This scheme covered 30,000 more individuals than the one that preceded it. The spending on the Health Ministry decreased to 2.1% of the total Union Budget from the 2.4% in 2017-18. There was a 2.1% decline in the allocation towards National Health Mission, a National Health Program that provides the primary healthcare infrastructure by sliding from Rs 31,292 crores (2017-18 budget) to Rs 30,634 crores (2018-19 budget). As part of the government’s commitment to improve the nutrition status of the Indian children, the budget for the National Nutrition Mission that addresses under-nutrition, anemia and stunting increased by three times from Rs 950 crores in the 2017-18 budget to Rs 3,000 crores in the 2018-19 budget. Arun Jaitley said, “The Ayushman Bharat will build a New India 2022 and ensure enhanced productivity, well-being and avert wage loss and impoverishment. These schemes will also generate lakhs of jobs, particularly for women.” He added, “The government will also set up 24 new medical colleges and hospitals and upgrade existing district hospitals in the country.” The other kinds of investments in budget 2018 towards health Rs 600 crores was allotted for providing nutritional support to all the tuberculosis patients registered with the primary health centers. This scheme will spend Rs 500 per month per patient for 10 months over the full duration of the treatment provided. Rs 1,200 crores went for the National Health Policy, 2017 to support more than 150,000 health and wellness centers. This allotment aimed at combating the rising tide of non-communicable diseases like diabetes and other cardiovascular ailments.

This the Minister believes will further promote a greater Indian economy. The government will also ensure industry relevant skill training for 10 million youth in India. The focus will be on building skills in technologies like — Artificial Intelligence, Big Data, Virtual Reality, 3D printing and Robotics. The move will promote higher remuneration among working professionals. To make India a ‘hub of higher education,’ the government will infuse ₹400 crores to build world class institutions, which is three times the revised estimates of the previous year. Regulatory bodies will be reformed to focus on better academic progress of India. In the interim budget, the finance ministry announced a 10% increase in the <keyword id="450079" type="PERSON" weightage="20" keywordseo="education-budget">education budget</keyword>, dedicating a total of ₹938 billion for schools and higher education programmes. The economic survey conducted last year has shown that the government had limited fiscal space to increase spending on education. Study in India program to turn the country into an education hub for foreign students

The NDA government headed by <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> has been focusing enough on the rural development as evident from the allocation of funds towards this sector through the consecutive budgets presented by the government during its five year term starting from 2014-15. While presenting the budget for the fiscal year, the Finance Minister <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> remarked that the government would spend Rs 14.34 lakh crores in the rural areas of the country that will lead to creating employment opportunities of 321 crore person days besides developing the rural infrastructure significantly. In addition to creating enough employment opportunities to the rural folk, the 2018-19 budget also intended to construct 3.17 lakh km of roads, 1.88 crore toilets, and 51 lakh houses. The budget speech of Jaitley observed that 1.75 crores of new households would receive electricity connections. While talking about the merits of the 2018-19 budget in terms of creating enough room to facilitate the rural development in the country, Rural development minister Narendra Singh Tomar praised that the budget under reference was the one for ‘New India’ which would lead to the comprehensive development of the nation. The Modi government increased the budgetary allocation for the Rural Development Ministry to Rs 1.124 lakh crores for 2018-19 from Rs 1.054 lakh crores. The ministry estimated a total expenditure of Rs 1.09 lakh crores in the financial year 2018-19. “The government is committed to the overall development of the country and like the current year, the Modi government has allocated highest ever amount of Rs 55,000 crores to the MNREGA for the next fiscal,” Tomar said. While the 2017-18 budget allocated Rs 48,000 crores to MNREGA, the 2018-19 budget increased it to Rs 55,000 crores. The ministry estimated that the scheme will need a spending of Rs 55,000 crores in the year 2018-19. Also the allocation of funds to different schemes under the National Social Assistance Program rose up to Rs 99.75 crores from Rs 95 crores allocated during the last fiscal year. The allocation towards the flagship scheme of the NDA government for rural roads ‘<keyword id="126970" type="PERSON" weightage="20" keywordseo="Pradhan-Mantri-Gram-Sadak-Yojana">Pradhan Mantri Gram Sadak Yojana</keyword> (PMGSY)’ remained unchanged over the two budgets remaining at Rs 19,000 crores. While talking about the proposals as part of the 2018-19 budget, Jaitley highlighted about the government’s intention to augment the agriculture and rural development along with the developments across other sectors. He said, “As my proposals outlined indicate, focus of the government next year will be on providing maximum livelihood opportunities in rural areas by spending more on livelihood, agriculture and allied activities and construction of rural infrastructure.” Pushing it up significantly from Rs 4,500 crores (2017-18 budget), Jaitley said the allocation for the <keyword id="180113" type="ORGANIZATION" weightage="20" keywordseo="National-Rural-Livelihood-Mission">National Rural Livelihood Mission</keyword> (NRLM) was increased to Rs 5,750 crores in the 2018-19 budget. The loans given to the women Self Help Groups (SHGs) in the country touched about Rs 42,500 crores in 2016-17. The government voiced its confidence that the SHG loans will increase to Rs 75,000 crores in the fiscal year 2018-19. However, the budget allocation for the rural <keyword id="35061" type="DOMAIN" weightage="20" keywordseo="housing">housing</keyword> scheme PMGAY (Gramin) came down significantly to Rs 21,000 crores for the year 2018-19 from Rs 23,000 crores allocated in the 2017-18 budget.

