Even in this age of jet travel and space tourism, highways hold an irresistible charm for travellers out to have an up, close and personal experience of the wide roads stretching ahead for miles, uninterrupted views of a breathtaking landscape, the occasional flyways and the not-so-familiar villages and towns rushing by. It’s even better than chugging along the countryside in a train. Infrastructure development in India has undergone a sea change over the past few years and the country currently boasts the <keyword id="2034191" type="UNKNOWN" weightage="100" keywordseo="Second-largest-road-network">second largest road network</keyword> in the world, with a road length of over 4,689,842 km, as per 2013 data from the <keyword id="6404450" type="ORGANIZATION" weightage="100" keywordseo="Ministry-of-Road-Transport-and-Highways">Ministry of Road Transport and Highways</keyword>.<br />
<br /> Starting from FY2012-13, the <keyword id="44734" type="ORGANIZATION" weightage="80" keywordseo="Indian-Government">Indian government</keyword> will be also putting $17 billion over the next five years, being sourced through public-private partnership (<keyword id="6361580" type="COMPANY" weightage="100" keywordseo="PPP">PPP</keyword>) road projects. This will be used by the <keyword id="87432" type="ORGANIZATION" weightage="100" keywordseo="National-Highways-Authority-of-India">National Highways Authority of India</keyword> (<keyword id="49448" type="ORGANIZATION" weightage="100" keywordseo="nhai">NHAI</keyword>) for the planned series of <keyword id="174913" type="ORGANIZATION" weightage="100" keywordseo="BOT">BOT</keyword> (build, operate and transfer) highways. In spite of several bottlenecks, the NHAI has set up impressive targets and aims to develop 20 km/day, in a bid to fast-track the country’s <keyword id="2034194" type="UNKNOWN" weightage="100" keywordseo="Road-network-expansion">road network expansion</keyword>.<br />
<br /> As of July 2013, <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">national highways</keyword> account for 79,116 km, connecting all major cities and state capitals. Expressways, however, differ a bit in the sense they are controlled-access highways like the <keyword id="610047" type="UNKNOWN" weightage="100" keywordseo="freeways">freeways</keyword> or <keyword id="1333990" type="UNKNOWN" weightage="100" keywordseo="motorways">motorways</keyword> or autobahnen in the US and Europe, essentially designed for high-speed traffic. As of now, most of the expressways in India are 6-8 lane <keyword id="120837" type="UNKNOWN" weightage="100" keywordseo="toll-roads">toll roads</keyword> and cover a total distance of nearly 1,208.19 km. India expects to add another 3,530 km of expressways by 2014 as projects under construction get completed. Another massive programme is also under way to expand the network and the Indian government plans to add an additional 18,637 km of expressways by 2022.<br />

Her latest role is housed within <a href="https://www.cityofmadison.com/mayor">Mayor Satya Rhodes-Conway's office</a>, which she said enables her to collaborate across city departments and "break down silos."</p><p>"We like to say that everybody can be working on climate, everybody can be working on sustainability, and we're really living that value here," she told Insider.</p><p>Citywide collaborations and partnerships with outside entities are critical for meeting the goals of Madison's <a href="https://cityofmadison.com/sites/default/files/news/attachments/climate_forward.pdf">Climate Forward </a>agenda, which was announced in April 2021 and outlines several projects that the city is undertaking to combat climate change over the next few years. Here's a look at how Price and her team are tackling them.</p><h2><strong>Committing to <keyword id="12195931" type="UNKNOWN" weightage="60" keywordseo="renewable-energy" source="Orion">renewable energy</keyword> and reducing carbon emissions</strong></h2><p>Madison is striving to reach 100% renewable energy and zero-net carbon emissions in city operations by 2030 and community-wide by 2050, according to its Climate Forward agenda.</p><p>Progress is underway in achieving this, with <a href="https://cityofmadison.com/sites/default/files/news/attachments/climate_forward.pdf">almost 75% of the electricity for city operations coming from renewable energy</a>, including solar. "That's a big accomplishment that we're very proud of, and we're working on that other quarter," Price said.</p><p>The city is also adding 50 electric vehicles, more than 100 hybrid vehicles, and an all-electric fire truck to its fleet. It's also replacing thousands of streetlights with LED bulbs.</p><p>Tracking energy use in city buildings and performing energy-saving retrofits is another project in the works. Price said new and renovated city buildings must achieve <a href="https://www.usgbc.org/leed">LEED certification</a>, a globally recognized symbol of sustainability achievement and leadership. About 15 city buildings are currently LEED-certified and more are under review.</p><p>"We want to lead by example," Price added. "We want to make sure that our buildings are operating as efficiently as possible. We also want to be good partners and do what we can to help other building owners in our community do that as well."</p><p>The city offers the <a href="https://www.madisunsolar.com/">MadiSUN</a> program, which provides assistance to businesses, homeowners, and nonprofits to expand solar energy, and is working with local nonprofit <a href="https://sustaindane.org/">Sustain Dane</a> to make affordable housing more energy efficient.