Sri Lanka's Board of Investment has approved the two wind power plants of AdGreen Energy to be built in <keyword id="248936" type="General" weightage="80" keywordseo="mannar" source="Orion">Mannar</keyword> and Pooneryn at a total investment of USD 442 million. According to the statement released by the Board of Investment of Sri Lanka on Friday, it has issued a letter of approval to <keyword id="76451" type="General" weightage="100" keywordseo="adani" source="Orion">Adani</keyword> Green Energy Limited, for the two wind power plants. Also, the new project will generate 1,500-2,000 new employment opportunities. The wind power plant in Mannar will operate at a capacity of 250 megawatt (MW) while the wind power plant in Pooneryn will operate at a capacity of 100 MW. Sri Lanka okays Adani's USD 442-millon wind power plants in Mannar and Pooneryn

There is no question of any discrimination on the basis of religion. NRC is a different process and the Citizenship Amendment Bill is different," Shah said. In <keyword id="6354915" type="LOCATION" weightage="20" keywordseo="assam">Assam</keyword>, the NRC process was carried out as per Supreme Court order, he said and added that when the NRC process will be implemented in the entire country Assam will also be included. The Home Minister said that in Assam, people whose name has not figured in the draft list, have the right to go to the Tribunal. "Tribunals will be constituted across Assam. If any person doesn't have the money to approach tribunals, then the Assam government will bear the cost to hire a lawyer," he said. He reiterated that all citizens of India irrespective of religion will figure in the NRC list. The Home Minister said the government accepts that Hindu refugees, Buddhists, Jain, Christians and Sikh and Parsi should get this country's citizenship and this is why the Citizenship Amendment Bill is there. "All refugees coming from Bangladesh, Pakistan and Afghanistan on account of religious atrocities will get citizenship under the Bill," he said. He said Lok Sabha had passed the Bill and the Select Committee had approved it but Lok Sabha had lapsed. "Now it will come again. It has no connection with the NRC," he said.

NRC process to be carried out in entire country: Amit Shah in Rajya Sabha

Guwahati, In a significant revelation, the <keyword id="383721" type="ORGANIZATION" weightage="20" keywordseo="National-Register-of-Citizens">National Register of Citizens</keyword>' (NRC) Assam state coordinator has told that the Gauhati High Court claimed that there might be 2.77 lakh "undeserving" names in the list, released on August 31 last year, excluding the names of over 19 lakh persons, officials said on Thursday. Assam's NRC Coordinator Hitesh Dev Sarma, following the court's direction in October, submitted a detailed affidavit, saying that the NRC published in August last year was only a "supplementary list" and the final document is yet to published by the Registrar General of India (RGI). The affidavit said: "Considering the fact that 1,02,462 names deleted through 'incidental verification' of 27 per cent of the draft NRC, one definitely cannotignore the remaining 73 per cent unverified results where there may be 2.77 lakhs undeserving names in the NRC going by the same arithmetic." The 18-page affidavit said that 1,032 persons belonging to the Declared Foreigner (DF), Doubtful Voter (DV) and person having cases pending at Foreigners Tribunal (PFT) categories and their descendants have been wrongly included in the NRC. It said that absence of quality check in the original inhabitant marking and verification, lack of quality check in family tree cross checking and matching are the main reasons behind such "wrongful inclusions". IAS officer Sarma, in the affidavit, categorically stated that nearly 4,800 ineligible persons got included in the updated NRC for Assam. The affidavit was submitted in a division bench comprising Justice Manojit Bhuyan and Justice Soumitra Saikia in connection with a petition filed earlier by a woman. Among the 10,199 persons whose details were verified, names of 5,404 persons which should have got included in the NRC didn't make it to the list. Sarma, in his affidavit, said that all the anomalies detected by him in the published NRC were reported to the RGI on February 15 seeking necessary directions for corrective measures in the interest of an error free NRC which is of utmost importance as it is directly related to national security and integrity but no directions have been communicated by the RGI. "The RGI is also silent on final publication of the NRC for which it is the only authority to take action and till date the final NRC is yet to be published by the RGI," the affidavit said. The Gauhati High Court in the last week of October has asked the NRC state coordinator to file a comprehensive affidavit detailing how a section of ineligible people managed to include their names in the NRC published on August 31 last year. The Supreme Court which is monitoring the NRC updation had earlier rejected Assam and Central government's pleas for conducting 20 per cent sample re-verification. The NRC under direct supervision of the Supreme Court was released on August 31 last year, excluding the names of 19,06,657 persons. A total of 3,11,21,004 names were included out of 3,30,27,661 applicants. Most of the stakeholders, NGOs and political parties, after the publication of the NRC, criticised it as a flawed document, claiming exclusion of genuine indigenous people and the inclusion of illegal immigrants. Assam's Parliamentary Affairs Chandra Mohan Patowary recently informed the Assembly that the state government had submitted an affidavit in the Supreme Court requesting for re-verification of 20 per cent names in districts bordering Bangladesh and 10 per cent in the remaining areas of the state. The ruling Bharatiya Janata Party had claimed that the Assam NRC is "faulty" and had rejected it. Assam NRC list not final — High Court told there are 2.77 lakh 'undeserving' names in an 18-page affidavit

