<ul class="summary-list"><li>Biden announced on Thursday that a counterterrorism raid in <keyword id="11896847" type="UNKNOWN" weightage="60" keywordseo="syria" source="Orion">Syria</keyword> killed the current <keyword id="11900894" type="UNKNOWN" weightage="60" keywordseo="isis" source="Orion">ISIS</keyword> leader.</li><li>Abu Ibrahim al-Hashimi al-Qurayshi was killed during a US military raid on Wednesday, Biden said.</li></ul><p>The leader of ISIS was eliminated during a US counterterrorism raid in Syria, President Joe Biden said in a <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2022/02/03/statement-by-president-joe-biden-3/">Thursday statement</a>.</p><p>"Last night at my direction," the president said, "US military forces in northwest Syria successfully undertook a counterterrorism operation to protect the American people and our Allies, and make the world a safer place."</p><p>"Thanks to the skill and bravery of our Armed Forces, we have taken off the battlefield Abu Ibrahim al-Hashimi al-Qurayshi — the leader of ISIS. All Americans have returned safely from the operation. I will deliver remarks to the American people later this morning. May God protect our troops."</p><p>The White House posted a photo of Biden and Vice President Kamala Harris in the White House Situation Room during the raid.</p><p>In a Wednesday-evening statement, the Pentagon said the raid was a success and that there were no US casualties.</p><p>But an American helicopter used in the raid experienced a technical malfunction, forcing the US military to destroy it as troops headed out aboard other aircraft, <a href="https://www.washingtonpost.com/world/2022/02/03/us-syria-strike/">The Washington Post reported</a>.</p><p>A total of 13 people — including six children and four women — were killed in the raid against the compound, the <a href="https://apnews.com/ca598136de014e008f746a35f6f721b0/">Associated Press</a> reported on Thursday, citing first responders.</p><p>A US official told <a href="https://twitter.com/LMartinezABC/status/1489232167116886019">ABC News</a> that the civilians were not killed by the US military but by the detonation of an explosive by the raid's target. The president confirmed this in an address Thursday morning.</p><p>"Our team is still compiling the report, but we do know that as our troops approached to capture the terrorist, in a final act of desperate cowardice, with no regard to the lives of his own family or others in the building, he chose to blow himself up, not just the vest but that third floor, rather than face justice for the crimes he's committed, taking several members of his family with him, just as his predecessor did," Biden said.</p><div type="image" title="Poster of ISIS leader al-Qurayshi" height="1130" width="2000" msid="89326926" hostid="261"></div><p>Al-Qurayshi, who was known as Amir Muhammad Sa'id Abdal-Rahman al-Mawla, among other names, but led under the nom de guerre Abu Ibrahim al-Hashimi al-Qurayshi, was <a href="https://www.businessinsider.com/isis-new-leader-less-than-a-week-after-baghdadi-raid-2019-10">named the leader of ISIS</a> in October 2019, a week after the death of Abu Bakr al-Baghdadi, who detonated an explosive device and killed himself during a US-led raid in Idlib province.</p><p>The State Department's Rewards for Justice program <a href="https://af.usembassy.gov/rewards-for-justice-increased-reward-offer-for-information-on-isis-leader-amir-muhammad-said-abdal-rahman-al-mawla/">had offered up to $10 million</a> for tips and information on the ISIS leader's whereabouts. The reward was previously $5 million but was doubled after he began leading ISIS.</p>

ISIS leader killed in US raid in Syria, Biden says

<ul class="summary-list"><li>The current leader of ISIS is a man named Amir Muhammad Sa'id Abd-al-Rahman al-Mawla.</li><li>Al-Mawla was detained and interrogated by US and coalition forces over a decade ago.</li><li>During those interrogations, he provided intel on other terrorists, newly-released records show.</li></ul><p>The current leader of the <keyword id="304620" type="ORGANIZATION" weightage="60" keywordseo="Islamic-State">Islamic State</keyword> of <keyword id="6355112" type="UNKNOWN" weightage="60" keywordseo="Iraq">Iraq</keyword> and Syria was once a prison informant who named or described dozens of terrorists during interrogation sessions while in US military custody.</p><p>After US forces killed ISIS founder and leader Abu Bakr al-Baghdadi in 2019, <a href="https://www.voanews.com/middle-east/us-officials-uncover-true-identity-new-islamic-state-leader">the terror group chose a new leader</a>, a man whose nom de guerre is Abu Ibrahim al-Hashimi al-Qurashi. <a href="https://rewardsforjustice.net/english/amir_al_malwa.html">The US has since identified that man as</a> Amir Muhammad Sa'id Abd-al-Rahman al-Mawla.