Officials aware of the development said that these waivers are likely to be granted, as per <a href="https://www.hindustantimes.com/india-news/indian-armed-forces-seek-exemption-from-bs-vi-norms/story-Kc8jPYue59AmaBx9JtdEqM.html">Hindustan Times</a>. India is set to welcome the new Bharat Stage VI (BS-VI) norms from April 1, 2020. The norms lay down tighter rules for exhaust emission requirements for vehicles compared to the BS-IV applicable currently. However, defence vehicles were given an exception from BS IV norms in 2016 and this could be repeated again. “They have conveyed that it will be difficult to procure new vehicles till 2019 and have said that the dispensation given to the army should also be given to paramilitary vehicles because their operational areas are also similar,” according to an official. Global Norms Military vehicles in all the countries are exempted from stringent pollution control rules, “This is in part due to difficulty in assuring ultra-low sulphur fuel (10 parts per million) supply in all of the remote areas where a military vehicle might operate,” Anup Bandivadekar, passenger vehicles programme director, International Council on Clean Transportation <a href="https://www.hindustantimes.com/india-news/indian-armed-forces-seek-exemption-from-bs-vi-norms/story-Kc8jPYue59AmaBx9JtdEqM.html">told Hindustan Times</a>. Due to security reasons, there is no official estimate on the total number of such vehicles lined up for exemption. An official said that the army alone has about 150,000-160,000 terrestrial vehicles, such as SUVs, trucks and infantry combat vehicles. Armed forces might get an exemption from new vehicular emission norms

Bharat Stage (BS) Emission Norms for the vehicles operated on the Indian roads was announced for the first time two decades back. These are considered the benchmarks in regulating how much pollutants the automobiles release in the air. BS VI refers to the sixth stage of the Bharat Stage Emission norms that will come into effect from 1 April 2020. The BS emission norms are based on the European emission norms and implement strict control over the emissions from vehicles. BS I was introduced in 2000 by the <keyword id="67999" type="ORGANIZATION" weightage="20" keywordseo="Central-Pollution-Control-Board">Central Pollution Control Board</keyword> under the Union Ministry of Environment, Forests, and Climate Change. This was followed by BS II in the year 2005, BS III in 2010 and BS IV in 2017. However, the wide spread alarms raised over the highly deteriorating condition of air pollution in the country has forced the government to skip the BS V and move straight away to BS VI. About BS VI (BS 6) Norms Referred to as the VI stage of Bharat Stage Emission norms, the main difference between the BS IV and the <keyword id="3165424" type="PERSON" weightage="20" keywordseo="BS-VI-norms">BS VI norms</keyword> is the amount of sulphur content in the emissions. While BS IV compliant vehicles release 50 ppm (parts per million) sulphur, the BS VI compliant vehicles will only release 10 ppm sulphur. Also for the light duty diesel vehicles, the BS VI norms cut down the oxides of nitrogen emission limits. In case of light duty petrol vehicles, the emission of oxides of nitrogen are reduced by about 25 percent. In case of light duty diesel vehicles, BS VI has also introduced heightened particulate matter (PM) emission standard placing an upper limit of 6 X 1011 /km. For the light duty gasoline vehicles, the PM and PN limits have been specified as part of BS VI while they are applied only in case of vehicles that are reported with direct injection <keyword id="240487" type="DOMAIN" weightage="20" keywordseo="engines">engines</keyword>. BS VI also comes with a critical change in the approval procedures for light duty vehicles. It has mandated that portable emissions measurement systems (PEMS) be used for the purpose of in-service commission testing. This will help ensure the emissions performance recorded during the laboratory testing is also maintained during the real world driving conditions. Implementation of BS VI in India In 2018 October, the Supreme Court banned the sales of BS IV vehicles which should never be seen in the market from April 1, 2020. The Supreme Court has also said strictly that there will not be any grace time given to the vehicle manufacturers to sell the vehicles that are not in compliance with the BS VI norms after this deadline. So we can say the BS VI norms will take effect from April 1, 2020. In order to comply with the BS VI norms, the vehicle manufacturers need to invest in technology that will let them upgrade the vehicle they already have with them in stock. Also, they will have to move to the new technology to make the new vehicles in compliant with the BS VI standards.

What are BS VI Norms?

After the <keyword id="6354977" type="ORGANIZATION" weightage="100" keywordseo="Supreme-Court">Supreme Court</keyword> ordered ban on sale and registration of BS-III compliant vehicles effective from April 1, automobile manufacturers in India started to <a href="http://www.businessinsider.in/transportation/sc-ban-forces-vehicle-makers-to-offer-heavy-discounts-on-bs-iii-vehicles/articleshow/57916219.cms">offer heavy discounts </a>to get rid of the existing stock. Even then, they have unsold stock of more than 140,000 BS-III compliant vehicles worth Rs 5,633 crore.