</p><p>Multi-modal transportation is another area of the climate agenda: Madison is working on adding more bike lanes and bike paths. By 2024, the city is launching a <a href="https://www.cityofmadison.com/metro/routes-schedules/bus-rapid-transit">Bus Rapid Transit </a>(BRT) system that will feature zero-emissions electric buses and expanded bus service to ensure the network is equitable, accessible, and climate-friendly.</p><h2><strong>Conducting studies and ordinance revisions to address flooding </strong></h2><p>Madison is also investing in stormwater and green infrastructure to improve water quality, decrease urban heat island effects, and manage flooding.</p><p>The <a href="https://www.jsonline.com/story/news/2018/08/21/widespread-flooding-reported-madison-after-much-13-inches-rain-fell-area/1049843002/">2018 flood</a> — when Madison and surrounding areas saw <a href="https://www.nbc15.com/content/news/Dane-County-breaks-record-for-heaviest-rainfall-in-24-hours-491340531.html">11 to 13 inches of rain</a> in 24 hours — was a lesson in the need for resilience, Price said. The city's location on an isthmus surrounded by lakes makes it vulnerable to flooding, especially during unprecedented rainfall.</p><p>"We're trying to be as forward-thinking as possible when we think about how our city can become more resilient and the resources that we need to be providing our residents to make sure that they're prepared and protected from these kinds of events," she added.</p><p>The city reviewed and revised its stormwater ordinances and is conducting watershed studies on how <a href="https://www.cityofmadison.com/engineering/projects/green-infrastructure-study">green infrastructure</a>, such as rain barrels and permeable pavements, can minimize flooding.</p><p>Madison is also expected to experience more extreme heat events in the future, Price said, so the city is working with the <a href="https://www.wisc.edu/">University of Wisconsin-Madison</a> to map out urban heat islands.</p><p>"That's very important for us to understand how to be strategic and how to advance environmental justice," she added.</p><h2><strong>Helping residents prepare for a green future </strong></h2><p>Another climate initiative is expanding green job-training programs for people from underrepresented groups to help them learn skills like installing <keyword id="11957104" type="UNKNOWN" weightage="60" keywordseo="solar-panels" source="Orion">solar panels</keyword> and LED lights, planting trees, and working on electric vehicles.</p><p>The <a href="https://www.cityofmadison.com/engineering/facilities/energy/greenpower-program#:~:text=The%20Engineering%20Division's%20GreenPower%20program,and%20decreasing%20its%20carbon%20footprint.">GreenPower Program</a>, a partnership with the city's engineering division, hires unemployed or underemployed people to work with city electricians to install solar systems on city buildings. Price said the city also partners with local organizations <a href="https://www.latinoacademywi.org/">Latino Academy for Workforce Development</a> and <a href="https://www.operationfreshstart.org/">Operation Fresh Start</a> to promote green job training.</p><div type="image" title="two men installing a solar panel" height="505" width="673" msid="90853371" hostid="261"></div><p>Leveraging partnerships ensure that Madison can meet its climate initiatives and spend taxpayer dollars in the most climate-friendly ways, Price said. "Madisonians will show up, which is really awesome."</p>

How Madison, Wisconsin, is making itself more resilient to climate change through renewable energy, green infrastructure, and job training

<ul class="summary-list"><li><keyword id="18877" type="PERSON" weightage="60" keywordseo="Michigan">Michigan</keyword> announced this week plans to turn a busy stretch of interstate into a self-driving car corridor. </li><li>An Alphabet-backed startup has been tasked with turning a stretch between Detroit and Ann Arbor into a connected highway. </li><li>The goal is to aid in developing <keyword id="17408" type="PERSON" weightage="60" keywordseo="infrastructure">infrastructure</keyword> for <keyword id="1052513" type="PERSON" weightage="60" keywordseo="self-driving-cars">self-driving cars</keyword> as well as autonomous buses and shuttles. </li></ul><p>The state of Michigan is planning to work with a Google-funded startup to transform a section of interstate highway into a self-driving car utopia.</p><p>Cavnue (pronounced like "avenue"), a newly formed subsidiary of the Alphabet's Sidewalk Infrastructure Partners, won the state's bid for the project Thursday, and plans to move from lab-based experiments to actual public roadway within two years.</p><p>Several major automakers and self-driving developers are also advising on the project, but there's no word on how much money's being invested into the project.</p><p>Autonomous vehicles have been testing for years in California and other states. Waymo has even launched a self-driving taxi service on Lyft's app in Arizona. But this is the first time public infrastructure has been dedicated to the pursuit of driverless vehicles.</p><p>Eventually, the goal is to enable an express bus lane on the busy corridor between Ann Arbor and Detroit that's currently occupied by Interstate 94 and historic Michigan Ave, the first road to connect Detroit with Chicago, two industrial powerhouses and population centers in the late 17th century. Like most of the rest of the country, the rise of highways meant the death of public transit.