</p><p>US counterterrorism officials know the Iraqi terrorist leader well because he was previously an informant while detained in a coalition prison in 2008.</p><p>In September, the Pentagon-funded <a href="https://ctc.usma.edu/stepping-out-from-the-shadows-the-interrogation-of-the-islamic-states-future-caliph/">Combating Terrorism Center at West Point released once confidential records of three interrogation sessions</a> where al-Mawla named or described, often in detail, 88 people affiliated in some way with the Islamic State in Iraq, out of which ISIS grew.</p><p>The <a href="https://ctc.usma.edu/al-mawla-interrogation-reports/">center released another 53 interrogation records</a> this week. The newly-released records show that not only was he informing on terrorists within the organization that would evolve into the one he leads today, but he was doing so in a "very cooperative and forthcoming" way.</p><p>In the records, which run from January to July 2008, al-Mawla regularly gives up information on rivals and foreign-born terrorists within the organization.</p><p>For example, after first denying knowing anything, he provided detailed information, even drawing a map of his compound, on the terror group's foreign-born second in command, Abu Qaswarah. US forces killed the man a few weeks later. It is unclear if they were operating on al-Mawla's intel.</p><p>Daniel Milton, an associate professor and the director of research at the Combating Terrorism Center, <a href="https://www.lawfareblog.com/al-mawla-tactical-interrogation-report-mixtape">wrote in a Lawfare article this week that the new records show</a> that the new ISIS leader was once "a songbird of unique talent and ability."</p><p>When the center first released a handful of tactical interrogation reports last fall, Haroro Ingram, a senior research fellow with George Washington University's program on extremism, described al-Mawla as the "canary caliph," <a href="https://www.middleeasteye.net/news/islamic-state-leader-intelligence-us-government">Middle East Eye reported</a>.</p><p>Christopher Maier, assistant secretary of defense for special operations and low-intensity conflict, <a href="https://www.washingtonpost.com/national-security/isis-leader-us-informant/2021/04/07/354133d4-97d4-11eb-962b-78c1d8228819_story.html">told The Washington Post, which first reported the release of the new records, that</a> al-Mawla did what he did "to save his own neck."</p><p>In one of the later interrogation sessions, when al-Mawla's willingness to cooperate appears to be fading, he acknowledged that while he provided true information in many cases, some information may have been exaggerated.</p><p>Born in 1976, al-Mawla was in his early 30s when he was detained by US forces in Iraq. It is unclear exactly when or why he was released.</p><p>Al-Mawla, who keeps a low profile, currently leads a crippled organization that has lost control of its so-called caliphate, which once stretched across Iraq and Syria, but ISIS has not yet been defeated.</p><p>Last month, Secretary of State Anthony Blinken met with the foreign ministers of the Global Coalition to Defeat Daesh/ISIS Small Group to discuss the ISIS threat.</p><p>The officials who attended the meeting "acknowledged that while Daesh/ISIS no longer controls territory and nearly eight million people have been freed from its control in Iraq and Syria, the threat remains," <a href="https://www.state.gov/joint-communique-by-ministers-of-the-global-coalition-to-defeat-isis-small-group/">a joint statement said</a>.</p><p>"The Coalition," the statement continued, "must continue to be vigilant against the threat of terrorism, in all its forms and manifestations, to build on the success it has achieved and continue to act together against any threats to this outcome to avoid security vacuums that Daesh/ISIS may exploit."</p>

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Screenshot/<a href="http://www.pbs.org/wgbh/pages/frontline/rise-of-isis/">www.pbs.org</a></span></p><p class="caption">Abu Bakr al-Baghdadi.</p></div><p></p></div></div>A Swedish tabloid on Thursday published the first interview with a notorious terrorist leader's ex-wife, who said she was shocked to find out she'd been married to "the most dangerous man in the world."</p><p>Saga al-Dulaimi <a href="http://www.expressen.se/geo/kassem-hamade/the-ex-wife-my-escape-from-the-highest-leader-of-isis/">told Expressen</a> that her marriage to the emir of ISIS, Abu Bakr al-Baghdadi, was "shallow."</p><p>She also said he was a "normal family man" when she knew him years ago.</p><p>"You couldn't have a discussion or hold a normal conversation with him," al-Dulaimi told Expressen. "In the evening, when he came home, we would usually eat dinner together. He just asked about things and told me to fetch things. ?He gave orders, nothing more."