Expressing concerns over the <keyword id="301436" type="ORGANIZATION" weightage="20" keywordseo="NRC">NRC</keyword> exercise in <keyword id="6354915" type="LOCATION" weightage="20" keywordseo="assam">Assam</keyword>, the United States Commission for International Religious Freedom (<keyword id="1279363" type="COMPANY" weightage="20" keywordseo="USCIRF">USCIRF</keyword>) has said that close to two million long-time residents of the northeastern state in India may soon be deemed stateless and alleged that they are being stripped of their citizenship "without a fair, transparent, and well-regulated" process. The National Register of Citizens (NRC) is a register containing names of all genuine Indian citizens.The process to update the register in Assam began following a Supreme Court order in 2013, with the state's nearly 33 million people having to prove that they were Indian nationals prior to March 24, 1971. The updated final NRC was released on August 31, with over 1.9 million applicants failing to make it to the list. In a report on the religious freedom implications of the NRC, the USCIRF noted that 1.9 million names of residents of Assam have been left off the updated list and expressed concerns about how the exercise is being used to target and disenfranchise the Muslim population. "Close to two million long-time residents of Assam may soon be deemed stateless. They are being stripped of their citizenship without a fair, transparent, and well-regulated NRC process," USCIRF commissioner Anurima Bhargava said on Tuesday. "Worse yet is that Indian political officials have repeatedly conveyed their intent to direct and use the NRC process to isolate and push out Muslims in Assam. And now, across India, political leaders are seeking to expand the NRC and implement different citizenship standards for Muslims altogether," said Bhargava, who testified before a congressional commission on the issue last week. USCIRF chair Tony Perkins said the updated NRC and subsequent actions of the Indian government are essentially creating "a religious test for citizenship" to target the vulnerable Muslim community, and urged the Indian government to protect the rights of all of its religious minorities as enshrined in the Constitution. In its 2019 Annual Report, the USCIRF classified India as a "Tier 2" country for engaging in or tolerating religious freedom violations that meet at least one of the elements of the "systematic, ongoing, egregious" standard for designation as a "country of particular concern," or CPC, under the International Religious Freedom Act. The India chapter of the report expressed concern that the NRC is "an intentional effort to discriminate and/or has the effect of discriminating against Muslims." Assam has seen a huge influx from other places, particularly Bangladesh, since the early 20th century. It did not stop even after Independence, with a large number of illegal immigrants from Bangladesh, both Hindus and Muslims, settling there. Updating of NRC is a statutory, transparent, legal process mandated by the Supreme Court of India. This is not an executive-driven process, the Ministry of External Affairs has said in response to questions on the NRC. "The process is being monitored by the Supreme Court directly and the government is acting in accordance with the directives issued by the court. The apex court of the land has itself set the deadlines for all steps that have been taken so far," it said in a detailed statement in September. The statement also said that the NRC is a fair process based on scientific methods. "It is a non-discriminatory process, which leaves no room for bias and injustice. As can be seen from the application form for data entry in NRC, there was no column in the application asking for religion of the applicant," the statement said, adding that anyone excluded from the list has a right to file an appeal within 120 days of receiving a notification exclusion, to the designated Tribunal.

