"Under the current situation it's not possible for me to continue with the government. I tried to find a solution. I had urged <keyword id="13899" type="PERSON" weightage="20" keywordseo="Lalu-Yadav">Lalu Yadav</keyword> and Tejashwi to clear all the facts regarding the corruption charges. But nothing has happened," Nitish Kumar said after submitting resignation. "We waited long enough. RJD doesn't want to give any explanation. <a href="http://www.businessinsider.in/searchresult.cms?query=AICC">AICC</a> wants to make the most of <a href="http://www.businessinsider.in/searchresult.cms?query=Bihar+elections">Bihar election results</a> and is looking a way to announce Congress vice-president <a href="http://www.businessinsider.in/searchresult.cms?query=rahul+gandhi">Rahul Gandhi</a> its president. 
 
"There is a general feeling among Congress workers that Rahulji should immediately take over as Congress president," said party spokesperson CP Joshi. 
 
It seems the Congress wants a reason to announce Nehru-Gandhi scion its president, latest being Bihar victory. 
 
An AICC session is due by December, during which decision will be taken on extension of Sonia Gandhi's presidentship for another year. 
 Joshi is, reportedly, close to <keyword id="5268" type="PERSON" weightage="20" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> and said the fourth generation scion was the main architect of the Bihar alliance which drew strength from Nitish Kumar, Lalu Prasad and Sharad Yadav. 
 
"The Congress will fulfill its responsibility in successfully implementing the seven-point programme for action projected by Nitishiji during the campaign,” he said.

AICC finds Bihar win an opportune moment to declare Rahul Gandhi its president

Kumar along with Rashtriya Janata Dal (RJD) chief <a href="http://www.businessinsider.in/searchresult.cms?query=lalu+prasad+yadav">Lalu Prasad Yadav</a> will be launching a signature campaign 'shabd wapasi' tomorrow against Modi's remark. 
 
"Inspite of our repeated pleas, Modiji hasn't retracted his derogatory remarks on our DNA. We're going to launch a ' shabd wapasi' campaign against him," tweeted Kumar. 
 
The chief minister added that 50 lakh people from Bihar would be a part of 'shabdwapasi' signature campaign and would be sending DNA sample test to Modi. 
 
While addressing a rally in Muzaffarpur on July 25, Modi remembered the way Kumar had invited him to dinner and later cancelled the invitation. 
 
Modi said that Kumar had not only disrespected him but also a 'mahadalit' like former Chief Minister <a href="http://www.businessinsider.in/searchresult.cms?query=jitan+ram+manjhi">Jitan Ram Manjhi</a>. 
 
"There seems to be some problem in his DNA because the DNA of democracy is not like that. In democracy you respect even your political rivals," Modi had said at the rally. 
 
Earlier, Kumar had written an open letter to Modi over the issue.

Nitish Kumar asks PM Modi to take back his ‘DNA’ remark again

More than 24 people were killed and 25 injured after two trains, Kamayani Express and Janata Express, <a href="http://www.businessinsider.in/searchresult.cms?query=derail">derailed</a> while crossing a bridge over swollen Machal river in <a href="http://www.businessinsider.in/searchresult.cms?query=madhya+pradesh">Madhya Pradesh</a>. 
 
The incident happened at 11.30 pm on Tuesday when seven coaches of Kamayani Express, bound for Varanasi, and five bogies of Janata Express, bound for Mumbai, were crossing the bridge in Harda, some 160 km from Bhopal. 
 
The toll is expected to go further up. The <a href="http://www.businessinsider.in/searchresult.cms?query=indian+railways">Railways</a> has announced a compensation of Rs 2 lakh to the families of the deceased, Rs 50,000 to grievously injured and Rs 25,000 to those with minor injuries. 
 
Meanwhile, <a href="http://www.businessinsider.in/searchresult.cms?query=shivraj+singh+chouhan">Madhya Pradesh Chief Minister Shivraj Singh Chouhan</a> will visit the site later in the day. <a href="http://www.businessinsider.in/searchresult.cms?query=Nitish+Kumar">Bihar Chief Minister Nitish Kumar</a> also condoled the deaths. 
 
"Seven bogies of Kamayani Express and engine plus three coaches of Janata Express were derailed between Khirkiya and Bhirangi stations near Harda. The mishap took place around 11.30 PM on Tuesday as base material of the tracks got washed away in heavy rains. Nearly 25 passengers suffered injuries," West Central Railway PRO Piyush Mathur told news agency PTI. 
 
Search operations have been launched and few coaches also fell in the river. Bhopal Railway PRO told PTI that more than 250 passengers were rescued so far. 
 
Meanwhile, Minister of State of Railways Ministry Manoj Sinha said it was not a manmade disaster but a natural calamity.