</p><p>"A primary, or "anchor-use," of such a corridor would be to provide a public transit alternative – an autonomous shuttle service that may offer greater safety, throughput, and system-level efficiency than otherwise possible when compared with conventional vehicle or transit services, such as bus rapid transit ("BRT") or light rail transit ("LRT")," Cavnue <a href="https://storage.googleapis.com/sidewalk-infrastructure-partners/images/Cavnue-Michigan-RFP-Response-Understanding-of-Service.pdf">said</a> in its proposal.</p><p>It's a big bet — one many people, including Elon Musk, are making — but nobody's been able to truly improve upon the efficiency of true public transit. In the face of budget cuts and years of disinvestment, however, there's no reason not to let them try</p><p>Eventually, the connected infrastructure could help even "low level" autonomous vehicles, those that may not have the expertise to navigate crowded parking lots or side-streets, operate autonomously on the highway. Michigan is devoting a 40-mile stretch of highway to testing self-driving cars and improving public transportation

 <br /> The Delhi Cheif Minister on Thursday said that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">Odd-Even Scheme</keyword> for transportation will be back in the State April 15 onwards for a period of 15 days till April 30.<br />

Making the announcement at a press briefing, Kejriwal said, “81% of Delhi’s citizens had voted for the scheme to be brought back, a key reason for the second test-phase.” There is also a plan under due consideration, where the odd-even scheme will be implemented every month for 15 days, a final decision of which will be taken only after widespread discussions with all stake-holders.<br />

He said, “One wheelers and school buses will be exempt from the scheme, since the Government doesn’t have a strong enough public transport system to support the scheme.” The Delhi Government said that for this new phase, 3000 extra buses will be added to ease the pressure on the citizens, despite statistics showing that in the previous phase during Jan 1-Jan 15, there was an increase of only 5% on bus commute and 0.4% on Metro commute. He said the statistics show the modus operandi employed by most citizens during the first phase was to car-pool.<br />

The Delhi Govt is also in advanced stage of discussions of creating an elevated BRT corridor for buses and cars separately, that could substantially cut down the travel time within the city. The plans for this elevated BRT corridor will be finalised in the next few weeks. <br />

The designer of Nancy Pelosi's internet-famous coat is bringing it back next year

This includes a $7 million investment in community centers working toward this, in Chicago, Detroit, Nashville, New York, Seattle, and Wilmington, Delaware.</p><p>The center is led by Heather Higginbottom, who held the second-most senior positions in the State Department and Office of Management and Budget under President Barack Obama. The bank hired Higginbottom in April, and she has since been building the team now called the JPMorgan Chase Policy Center. Higginbottom's team will be overseen by Peter Scher, head of corporate responsibility and chair of the mid-Atlantic region.</p><p>The center is the culmination of six years' worth of tying corporate responsibility initiatives to public policy, as chairman and CEO Jamie Dimon became increasingly vocal on the subject. On a conference call with Higginbottom and Scher ahead of the center's announcement, Dimon told Business Insider that as he became more involved on the policy side, he had a "growing a deep frustration" with the state of the American <keyword id="34412" type="ORGANIZATION" weightage="60" keywordseo="economy">economy</keyword>. "There are fixes to our problems and we're just not fixing them," he said. The PolicyCenter is JPMorgan's ambitious new plan to link the bank's lobbying, corporate responsibility, and philanthropic resources in an attempt to make those fixes, as it sees them.</p><h2>"We believe that business has an important role to play in promoting a more inclusive economy"</h2><p>Since 2016, Dimon's annual letter to shareholders has had a section on public policy, starting small and getting increasingly in-depth. <a href="https://reports.jpmorganchase.com/investor-relations/2018/ar-ceo-letters.htm">The letter he published this past April</a> largely read like a policy paper, with proposals on how to tackle inequality in the United States and drive growth, and it came in at 51 pages, far longer than his previous ones.</p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Nicholas Kamm/Getty Images</span></p><p class="caption">Heather Higginbottom is the director of the JPMorgan Chase PolicyCenter. She previously served as the COO of CARE and the deputy secretary of state under President Barack Obama.</p></div><p></p></div></div>The day it was published, CNBC's Wilfred Frost and Hugh Son cited unnamed sources close to Dimon saying that he had <a href="https://www.cnbc.com/2019/04/04/jamie-dimon-weighed-a-2020-presidential-run-sources-say-heres-why-he-decided-against-it.html">seriously considered a 2020 presidential run</a> before deciding he was in a better position of influence in his current role than as a candidate.