The road, transport and highways minister said the road network is being set up under the Bharatmala Pariyojana. The National Highways Authority of India (<keyword id="49448" type="General" weightage="70" keywordseo="nhai" source="Orion">NHAI</keyword>) has generated more than Rs 70,000 crore through various models of financing and the amount will be utilsed to build highway projects, he noted. "The government has conceptualized Bharatmala Pariyojna of 65,000 km of highway development across the country. The phase 1 road network is of 34,800 km... We are constructing 10,000 km of greenfield expressways at a cost of Rs 4.5 lakh crore," he said addressing an event on 'Management Development Program on Infrastructure Financing' organised by IIM Kozhikode. According to the minister, India's total National Highway (NH) network has increased from 91,000 km in 2014 to nearly 1.45 lakh km at present. Gadkari further said the government has given a massive push to the economy through the national infrastructure pipeline and PM Gati Shakti National master plan. These programs will ensure integrated and holistic development in the country saving cost and time as these new infra projects will connect remote areas in the country. "Asset monetization holds the key to infrastructure investment. NHAI has the share of 27 per cent under the national monetization pipeline. We are actually pursuing multiple models of monetization of national highways assets such ToT InVIT and project-based financing," the minister said. NHAI has generated more than Rs 70,000 crore through innovative models of financing. Around Rs 26,000 crore raised via ToT (toll-operate-transfer) model, Rs 10,000 crore via NHAI InVIT (<keyword id="12760343" type="General" weightage="80" keywordseo="national-highways-infra-trust" source="Orion">National Highways Infra Trust</keyword>) and Rs 34,000 crore via securitization via SPVs.

With a view to improve connectivity in border areas, the Government is planning to construct 7,000 kms of new national highways by including coastal areas too under the <keyword id="3166780" type="UNKNOWN" weightage="100" keywordseo="Bharatmala-Pariyojna">Bharatmala Pariyojna</keyword>, Road Transport Minister <keyword id="26680" type="PERSON" weightage="100" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> said during question hour, amidst unrelenting slogan-shouting by Congress members at <keyword id="6355187" type="ORGANIZATION" weightage="100" keywordseo="Lok-Sabha">Lok Sabha</keyword>.

Government to construct 7000 kms of national highways to improve border connectivity

By Namita Tewari New Delhi, Apr 19 () Turning the COVID-19 lockdown into an "opportunity", highways regulator NHAI is working on a war footing to resolve disputes worth a staggering Rs 80,000 crore, besides reviewing projects to expedite work. "During this lockdown period, we are holding five to seven video conferences every day to find resolution to disputes through reconciliation to be ready with all the ground work. "Normally what would take months together has been done during the lockdown," NHAI Chairman S S Sandhu, who was on an inspection of the Delhi-Meerut Expressway project when contacted him, said. Sandhu and other top brass of the National Highways Authority of India (NHAI) have been on an inspection spree of projects, taking the benefit of no traffic on otherwise congested highways. NHAI, an official said, has at least 180 cases in arbitration involving a sum of about Rs 80,000 crore. Sandhu told that as a result of intensive meetings, NHAI is in a position to place all matters before the reconciliation committees for speedy disposal of disputes. "Next week we are likely to take up the matters, work on which have been done, with the conciliation committees for final dispute redressal processes," Sandhu said. He said the exact number of cases for which work has been done cannot be assessed at the moment as multiple officials are working on different projects and the compilation will be done soon. Out of the 180 cases involving about Rs 80,000 crore, the officials are currently working on 86 cases worth about Rs 31,000 crore, a source said. "Work is almost complete on 33 cases with a solid ground ready for disposal of these by the reconciliation committees. These involve a sum of Rs 12,356 crore," the source added. Work is going on a war footing in other 43 cases involving a sum of Rs 20,000 crore, he added. The projects under arbitration include Delhi-Agra highway section, Kishangarh-Udaipur road and Chenani-Nashri project, the official said. The highways builders involved in these projects include ILFS Transportation, Madhucon, Gammon, HCC and Gayatri Projects, among others. The official said once the conciliation happens, the NHAI payout will be much lesser than the amount projected now as arbitration is a long-drawn process where payout is about 25 per cent but in conciliation, whatever amount is finalised is paid immediately. Road Transport and Highways Minister Nitin Gadkari has asked the ministry and NHAI officials to convert the coronavirus "crisis into opportunity". Preparations are afoot to re-start work on highway projects expeditiously in association with the states, while following the guidelines issued by the Ministry of Home Affairs. Gadkari told : "I have asked NHAI to resolve all cases in three months span." The NHAI has achieved record 3,979 kms of highways construction in 2019-20. The feat was achieved on the back of ambitious highways development programmes like Bharatmala Pariyojna. The construction pace has seen a steady growth, with 3,380 kms construction in FY 2018-19. 	In order to address a pressing backlog of infrastructure needs amid weak private sector appetite and global headwinds, the government takes the baton in its hand. Critically, sectors such as roads, shipping, power, renewable energy, ports have seen marked increases in allocations. 
	 Additionally, in a bid to encourage private sector participation, provisions for renegotiation of <keyword id="6361580" type="COMPANY" weightage="20" keywordseo="PPP">PPP</keyword> contracts have been spelt out and a Public Utility Resolution of Disputes Bill is also sought to be passed to solve problems in infrastructure contracts, PPP and public utilities. 
	 