Both JD(U) and the LJP(Ram Vilas) had extended their support to the concept 'one nation one election' in their submission to the high-level committee headed by former president Ram Nath Kovind. Modi had on Thursday made an unequivocal pitch for a uniform civil code in the country, asserting that a "secular civil code" in place of the existing "communal" one is the need of the hour. He also pushed forcefully for 'one nation one election'. Frequent elections are an "obstacle" in the country's growth, and every scheme is seen as a consequence of one poll or another happening every few months, he said in his speech on India's 78th Independence Day. The UCC has been a key ideological plank of the BJP, while the party has also taken a strong stand in favour of <keyword id="20033454" type="General" weightage="20" keywordseo="simultaneous-polls" source="keywords">simultaneous polls</keyword>, promising both measures on its successive manifestos.

The <keyword id="19987636" type="General" weightage="20" keywordseo="Bihar-government" source="keywords">Bihar government</keyword> is making serious efforts to give a fillip to <keyword id="23049947" type="General" weightage="20" keywordseo="small-scale-and-medium-enterprises" source="Orion">small-scale and medium enterprises</keyword> which would play a crucial role in the overall <keyword id="352701" type="General" weightage="20" keywordseo="economic-development" source="Orion">economic development</keyword> of the state, a top official of the Industries department said. Around Rs 2,900 crore have been disbursed to nearly 74,540 beneficiaries under two schemes, one of which was launched only last year, for promoting Micro, Small and Medium Enterprises ( <keyword id="19910977" type="General" weightage="100" keywordseo="MSMEs" source="keywords">MSMEs</keyword>) in the state, the official said. <keyword id="19903647" type="General" weightage="20" keywordseo="bihar" source="keywords">Bihar</keyword> has a strong MSME base. To promote innovation ecosystem and unlock the enormous entrepreneurial potential of the state, the Mukhya Mantri Udyami Yojana (MMUY) and <keyword id="23049946" type="General" weightage="20" keywordseo="Bihar-Laghu-Udyami-Yojana" source="keywords">Bihar Laghu Udyami Yojana</keyword> (BLUY) were launched in 2018 and 2023 respectively focusing on promotion of MSMEs in the state. "A total of Rs 2,697 crore was disbursed to 34,441 beneficiaries from 2018 till now under MMUY. Similarly, till date Rs 200 crore of the first instalment has been disbursed to 40,099 beneficiaries under BLUY", Secretary, Department of Industries, Bandana Preyashi told PTI. On the one hand, Bihar is getting big ticket investments for major manufacturing units and on the other hand, the state government is also enabling an ecosystem where the MSMEs can thrive on the ground level for the benefit of the rural economy, Preyashi said. The Bihar Laghu Udyami Yojana aims to provide job opportunities to at least one member of poor families whose monthly income is less than Rs 6,000 a month, she said. The state government is providing Rs 2 lakh to each beneficiary in three instalments to set up and run micro and small industrial and processing units, Preyashi said. The government's objective is promotion of MSMEs through awareness, training and handholding support, the Industries secretary said. The state government is encouraging entrepreneurs and investors through the provision of a safe and sound work environment and basic infrastructural facilities which include land, roads, electricity, and water availability, she said. The Industries secretary further said, "With new policies of the state government, Bihar is witnessing significant investment promotion activities, reinforcing its position as an emerging business and industrial hub in the country. During the Bihar Business Connect 2023, 278 companies signed MoUs, committing to investments totalling Rs 50,530 crore." the secretary said. The state government has implemented the Bihar Industrial Investment Promotion Policy (BIPP), Bihar Logistics Policy 2023, Ethanol Production Incentive Policy 2021 and Textile and Leather Policy 2022 to promote industrial growth and investment in the state. "Under these policies, stage-1 clearance was given to 481 applications, with a proposed investment amount of Rs 4,512.85 crore. A total of 175 units were given clearance for financial incentives with an investment of Rs 2,195.10 crore, an all-time high, since the inception of the state investment promotion policies," she said. In 2023-24, 255 startups were recognized in the state and a total of Rs 11.92 crore has been disbursed as seed funding to these startups. From April 2023 to January 2024, Bihar Industrial Area Development Authority (BIADA) allotted plots/sheds to 427 units having a total investment size of Rs 6,145 crore covering 492 acres of land and also creating 35,224 employment in the state, said the secretary. "Infrastructure development in industrial areas was given top priority. Funds of Rs 409.33 crore were approved under Part I and Rs 212.68 crore for construction of unity mall under special assistance to states in 2023-24. In the current financial year of 2024-25,149 units have been granted stage I clearance for a proposed investment amount in Rs 3,950.48 crore in Bihar State Investment Promotion Board", she said. At present, Bihar's proposal to establish a multi-sector Special Economic Zone (SEZ) in Nawanagar and Kumarbagh has been approved by the Government of India. "Authorities concerned are also working on the establishment of Export Promotion Councils (EPCs) in Bihar that will help Bihari Exporters to expand their businesses to international markets", said the secretary. Bihar Chief Minister <keyword id="19907431" type="General" weightage="20" keywordseo="nitish-kumar" source="keywords">Nitish Kumar</keyword> on August 3 this year laid the foundation stone for Rs 1,600 crore cement grinding unit of Ambuja Concrete North Private Limited, a subsidiary of Adani group's Ambuja Cements, in Warisaliganj block in Nawada district. This is considered the largest investment in the state by a cement industry player. "The project is expected to create 250 direct jobs and 1,000 indirect jobs on the site. The project will meet the growing infrastructure needs of Bihar. Adani Group has decided to invest additional Rs 5,500 crore in Bihar in various sectors, including cement manufacturing (in Muzaffarpur), logistics (near Patna) and projects related to agro-industry in Araria, Kishanganj and Begusarai. A total of 40,000 employment will be generated by these investments", said the statement issued by the CMO after the conclusion of the event on August 4.