</p><p>Dimon told Business Insider on our call that his "heightened interest" in policy really took hold when he became the chair of the Business Roundtable (BRT), a policy advocacy group comprising nearly 200 CEOs of America's largest companies, in January 2017. The BRT extended Dimon's standard two-year term by an extra year, and in August, Dimon had the group issue a new statement on the purpose of a corporation, <a href="https://www.businessinsider.com/business-roundtable-ceos-say-companies-must-serve-more-than-shareholders-2019-8">ditching its prior association with shareholder primacy</a> for a "stakeholder" approach.</p><p>Higginbottom echoed the sentiment in our interview, saying, "We believe that business has an important role to play in promoting a more inclusive economy." She referred to the ways her team will learn from the best practices of others at the bank, like the JPMorgan Chase Institute think tank, the JPMorgan Chase Foundation, and corporate responsibility's five-year, $500-million <a href="https://www.businessinsider.com/category/advancingcities">AdvancingCities</a> initiative that launched in 2018.</p><p>Business Insider named Scher one of its <a href="https://www.businessinsider.com/the-100-people-transforming-the-world-of-business-2019-4">"100 People Transforming Business"</a> this year for the way he's translated Dimon's vision into a corporate responsibility arm that we wrote <a href="https://www.businessinsider.com/jpmorgan-chases-corporate-responsibility-work-rivals-foundations-2019-4">"rivals major foundations in its size and scope."</a>  He told us that the turning point for his team was 2013's $250 million New Skills at Work investment in job training for workers whose jobs would be at risk of loss to automation, and the <a href="https://www.hbs.edu/faculty/Pages/item.aspx?num=54167">$100 million investment in Detroit</a> the following year, not long after the city had declared bankruptcy. In both cases, Scher and his team developed relationships with local leadership in communities it went to, including a strong relationship with Detroit Mayor Mike Duggan.</p><p>The experiences established a blueprint for AdvancingCities and related programs, which are not limited to the US. In our earlier interview, Scher told us that the major change for his team was linking corporate responsibility's goals to those of the entire business. "I think there's also recognition that we see that we want to grow our business in these places and, ultimately, if we're going to grow the economy of a France or Michigan or the greater Washington region, you can't have all these economic hurdles holding people back," he said.</p><p>With the PolicyCenter, Higginbottom is going to attempt to scale JPMorgan's recent initiatives under Scher at a national level through political influence in D.C.</p><h2>Pushing for change</h2><p>Dimon has been vocal about his support for different tax policies over the years, and JPMorgan's longstanding lobbying arm will continue advocating for the policies it believes will directly benefit its business. The PolicyCenter, however, will be focused on proposals benefiting the entire country, rather than just the financial sector.</p><p>Its initial project, lowering barriers for those with criminal records, is a good example of what to expect from it. Dimon said that it was inspired from working with Scher's team.</p><p>"When we've been traveling around all the cities, we speak to the mayors - they would identify this as one of their bigger problems that they have," he said. "They have a lot of returning citizens and they need to make them productive citizens, which means housing and jobs."</p><p>The PolicyCenter will be pushing for six changes:</p><ul><li>Amending the FDIC's <a href="https://www.esrcheck.com/wordpress/2018/08/27/fdic-issues-modifications-statement-policy-section-19-federal-deposit-insurance-act/">Federal Deposit Insurance Act Section 19</a>, to make it easier for financial institutions to hire people with criminal backgrounds, with reasonable limitations.</li><li>Restoring access to Pell Grants, federal student loans, for academically eligible prisoners.</li><li>Making it illegal to require disclosing a criminal record on a job application, filing a background check only after an offer has been made. JPMorgan has already "banned the box," as the practice of removing the disclosure requirement is called, and hired 2,100 people with criminal records in 2018.</li><li>Enacting automatic record clearing of most misdemeanors and most crimes committed as a juvenile after a set period of time.</li><li>Reforming fines, making them easier to pay, and removing the seizure of a driver's license as punishment for failing to pay.</li><li>Expanding entrepreneurship resources to formerly convicted people.</li></ul><p>The $7 million accompanying this effort will go toward organizations that assist formerly incarcerated people and others with criminal backgrounds with job training, mentorship, financial health, and access to employers.</p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Hollis Johnson/Business Insider</span></p><p class="caption">Peter Scher is JPMorgan's head of corporate responsibility.</p></div><p></p></div></div>Criminal justice reform also has the benefit of being a bipartisan issue at the moment, almost a year after President Donal Trump signed a reform bill with huge support in both the House and Senate. The PolicyCenter is intended to be nonpartisan, and for its launch, it has partnered with Democratic Gov. John Carney and Republican Gov. Gary Herbert on this first project.