 The proposal is to skim off the assets of all 65,000 <keyword id="30351" type="CITY" weightage="20" keywordseo="BSNL">BSNL</keyword> mobile towers to another entirely public owned subsidiary company. 
 As per a top government official, the <keyword id="41511" type="CITY" weightage="20" keywordseo="idea">idea</keyword> of restructuring the loss making BSNL, monetize its infrastructure and improve its operations and maintenance is on the agenda of <keyword id="6355512" type="ORGANIZATION" weightage="20" keywordseo="Union-Cabinet">Union Cabinet</keyword> today. 
 
Some highly placed government officials, requesting anonymity, confirmed that the new subsidiary company could be valued at Rs 20,000 crores while the operations and maintenance of the mobile towers could be outsourced. 
 
BSNL, the government owned Telecom Company, in terms of expansion, comes after Indus Towers- a joint venture between private telecom operators including <a href="http://www.businessinsider.in/Bharti-Airtel-Divests-Over-3500-Mobile-Towers-In-Africa-To-Eaton/articleshow/42037506.cms">Airtel</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Vodafone+">Vodafone </a>and Idea which runs the largest network. 
 
The purpose behind drawing off BSNL tower infrastructure to another company is to streamline the functioning and improve the quality. At the same time, the operator would earn new revenues by way of tenancy of towers. 
 
The move will also let private investors get involved and operate the BSNL mobile network on lease instead of investing in the set-up of a separate network tower.

New Delhi, Mar 30 () State-owned telecom operators BSNL and MTNL will extend validity period of their prepaid mobile services till April 20 and offer Rs 10 additional talktime even after zero balance, to enable users, especially poor and underprivileged, to stay connected during the 21-day nationwide lockdown."This will enable poor people make calls for help even if they don't have any balance left," Communications Minister Ravi Shankar Prasad said in a tweet.The minister also took stock of performance of essential services under the Department of Telecom (DoT) and Department of Post, with heads of circles from all states through a video-conference on Monday."During the video conference, took feedback on functioning of their essential services during #21daysLockdown from heads of circles of BSNL and India Post. Exhorted them to rise to the occasion and set new benchmarks in public service as #IndiaFightsCorona," the minister tweeted.In a statement, Bharat Sanchar Nigam Ltd (BSNL) said it will offer free validity extension for prepaid mobile subscribers who were unable to recharge after their validity expired during the lockdown period, and also provide free talktime worth Rs 10 to those with zero balance during this phase.BSNL said these facilities have been provided to facilitate communication by its mobile subscribers in emergency."In view of hardships faced by the mobile subscribers whose validity has expired during the lockdown period from 22nd March 2020 and are not able to recharge for extension of validity, BSNL, as a support to its esteemed mobile subscribers is extending the validity of all such subscribers up to 20th April 2020, free of cost, so that the subscribers continue to receive incoming calls," BSNL said in a statement.In addition to this, BSNL is also giving free talk time of Rs 10 to all such subscribers who reach zero balance during the lockdown period, the statement added.BSNL Chairman and Managing Director Praveen Kumar Purwar said, "BSNL firmly stands with its subscribers during this crisis period and we request the subscribers to 'Go Digital' for recharging their accounts. Several options available for recharge include MyBSNL mobile app, BSNL website and other popular wallet services."Sector regulator Trai on Sunday had asked telecom operators to extend prepaid validity period to ensure that subscribers get uninterrupted services during the 21-day nationwide lockdown.The Telecom Regulatory Authority of India (Trai) has also sought details of the steps taken to ensure availability of uninterrupted telecom services to such customers on a "priority basis"."...you are required to take necessary steps as deemed fit including extending the validity period to ensure that all prepaid subscribers can enjoy uninterrupted services during the period of lockdown," Trai had said in a communication to all operators on Sunday.Prime Minister Narendra Modi on March 24 had announced a complete lockdown of the entire country for 21 days in an unprecedented move to try halt the spread of coronavirus, shortly after which the Centre said road, rail and air services will remain suspended during this period.As on early Monday, the pandemic had claimed 29 lives in the country and number of COVID-19 cases has touched 1071 in India. New Delhi, Jan 3 () All India Bharat Sanchar Nigam Ltd Executives' Association has urged the telecom department for allotment of USO Fund projects to the company on a 'nomination basis' saying this would help in its revival.
Listing out Universal Services Obligation or USO Funded projects like LWE Phase-II (left wing extremism affected states), mobile coverage project in Meghalaya, Arunachal Pradesh and Assam, and uncovered villages, the association said "these projects' cost is more than Rs 10,000 crore and if the same are allotted to BSNL on nomination basis, it will create huge assets for the nation and BSNL and also help the BSNL to revive".
It further said that considering the presence and infrastructure of BSNL, for providing mobile services in left over LWE areas "with desired advantage to maintain homogeneity in network and seamless mobile connectivity, it is requested that the LWE-II and other projects may kindly be allotted to BSNL on nomination basis so as to utilise the resources efficiently and effectively for the welfare of the nation as well as the state-owned BSNL".
In its letter to Telecom Secretary, the All India BSNL Executives' Association said BSNL being the government Agency and having resources at ground level can best deliver the projects in time bound manner.