In Bihar, the INDIA bloc was leading in only eight out of the 40 Lok Sabha seats but Jha was confident that the numbers would look up for the coalition in the state, even as he complained about the tardy pace of counting. "We have written to the Election Commission drawing attention towards the extremely slow pace of counting. Only 3-4 lakh votes have been counted till afternoon in most seats in Bihar where, on an average, about 10 lakh people have exercised their franchise in each constituency," said Jha. "We are confident that as the counting progresses, in many seats where we are trailing by slender margins, the picture will change. But we urge the Election Commission to carry out the exercise as per the rule book and not act on any telephone calls they may be getting from Delhi," said the Rajya Sabha MP, who has been alleging that the poll panel has often acted under pressure from the ruling BJP at the Centre. "To all our cadres in the INDIA coalition, I would appeal not to let their guard down. Counting may continue till late in the evening. We must remain vigilant," said Jha. Among the INDIA constituents in Bihar, RJD had contested 23 seats, out of which it was trailing in all but four, while Congress, which got nine seats, was leading in two. The CPI(ML) Liberation, which had contested three seats, was leading in two.

Nitish, Naidu may dump NDA, help INDIA bloc form govt: RJD

According to details of the assets of the chief minister and his cabinet colleagues posted on the <keyword id="20021772" type="General" weightage="80" keywordseo="cabinet-secretariat-department" source="keywords">Cabinet Secretariat Department</keyword>'s website on Sunday evening, Kumar has Rs 22,552 in cash, and deposits of Rs 49,202 in different bank accounts. He also has a Ford Ecosport car worth Rs 11.32 lakh, two gold rings and a silver ring worth Rs 1.28 lakh, and other movable assets such as 13 cows and 10 calves worth Rs 1.45 lakh, a treadmill, an exercise cycle and a microwave oven. The only immovable property that he has is an apartment in Dwarka in New Delhi, which cost him Rs 13.78 lakh in 2004, and is now worth Rs 1.48 crore. Last year, Kumar had declared total assets of Rs 75.53 lakh. A comparison of the two disclosures showed that the jump in the value of assets was primarily due to the rise in the worth of his Delhi apartment. Kumar's government has made it mandatory for all cabinet ministers to disclose their assets and liabilities on the last day of every calendar year. Deputy Chief Minister <keyword id="20021770" type="General" weightage="80" keywordseo="tejashwi-prasad-yadav" source="keywords">Tejashwi Prasad Yadav</keyword> declared a total income of Rs 4.74 lakh for the 2022-23 financial year. The longest-serving CM began the day by flagging off a number of new fire brigade engines at the city's veterinary college ground, which saw him address a mammoth party rally earlier this week. He followed it up with a visit to Buxar, for inauguration of a beautification project of a renowned temple, a project of the tourism department that is held by his deputy <keyword id="19916246" type="General" weightage="20" keywordseo="tejashwi-yadav" source="keywords">Tejashwi Yadav</keyword>, who remained conspicuous by his absence. The attendees included senior BJP leader and Union minister Ashwini Kumar Choubey, who is the local MP. Choubey declined to comment on the ongoing upheaval. BJP state in-charge Vinod Tawde, who is in Patna to attend a meeting, also kept cards close to the chest, but blamed the Congress for the imminent "break up" of Nitish Kumar with the opposition INDIA bloc, of which he was seen as the veritable architect. "The INDIA bloc is on the verge of collapse. The alliance of INDIA bloc parties is almost over in Punjab, West Bengal and Bihar," he said. Upon Kumar's return to Patna, top leaders of the JD(U) began pouring in at the official residence of the party president, who is expected to put in his papers as chief minister and stake claim for the formation of a new government, armed with the BJP's support.