</p><p>Other partnerships at launch include the giant conglomerate Koch Industries, a longtime advocate of <a href="https://www.businessinsider.com/koch-leads-the-getting-talent-back-to-work-initiative-for-ex-prisoners-2019-2">banning the box and similar policies</a>, the Society for Human Resource Management (which itself partnered with Koch), and The Leadership Conference on Civil and Human Rights, an association of more than 200 influential civil rights groups.</p><p>If Dimon's annual letter is any indication, future issues may include topics like healthcare, infrastructure, immigration, and student loans. The letter did not, however, mention climate policy, even though JPMorgan published its first report on the subject earlier this year. Dimon told us that the PolicyCenter may eventually take a position on it.</p><p>Higginbottom stressed that the center will look for areas of agreement to work on regardless of which party, and which branch of that party, is in power - though, by definition, that assumes an openness to moderate policy stances. When asked if the team is considering how to adapt to the results of the 2020 election, which may result in a progressive Democratic administration hostile to corporate influence, Dimon said it would be "a really bad mistake" if he were to run his company by "bending to the wind" wherever it was blowing.</p><p>"We'll have Republican presidents we'll have Democratic presidents," he said. "But if we are known for being rational advocates of good policy, we'll talk to all of them."</p><h2>The role of a corporation</h2><p>There's been an increasingly popular narrative - and it's the one that Business Insider's <a href="https://www.businessinsider.com/henry-blodget-better-capitalism-1-2018">"Better Capitalism" series is founded on</a> - that the shareholder activism and deregulation of the 1980s, while initially helpful in cutting stagnation, went too far and led to a toxic pursuit of short-term profits, and that now CEOs are recognizing that customers and employees want them to adjust.</p><p>"There is a little truth to that," Dimon said, "but I have known these companies for 40 and 50 years. A lot of them haven't changed that much." Dimon was, of course, the lead on the Business Roundtable's statement against short-term profits above all else, but he does not see it as a matter of regulation. He believes that companies need to be taking a stronger role in society to pick up the slack of the public sector. Scher added that government hasn't had the "resources or expertise" to tackle many of the societal challenges of the last decade.</p><p>Dimon, then, will be using the resources of the nation's largest bank to further exert influence on American society, and he won't have to run for office. But he'll have the help of a policy center.</p><p>"The politics part, I think, probably, is the toughest part," he said.  JPMorgan Chase has built a public policy center in DC and its first plan is to help people with criminal records get jobs. CEO Jamie Dimon told us why.

<p>But incoming mayor Bill de Blasio could make things a lot better - even with no direct control of the city's public transit system.</p>
<h3>The Problem With The Buses</h3>
<p>In a <a href="http://www.rockefellerfoundation.org/our-work/current-work/bus-rapid-transit/reports-publications" target="_blank">recent report</a> funded by the Rockefeller Foundation, the Pratt Center for Community Development noted that rising housing costs have pushed many New Yorkers from well-served areas, putting "a long, slow bus ride" between them and the nearest subway station.</p>
<p>More than 758,000 New Yorkers commute over an hour each way.</p>
<p>"There is no imaginable scenario in which the subway system could be expanded to meet the needs of fast-growing outer borough neighborhoods," the report says. Residents of "transit-starved neighborhoods need higher performance than SBS [Select Bus Service] can achieve - they need Bus Rapid Transit."</p>
<h3>The Solution</h3>
<p>Bus Rapid Transit (BRT) offers some advantages of a subway, without the enormous cost and hassle of building underground. The buses have their own lanes and get traffic signal priority at intersections. Riders pay their fares at the station, so the boarding process is faster.</p>
<p>In the past few years, a few BRT-like routes have been created, dubbed Select Bus Service. (The Pratt report argues that full-blown BRT routes would do more good.) De Blasio has promised more. According <a href="http://dnwssx4l7gl7s.cloudfront.net/deblasio/default/page/-/One%20New%20York%2C%20Rising%20Together%20-%20Transit.pdf" target="_blank">to his website</a>:</p>

Bill de Blasio will work to phase in the creation of a citywide Bus Rapid Transit network with more than 20 lines, linking communities underserved by transit to the city's primary <keyword id="34991" type="ORGANIZATION" weightage="100" keywordseo="transportation">transportation</keyword> and employment hubs.</p>
<p>"These routes will offer one-seat commutes from Co-op City to the West Side, from Long Island City to LaGuardia Airport, and from Bay Ridge to Jackson Heights."</p>
<h3>Making It Happen</h3>
<p>That sounds good, but the Metropolitan Transportation Authority (<keyword id="170979" type="ORGANIZATION" weightage="60" keywordseo="MTA">MTA</keyword>), which runs public transit in the region, is a state agency, so de Blasio has no direct control over how it operates.</p>
<p>Yet there are two key ways he can have an impact anyway, Gene Russianoff, chief spokesperson of the advocacy group Straphangers Campaign, told Business Insider.</p>
