New Delhi, The six national parties have declared a total income of nearly Rs 3077 crore in the 2022-23 fiscal, with the <keyword id="19894848" type="General" weightage="20" keywordseo="bjp" source="keywords">BJP</keyword> getting the maximum share totalling around Rs 2361 crore, the Association for Democratic Reforms (ADR) said on Wednesday. The ruling BJP's income forms 76.73 per cent of the total income of the six national parties during FY 2022-23, it said. The <keyword id="19895371" type="General" weightage="20" keywordseo="congress" source="keywords">Congress</keyword> declared the second highest income of Rs 452.375 crore, which forms 14.70 per cent of the total income of the six national parties. Besides the BJP and the Congress, <keyword id="19935865" type="General" weightage="20" keywordseo="bsp" source="keywords">BSP</keyword>, AAP, <keyword id="19984069" type="General" weightage="20" keywordseo="npp" source="keywords">NPP</keyword> and CPI-M have declared their income. Between FY 2021-22 and 2022-23, the income of the BJP increased by 23.15 per cent or Rs 443.724 crore from Rs 1917.12 crore during FY 2021-22 to Rs 2360.844 crore during FY 2022-23, the ADR said. The income of NPP increased by 1502.12 per cent or Rs 7.09 crore from Rs 47.20 lakh during FY 2021-22 to Rs 7.562 crore during FY 2022-23. Similarly, AAP's income increased by 91.23 per cent (Rs 40.631 crore) from Rs 44.539 crore during FY 2021-22 to Rs 85.17 crore during FY 2022-23. Between the 2021-22 fiscal and 2022-23 fiscal, the income of the Congress, CPI(M) and BSP decreased by 16.42 per cent (Rs 88.90 crore), 12.68 per cent (Rs 20.575 crore) and 33.14 per cent (Rs 14.508 crore) respectively, it noted, citing their records submitted to the <keyword id="19895782" type="General" weightage="20" keywordseo="election-commission" source="keywords">Election Commission</keyword>. It also said the BJP declared a total income of Rs 2360.844 crore during FY 2022-23, but spent only 57.68 per cent, which comes to Rs 1361.684 crore of the total income. The Congress' total income was Rs 452.375 crore while it spent Rs 467.135 crore, with its expenditure for that year exceeding its total income by 3.26 per cent. The CPI(M)'s total income was Rs 141.661 crore while it spent Rs 106.067 crore - 74.87 per cent of its income. Similarly, AAP's total income was Rs 85.17 crore while it spent Rs 102.051 crore - its expenditure for that year exceeded its total income by 19.82 per cent.

MLA Narayan Dutt Sharma, who quit the AAP recently, will contest the February 8 Delhi Assembly election from his Badarpur constituency on a BSP ticket. The Bahujan Samaj Party (BSP) announced its first list of 42 candidates. The party has decided to field its nominess in all 70 seats in Delhi. Another list is expected on Sunday. The Aam Aadmi Party (AAP) denied Sharma ticket this time and has fielded Ram Singh Netaji, a Congress leader and former MLA who joined the party recently. Ram Singh Netaji had won the Assembly elections in 2008 from Badarpur on a BSP ticket. The BSP won two seats in the 2008 elections. Of the 42 candidates fielded by the BSP on Saturday, eight belong to the Scheduled Castes.

The SP-BSP has together managed to win 15 seats. IndiaToday-AxisMyIndia exit polls 2019 predicts that Mayavati’s BSP (Bahujan Samaj Party) is set to win from 16 seats in Uttar Pradesh. This number is the total seats the party will get in the state along with its allies SP and RLD. IN 2019 elections, BSP nominated its candidates from 38 seats. As per the seat sharing arrangement, SP contested from 37 seats and RLD faced the elections from 3 seats. Mayavati has chosen not to contest in 2019 Lok Sabha elections in order to focus more on the election campaign for the victory of her Mahagathbandhan. As per the Chanakya-News24 Exit Poll, the BSP- SP and RLD coalition might win 13 out of 80 seats with over 65 seats predicted for the BJP from the state and just 2 seats predicted for the Congress party. Uttar Pradesh state has the largest number of parliamentary seats in the country numbering 80 in total. In 2014 elections for the Lok Sabha, BSP could not get a single seat in UP. In 2009 elections, BSP got 20 seats from UP leaving BJP with just 10 seats. In 2004 and 1999 Lok Sabha elections, the results gave the party 19 seats and 14 seats respectively. Talking of the vote share in 2014 elections, BSP had got 19.6 % votes in the state while the BJP had got 42.3 % votes. Some of the key candidates like Haji Fazulrahman contested for Saharanpur seat, Girish Chandra was nominated by the party from Nagina (SC) and Amar Chandra Jauhar faced the elections from Shahjahanpur (SC). While nominating their candidates as per the seat sharing agreement, BSP and SP gave two seats for RLD. These two parties have decided not to contest in the two constituencies of Amethi and Raebareli from where the Congress President Rahul Gandhi and Sonia Gandhi are contesting.