Here's how to check BSNL Mobile balance

KOLKATA: The telecom department (DoT) has for the first time set a cutoff date—July 31, 2015—for concluding the much discussed merger of struggling state-run telecom companies, <keyword id="109662" type="CITY" weightage="80" keywordseo="Bharat-Sanchar-Nigam-Ltd">Bharat Sanchar Nigam Ltd</keyword> and <keyword id="381260" type="COMPANY" weightage="80" keywordseo="Mahanagar-Telephone-Nigam-Ltd-">Mahanagar Telephone Nigam Ltd.</keyword> 
 In a presentation to <keyword id="71" type="POSITION" weightage="80" keywordseo="Prime-Minister">Prime Minister</keyword> <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword>, seen by ET, DoT said it expects to “secure Cabinet approval for the proposed BSNL-MTNL merger by June 30 next year”. 
 
Towards this, it plans to wrap up merger consultations with the unions of BSNL and MTNL by March 31, 2015, and circulate a draft Cabinet note for inter-ministerial consultations by April 30 next year. MTNL runs telecom services in Delhi and Mumbai while BSNL offers telecom coverage in the rest of India. 
 
In the run-up to the proposed merger, DoT has set additional deadlines for concluding pending organisational restructuring initiatives in both the telcos. For instance, it has set a December 31, 2014, deadline for hiving off BSNL’s mobile towers into a wholly-owned arm and also monetising BSNL and MTNL’s property holdings to unlock value for their survival, the minutes of DoT’s presentation show. 
 
BSNL has 61,622 mobile towers, the second largest tower portfolio among all telcos. A sizeable chunk of its tower assets are colocated with landline exchanges to meet business needs. 
 
BSNL is also the holder of one of the largest land banks among state-owned firms with properties reckoned to be running into thousands of crores of rupees across 3,500 towns. It had recently said it hoped to raise nearly Rs 500 crore in the first year from leasing parts of its land holdings and would also offer its telecom factories to contract manufacturers to generate cash in its bid to contain losses. 
 
While BSNL is yet to do a valuation of its countrywide property holdings, MTNL’s land and building assets are pegged above Rs 3,000 crore, according to a senior company executive. 
 
In addition, DoT plans to provide financial support to compensate MTNL for liabilities stemming from its minimum alternate tax (MAT) payout, which is pegged at roughly Rs 780 crore. It also proposes to fund MTNL’s capex needs for expanding its mobile, landline and broadband networks. A top MTNL executive said the company had sought Rs 2,000 crore from DoT for meeting network expansion capex costs over a three-year span. 
 
BSNL and MTNL have an infrastructure-sharing pact for providing joint services to companies. They share assets such as buildings, mobile masts and international longdistance phone networks to service mostly enterprise customers. 
 DoT’s presentation to the prime minister on the BSNL-MTNL merger road map comes at a time when the <keyword id="6387077" type="ORGANIZATION" weightage="60" keywordseo="Narendra-Modi-government">Narendra Modi government</keyword> is trying to revive the two financially stressed telcos, which continue to reel under hefty losses. MTNL posted a Rs 733.2 crore net loss in the quarter to June, while BSNL incurred a Rs 7,085 crore loss in 2013-14.