<p>First of all, de Blasio can choose a commissioner for the Department of Transportation who will work well with the MTA. The "long checkered history" of strained relations between the organizations improved during the tenure of Janette Sadik-Khan, the outgoing commissioner, Russianoff said. Transit groups are advocating for a nominee who will continue that good relationship.</p>
<p>De Blasio will take office on January 1, but has not yet publicly announced a choice for DOT commissioner.</p>
<p>Secondly, de Blasio can make good on <a href="http://dnwssx4l7gl7s.cloudfront.net/deblasio/default/page/-/One%20New%20York%2C%20Rising%20Together%20-%20Transit.pdf" target="_blank">his campaign promise</a> to "allocate funding from the city's capital budget to accelerate implementation" of bus rapid transit, "at a fraction of the cost of major subway projects."</p>
<p>That's been done before. Under outgoing Mayor Michael Bloomberg, the City <a href="http://www.businessinsider.com/bloomberg-nyc-first-ride-7-train-subway-extension-2013-12" target="_blank">funded the $2 billion extension of the 7 subway line</a> to the West Side, a five-year project that should be complete this summer.</p>
<p>The MTA is eternally strapped for cash, so extra funding would be a huge help. If de Blasio "wants this to move ahead," Russianoff said, "having a financial contribution from the City would make a big difference.</p>

Here's How Bill De Blasio Can Make Public Transit Work For A Lot More New Yorkers

The total stakeholder return is an easily measurable way for companies to create value for their <keyword id="6396326" type="UNKNOWN" weightage="60" keywordseo="stakeholders">stakeholders</keyword> — including workers, customers, communities, environment, and shareholders.</li><li>The approach would also help CEOs and board objectively allocate resources, measure progress, and compensate and judge success. </li><li>Whittaker says a powerful theory like total stakeholder return can reshape business as we know it, rebuilding "healthier companies and a more robust economy."</li></ul><p>Fifty years of shareholder primacy has generated an enormous amount of wealth for many people and thrust corporate America to the commanding heights of the global economy.</p><p>It's also pushed American society to the brink, to the point where faith in capitalism itself is eroding, 40% of all Americans are <a href="https://www.federalreserve.gov/publications/files/2017-report-economic-well-being-us-households-201805.pdf">unable to afford a $400 emergency</a>, and millions of full-time workers at our largest publicly-traded corporations rely on food stamps to survive.</p><p>We can and must do better. Capitalism needs an upgrade if it's to survive the next 50 years.</p><p>That is why, on the 50th anniversary of the late Milton Friedman's famous New York Times Magazine article, "<a href="https://www.nytimes.com/1970/09/13/archives/a-friedman-doctrine-the-social-responsibility-of-business-is-to.html">A Friedman doctrine — The Social Responsibility of Business Is to Increase Its Profits</a>," I'm calling for a fresh approach to business leadership based on a "total stakeholder return" model. </p><h2><strong>The Friedman Doctrine's time is up</strong></h2><p>Friedman's essay captures nicely the philosophy that brought us to where we are. I've spent the better part of 25 years in the ESG world, including six as the CEO of JUST Capital, fighting, as a believer in capitalism, to broaden our thinking on the role of business and finance in society. To do that, it's important to have an appreciation for why Friedman and his peers in the Chicago School became so influential. </p><p>In 1970, Friedman was not yet the icon he'd become. His NYT essay was essentially an adaptation of a chapter from his book, "<a href="https://www.amazon.com/Capitalism-Freedom-Anniversary-Milton-Friedman/dp/0226264211?tag=bisafetynet2-20">Capitalism and Freedom</a>," published eight years prior and in turn based on speeches he gave in the '50s.</p><p>We're still talking about that essay, though, because not long after it was published, corporate profits slowed and the United States' trade deficit increased. Even though Friedman's ideas had been around for decades, America was finally primed to give his laissez-faire approach a try. It stuck. </p><p>In the same way that historical context inspired adoption of the Friedman Doctrine, so the legacy of the 2007-08 financial crisis, mounting environmental concerns, and now the immediate twin effects of a once-in-a-lifetime pandemic and a reckoning on racial equity has Americans once again reconsidering how we do business.</p><p>With faith in capitalism running so low, is now the time to change our thinking on how we run our companies, how we define success, and who gets to sit at the table? We think so. </p><h2><strong>This is what Americans want </strong></h2><p>Friedman argued that CEOs pushing for "social responsibilities" rather than profit maximization were in effect imposing a tax on their shareholders and customers.</p><p>In this line of thinking, investments that are not critical to returns, like investing in workforce equity across race and gender or efforts to reduce pollution, are clear violations of fiduciary duty, and a perversion of business' role in a democracy.</p><p>That thinking may have struck a chord in 1970. In today's competitive environment, however, it is manifestly short-sighted — improving your workers' quality of life is tied directly to increased productivity and adopting climate-friendly technology can cut energy costs and drive new revenue lines.