</p><p>Al-Dulaimi said she was married to Baghdadi briefly in 2008, before he became the leader of the terrorist group ISIS (also known as the Islamic State, ISIL, or Daesh). The couple had one daughter together.</p><p>She comes from a "conservative, upper class family" in Baghdad, according to Expressen.</p><p>Al-Dulaimi said she was first married to another man, but he died fighting American troops in Iraq. A relative told her father that Baghdadi, whose name at the time was Hisham Mohammad, was looking to take a widow as a second wife. Al-Dulaimi and Baghdadi were soon married.</p><p>At the time, Baghdadi was lecturing at an Iraqi university.</p><p>"He didn't say much about his background," al-Dulaimi told Expressen. "He was mysterious. He wasn't very talkative. We met in the evenings, over dinner. He spent his days at the university, where he taught religion and Sharia. He would sometimes disappear for several days. He said he'd been to visit his brother."</p><p>She said Baghdadi took good care of her children from her previous marriage.</p><p>"He loved the children," al-Dulaimi said. "He was their idol. He was an excellent person in that respect, but my relationship with him was shallow."</p><p>Al-Dulaimi left after three months of marriage because Baghdadi's first wife was not happy that he had married another woman, she told Expressen.</p><p>"Yes, you could say that I fled from him," al-Dulaimi said. "It had nothing to do with him as a person. I wasn't happy. It was unfair on his first wife. She was very upset. That's why I left."</p><p>She later found out whom she was married to when authorities in Lebanon, where al-Dulaimi fled to years after she left Baghdadi, showed her a picture.</p><p>Al-Dulaimi told Expressen:</p><p style="padding-left: 30px;">It was when I got to Lebanon that I received the shocking news. They showed me pictures of my ex-husband and asked me if I recognized him. It turns out I was married to Abu Bakr al-Baghdadi. It was a shock to find out - seven years later - that I'd been married to the most dangerous man in the world. I smashed a window in anger.</p><p>Al-Dulaimi said she hopes to one day move to a Western country, which might be difficult for her as the ex-wife of a terrorist. But she said she wasn't aware of Baghdadi's extremism while they were married.</p><p style="padding-left: 30px;">Where is my guilt? I was married to him in 2008. We're divorced now. I was the one who left him. I'm a woman who has been through a lot and who has suffered in prison. If I wanted to live with al-Baghdadi, I could have lived like a princess. I don't want money. I want to live in freedom.</p><p>Baghdadi became the self-proclaimed "caliph" of ISIS in 2014. He was raised in a lower-middle-class family that had ties to late Iraqi dictator Saddam Hussein's Baath Party.</p><p>He went to graduate school and earned a doctorate degree in Quranic studies. 'It was a shock': ISIS leader's ex-wife speaks out

<p class="source"><span><a href="https://www.youtube.com/watch?v=2iMs-p4KYqQ">Screenshot via ABC News/YouTube</a></span></p>An investigation into one of Iraq's "effective fighting force" is underway after a photojournalist captured footage of them torturing and performing extrajudicial killings.<p>The Iraqi government is said to be looking into the abuse allegations against the Interior Ministry's Emergency Response Division, <a href="https://www.washingtonpost.com/world/iraq-investigating-elite-unit-accused-of-human-rights-violationsin-mosul-campaign/2017/05/25/c754d164-4156-11e7-b29f-f40ffced2ddb_story.html?tid=ss_tw-bottom&amp;utm_term=.0d14853a266c" target="_blank" rel="noopener noreferrer">according to The Washington Post</a>.</p><p>The allegations stem from video footage recorded by Ali Arkady, an Iraqi photojournalist embedded with the ERD - a special forces-like team that had been praised by US military commanders as one of the principal liberators of Fallujah.</p><p>Footage of the alleged torture depicts a man suspended from the ceiling - hanging just from his hands that are tied behind his back - with a case of water bottles placed on top of his shoulders to weigh him down. Another image shows an individual poking his fingers into the eye sockets of another man.</p><p>One officer struck a man in the head 15 times and ordered him to recite a pledge to Abu Bakr al-Baghdadi, ISIS' purported leader."Say the pledge, say the pledge," he said, <a href="http://abcnews.go.com/Blotter/deepdive/brian-ross-investigates-the-torture-tapes-47429895" target="_blank" rel="noopener noreferrer">according to ABC News</a>. "I will hit you in the nuts."</p><p>Arkady said that the man eventually recited the ISIS pledge. Afterward, the officer asked Arkady to edit the footage to make it seem like the man had recited the pledge without instruction.</p><p>"This is a powder keg for strategic failure," retired Special Forces officer Scott Mann told ABC News. "I don't know," Arkady said after being asked whether he thinks he'll be returning to Iraq. "Really, I don't know. I'd like, because I love Baghdad and Iraq."</p><p>The threat of retaliation for Arkady's whistle-blowing appears to be credible, as ABC News reports that his family members have received evocative text messages from the group.</p><p>"Sir, we have a matter that concerns us and I want to solve it with you quietly," one of ERD's officers texted to Arkady's father. An elite military unit is accused of human rights violations by brutally torturing Iraqis

