been made to the extent of INR 1.75tn in FY24. We believe with easing inflationary pressures, the government could have limited the allocation to INR 1.4tn, as fertilizer prices have moderated by 40% from its peak. However, the geo-political situation is still in a flux and the government's higher allocation seems prudent at this juncture. Food subsidy has been pegged at INR 1.97tn (vs INR 2.9tn FY23RE), as the outlay would be reduced with the discontinuance of the PM Garib Kalyan Yojana. On an overall level, subsidies form 1.2% of GDP vs 1.9% in FY23RE. Past data indicates that the exuberance or otherwise relating to the budget day normalizes within a month in the equity markets. Moreover, a substantial positive performance in Nifty was witnessed in the week following the budget day only during FY16, FY20 and FY21. The personal income tax changes in the Union Budget affect many but the impact is low, Credit Suisse said in a report. The split of salary income by income groups shows that while the number of filings is mostly by low-income groups, the bulk of the taxes come from high income. 56% of the filers belong to the low-income group but they add to just 2% of the tax collected. People earning more than Rs 10mn are less than 1%, but they add to 10% of the tax collected, the report said. Inflows from small savings deposits have shrunk considerably. Small saving deposits for government have been declining, and at the current pace, can be 20% YoY lower for FY23. This may still be marginally better than budgeted, though these flows are generally larger nearer to the year-end. While bank deposit rates have risen considerably, NSSF rates remained low for most of FY23, were raised in Jan-2023. The Centre continues to remain dependent on small savings flows to fund the deficit, Credit Suisse said.

Revival of rural economy to take time in the absence of triggers: JM Financial

This survey maps consumer sentiments and expectations from the <keyword id="12134566" type="General" weightage="20" keywordseo="union-budget-2022" source="Orion">union budget 2022</keyword>, just ahead of it’s unveil on Feb 1st. Most Indians are looking forward to the budget 2022 as they have had a largely positive experience with the 2021 budget. 2 out of 3 consumers claim that the 2021 budget positively impacted their household budget in the past year. Consumers in the 21–35 age band are more enthusiastic (68%) as compared to the ones in the older age band of 35-55 which stands at 56%. Overall, most are upbeat about what the 2022 budget holds. As the pandemic continues to enter its third year, consumers expect the government to continue focussing on healthcare with 66% expecting an increase in the healthcare budget allocations and strengthened policies. Interestingly, consumer sentiments around electric vehicle subsidies and schemes see traction amongst consumers as well. With increased focus on climate change and sustainable living, 60% consumers expect the government to prioritize subsidies on electric vehicles in the coming year. However, fuel prices continue to remain a concern. Majority (72%) expect the government of India to bring petrol and diesel under the ambit of GST, with an expectation it may reduce fuel costs. This expectation is higher among metros (74%) than non-metros (65%). With respect to consumer expectations in terms of tax deductions, investments under 80C covering multiple investment options emerged at the first rank with 60% claiming they want an increase in deductions from the same. The younger, affluent salaried class consumers seem to have a higher desire (65%) for this, as compared to mass consumers (57%). 53% consumers claim they want an increase in deductions for their medical/ health insurance as well. This links back to increased health care expenses over the last 2 years. Expectedly, this number is higher amongst the non-metro consumer at 57%. Home Loan EMI emerges third with 39% consumers seeking an increase in tax deduction on their Home Loan EMI’s. A higher skew for this increase is seen in Metros at 41%. Consumers are leaning towards adopting the new tax regime since it came into existence on April 1, 2020. 55% claim that they intend to choose the new tax regime in 2022. Cryptocurrency as an investment avenue is expected to continue making noise this year as well. As per a Kantar’s cryptocurrency survey from July 2021, 19% Indians intended to invest in cryptocurrency in the next 6 months in Urban India. As of December 2021, this number has increased to 32%. This is possibly driven by awareness and exposure that advertising and celebrity endorsements have generated over the last few months. Millennials seem to be keener on trying this new investment avenue as their intention to invest is higher at 32% as compared to those in the age group of 36-55 years which is at 26%. Majority expect India to launch its own official cryptocurrency in 2022. There is an overwhelming preference towards investing in India’s cryptocurrency with 79% claiming to invest in that over existing cryptocurrencies like Bitcoin, Ethereum, Dogecoin etc. This is driven by the perceptions of it being more secure due to clear regulations laid down by RBI.