</p><p>Just as importantly, it's also what Americans overwhelmingly want. </p><p>Our polling, done in tandem with The Harris Poll, suggests that a substantial majority of the public — regardless of background, age, location, or political ideology — supports the idea of companies creating value for all their stakeholders. Last year, our survey respondents prioritized key stakeholder issues with the following order of importance​: workers (35%), customers (24%), communities (18%), environment (11%), and then shareholders (11%).(Percentages reflect relative prioritization of these stakeholder categories based on representative survey populations.)</p><p>To be clear, this does not mean that the stakeholder necessitates sacrificing your company's financial performance for a perceived moral good, or otherwise cloaking profit maximization beneath a soft, PR-friendly mask; on the contrary, our research suggests companies that lead in meeting the needs of all their stakeholders have outperformed the laggards by almost 30% over the past 4 years — and by double-digit margins throughout the pandemic. They also have lower risk profiles, decreased market volatility, shallower drawdowns and greater profitability. </p><p>Business and financial leaders are increasingly recognizing this. They also agree that stakeholder capitalism, in which companies broaden their purpose to align value creation for all stakeholders, offers a better path forward. That's why it's been embraced by the World Economic Forum and more than 200 executives in the Business Roundtable, and encouraged by skyrocketing flows of capital into ESG-oriented investment products. </p><h2><strong>Critiques get at the biggest issue — we need a new TSR </strong></h2><p>If stakeholder capitalism is to take root in any serious way, however, it must take a leaf out of the shareholder playbook and provide a clear, concise and common framework for measuring and defining success. This is where that idea of total stakeholder return comes in. </p><p>Currently, commitments to stakeholder-based approaches are either too vague and ideological, or too mired in an alphabet soup of metrics, standards, and frameworks only loosely connected to the underlying needs of stakeholders and the true process of long-term value creation. No wonder so many are confused. </p><p>It's also no surprise that when attacks on the stakeholder model come, they are often based on a misunderstanding (or a misrepresentation) of what stakeholder capitalism stands for and what it's trying to accomplish.</p><p>Take for example the recent critique of stakeholder capitalism by Harvard Law School's <a href="https://corpgov.law.harvard.edu/2020/03/02/the-illusory-promise-of-stakeholder-governance/">Lucian Bebchuck and Roberto Tallarita</a>. Their logic is that either the stakeholder model is pure window dressing, and doesn't actually require companies to change course in any way (hence the lack of board consultation among signatories of the BRT statement); Or, if it is genuinely to drive impact, it necessarily comes at the expense of shareholders, and is therefore anti-fiduciary, anti-free market, and some sort of dressed up socialism — Friedman's worst nightmare.</p><p>Such a binary perspective is not what informed proponents of the stakeholder approach actually believe.</p><p>A common stakeholder framework anchored to a Total Stakeholder Return model would address this.</p><h2><strong>What a stakeholder model would look like</strong></h2><p>Priority No. 1 is the development of a common understanding of what stakeholder "value creation" actually means, how we can measure it, and what outcomes we seek to create for each of the core stakeholder categories.</p><p>Enshrined within a new operating framework, this would put stakeholder capitalism on a practical, solid foundation and ensure the metrics used to measure it are actually producing positive outcomes for each stakeholder. </p><p>This common stakeholder operating framework would also help investors and boards anticipate future drivers of value, over the long term, and process an ever-widening set of factors that weigh on expectations about future company performance.</p><p>In a world where intangible value makes up over 84% of all enterprise value on the S&amp;P 500 (up from just 17% in 1975), a stakeholder operating framework provides a better model for understanding the relative value created by investments in intangible assets linked to stakeholder value creation, including brand recognition, customer loyalty, and most importantly, human capital — employee and contractor training, education, loyalty, engagement, health, etc; all 'value creation' for workers under the stakeholder model. </p><p>Implemented correctly, a total stakeholder return approach would help CEOs and boards make decisions on allocating resources — should we buy back shares or lift wages? Invest in worker upskilling or a new supplier diversity initiative?</p><p>It would help the market measure progress and judge success. It would help bring greater discipline to the process of allocating capital among stakeholders to diversify sources of value and return. And it would help us to uncover false narratives — such as the perceived trade off between profits and wage levels. </p><p>Companies are already asking themselves these questions. I spoke to <a href="https://justcapital.com/news/humanas-ceo-explained-how-the-coronavirus-crisis-has-confirmed-the-value-of-a-long-term-stakeholder-driven-strategy/">Humana CEO Bruce Broussard</a> back in July, and he explained how he and his leadership team are constantly in a balancing act between appeasing investors in the short term while still investing in the long-term health of the company.