<p></p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div>Relatively little is known about Abu Bakr al-Baghdadi, the leader of the jihadist group Islamic State (also known as ISIS and ISIL). However, newly declassified military documents obtained by Business Insider on Wednesday reveal several new details about the ISIS leader.<p>The records come from time Baghdadi spent in US Army custody in Iraq. They were released through a Freedom of Information Act request. In these files, Baghdadi was identified by his birth name,&#xa0;<span>Ibrahim Awad Ibrahim Al Badry.&#xa0;</span></p><p>There have been conflicting reports about the time Baghdadi spent as a US detainee. These files identify his "capture date" as Feb. 4, 2004 and the date of his "release in place" as Dec. 8, 2004. <span>According to the records, Baghdadi was captured in Fallujah and held at multiple prison facilities including Camp Bucca and Camp Adder. &#xa0;</span></p><p></p><div class="KonaFilter image-container float_right"><div class="image on-image"></div><p></p></div><span>In the&#xa0;</span>book <a href="http://www.amazon.com/ISIS-Inside-Terror-Michael-Weiss/dp/1941393578">"ISIS: Inside The Army of Terror,</a>"&#xa0;Michael Weiss and Hassan Hassan&#xa0;relay<span style="line-height: 1.5em;">&#xa0;an account of Baghdadi's capture from ISIS expert Dr. Hisham al-Hashimi. In the interview, al-Hashimi said Baghdadi was captured by US military intelligence while visiting a friend in Fallujah named Nessayif Numan Nessayif.&#xa0;</span><p>"Baghdadi was not the target - it was Nessayif," said al-Hashimi, who consults with the Iraqi government and claims to have met the ISIS leader in the 1990s.</p><p><span style="line-height: 1.5em;">Baghdadi's detainee I.D. card lists him as a "civilian detainee," which means he was not a member of a foreign armed force or militia, but was still held for security reasons. His "civilian occupation" was identified as "ADMINISTRATIVE WORK (SECRETARY)." As of 2014, he was listed as being 43 years old though his birth date was redacted. Baghdadi's birthplace was identified as Fallujah.&#xa0;</span></p><p><span style="line-height: 1.5em;">These records also provide some details about Baghdadi's family. His file identifies him as married and his next of kin was an uncle. The names of his family members were redacted from the records.</span></p><p><span style="line-height: 1.5em;">View the Baghdadi files below. And <a href="http://www.businessinsider.com/the-fall-of-ramadi-exposes-obamas-weak-isis-strategy-2015-5">in May they seized Ramadi</a>, a key Sunni city in Iraq. The Islamic State (also known as ISIS, ISIL, and Daesh) has been dented by coalition air strikes, but it's still far from being wiped off the map.</p><p>Part of this hinges on ISIS leadership's ability to evade the forces that are trying to defeat the group. As the German weekly Der Spiegel <a href="http://www.spiegel.de/international/world/islamic-state-files-show-structure-of-islamist-terror-group-a-1029274.html">reported earlier this year</a>, many top ISIS leaders come from former Iraqi dictator Saddam Hussein's Baath party. These officials bring military and intelligence experience with them.</p><p>And they might be aided by something else, as well - The New York Times <a href="http://www.nytimes.com/2015/07/21/world/middleeast/isis-strategies-include-lines-of-succession-and-deadly-ring-tones.html?hp&amp;action=click&amp;pgtype=Homepage&amp;module=first-column-region&amp;region=top-news&amp;WT.nav=top-news">reported this week</a> that ISIS has "studied revelations from Edward J. Snowden, the former National Security Agency contractor, about how the United States gathers information on militants."</p><p>Snowden is currently living in Russia to avoid US espionage charges. He leaked more than a million classified government documents in 2013.</p><p>ISIS has reportedly used some of this information to inform its operations, as the group's communications rely on couriers and encrypted channels that Western analysts can't crack, according to anonymous officials who spoke with the Times. It's unclear which specific reports ISIS might have studied. Other terror groups, including al Qaeda's affiliate in Yemen, have <a href="http://www.huffingtonpost.com/2011/04/16/al-qaeda-yemen-us-_n_850072.html" target="_blank">frustrated US intelligence analysts</a> in the past with similar techniques like couriers and encryption.