<keyword id="6358992" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Police">Delhi Police</keyword> has detained <keyword id="232202" type="PERSON" weightage="20" keywordseo="Mehmood-Akhtar">Mehmood Akhtar</keyword>, a Pakistani staffer working with Pakistan High Commission, for espionage. 
 As per the reports, Akhtar, 35, is Pakistan envoy <keyword id="135964" type="PERSON" weightage="20" keywordseo="Abdul-Basit">Abdul Basit</keyword>’s staffer and possessed highly classified army-related documents. The intelligence bureau had tailed him for weeks. 
 
The staffer, however, has been released due top diplomatic immunity. 
 
 Pakistani envoy <keyword id="349030" type="PERSON" weightage="20" keywordseo="Basit">Basit</keyword> has been summoned by the external affairs ministry, TV reports said. 
 
A report has been sent the report on the high commission staffer to the external affairs ministry. . Crime branch officials have also briefed the Union Home Minister and Delhi's Lieutenant Governor.

Pakistan High Commission’s staffer detained for espionage, let-off due to diplomatic immunity

Pakistan has questioned the veracity of India's dossiers on <keyword id="26778" type="ENTERTAINMENT" weightage="80" keywordseo="underworld">underworld</keyword> don <keyword id="6357714" type="PERSON" weightage="80" keywordseo="Dawood-Ibrahim">Dawood Ibrahim</keyword> calling them "self-serving" and said government's comments in Parliament on his whereabouts vindicated its sustained stand that the fugitive was not in its territory. 
 <keyword id="106423" type="POSITION" weightage="80" keywordseo="Pakistan-High-Commissioner">Pakistan High Commissioner</keyword> <keyword id="135964" type="PERSON" weightage="80" keywordseo="Abdul-Basit">Abdul Basit</keyword> said the comments by Minister of State for Home Haribhai Parathibhai Chaudhary in Parliament on Tuesday justified his country's worries on the issue and asserted that India has not placed any request with <keyword id="3002" type="COMPANY" weightage="80" keywordseo="Islamabad">Islamabad</keyword> in writing for Dawood's extradition. 
 "Honestly speaking that was quite disquieting and disconcerting from our perspective and frankly that calls for some introspection. If you prepare dossiers on the basis of self-serving information, than we have every reason to be worried. Our worries are justified," he told <keyword id="157927" type="PERSON" weightage="80" keywordseo="Karan-Thapar">Karan Thapar</keyword> on Headlines Today. 
 <keyword id="2840570" type="ORGANIZATION" weightage="80" keywordseo="Contradicting-government">Contradicting government</keyword>'s earlier stand on Dawood's whereabouts, Chaudhary had said in Parliament that the government was not aware of the location of the fugitive whose deportation from Pakistan it has been demanding. 
 
Asked whether the Minister's position vindicated Pakistan's stand, he said "It does. He is not in Pakistan." 
 
On whether India either in the recent past or earlier had formally in writing requested extradition of the don, he said, "Not to my knowledge". 
 
 
When pressed further, he said, "Not to my knowledge because from our perspective as we have been saying our position is that he is not in Pakistan. So the question of extradition does not arise in the first instance." 
 
India had handed over to Pakistan several dossiers on Dawood, India's most wanted fugitive, giving details about his locations in Pakistan. 
 
 
The envoy also called Jammu and Kashmir as "mother of all issues" bilaterally and said both the countries should work with sincerity to resolve it. 
 
"First of all, it is important whether it is UN resolutions or Shimla agreement or 1999 Lahore Declaration , you need to understand from our perspective, and I think India also recognises that, Jammu and Kashmir is mother of all our issues bilaterally," he said. 
 
 The <keyword id="44309" type="POSITION" weightage="80" keywordseo="High-Commissioner">High Commissioner</keyword> said other issues like Siachen, Sir Creek or water issues, terrorism, have their "roots in the Jammu and Kashmir dispute" while asserting that Islamabad wanted to normalise ties with India.

	By the time a second reporter called the number, another woman who answered the phone was cautious and asked her to call back later without confirming if it was the residence of Dawood.
 