The satta markets in Churu (Rajasthan) and Mumbai have predicted that <a href="http://www.businessinsider.in/up-exit-poll-voters-mesmerised-by-modi-bjp-likely-to-cross-magic-number/articleshow/57558736.cms">BJP will win</a> the <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> elections, while <keyword id="6354953" type="COMPANY" weightage="100" keywordseo="Punjab">Punjab</keyword> will get to see a tie between <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> and the <keyword id="6354944" type="ORGANIZATION" weightage="20" keywordseo="Aam-Aadmi-Party">Aam Aadmi Party</keyword>, with both getting the same number of seats. 
 As per the underground betting market in Churu, <keyword id="14666" type="ORGANIZATION" weightage="100" keywordseo="BJP">BJP</keyword> will win 190-193 seats in UP, while SP-Congress alliance would follow with 125-128, leaving <a href="http://www.businessinsider.in/topic/BSP">BSP</a> a miserable with 65-67 seats. As per the Mumbai betting market, however, 198-201 seats would be won by BJP, 119-122 by SP-Congress and 62-64 by <keyword id="6355170" type="ORGANIZATION" weightage="20" keywordseo="BSP">BSP</keyword>.

However, both betting markets feel the same about <a href="http://www.businessinsider.in/punjab-exit-poll-aap-will-open-its-account-with-majority/articleshow/57558575.cms">Punjab results</a>, with both predicting AAP and Congress finishing with a tie after securing 53-55 seats each, leaving <a href="http://www.businessinsider.in/bjp-sad-alliance-sweeps-chandigarh-civic-polls/articleshow/56082365.cms">BJPSAD</a> with just 6-7 seats. 
 
"The municipal elections in Maharastra cleared the uncertainty. It showed that despite demonetisation, people are voting for the BJP, which is expected to maintain this trend in UP," a Churu-based bookie told TOI.

Chief minister <keyword id="6355031" type="PERSON" weightage="100" keywordseo="Akhilesh-Yadav">Akhilesh Yadav</keyword> on Thursday said having a President's rule in his state is not desirable and if needed, he will tie up with <keyword id="6355170" type="ORGANIZATION" weightage="100" keywordseo="BSP">BSP</keyword>. 
 In case <keyword id="6354265" type="ORGANIZATION" weightage="20" keywordseo="samajwadi-party">Samajwadi Party</keyword> doesn’t get majority, Akhilesh Yadav told <keyword id="60684" type="CITY" weightage="20" keywordseo="BBC">BBC</keyword> that it is better to join hands with <keyword id="6357690" type="PERSON" weightage="20" keywordseo="mayawati">Mayawati</keyword> than to see the state under Presidents Rule.

His surprising remarks right when exit poll predicted BJP could win with majority in the state. While some of the survey predicted BJP emerging as the single largest party in UP, other gave them a clean majority. 
 Despite <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> alliance with the ruling Samajwadi Party, the alliance seems to have failed in gaining desirable results. 
 
Notably, Times Now's exit poll gives the BJP a sharp edge, saying it will win between 190 and 210 seats in Uttar Pradesh; 201 seats will obviously give the BJP a majority. Times Now expects the SP-Congress alliance to win between 110 and 130 seats, while the BSP may get anywhere between 54 and 74 seats, it says. 
 
VMR's exit poll predicts as many as 200 seats for the BJP, 120 for the SP-Congress alliance and 64 for the BSP.

UP CM Akhilesh Yadav says he is ready to tie up with BSP if needed

Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>’s <keyword id="58687" type="ORGANIZATION" weightage="20" keywordseo="Bharatiya-Janata-Party">Bharatiya Janata Party</keyword> (<keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword>) couldn’t have asked for a better time than now to take their massive election campaign in <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> forward and Modi used it to the fullest. He slammed the entire opposition, including state parties, and said growth and development stalled in the state because the BJP was out of power for 14 years. 
 He hit out at the ruling <keyword id="6354265" type="ORGANIZATION" weightage="20" keywordseo="samajwadi-party">Samajwadi Party</keyword> (SP), which split yesterday, and <keyword id="6356515" type="ORGANIZATION" weightage="20" keywordseo="Bahujan-Samaj-Party">Bahujan Samaj Party</keyword> (<keyword id="6355170" type="ORGANIZATION" weightage="20" keywordseo="BSP">BSP</keyword>), which is grappling with black money allegations, and the Congress which has been having trouble regaining its lost glory in Uttar Pradesh. 
 