As many 1.9 million Assamese might turn stateless says US-based agency

Grappling with the international tribunal's verdict quashing its claims over the <keyword id="430735" type="UNKNOWN" weightage="100" keywordseo="South-China-Sea">South China Sea</keyword>, China on Wednesday turned down <keyword id="6354458" type="COUNTRY" weightage="20" keywordseo="US">US</keyword> advise to follow India's example of settling its maritime row with Bangladesh by implementing the judgement saying that there is "no comparison" between the two cases. 

	"There is a premise for the settlement of the relevant territorial dispute between India and Bangladesh through arbitration, that is, the two respected each other's sovereign wills and reached an agreement on the arbitration request through consultation," Chinese Foreign Ministry spokesman Lu Kang said.
 "It is not like imposing one party's will on the other" unlike the <keyword id="3750" type="COUNTRY" weightage="20" keywordseo="Philippines">Philippines</keyword> which "unilaterally" filed the petition in Permanent Court of Arbitration (PCA), he said in response to question over US Assistant Secretary of Defence for East Asia. Denmark's recent comments that China should follow India's example of resolving its maritime boundary dispute with Bangladesh by implementing the award by a similar tribunal appointed by the PCA. 

	India accepted the award which was given in favour of Bangladesh to resolve the over 40-year maritime row.
 The tribunal awarded Bangladesh 19,467 sq km of area in <keyword id="55869" type="UNKNOWN" weightage="20" keywordseo="Bay-of-Bengal">Bay of Bengal</keyword> in 2014. "To India's great credit, it accepted the decision and has abided by it, noting at the time that settlement of the issue would enhance mutual understanding and good will between the two countries. This is an example we would encourage China to follow," Denmark told lawmakers at a Congressional hearing in <keyword id="6354998" type="COMPANY" weightage="20" keywordseo="Washington">Washington</keyword> last week. 

	"The arbitral tribunal's upcoming ruling will present an opportunity for those in the region to determine whether the Asia-Pacific's future will be defined by adherence to international laws and norms that have helped keep the peace and enabled it to prosper, or whether the region's future will be determined by raw calculations of power," Denmark said.
 

	China however emphatically rejected the verdict questioning the legality of the tribunal.
 

	Lu said previous Philippines President Benigno S Aquino unilaterally opted for arbitration and "imposed" it on China.
 

	"By doing that the Aquino administration severely violated the agreement between China and Philippines and the consensus in the region, breached relevant provisions under UN Convention on Law of Seas (UNCLOS), infringed upon China's right as a sovereign state and state party to UNCLOS to resolve disputes by means of its own choice and went against international law," he said.
 

	"Therefore there is no comparison between the two things," he said.
 

	China claims almost all of the South China Sea but its claims are fiercely contested by the Philippines, Vietnam, Malaysia, Brunei and Taiwan.
 

	China faced a piquant situation as the PCA tribunal completely struck down its claims over 90% of the South China Sea based on historic rights and upheld the Philippines' maritime right to have Exclusive Economic Zone.
 

	For decades China, which boycotted the tribunal questioning its legality, has been asserting that the islands and reefs in the South China Sea were discovered 2,000 years ago and administered by its emperors.
 

	But its claims came into conflict with the Philippines, Vietnam, Malaysia, Brunei and Taiwan as they have exclusive economic zones provided by UNCLOS which Beijing declined to recognise.
 

	Testifying before the same committee, Colin Willett, Deputy Assistant Secretary of State for Multilateral Affairs Bureau of East Asian and Pacific Affairs, also praised India for peacefully resolving its maritime dispute with Bangladesh.
 

	"The region abounds with examples of neighbours finding peaceful ways to resolve difference over overlapping maritime zones.
 

	"Indonesia's and the Philippines' successful conclusion of negotiations to delimit the boundary between their respective exclusive economic zones (EEZs) and India's and Bangladesh's acceptance of the decision from an arbitral tribunal with regard to their overlapping EEZ in the Bay of Bengal are just a couple that come to mind," he said.