BSNL And MTNL To Be Merged By July 2015

The offer would be valid for 90 days.

Airtel and Vodafone Idea have more than doubled their entry-level mobile rates in the last 2-3 years to Rs 199 that comes with 28 days validity. State-run <keyword id="19970536" type="General" weightage="20" keywordseo="BSNL" source="keywords" meta.keywordsubtype="org" meta.entityname="BSNL" meta.hostid="261" meta.entityid="BSNL">BSNL</keyword> was the only player that added new subscribers and led the market in terms of new net customer addition, according to a monthly subscribers report released by the Telecom Regulatory Authority of India on Friday. According to the report, BSNL added over 2.94 million mobile subscribers in July. Bharti Airtel lost 1.69 million mobile subscribers which was highest among its peers. Vodafone Idea and Reliance Jio lost 1.41 million and 758,000 mobile subscribers, respectively. Overall, the telecom subscriber base in the country declined marginally to 1,205.17 million in July from 1,205.64 million in June. North East, Maharashtra, Rajasthan, Mumbai, Kolkata, Tamil Nadu, Punjab, Bihar, West Bengal, UP East, Haryana, Andhra Pradesh telecom circles recorded decline in mobile customer base post the hike in mobile services rates. The wireline or the fixed line connections segment increased by about 1% to 35.56 million in July from 35.11 million in June. Reliance Jio led the fixed-line segment with addition of over 480,000 new subscribers. It was followed by Bharti Airtel which added over 136,000 new subscribers, VMIPL 12,413, Vi 11,375, Tata Teleservices 3,971 and Quadrant added 12 new fixed line customers. BSNL was the biggest loser in the segment. The state-run firm lost 134,000 fixed line customers and its sister concern lost 56,454 customers. The broadband customer base in the country increased to 946.19 million at the end of July from 940.75 million in June. Top five players accounted for 98.42% of total broadband connection in the country. Reliance Jio led the chart with 488.63 million <keyword id="23252277" type="General" weightage="20" keywordseo="broadband-customers" source="keywords">broadband customers</keyword>, Airtel with 284.03 million, Vodafone Idea with 126.72 million, BSNL with 29.61 million and Atria Convergence with 2.26 million. Bharti Airtel led the machine-to-machine cellular mobile connections with 28.46 million subscribers accounting for 53.02 % market share.It was followed by <keyword id="21892784" type="General" weightage="20" keywordseo="vodafone-idea-limited" source="keywords">Vodafone Idea Limited</keyword>, Reliance Jio Infocomm Limited and BSNL with market share of 27.71 %, 13.68 % and 5.58 % share respectively.

Jio, Airtel, Vi record customer loss post tariff hike, BSNL becomes only gainer in July

New Delhi, Nov 21 () State-owned Bharat Sanchar Nigam Ltd (BSNL) has said that the number of customers moving into its network is higher than those leaving it, making its mobile number portability (MNP) positive during 2019-20 so far, Parliament was informed on Thursday.
 The number of port-ins stood at 53.64 lakh, against 28.27 lakh port outs in 2018-19, and thereafter the numbers cumulative up to October 2019 was 2.04 crore (port-ins) against 1.80 crore (port-outs).
 "BSNL has informed that number of customers ported in to BSNL is higher than the ported-out customer of BSNL. BSNL's MNP is positive during 2019-20 (till October, 2019)," Telecom Minister Ravi Shankar Prasad said in a written reply to a question in the Rajya Sabha.
 The number of mobile connections of BSNL stood at 11.64 crore as on August 31.
 In a separate reply, the minister said that with the Cabinet approving the revival plan for BSNL and Mahanagar Telephone Nigam Ltd (MTNL) last month, it is expected that both the companies will turn around in future.
 To another question on whether the government has any plan of going for any disinvestment of these telecom companies in near future, the minister said, "At present, there is no proposal for disinvestment of BSNL and MTNL."
 The Cabinet on October 23 had approved the revival plan for Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) which includes in-principle approval for merger of both the companies.
 Since MTNL is operating in metros of Delhi and Mumbai and BSNL operates in the rest of India, it is expected that the merger will help in pan-India footprint and synergy in operations.
 The revival plan approved by the Cabinet also includes measures to reduce staff cost through a voluntary retirement scheme (VRS) for employees of age 50 years and above, administrative allotment of spectrum for 4G services, debt restructuring by raising of sovereign guarantee bonds and monetisation of their assets.
 The telecom corporation has also decided to implement various austerity measures which include reducing expenditure for different outsourcing works, in view of its poor financial position.
 "However, due to severe financial constraints, delay in payment to contractors by BSNL/MTNL has occurred in recent months. BSNL 'number portability' positive so far in FY20; more users joining network than leaving: Prasad