	By continuing to maintain the delicate balance between the priorities for India and Bharat, Budget has created growth impulses for infrastructure sector and farmers alike. India’s extensive infrastructure needs are well known. Decades of underinvestment have created deficits in critical areas such roads, highways and railways. A combined budgetary allocation of Rs2.8 lakh crores for Roads and Railways will have an extremely positive impact on ensuring sustainable development of India’s infrastructure and encourage private participation. 
	 
	In particular, along with Pradhan Mantri Gram Sadak Yojana, the Road Sector continues to be a focus sector, with a dedicated budget allocation of Rs97,000 crores for development of roads and highways. 85% of projects are now back on track. Increase of more than 30% over planned expenditure, with a target to build 10,000 km of National Highways, has created positive sentiments. In addition, upgradation of 50,000 km of State Highways to National Highways will ensure development of roads in line with NHDP program. 
	 
	Sensing the financing needs of NHAI, the FM has also announced issuance of Rs. 15,000 Crores worth of tax free bonds. The ambitious yet achievable target of building 30 km of road per day will be instrumental in bridging the developmental gap since 2012-14 during which only 5,100 Km of road projects were awarded. 
	 
	Further, abolition of permit-raj and amendments in the Motor vehicles Act to bring in the Private Sector will not only help in more efficient public transport facilities but also drive job creation, entrepreneurship and start ups in the sector as well as push the 55 State Transport Undertakings (STUs) to achieve operational excellence. 
	 
	The step up in budgetary support, coupled with a clearly laid out road map for all round development, supported by programs such as setting up of NHDP, Bharatmala Pariyojna, Special Accelerated Road Development Program in the North East, will send positive signals to investor and lenders who have been cautious in their approach to the infrastructure sector. 
	 
	Infrastructure: The game changer 
	 
	Quality physical infrastructure is vital for business generation and youth employment in an emerging economy such as ours and provides deep impetus to establish industries and nurture the entrepreneurial zeal of a high growth economy. 
	 
	However, multiplicity of departments – roads and highways, railway, waterways and aviation, creates a systemic imbalance, hampering growth and implementation. I strongly believe that establishing a Unified Infrastructure Regulatory Authority with a clear mandate to formulate and implement development strategies in sync with dynamic economic environment is crucial to improve logistics and ensure balanced, long-term development, build consensus with all stakeholder and ensure effective Center-State relationship.