"There is one party with minimal presence in UP, that is trying for 15 years to establish their leader but with little success. There is another party trying to save money and there is one more party trying to save their own family," the PM said at what the BJP has dubbed the 'Parivartan Rally' or the rally for change. 
 
He also made a point that he made sure that his party wants to work for the people and not hoard black money or save their family. 
 
“Some want to save their black money, some want to save their 'parivaar'. But BJP is the only party that will work to save the people,” he said. 
 
He also said that all the parties, for the first time has come together against him as they are intimidated by what he is doing and it will harm them. 
 
“For the first time in years, SP and BSP share the same opinion on one issue: 'Modi hatao'. But I say 'corruption hatao, kaala dhan hatao'. Now, it's up to the people to decide what they want,” PM modi said. 
 
The first party he referred to was the Congress, which has seen its political fortunes wane compared to its glory days in Uttar Pradesh in the 1970s and the 1980s. 
 The second party he referred to was Mayawati's BSP which has not been able to shake off the taint of corruption allegations. The third party he was referring to was the Samajwadi Party, which split yesterday following months of bickering between father <keyword id="6357168" type="PERSON" weightage="20" keywordseo="Mulayam-Singh-Yadav">Mulayam Singh Yadav</keyword> and his chief minister son Akhilesh. 
 
The PM also said that even though the BJP has not been in power in Uttar Pradesh, that doesn't bother him and his party but the fact that there has been minimal development in UP. 
 
“Kuch log kehte hain BJP ka 14 saal ka vanvaas khatam hoga, mudda BJP ke vanvaas ka nahin hai. Mudda 14 saal ke vanvaas ka nahin, 14 saal ke liye Uttar Pradesh mein vikaas ka vanvaas ho gaya hai,” he said. 
 
India, he said, can't prosper and grow unless Uttar Pradesh prospers and grows. 
 
The PM also predicted a win for the BJP in the upcoming elections in Uttar Pradesh. 
 
“Political pundits pontificate on the outcome of the UP elections. But after seeing this crowd gathered here, there's no need for them to expend further efforts. It is clear which way the wind is blowing,” PM said.

Six national political parties have been summoned by the Central Information Commission (<keyword id="6378909" type="COMPANY" weightage="20" keywordseo="CIC">CIC</keyword>) for hearing on non-compliance of the commission order on November 21, 2014. 
	 
	“…Now, therefore, a notice is issued to appear before the Commission either in person or through a duly authorized representative at 1600 hrs on November 21, 2014 (Friday) in Court Room No. 314…and produce all relevant documents and records relating to the action taken in pursuance of the directions contained in the Commission's order dated June 3, 2013,” stated CIC in its latest order in the matter. 
	 It further stated that CIC will be initiating an enquiry into the matter. “…and whereas, response(s) has been received only from four political parties viz. CPI (M), CPI, AICC and <keyword id="42402" type="ORGANIZATION" weightage="20" keywordseo="NCP">NCP</keyword>. <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> and <keyword id="6355170" type="ORGANIZATION" weightage="20" keywordseo="BSP">BSP</keyword> have not responded at all. and whereas after perusing the responses received, this Commission is satisfied under sub-section (2) of section 18 of the Act that there are reasonable grounds to inquire into the matter and accordingly, it is decided to initiate an inquiry in the matter,” the commission said in the order. 
	 RTI activist Subhash Chandra Agarwal had sought information on the disclosure of the accounts and funding of political parties. Following the response received from the parties, The CIC in its order dated June 3, 2013 had stated that Indian National Congress (<keyword id="55403" type="ORGANIZATION" weightage="20" keywordseo="Inc">INC</keyword> or AICC), Bharatiya Janata Party (BJP), Communist Party of India (Marxist; CPI (M), Communist Party of India (CPI), National Congress Party (NCP) and Bahujan Samaj Party (BSP), are being substantially financed by the government, thus bringing them under the ambit of RTI Act and making them public authorities. 
	 
	“The Presidents, general secretaries of these political parties are hereby directed to designate CPIOs and the Appellate Authorities at their headquarters in 06 weeks time. The CPIOs so appointed will respond to the RTI applications extracted in this order in 04 weeks time. Besides, the Presidents/General Secretaries of the above mentioned Political Parties are also directed to comply with the provisions of section 4(1) (b) of the RTI Act by way of making voluntary disclosures on the subjects mentioned in the said clause,” ordered the commission. 
	 
	The CIC, in September, had also issued a show-cause notice to the political parties for non-compliance of the commission’s order. “Attitude of political parties is an insult to an institution formed through legislation passed by the Parliament. If political parties and Union government were not agreeable to CIC verdict, they should have challenged the verdict in court. Even legislation to amend RTI Act for the purpose was deferred despite Parliamentary Committee’s recommendations perhaps because the then Attorney General opined against such legislation,” said Agarwal.