After receiving the order on March 29, these automobile makers offered <a href="http://www.businessinsider.in/transportation/cars/automakers-offered-megadiscounts-and-freebies-to-get-rid-of-bs-iii-stocks/articleshow/57960077.cms">hefty discounts </a>of upto 50% for remaining two days of March 31. The offers attracted several buyers, even as they made these companies suffer losses of around Rs 1,200 crore. 
 
Now, they have two options left; either to export these vehicles to markets that still conform to BS-III norms, or to bring back the vehicles to factories and upgrade them to BS-IV standards. The latter, however, would be a much-expensive process as compared to the former.

Indian automakers still have unsold stock worth Rs 5,633 crore of BS-III vehicles

New Delhi, Feb 13 () Ratings agency ICRA on Thursday said the proposed Bharat Trem IV emission norms for domestic tractor industry slated to be implemented from October is unlikely to create major headwinds for the sector. The new emission norms will only be applicable for tractors with capacity above 50HP (horse power), which accounts for only 13 per cent of the industry sales in unit terms and hence the less likelihood of the new emission norms becoming a major hurdle for the industry, ICRA Ratings said in a statement. The rest of the industry, i.e. tractors below 50HP, will migrate to the new norms only from October 2023. ICRA Ltd AVP, Corporate Sector Ratings Rohan Gupta said, although major technological changes, including both engine and after treatment technologies are required to migrate to Bharat Trem IV, the technological know is readily available with OEMs (original equipment manufacturer) as they are already exporting to various countries meeting evolved emission norms guidelines. "However, the pass through of the incremental cost, related to the technological changes, to the farmers is likely to prove to be a challenge, given the price sensitive nature of the farming community," he added. While OEMs are yet to announce revised prices for tractors complying with the new emission norms, he said there could be an increase of around 10-12 per cent in price. A complete pass through of the increased prices would be unlikely and the same could constrain profitability indicators of tractor OEMs to an extent, Gupta added. The tractor industry across all HP categories in India currently complies with TREM III A emission norms, which were implemented back in April 2010 and April 2011 in a phased-wise manner. The evolution to new norms is in line with the broader automobile industry in India which will be migrating to Bharat State (BS-VI) emission norms from April 2020. "Overall, given that the proposed evolution to Bharat Trem IV is restricted to only the high HP segment, the impact of the proposed emission norms evolution on the demand in the industry is likely to be much lower than the disruption seen across other automobile segments,' ICRA said. OEMs are also expected to make an effort to rejig their portfolio to an extent through launch of products under new HP categories with a view of limiting the impact of the same, it added. RKL SHWSHW

New Delhi, Jan 30 () Petrol and diesel prices may go up by 50 paise to Re 1 per litre beginning April when India leapfrogs to using Euro-VI emission-compliant ultra-clean auto fuels.
 Currently, BS-IV grade fuel, equivalent to Euro-IV emission-compliant fuel, is being supplied in the country and the government decided to leapfrog to BS-VI grade fuel from April 2020 to cut vehicular emissions, which are one among the many reasons for rising pollution in the national capital and other cities.
 Sanjiv Singh, chairman of Indian Oil Corporation (IOC), the country's largest oil firm, said that all of the company's refineries have started producing BS-VI grade fuel and the same will reach depots across the country by next month. "We are very much sticking to April 1 deadline and 100 per cent of petrol and diesel in the country will be BS-VI compliant from April 1," he said.
 Petrol currently costs Rs 73.36 per litre in Delhi and diesel is priced at Rs 66.36 a litre.
 IOC invested Rs 17,000 crore in upgrading its refineries to produce the cleaner fuel while industry spent some Rs 30,000 crore.
 "We are in the process of working out implications of supplying BS-VI fuel from April," he said adding that the international benchmark price for petrol and diesel compliant with BS-VI grade is higher than BS-IV fuel and since domestic fuel prices are directly linked to global rates, pump prices will have to rise.
 He said exact numbers are being worked out but the increase would not be significant to warrant a staggered hike.
 "I don't think premium (for BS-VI) will be larger for it to be staggered," he said indicating a one-time hike in petrol and diesel prices when the BS-VI grade fuel is rolled out across the country.
 Though the exact quantum is being worked out, the increase may be anywhere between Rs 0.50 per litre and Re 1 a litre, he said.
 As part of India's fuels upgradation programme, the vehicular pollution norms introduced in the early 1990s have been made more stringent over time. The current BS-IV norms were enforced in 2017, after BS-II and BS-III norms, which were enforced in 2005 and 2010, respectively.
 In the transition to BS-VI fuels, BS-V norms have been skipped in order to have a more stringent standard at the earliest to curb pollution levels.
 As per the roll-out plan, national capital Delhi and adjoining cities were to have BS-VI fuel supplies by April 2019 and the rest of the country from April 2020. Oil firms switched over to supply of BS-VI grade fuels in the national capital territory (NCT) on April 1, 2018. Supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and 8 of Uttar Pradesh in the national capital region (NCR) on April 1, 2019, together with the city of Agra. BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019.
 BS-VI fuels are ultra-clean fuels with sulphur content cut to just 10 parts per million (ppm) from 50 ppm in BS-IV fuels. The emission norms of BS-VI diesel are as good or even superior to those of compressed natural gas (CNG).
 "Switchover to BS-VI fuel supplies by IOC's marketing and retail network is also in full-swing across the country. As per the current progress, about 80 per cent of IOC's 121 bulk storage terminals/depots will achieve the conversion from BS-IV to BS-VI fuels by January 31, 2020. In the markets catered to by them, 100 per cent dispensing of BS-VI fuels at petrol/diesel stations is likely to be achieved by the end of February 2020," Singh said. "IOC is confident of supplying BS-VI fuels pan-India well ahead of the deadline of April 1, 2020." ANZ HRS

