 Patiala's <keyword id="83529" type="PERSON" weightage="100" keywordseo="Balwinder-Singh">Balwinder Singh</keyword> could not count the figure that reflected on his phone when he woke up on November 4th. His Jan Dhan account with SBI, Patiala was credited with a little less than Rs 9,806 crore! Interestingly, the incident happened four days before Modi's <keyword id="3315394" type="UNKNOWN" weightage="100" keywordseo="demonetisation">demonetisation</keyword> move.

“I made many rounds of the bank, but nobody listened to me. Instead, they kept my passbook with them on November 7, and issued a new passbook without the gigantic entry,” said Singh.

Coronavirus: Renowned gurudwara in Maharashtra's Nanded shut

Mumbai, Mar 9 () Financial audits have failed repeatedly and the government should make cost accounting mandatory to keep a tab on non-performing assets at lenders, which can prevent cases like Yes Bank, the Institute of Cost Accountants of India (ICMAI) said on Monday. The NPA mess, which runs into over Rs 10 lakh crore, has originated from a "systemic disregard" to cost accounting and cost audit information in the past few years, ICMAI President Balwinder Singh said. The comments come days after Yes Bank was put under a moratorium by the government and the Reserve Bank of India (RBI) due to an inability to raise capital. The country's largest lender State Bank of India has been forced to lead a scheme of restructuring and has committed Rs 10,000 crore. The statutory body's president recommended making cost audits mandatory for evaluation of all large new loan proposals and their periodic review to check rising non-performing assets (NPAs). "Cost statements can provide unit-wise and product-wise profitability based on stringent cost accounting standards, which offer significantly more insights than the corporate-level financial information presently available to the lenders," he said. Singh also added that the government must take urgent steps in this regard, as traditional financial audit and assurance functions have failed time and again. AA HRS

(Eds: Merges related stories) Aurangabad/Chandigarh, May 1 () Local authorities sealed Nanded's Hazur Sahib gurdwara on Friday, hours before Punjab reported that 91 more people who returned from the shrine in Maharashtra had tested positive for coronavirus. So far, 197 pilgrims out of the 3,500 rought back from the Maharashtra gurdwara, among the holiest sites in Sikhism, have contracted the infection, according to authorities in Punjab. The returning pilgrims formed the bulk of 105 fresh cases reported in Punjab on Friday. The 197 Nanded pilgrims are a third of the 585 confirmed coronavirus cases reported so far in Punjab. Taking into account the 20 deaths and people who have recovered, they represent about 40 per cent of the "active cases" in the state. In neighbouring Haryana, 18 Nanded pilgrims are in quarantine, officials said. About 4,000 pilgrims from Punjab had remained stranded for about a month at Hazur Sahib gurdwara in Nanded due to the nationwide lockdown to fight the coronavirus pandemic. Gurdwara Langar Sahib on the same premises, which serves food to all visitors, has also been closed, officials said in Nanded. "District and civic officials reached the gurdwara in the morning on Friday and directed that it be closed and the langar service be stopped," gurdwara superintendent Gurvinder Singh Wadhwa said. In a video clip, Akal Takht jathedar Harpreet Singh on Friday claimed there was a conspiracy to "malign" the Sikhs just as the Muslims were after the Tablighi Jamaat episode. The reference by the Amritsar-based jathedar was to the Tablighi Jamaat congregation in Delhi in March. Hundreds of people who participated and then returned to their homes across the country had tested positive. "It is being propagated as if Takht Sri Hazur Sahib was the home to coronavirus and these people carried it with them to Punjab," he alleged. "It is a very big conspiracy," the jathedar said. He said the pilgrims stayed at the Nanded gurdwara's "sarai" for over a month, volunteering for the "langar sewa". "How come they turned coronavirus positive after they reached Punjab? This question comes to the mind of everyone," the religious leader claimed. Harpreet Singh said there were complaints about the quarantine arrangements made for them and urged Punjab Chief Minister Amarinder Singh to set things right. "A video surfaced in Amritsar where some women are complaining that they are not getting water to drink. Some are being kept in 'deras' which is against their sentiments. It appears to be the irresponsibility on the part of the government," he said. He said the state government should have contacted the Shiromani Gurdwara Parbandhak Committee (SGPC) for arranging the stay and meals for the quarantined pilgrims. Amarinder Singh has asked people not to be worried about the sudden spike in cases, saying most of the new cases are people coming from other states. New Delhi, Apr 16 () Amid the coronavirus pandemic, the cost accountants' apex body has pitched for a coding system for diseases that will help in having a better picture on costs for various treatments and procedures. Members of the Institute of Cost Accountants of India, a body that comes under the corporate affairs ministry, are responsible for carrying cost audit, among other activities. The institute has also written to the Indian Council of Medical Research (ICMR) voluntarily offering cost audit services with respect to testing for coronavirus infections. There should be a coding system in order to have a clearer picture on cost of treatment for various diseases. Such a system would also be help in ensuring affordable costs for various treatments, the institute's President Balwinder Singh told . The institute already has a detailed guidance note on cost management in healthcare sector. According to Singh, the principles for various kinds of costing are provided in the guidance note and those principles can be applied in deciding treatment costs for different diseases. "The institute plans to write to the government proposing a coding system (for diseases)," he said. A cost framework is in place for certain medical devices, including stents. The institute worked with the government in deciding on the cost of stents. As per the institute, effective procedure costing and cost management can play a large role in changing the dynamics of the healthcare industry. Accurate costing of procedures and services would lead to competitive pricing and that would make quality healthcare services more affordable. Some of the essential tools for effective cost analysis include time-based and activity-based costing. Those would help in capturing the cost of each and every effort and process as well as provide the impact of under-utilised resources. Variance analysis would also help in optimum utilisation of resources and in enabling control over the cost of the procedures, it added. In a letter to ICMR on April 13, the institute said it was ready to offer on a voluntary basis cost audit service with regard to costing of the coronavirus tests to be carried out by the government or private pathological laboratories. "We understand that the recommendation of ICMR to put a cap of Rs 4,500 for one of the coronavirus test protocols has been challenged in the Supreme Court of India and the apex court has ordered to make all coronavirus tests free of cost. "However, there has been resentment in the healthcare firms involved with such tests and they have termed the ruling as impractical to implement due to costing issues," the letter had said. On April 13, the Supreme Court modified its April 8 order which asked private labs to conduct free Covid-19 tests and said the benefit would be available only to economically weaker sections who are covered under a government scheme such as the Ayushman Bharat. With assembly elections round the corner, SUVs from poll-bound Bihar are making a beeline for Meerut for bulletproofing, according to a news report by The Economic Times. 
 