How budget allocations for rural development in India fare

India is keenly anticipating the <keyword id="6147670" type="UNKNOWN" weightage="20" keywordseo="budget-2019">Budget 2019</keyword>. All the different stakeholders of the country are now keeping their hopes high this time as the country is to face the general assembly election in April – May. The severe drop in the annual rainfall this year has made the agriculture sector of the nation a crisis ridden one over the times ahead. Hence there are strong anticipations that the spending on agriculture sector in the 2019 interim budget will be an all-time high. Notably, the agriculture sector sustains the lives of more than 600 million Indians that will make up more than half of the total population of the country. Over the past five years, there was a sharp rise in the spending towards agriculture. In 2018-19, the total spend on agriculture under the National Democratic Alliance (NDA) government headed by <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> was about Rs 57,600 crores. Looking back at the allocation for agriculture in 2013-14 budget presented by United Progressive Alliance (UPA) government, we find a sharp three fold increase. A close analysis of the past agriculture budgets will reveal that the highest jump was noticed in 2016-’17 that which showed a whopping 79% hike in spending towards agriculture. Though NDA’s allocations towards the agriculture sector were more static in nature, the government ensured that the allocation was on an average at 2% of the total spending across all the different sectors when compared to the 1.3% during the second term of the UPA. Also we find that the 2018-’19 taking it up further to 2.3% over the preceding year’s budget. Agriculture economy makes up about 18% of the <keyword id="6354971" type="DEFINITION" weightage="20" keywordseo="gross-domestic-product">gross domestic product</keyword> (GDP). However, it caters to more than half of the total population of the country. About 69% of the population or 833 million Indians are inhabiting the rural areas and a majority of this segment is below the poverty line. Hence, the agriculture sector is most likely to attract extra consideration when Modi’s government will present its last budget before the upcoming general elections. In addition, we can say the agriculture sector has become even more important to demand the government’s attention as the Bharatiya Janata Party has lost in three state elections in December 2018, which are all a predominantly agriculture based economies. Experts see that farm distress was the major factor behind the electoral reverse that challenged BJP’s stronghold. In November 2018, there were a line of protests by more than 200 farmer groups with the principal demand of better prices for their crops and cancellation of debts. After the debacle the government faced in the state elections, the agriculture sector might get a special attention by the Modi government in the interim budget 2019 as the government is most likely to use the budget to please the majority of the country’s population occupied with agriculture. Anticipations foresee relief packages for the farmers. Already the government had also wooed the farmers stating that the farmer incomes will double by 2022. Budget allocation for agriculture in India through the years

New Delhi, Feb 2 () Barring fertiliser and chemicals sector, the government has provided higher budget allocation for agriculture, and its allied activities as well as to the food and food processing sector for 2020-21.
For the agriculture and farmers welfare ministry, the government has provided 30 per cent increase in the fund allocation at Rs 1,42,761.58 crore for the next fiscal as against the revised estimate of Rs 1,09,750.17 crore for the ongoing financial year, according to the budget document.
Of the total allocation, maximum of Rs 75,000 crore has been allocated for the government's flagship scheme PM-Kisan for the 2020-21 fiscal, followed by Rs 15,695 crore for the Pradhan Mantri Fasal Bima Yojana (PMFBY) and Rs 2,000 crore for Price Stabilisation Scheme (PSS).
That apart, the government has allocated Rs 600 crore for promoting farm mechanisation, Rs 500 crore each for PM-Asha scheme and setting up of 10,000 Farmers Producers Companies (FPOs), while Rs 220 crore for PM Kisan Samman Nidhi (farmers pension scheme) for the next fiscal.
The allocation for the ambitious PM-Kisan scheme, under which Rs 6,000 is given in three equal instalments to each beneficiary farmer annually, has been kept at Rs 75,000 crore for the 2020-21 fiscal, higher than Rs 54,370.15 crore provided in the revised estimate for this year.
The allocation has been trimmed for the current year from the initial estimate of Rs 75,000 crore in view of implementation hurdles and lack of interest shown by some states like West Bengal.
In case of PMFBY, the government has allocated higher funds at Rs 15,695 crore for the next fiscal compared to the revised estimate of Rs 13,640.85 crore for the current fiscal.
For agriculture and research development, the government has provided Rs 8,362.58 crore budget for the 2020-21 fiscal, up from Rs 7,846.17 crore in the revised estimate.
Realising the potential of the allied farm activities like dairy can help provide supplementary income to farmers, the government has increased the allocation for animal husbandry, livestock, dairy and fishery ministry to Rs 4,114.13 crore for the next fiscal from the revised estimate of Rs 3,490 crore.
Of which, Rs 3,289 crore has been allocated for animal husbandry, livestock and dairy, while Rs 825 crore for promoting fishery sector in the next fiscal.
For the food processing ministry, the government has increased allocation to Rs 1,232.94 crore for the next fiscal from the revised estimate of Rs 1,042.79 crore.
For the food and consumer affairs ministry, the allocation has been increased by six per cent to Rs 1,15,569.68 crore for the next fiscal from the revised estimate of Rs 1,08,688.35 crore.
However, for the fertiliser and chemicals ministry, the budget allocation has been reduced to Rs 71,563.34 crore for the next fiscal from the revised estimate of Rs 80,405.18 crore. LUX BAL