New Delhi, Feb 19 () India will switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now - a feat achieved in just three years and not seen in any of the large economies around the globe.India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.Sanjiv Singh, Chairman of Indian Oil Corp (IOC) - the firm that controls roughly half of the country's fuel market, said almost all refineries began producing ultra-low sulphur BS-VI (equivalent to Euro-VI grade) petrol and diesel by the end of 2019 and oil companies have now undertaken the tedious task of replacing every drop of fuel in the country with the new one."We are absolutely on track for supplying BS-VI fuel from April 1. Almost all refineries have begun supplying BS-VI fuel and the same has reached storage depots across the country," he said. From storage depots, the fuel has started travelling to petrol pumps and in the next few weeks all of them will only have BS-VI grade petrol and diesel, he said. "We are 100 per cent confident that fuel that will flow from nozzles at all the petrol pumps in the country on April 1 will be BS-VI emission compliant fuel." India adopted Euro-III equivalent (or Bharat Stage-III) fuel with a sulphur content of 350 ppm in 2010 and then took seven years to move to BS-IV that had a sulphur content of 50 ppm. From BS-IV to BS-VI it took just three years. "It was a conscious decision to leapfrog to BS-VI as first upgrading to BS-V and then shifting to BS-VI would have prolonged the journey to 4 to 6 years. Besides, oil refineries, as well as automobile manufacturers, would have had to make investments twice - first to producing BS-V grade fuel and engines and then BS-VI ones," he said. State-owned oil refineries spent about Rs 35,000 crore to upgrade plants that could produce ultra-low sulphur fuel. This investment is on top of Rs 60,000 crore they spent on refinery upgrades in the previous switchovers. BS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG. Originally, Delhi and its adjoining towns were to have BS-VI fuel supplies by April 2019 and the rest of the country was to get same supplies from April 2020. But oil marketing companies switched over to supply of BS-VI grade fuels in the national capital territory of Delhi on April 1, 2018. The supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and eight of Uttar Pradesh in the National Capital Region (NCR) on April 1, 2019, together with the city of Agra. BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019. Singh said the new fuel will result in a reduction in NOx in BS-VI compliant vehicles by 25 per cent in petrol cars and by 70 per cent in diesel cars. The switchover, he said, is a tedious task as every drop of old, higher-sulphur content fuel has to be flushed out in depots, pipelines and tanks before being replaced by BS-VI. "We are confident of disruption-free switchover to BS-VI supplies across the country," he said. "What we will be supplying is the best quality available anywhere in the world. You don't have any better fuel that is supplied in any part of the world. Perhaps our BS-VI fuel will be better than equivalent fuel in some parts of the US and Europe." India adopted a fuel upgradation programme in the early 1990s. Low lead gasoline (petrol) was introduced in 1994 in Delhi, Mumbai, Kolkata and Chennai. On February 1, 2000, unleaded gasoline was mandated nationwide. Similarly, BS-2000 (Euro-I equivalent, BS-1) vehicle emission norms were introduced for new vehicles from April 2000. BS-II (Euro-II equivalent) emission norms for new cars were introduced in Delhi from 2000 and extended to the other metro cities in 2001. Benzene limits have been reduced progressively from 5 per cent in 2000 to 1 per cent nationwide. Lead content in gasoline was removed in phases and only unleaded gasoline is being produced and sold from February 1, 2000. The octane number of gasoline signifies the improved performance of the engine. Loss in octane number due to phasing out of lead was made up by installing new facilities in the refinery and changes in refinery operation. RON (Research Octane Number) of gasoline for BS-2000 spec was increased to 88. This has over time been increased to 91.