	Pakistan has repeatedly denied that it has sheltered the underworld don, wanted in India for orchestrating the 1993 bomb blasts that killed 257 people in Mumbai. Even in May this year, Pakistan High Commissioner, Abdul Basit, said the dreaded gangster "was not in Pakistan", when Union Home Minister Rajnath Singh told Parliament that India knew about Dawood's whereabouts.
 

	Times Now reported that according to details of bills available with Indian security agencies, the phone was installed in 2006.
 

	An exclusive report in the Hindustan Times today exposed several discrepancies in the Pakistani narrative.
 

	The HT report, quoting intelligence inputs, stated that Dawood, his wife Mehjabeen Shaikh, son Moeen Nawaz and daughters Mahrukh, Mehreen and Mazia are living in the upscale Clifton neighborhood of Pakistan's Karachi. Dawood's daughter Mahrukh is married to Junaid, son of former Pakistan cricket captain Javed Miandad.
 

	Indian intelligence agencies have an April 2015 telephone bill in the name of Dawood's wife Mehjabeen with D-13, Block-4, Karachi Development Authority, Sch-5, Clifton, as the address, according to the report. Dawood has three Pakistani passports and two more residential addresses in Karachi.
 

	Dawood's family members have travelled to Dubai in January this year. According to the image that HT published of Dawood's Pakistani passport photo, the 59-year-old crime syndicate chief is now cleanshaven, has a receding hairline and has not had plastic surgery done on his face.
 

	Sleuths also have his passport numbers, flight and passenger details.
 

	"Pakistan's Dawood lie is also nailed from the fact that the mafia don's close associates like Jabir Saddiq, Jawaid Chotani and Mumbai blasts accused Javed Patel a.k.a Chikna are also based in Pakistan and are frequent visitors to Dubai. There are flight details to show that Saddiq travelled to Dubai from Karachi on July 20, 2015 and returned four days later," Shishir Gupta wrote in the report for HT.

We got a straight-up ugly piece of US economic data yesterday: Consumer confidence dove several points in January.

Why are consumers upset? Haven't they heard that all the big fears are lifting?
The big worry is that it has something to do with the <a href="http://www.businessinsider.com/the-biggest-question-about-todays-dive-in-consumer-confidence-2013-1">expiration of the payroll tax</a>. People see they're taking home less each weak; they get less confident. It wouldn't be that weird.
And a new study that came out yesterday just happens to compound the fear.
<a href="http://www.newyorkfed.org/research/staff_reports/sr592.pdf">The paper, from Grant Graziani, Wilbert van der Klaauw, and Basit Zafar, at the New York Fed</a> (via WSJ) says that the payroll tax cut in 2011 had a much bigger economic boost than would have been anticipated:
This paper presents new survey evidence on workers’ response to the 2011 payroll tax cuts. While workers intended to spend 10 to 18 percent of their tax-cut income, they reported actually spending 28 to 43 percent of the funds. This is higher than estimates from studies of recent tax cuts, and arguably a consequence of the design of the 2011 tax cuts. The shift to greater consumption than intended is largely unexplained by presentbias or unanticipated shocks, and is likely a consequence of mental accounting. We also use data from a complementary survey to understand the heterogeneous tax-cut response.
Bottom line, the payroll tax cut of 2011 had a surprise positive shock.
Now we see that reversing and at the same time, consumer confidence has fallen.
It's just one datapoint, but it needs to be watched.

New York Fed Study Makes Yesterday's Collapse In Consumer Confidence Even More Scary