Layout plans reviewed by Reuters also show quarters for guards, a high boundary wall, and watchtower, it said.The detention center visited by Reuters is the first of at least 10 others planned in Assam. It is meant to hold at least 3,000 detainees.Government guidelines released this year indicate that detention centers should have a boundary wall at least 10-feet high lined with barbed wire, Reuters said, citing local media.The Goalpara camp has a red boundary wall and two large watchtowers. The Competition Commission of India (<keyword id="47183" type="ORGANIZATION" weightage="20" keywordseo="CCI">CCI</keyword>) has rejected an injunction by the Air Cargo Agents Association of India (<keyword id="317599" type="ORGANIZATION" weightage="20" keywordseo="ACAAI">ACAAI</keyword>) on the Cargo Account Settlement System (<keyword id="500520" type="ORGANIZATION" weightage="20" keywordseo="CASS">CASS</keyword>) that was launched by the global airline trade body, The International Air Transport Association (<keyword id="64233" type="ORGANIZATION" weightage="20" keywordseo="IATA">IATA</keyword>) in May 2013. 
The CCI, in its order dated 26 August, noted that ACAAI in its defence could not establish factors such as “balance of convenience and irreparable loss” for cargo agents. “Since CASS has not been adopted by various airlines in India, hence, cargo agents are not in for any unfair competition”, said an industry insider who requested anonymity. 
The CCI also disposed off the injunction because the proposed billing system is still in its pilot project and has not been made mandatory for the airlines. The Competition Appellate Tribunal (COMPAT) too has rejected the appeal made by ACAAI on the same ground earlier this year. 
However, according to air cargo agents, IATA has proposed the centralised payment system without any prior consultation with the agents in India. “The proposed system does not address our concerns such as delayed payments or erroneous payments. The system requires us to make full payment to the airline even if it’s an erroneous billing. We have to take up the corrections later. This leads to delay in operations and can prove disastrous for us”, said a member of ACAAI on the condition of anonymity. CASS is mandatory for cargo agents to follow the system. 
As per IATA, CASS reduces paperwork for both the airlines and cargo agents as well as streamlines invoicing and collection of sales revenue processes. It also minimises the risk of loss or damage to invoices due to electronic processing of the data. 
Currently, CASS is operational in 81 countries which Australia, Austria, Bangladesh Belgium, Denmark, France, Italy, Norway, the Netherlands, Pakistan and the United Kingdom. More than 240 airlines and over 8,000 cargo agents at 14,000 locations across the globe have adopted CASS.

Business Insider/Hayley PetersonSears is having a hard time filling its shelves and wall displays with merchandise.<a href="http://markets.businessinsider.com/stock/SHLD-Quote">Sears</a> has a bigger problem than plunging sales: dwindling inventory.The companies that supply Sears with the TVs, toys, and clothing for sale in its stores are growing increasingly concerned about the retailer's ability to pay its bills, and some are cutting back on shipments to stores as a result.That means Sears and Kmart stores are receiving less merchandise to sell, which is a grave problem for a company that's trying to avoid a possible bankruptcy by reversing years of sales declines.Sears said this week that One World Technologies, one of its top tool suppliers, threatened to cancel its contract with Sears unless the retailer agreed to cut back its orders. One World Technologies cited concerns about the Sears' ability to pay its bills, according to a lawsuit filed by Sears on Monday.Sears says it has always paid its suppliers on time and claims One World Technologies is trying to take advantage of "negative rumors" and media reports about Sears' viability to change the terms of its contract.The tool vendor, which is a subsidiary of China-based Techtronic Industries, isn't the only supplier that is giving Sears trouble.Last week, Lampert told the <a href="http://www.chicagotribune.com/business/ct-sears-ceo-edward-lampert-interview-0510-biz-20170509-story.html">Chicago Tribune</a> that several vendors had been treating Sears like a "pariah" and questioning its ability to pay for orders "because there are a lot of articles that are speculating, and there are elements of truth, but they're certainly designed to scare people."Business Insider/Hayley PetersonAn empty are of a Sears store in Richmond, Virginia, showcases Sears' problems with declining inventory."If you're a vendor, and want to do business with us, then you have to treat us like a customer," he said. The company declined to be identified.Another supplier, Arnold Kamler, CEO of New Jersey-based bicycle manufacturer and importer Kent International Inc, told Reuters that Sears tried to purchase more bikes from them last year "because a lot of their current suppliers were either cutting them off or limited them on credit." But if suppliers are cancelling orders, that will severely hamper the company's efforts.Sears is also facing a looming debt payment from a $500 million loan facility that's maturing in July.