Govt provides 30 pc higher Budget allocation for agriculture

When the Modi government announced its first budget in 2014-15, the government of the largest democracy had allocated Rs 1.91 trillion for infrastructure development. Growing at a breathtaking phase through the consecutive budgets of the National Democratic Alliance (NDA) and touching Rs 4.94 trillions in 2017-18, the infrastructure sector received a push of Rs 5.97 trillions in the budget 2018-19. For <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>’s government, infrastructure development of the country has been a prime focus area. While making his budget speech while presenting 2018-19 budget, <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword>, the Finance Minister remarked, “Our country needs massive investments estimated to be in excess of Rs 50 lakh crores in infrastructure to increase growth of GDP, connect and integrate the nation with a network of roads, airports, railways, ports and inland waterways and to provide good quality services to our people." In order to the augment the resources, the government levied a road and infrastructure cess of Rs 8 per liter on the petrol and diesel imported. Jaitley said, “The government and market regulators have taken necessary measures for development of monetizing vehicles like Infrastructure Investment Trust (InvIT) and Real Estate Investment Trust (ReITs) in India. The government would initiate monetizing select CPSE (central public sector enterprises) assets using InvITs from next year." The latest economic survey reveals that such measures will be operationalized provided the country will face a $526 billion gap in the investment towards infrastructure development. Jaitley added, “Reserve Bank of India has issued guidelines to nudge corporates to access the bond market. Sebi (Securities and Exchange Board of India) will also consider mandating, beginning with large corporates, to meet about one-fourth of their financing needs from the bond market." Announcing the most innovative and integrated infrastructure planning model, the National Democratic Alliance government launched the country’s largest ever rail and road budget through budget 2018-19 that saw an allocation of Rs 1.48 trillion and Rs 1.21 trillion respectively. Way back while announcing the 2017-18 budget, Arun Jaitley said the cabinet had given a nod to the most ambitious Bharatmala (roads) scheme that will significantly strengthen the country’s roads network. To support this massive allocation requirement, the government said Rs 5.35 trillion as equity from the market. Jaitley’s talk emphasized that the nation required funds for some ambitious plans Sagarmala (ports) and Bharatmala to enhance its transport infrastructure to meet the growing needs of the largest democracy effectively. “To raise equity from the market for its mature road assets, NHAI will consider organizing its road assets into special purpose vehicles and use innovative monetizing structures like toll, operate and transfer (TOT) and Infrastructure Investment Funds (InvITs)," stressed Jaitley. Though the 2017-18 budget allocated Rs 73.31 crores for Airports Authority of India (AAI) from Rs 149.93 crores in 2017-18, AAI had to raise Rs 4,086 crores. While commenting on the line of budgets by the NDA government headed by Narendra Modi, Jaijit Bhattacharya, partner and head, economics and regulatory at consultancy firm KPMG remarked. “The budget demonstrates a very significant push on infrastructure, including rural infrastructure, as well as for immediate job creation as well as supporting long-term employability through education and skill development is very encouraging."

A look at budget allocation for infrastructure under the Modi government

In the Budget 2016-17, the pension bill may go up by more than Rs 80, 000 crore. 
 
In 2015-16 budget, out of Rs 93,675 crore, Rs 77,406 crore were earmarked for acquisition of weapon systems for the three forces. 
 
However, the commitments haven’t been fulfil as yet due to payments for previous procurements were to be disbursed after reaching certain milestones. 
 