To boost landline business, the state-run <keyword id="30351" type="CITY" weightage="80" keywordseo="BSNL">BSNL</keyword> today announced unlimited <keyword id="1553072" type="UNKNOWN" weightage="80" keywordseo="free-calling">free calling</keyword> scheme during <keyword id="2648637" type="UNKNOWN" weightage="80" keywordseo="night-hours">night hours</keyword> from its fixed line phones to any operator including mobile phones anywhere in the country from May 1. 
 
The scheme would be operational between 9 PM to 7 AM and would cover all type of connections, BSNL said in a statement. "BSNL has introduced unlimited free calling during night hours from its landline phones to all landline phones and mobile phones of all service provider's network on all India basis from 1st May," BSNL said. 
 
Under the scheme, all major landline general plans of rural and urban areas, landline special plans as well as all major Combo (landline with broadband) plans are covered. 
 As per latest <keyword id="6356988" type="PERSON" weightage="80" keywordseo="TRAI">TRAI</keyword> data, BSNL which dominates landline market was the biggest loser of fixed-line customers in February while <keyword id="15491" type="COMPANY" weightage="80" keywordseo="Airtel">Airtel</keyword> emerged as top gainer. The company had over 1.66 crore landlines at the end of February. 
 
Even after losing 162,556 landline customers in February, the company dominated the market with 62.26 per cent share.

Now call for free using a BSNL connection

New Delhi, May 6 () A BSNL employee union on Wednesday extended support for the company's Rs 9,300 crore 4G tender that has a clause to facilitate procurement of network equipment from foreign companies and restrict purchase from Indian companies. The All Unions and Associations of BSNL (AUAB) in a letter to Prime Minister Narendra Modi on May 5 said that Indian companies do not have experience of managing large mobile networks and the state-run firm "cannot afford to procure sub-standard equipment from inexperienced companies". Domestic telecom product and equipment promotion body TEPC has charged BSNL of violating policy to give preference to indigenous technology companies and incorporating clauses that restrict the participation of Indian companies. The Telecom Equipment and Services Export Promotion Council (TEPC) alleged that BSNL bypassed discussion with domestic companies and framed tenders norms in collaboration with multinational companies to keep Indian companies out of the bid. It has alleged that BSNL tender is being construed as having technical specifications prepared in close coordination with MNCs to keep out the Indian companies and to get rid of 'preference to make In India' norms. "4G being a state-of-the-art technology, BSNL cannot afford to procure sub-standard equipment from inexperienced companies, not having proven technology. Their product is not tested or validated so far. Indian players do not have experience in managing large mobile networks, even if they have developed 4G technology. Further, the quality standards of their equipment have not been tested," the union said in the letter. The AUAB said that it will be unfair to direct BSNL alone to buy local 4G equipment, which is largely untested, while letting private players provide services with equipment supplied by global giants like Nokia, Ericsson, Huawei, Samsung, etc. "If the domestic players are having proven technology, then why did they not insist when other private operators procured the 4G equipment? BSNL cannot afford to have another failed network deployment," the letter said. TEPC has also raised security concerns in purchase of telecom network equipment from foreign companies. BSNL unions, however, called the security issue a lame excuse and questioned TEPC for not raising it when private players purchase equipment from foreign companies. "When BSNL's competitors are procuring world-class 4G equipment from experienced vendors having proven technology, why should BSNL alone be compelled to procure substandard equipment, manufactured by inexperienced vendors, in the name of "Make in India" policy. The burden of supporting domestic manufacturers cannot be put on the shoulders of BSNL alone, in a highly competitive telecom market," the unions said The Commerce Ministry has asked the DoT and BSNL to put the tender on hold till the time TEPC complaint is not resolved and has also called for erring officials if found guilty of inserting clauses to restrict entry of Indian companies in the BSNL tender as per government rule. State-owned <keyword id="30351" type="CITY" weightage="100" keywordseo="BSNL">BSNL</keyword> brings good news for its subscribers with its plan to offer <keyword id="2880548" type="UNKNOWN" weightage="80" keywordseo="free-incoming">free incoming</keyword> calls on roaming from June 15, Telecom Minister Ravi Shankar Prasad said today. 