The automobile workshop in Meerut that does the work said they have received orders for more than 500 vehicles in the past one month while more than a thousand queries were made regarding the cost. 
Balwinder Singh Sekho, director of Bulletproof Systems Ltd, told TOI, "Among the 500 vehicles that have come for the security cover that costs anything from Rs 16 to Rs 28 lakh, there are not only politicians but also businessmen. We have completed work on 200 vehicles so far." 
 
He added, "Bihar has always been a volatile state with high crime rate. Even during normal circumstances, we get a lot of orders for bulletproofing of vehicles. Polls are a different game altogether. Be it politicians or businessmen everybody becomes extra cautious in matters of security." 
 
HOW IS BULLETPROOFING DONE? 
"First of all, tyres are made bulletproof by using ballistic fibre fixed inside the original tyre. Diesel tank is yet another vulnerable area which is coated with impenetrable steel. We make it explosion-proof as well by using the latest technology. Then comes the windows and windscreen which are a combination of four layers of glass and polycarbonate. Besides, provision of dual battery system is made in addition to complete protection of the radiator. The roof and floor are also covered by high grade steel," Sekho said. 
COST 
But armouring one's vehicle comes with a formidable price tag. While bullet-proofing Scorpio and Safari costs Rs 15 lakh, if one goes for a bombproof cover, the costs rise to Rs 22 lakh. Similarly, Fortuner and Pajero cost Rs 17 lakh (for bulletproofing) and 25 lakh (for bombproofing) respectively. 
 
According to Sekho, Jharkhand, eastern UP and Chhattisgarh have a high demand for bombproof vehicles, since bombs are common in Naxalite-affected areas. 
 
BJP MLA from Muzaffarpur, Suresh Sharma, said, "I am not surprised if bulletproofing of vehicles is happening. A resident of Bihar is a frightened man today and tries to find all means to protect himself from the worsening law and order situation in the state. Moreover, these are politically volatile times. Politicians have to move across the state for campaigning. Some areas are Naxalite-affected too. So getting vehicles bulletproofed is logical." 
 
Leaders from the ruling party, however, dismissed the "poor law and order" charge. Senior Janata Dal (United) leader and current Rajya Sabha member, Ali Anwar, attributed the culture of bulletproofing to pomp and show by the powerful and mighty. 
 
JD(U)'s Bihar president Bashishtha Narayan Singh said, "This is not a good sign at all. What if anti-social elements get access to bulletproof vehicles? It is a serious matter that needs to be examined."