"In some cases, deliveries or milestones could not be ensured on time by the departments. This has resulted in some funds for committed liabilities also lapsing," a senior official told ET.

New Delhi, Feb 3 () Sports Minister Kiren Rijiju on Wednesday said the amount allocated for sports for the financial year 2021-22 could be revised if it is needed, asserting that all requirements of athletes heading into Tokyo Olympics are being met. The central government on Monday allocated Rs 2596.14 crore for sports -- a reduction of Rs 230.78 crore when compared to the amount earmarked initially for the previous year, that was derailed by the COVID-19 pandemic across the world. "...if needed, there is a provision for asking for revised allocation," Rijiju said on the sidelines of the launch of Fit India office at the Jawahar Lal Nehru stadium here. In the last financial year, the government had allocated Rs 2826.92 crore for sports, which was later revised to Rs 1800.15 crore because of the lack of activity caused by the pandemic. This year's allocated amount is Rs 795.99 crore more than the revised budget of 2020-21. Rijiju said, "The sports ministry is there to take care and support athletes and National Sports Federations (NSFs). We are there to look after the requirement of athletes and demand of NSFs. "The funding is for athletes, not NSFs. There will be no shortage of funds for players as and when they require. "Whatever is the requirement of athletes is always met, be it foreign training or hiring of overseas coaches. Sports is a state subject and the sports ministry is there to provide support to state governments." The sports ministry bears the cost of all foreign training and competition, including participation in the Olympics. The government's flagship Khelo India programme was handed the biggest reduction -- of Rs 232.71 crore -- among all sports heads for the 2021-22 budget, presented by Finance Minister Nirmala Sitharaman on Monday. During Wednesday's event, Sports Secretary Ravi Mittal said, "If you look at the budget of 2021-22 as against 2019-2020 there is an increase of 19.13 percent. We are not considering the initial budget of 2020-21 because it was an unprecedented year hit by COVID." "From the revised figures also there is an increase of nearly 40 percent. Khelo India also got a boost of 72 per cent compared to 2019-2020. "The contributions towards NSFs has also increased, just in infrastructure development there was slight reduction," Mittal added. But the Agriculture Ministry officials are demanding more in the upcoming budget on July 5, the first in Narendra Modi government's second term. The officials will meet Finance Minister Nirmala Sitharaman for pre-Budget discussions on Tuesday (May 11) and are likely to seek more funds for Interest Subsidy for Short Term Credit to Farmers and for Market Intervention Schemes from what has been allocated to in the interim Budget. Rural India has been reeling in economic distress and the uncertainty around monsoon may add to its woes this year. Over 80 million Indians are directly or indirectly reliant on agriculture for livelihood. Interest subvention is provided to farm financiers like NABARD, regional rural banks, cooperative banks, public sector banks and scheduled private sector banks for providing short term credit to farmers at subsidized rate of interest. The Agriculture Ministry will also have budgetary allocation for animal husbandry, dairying and fisheries. In the interim Budget, the government had proposed creation of a separate department for fisheries and a 2% interest subvention on loans to fish farmers to help boost seafood production and exports. Since this sector is a employment-intensive and export-based, the ministry will seek favourable policies towards the sector. The interim Budget has allocated ₹18,000 crore for the interest subsidy and Rs 3,000 crore for the Market Intervention Scheme and Price Support Scheme (MIS-PSS). Given the stress on doubling farmers' income by 2022 and improving the lot of the farmers even before that, these two schemes may be picthed by the farm ministry for more allocation in the Budget. The Income Support Scheme has been budgeted at ₹75,000 crore in 2019-20 where as ₹20,000 crore was budgeted last fiscal since the scheme was operational in 2018-19. The ministry are likely to pitch for the market linkage infrastructure, including warehousing and processing of farm produce. Rural Development Rural Development Ministry representatives, who will be meeting the FM along with officials from the Agriculture Ministry, has already seen its allocation up by 5% in the interim Budget. The ministry is the nodal department for the Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGA), Pradhan Mantri Gramin Awaas Yojana (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY) and the National Rural Livelihoods Mission (NRLM), besides some other Centrally-sponsored schemes.  The whopping surge in the budgetary allocation may be attributed to the Income Support Scheme (ISS), which extended an annual income support of ₹6,000 to the farmers having up to 2 hectares of land. The scheme accounts for ₹750 billion of the government’s annual expenditure. Over 60% of the total funds allocated to the agricultural ministry in 2018-19, was kept to be spent on the schemes proposed for farmers — Interest Subsidy Scheme (32%), Pradhan Mantri Fasal Bima Yojana (28%), Pradhan Mantri Krishi Sinchayee Yojana (9%), Rashtriya Krishi Vikas Yojana (8%), and National Mission of Horticulture (5%), according to the PRS report.