RALEIGH, North Carolina (AP) - Federal officials say Americans are joining the bloody civil war in <keyword id="6354913" type="COUNTRY" weightage="60" keywordseo="Syria">Syria</keyword>, raising the chances they could become radicalized by al-Qaida-linked militant groups and return to the U.S. as battle-hardened security risks.
The State Department says it has no estimates of how many Americans have taken up weapons to fight military units loyal to Syrian President Bashar Assad in the conflict that has killed more than 100,000 people over 2 ½ years. Other estimates - from an arm of the British defense consultant IHS Jane's and from experts at a nonprofit think tank in London - put the number of Americans at a couple of dozen. The IHS group says al-Qaida-linked fighters number about 15,000, with total anti-Assad forces at 100,000 or more.
This year, at least three Americans have been charged with planning to fight beside Jabhat al-Nusrah - a radical Islamic organization that the U.S. considers a foreign terrorist group - against Assad. The most recent case involves a Pakistani-born North Carolina man arrested on his way to Lebanon.
At a Senate homeland security committee hearing this month, Sen. Thomas Carper said: "We know that American citizens as well as Canadian and European nationals have taken up arms in Syria, in Yemen and in Somalia. The threat that these individuals could return home to carry out attacks is real and troubling."
The hearing came about two weeks after the FBI and other officers arrested Basit Sheikh, 29, at the Raleigh-Durham International Airport on charges he was on his way to join Jabhat al-Nusrah. Sheikh, a legal resident of the United States, had lived quietly, without a criminal record, in a Raleigh suburb for five years before his Nov. 2 arrest. A similar arrest came in April in Chicago. And in September, authorities in Virginia released an Army veteran accused of fighting alongside the group after a secret plea deal.
In August, outgoing FBI Director Robert Mueller told ABC News that he was concerned about Americans fighting in Syria, specifically "the associations they will make and, secondly, the expertise they will develop, and whether or not they will utilize those associations, utilize that expertise, to undertake an attack on the homeland."
Current FBI Director James Comey said this month that he worried about Syria becoming a repeat of Afghanistan in the 1980s, after the Soviet invasion, with foreign fighters attracted there to train. The FBI refused to say whether it's directed agents to increase efforts to stop Americans bound for Syria.
In the case of Sheikh, his North Carolina home isn't considered a breeding ground for terrorist activity. But Aaron Zelin, who works for both the London-based International Centre for the Study of Radicalisation and the Washington Institute for Near East Policy, notes that Sheikh lived about three hours from the hometown of Samir Khan, the editor of an English-language al-Qaida magazine who was killed in a drone attack in Yemen.
Sheikh is charged with planning to assist a group the State Department has declared a terrorist organization. It's not illegal for Americans who also hold citizenship in another country to fight in that country's military. But American citizenship can be lost for voluntarily serving in foreign armed forces hostile to the U.S.
For five months this year, Sheikh didn't know he was being monitored as he posted messages and videos on Facebook expressing support for jihadi militants fighting Assad's forces, according to a Nov. 2 sworn affidavit by FBI Special Agent Jason Maslow in support of the warrant to arrest Sheikh.
In August, Sheikh commented to an undercover FBI employee's posts on a Facebook page promoting Islamic extremism. The two struck up an online relationship, the affidavit said. Sheikh told the informant he planned to trek to Syria to join "a brigade in logistics, managing medical supplies." Days later, Sheikh said he'd bought a one-way ticket to travel to Turkey in hopes of making contact with people who would get him to Syria.
Sheikh said he backed out because "he could not muster the strength to leave his parents," the affidavit said. Sheikh said he had traveled to Turkey last year hoping to join the fight in Syria, but became dispirited by his experience with people who claimed to be part of the U.S.-backed Free Syrian Army. After Sheikh expressed online support for Jabhat al-Nusrah and interest in traveling to the war zone, the FBI employee suggested Sheikh contact a person with the group - another FBI informant.
Sheikh made contract, describing Jabhat al-Nusrah as the most disciplined group of anti-Assad fighters, the affidavit said. "I'm not scared," Sheikh wrote, according to the affidavit. "I'm ready."
Two federal public defenders appointed to represent Sheikh are barred by local court practice from discussing their cases, spokeswoman Elizabeth Luck said. Sheikh's father, Javed Sheikh, said his son was falsely accused but that he trusts U.S. courts to find the truth.
A federal magistrate ruled that Sheikh should be detained until his trial because there was clear evidence that he wouldn't appear if released on bond and that there was a "serious risk" to the community if he were freed.
Basit Sheikh's arraignment is scheduled for January. He could face up to 15 years in prison and a $250,000 fine if convicted.