	"BSNL will start offering free national roaming from June 15. It's already on the recovery path," Prasad said at a press meet marking one year of the Modi government. 
 The announcement comes ahead of full mobile number portability (<keyword id="108664" type="COMPANY" weightage="40" keywordseo="MNP">MNP</keyword>), which will be effective July this year. BSNL has a mobile subscriber base of 7.72 crore at the end of March. 

	"Although there could be slight reduction in revenue on account of free incoming calls during roaming, we expect to gain first mover advantage and anticipate offsetting this amount by arresting churnout/porting out and acquiring new customers," BSNL CMD Anupam Shrivastava said at the press meet. 
 However, free incoming calls will be offered for one year. The Minister added that in 2004, BSNL made profits of Rs 10,000 crore, and its loss stood at Rs 7,500 crore in 2014 when the Modi government took over. <keyword id="28256" type="CITY" weightage="60" keywordseo="MTNL">MTNL</keyword>, he said, was in profit zone till 2008, but is now facing losses. 

	MTNL offers services in Delhi and Mumbai while BSNL takes care of the rest of the country. 
 

	Prasad added that the government is taking all possible steps to revive these two state-owned entities. 
 

	The efforts are bearing fruit, he said, adding BSNL's revenue went up 2.1 per cent in 2014-15 and active subscribers rose 47 lakhs, thus reversing the negative trend of previous years. 
 

	Under phase VII of BSNL, 15,000 new base tower stations were commissioned in one year which have reduced call drops and eased congestion. 
 

	"MTNL added 2.11 lakh subscribers in 2014-15, arresting the negative trend of previous years, and will add 1,680 tower sites in Delhi and Mumbai each," he said. 
 

	However, he did not say anything specific about talks of merger of the two.

BSNL to offer free incoming calls on roaming from June 15

New Delhi, Jan 16 () Reliance Jio has become the largest telecom player with 36.9 crore mobile subscribers in November 2019, according to the data published by telecom regulator Trai on Thursday. 
Vodafone Idea reported a total mobile subscriber base of 33.62 crore and Bharti Airtel at 32.73 crore customers for November 2019. 
Total telephone subscribers in the country declined by 2.4 per cent to 117.58 crore in November from 120.48 crore in October. 
Mobile subscriber base, which dominates overall telecom connections, declined by 2.43 per cent to 115.43 crore in November from 118.34 crore in October with Vodafone Idea losing the highest number of subscribers.
 Vodafone Idea lost 3.6 crore customers in the month.
 Reliance Jio added 56 lakh new customers, followed by Bharti Airtel which added 16.59 lakh new subscribers and BSNL 3.41 lakh.
Fixed-line connections also declined to 2.12 crore in November 2019 from 2.14 crore in October. 
BSNL continued to record a dip in subscriber base. BSNL lost 1.64 lakh fixed line customers and its subscriber base slipped to seven digits for the first time at 98.3 lakh. 
 Reliance Jio fixed line customer base reached 7 digits to 10.23 lakh with addition of 43,198 new connections. 
 The number of broadband subscribers in the country grew by 2.67 per cent to 66.12 crore in November from 64.4 crore in October. 
 "Top five service providers constituted 98.99 per cent market share of the total broadband subscribers at the end of November 2019," Trai said. 
 Reliance Jio Infocomm led the chart with 37 crore subscribers, Bharti Airtel 13.99 crore, Vodafone Idea 11.98 crore, BSNL 2.25 crore and Atria Convergence 15 lakh, as per Trai data. PRS MR