</p><p>Even with the information militants might have gained from leaked government documents, ISIS' security procedures haven't always worked. ISIS relies heavily on social media for spreading its violent message and recruiting foreigners into its ranks, and last month the US Air Force <a href="http://www.businessinsider.com/a-us-air-force-intel-team-turned-a-comment-on-social-media-into-an-airstrike-on-an-isis-target-2015-6">struck an ISIS headquarters location</a> after an intelligence team geo-located the building based on a social-media post from an ISIS militant. ISIS <a href="http://www.thedailybeast.com/articles/2015/07/21/isis-s-jihad-against-wifi.html?via=ios">has now reportedly banned Internet access</a> for most residents who live in Raqqa.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span><a href="http://www.businessinsider.com/isiss-global-strategy-a-wargame-2015-7">The Institute for the Study of War</a></span></p></div><p></p></div></div></p><p>Much of <a href="http://www.businessinsider.com/isis-is-getting-paranoid-2015-6">ISIS' paranoia</a> and security methods likely comes from the former officials in the Hussein regime - Der Spiegel noted that ISIS has modified Saddam's "omnipresent security apparatus, in which no one, not even generals in the intelligence service, could be certain they weren't being spied on."</p><p>They're also structuring the group's leadership in a way that helps ensure long-term survival.</p><p>Though the "caliph" of ISIS, Abu Bakr al-Baghdadi, is the group's public face and top religious leader, ISIS has reportedly been allowing others to run operations behind the scenes to make sure that the group won't collapse if a couple of key people are taken out by air strikes, according to the Times.</p><p>Officials close to Baghdadi and regional commanders who are responsible for certain sections of ISIS' territory have reportedly been given more authority - they receive general guidelines from the top, but ultimately have autonomy to run their own operations, sources told the Times.</p><p>From the Times:</p><p class="story-body-text story-content" style="padding-left: 30px;" data-para-count="311" data-total-count="2292">In delegating authority, Mr. Baghdadi has drawn lessons from the fates of other militant groups, including that of a branch in Yemen called <a href="http://topics.nytimes.com/top/reference/timestopics/organizations/a/al_qaeda_in_the_arabian_peninsula/index.html?inline=nyt-org" title="More articles about Al Qaeda in the Arabian Peninsula.">Al Qaeda in the Arabian Peninsula</a>, whose leaders have been whittled away by repeated American drone strikes over the years, said a Western diplomat who monitors the group.</p><p id="story-continues-4" class="story-body-text story-content" style="padding-left: 30px;" data-para-count="293" data-total-count="2585">'ISIS has learned from that and has formed a structure that can survive the losses of leaders by giving midlevel commanders a degree of autonomy,' the diplomat said. In that structure, the overall operation would not be immediately affected if Mr. Baghdadi were wounded or killed, he said.</p><p class="story-body-text story-content" data-para-count="293" data-total-count="2585">Baghdadi <a href="http://www.businessinsider.com/isis-leader-abu-bakr-al-baghdadi-seriously-wounded-in-iraq-air-strike-2015-4">might have already been wounded in a coalition air strike</a> earlier this year, but this hasn't been confirmed. The Iraqi <keyword id="6354810" type="ORGANIZATION" weightage="100" keywordseo="Defense">Defense</keyword> Ministry reported that Baghdadi's second-in-command was also hit in a separate strike, but that hasn't been confirmed, either.</p><p class="story-body-text story-content" data-para-count="293" data-total-count="2585">In any case, ISIS is probably here to stay for a while. The Times <a href="http://www.nytimes.com/2015/07/22/world/middleeast/isis-transforming-into-functioning-state-that-uses-terror-as-tool.html">also reported this week</a> that the group is using terror as a tool to govern and control the territory it has seized. ISIS is handing out ID cards to residents, establishing consumer-protection bureaus and police forces, running schools, and mediating local disputes.</p><p class="story-body-text story-content" data-para-count="293" data-total-count="2585">ISIS also campaigns to gain popular support from the residents of its territories.</p><p data-para-count="293" data-total-count="2585">Though many Westerners associate Islamic State propaganda with violence and beheadings, the terror group <a href="http://www.businessinsider.com/isis-is-winning-hearts-and-minds-in-a-deceptively-simple-way-2015-7">also likes to showcase its deceptively "softer" side</a> to those within its territory in the Middle East.