Americans Fighting In Syria Are A Growing Security Risk

After the new government took over the reins in New <keyword id="66" type="COMPANY" weightage="80" keywordseo="Delhi">Delhi</keyword>, the Prime Minister Narendra Modi invited the leaders of SAARC countries including <keyword id="3001" type="COUNTRY" weightage="80" keywordseo="Pakistan">Pakistan</keyword> to his swearing-in ceremony. This act was more of a symbolic gesture to send a message to the world at large that the new government in Delhi is looking to prioritise its relationship with its immediate neighbours that have been anything but rosy in the recent past. Political pundits had their own take on this with many dubbing it as some sort of ‘diplomatic-coup’ from the new PM’s side. 
 
Be that as it may, one thing is indisputably true: India can not become a major player on the world stage unless and until it plays a more significant role in its own backyard (read: South Asia) commensurate with its power, both economically and militarily. This part of the world is one of the least developed areas on the planet where all types of elements inimical to a standard quality of life are prevalent: chronic poverty, large-scale unemployment, high illiteracy levels, religious bigotry, scourge of extremism et al. It is against this backdrop that India has to tread the path to economic and social prosperity. But in doing so, it would have to play a much bigger role in the region than it currently does. For all of this to happen, India must be seen as a willing partner by its neighbors that commands trust and co-operation of its smaller counterparts. And, that can come only through dialogue and engagements at different levels. 
 To the credit of the new government, since it has come to the office, it has undertaken substantive steps in strengthening its relationships with its immediate neighbors starting with the premier Narendra Modi’s visits to Bhutan and Nepal and other high-level talks with other countries at different levels. Probably, the most awaited diplomatic manoeuvre that was to come—a foreign-secretary level dialogue between India and Pakistan in Islamabad scheduled for August 25 this year. This arrangement was agreed upon by <keyword id="2257489" type="UNKNOWN" weightage="100" keywordseo="PM-Narendra-Modi">PM Narendra Modi</keyword> and his Pakistani counterpart <keyword id="6576" type="PERSON" weightage="100" keywordseo="Nawaz-Sharif">Nawaz Sharif</keyword> in May in a bid to break the stalemate in the bilateral dialogue process. 
 
As luck would have it, the proposed dialogue was cancelled over a meeting by Pakistan High Commissioner Abdul Basit with Kashmiri separatist leaders ‘for consultations’ ahead of the talks. India said it had expressed its displeasure in ‘clear and unambiguous terms’ to the envoy even before he was to meet the separatist leaders. The envoy went ahead and chose to ignore the warnings from New Delhi. Taking strong objection over the issue, the Indian government called-off the proposed dialogue between foreign secretaries of the two countries in Islamabad. 
 
Now that incident can be broadly looked upon from two perspectives. One is India’s tough message to Pakistan that its meddling with India’s internal affairs is unacceptable and unwarranted for, and the other message that goes out is that both the countries are not sincere enough in their approach toward normalizing their strained relations with each other. 
On a closer look, however, at the internal political crisis in Pakistan together with repeated ceasefire violations by Pakistani border forces in days leading up to the talks, and even more stepped-up firing and shelling from across the border following the cancellation of the talks, seem to suggest that India did the right thing, albeit in disguise some would say. It can be safely assumed that nothing substantive could have come out of the talks given that Pakistani PM is himself preoccupied with saving his own seat and government from unyielding protesters being led by cricketer-turned-politician Imran Khan and his ally, cleric Muhammad Tahir ul-Qadri. They vociferously demand that the PM resigns and fresh elections be held and nothing less over alleged rigging in the General Elections that took place in 2013 in which his party swept to power on the national scene. 
 
Whatever, firing and talks cannot co-exist and no self-respecting government would allow that. For a lasting peace, Pakistan would have to completely dispense with its malicious designs against Indian state. Then only we can have a peaceful resolution to Kashmir issue: a flashpoint of many wars between the two countries both overt and covert and various other things. For now it all seems utopian. Talks are only a step in that direction. One can only hope that both the countries come together to the talking-table in a true spirit of bilateral engagement as early as possible.