</p><p>The point, though, is that we need to have companies approaching how to strike this balance with the same metrics, beyond just measuring returns to shareholders. </p><p>If enough companies embraced this new version of TSR, the SEC would eventually come in to deem what is material and what would need adjustment, and what would need to be disclosed in public filings.</p><h2><strong>Rethinking the role of a corporation in society </strong></h2><p>It took decades for Friedman and his peers' ideas on free market capitalism to go from the margins to the mainstream, and through the '80s and '90s, politicians, judges, CEOs, and academics reshaped corporate America around them.</p><p>Today, support for stakeholder governance has reached critical mass. Capitalism needs an upgrade: On the 50th anniversary of Milton Friedman's landmark essay, the onus is on stakeholder capitalists to get their act together

<p><div class="KonaFilter image-container float_right"><div class="image on-image"><p class="source"><span>Flickr / MTA</span></p></div><p></p></div>Next week, Bill de Blasio will take over as mayor of New York City, and he'll have <a href="http://www.businessinsider.com/de-blasio-improve-fix-nyc-public-transportation-mta-2013-12" target="_blank">his shot at changing its public transportation system</a> to help the low-income residents he advocated for during his campaign. </p>
<p>There's a lot of work to be done. Rising housing costs have pushed many New Yorkers far from existing subway lines, and there's a strong argument that expanding the underground system is not a viable solution.</p>
<p>The <a href="http://prattcenter.net/" target="_blank">Pratt Center for Community Development</a> works with small businesses, policymakers, and other organizations to make New York more sustainable and equitable. <span>In a </span><a href="http://www.rockefellerfoundation.org/uploads/files/2a6f4b76-7e83-498b-ba3f-61e0306080ed-gsg.pdf" target="_blank">recent report</a><span> funded by the Rockefeller Foundation, it</span> <span style="line-height: 1.5em;">makes a convincing case for expanding a system known as Bus Rapid Transit. </span></p>
<p><span style="line-height: 1.5em;">It's a three part argument.</span></p>
<h3>1. Expanding the subway system is prohibitively expensive and slow.</h3>
<p>The report doesn't mince words here: "There is no imaginable scenario in which the subway system could be expanded to meet the needs of fast-growing outer borough neighborhoods."</p>
<p>There are two projects already underway to make minor additions to the current subway network, and both have taken years and cost billions of dollars. <span style="line-height: 1.5em;">The extension of the 7 line to the West Side, if completed on time next summer, will have taken </span><a href="http://www.businessinsider.com/bloomberg-nyc-first-ride-7-train-subway-extension-2013-12" target="_blank">five years and $2 billion</a><span style="line-height: 1.5em;"> - to add just one station to the MTA's map.</span></p>
<p>New York has been trying to build a new subway under Second Avenue since the 1920s. The first three new stations - Phase 1 of the project - should finally open in December 2016, <a href="http://www.businessinsider.com/new-photos-mta-progress-of-2nd-second-ave-subway-nyc-mta-2013-12" target="_blank">for a price of $4.45 billion</a>.</p>
<p>Lower property values and less density would presumably make building new subways outside Manhattan more affordable, but probably not by enough to make other new lines or extensions affordable for the eternally cash-strapped MTA. And even then, it takes years and years to do all the planning, digging, and building. </p>
<h3>2. Bus Rapid Transit is cost-effective and offers many of the benefits of a subway line.</h3>
<p>Bus Rapid Transit (BRT) is a bus line with some elements of a subway.<span style="line-height: 1.5em;"> The buses have their own lanes and get traffic signal priority at intersections, so they move quickly. They don't stop that often (and <span>don't replace local bus service)</span>, so they cover large distances efficiently. </span><span style="line-height: 1.5em;">Riders pay their fares at stations, so the bus isn't stuck waiting for people to pay as they board. </span></p>
<p><span style="line-height: 1.5em;"><span>They would operate on large boulevards, where losing one lane of traffic wouldn't slow everything down. </span></span><span style="line-height: 1.5em;">The lanes require some construction (either new paint or physical medians, along with small stations), but that pales in comparison to what a subway line needs.   </span></p>
<p><span style="line-height: 1.5em;">Plus, buses are more resilient than buses, since they don't require tunnels that can flood during major storms like Hurricane Sandy.</span></p>
<p><span style="line-height: 1.5em;">New York City does have a few BRT-like routes, dubbed Select Bus Service, and de Blasio has <a href="http://www.businessinsider.com/de-blasio-improve-fix-nyc-public-transportation-mta-2013-12" target="_blank">pledged to provide capital so the state-run Metropolitan Transportation Authority (MTA) can add more</a>. </span></p>
<h3>3. New York really needs to expand its public <keyword id="34991" type="ORGANIZATION" weightage="100" keywordseo="transportation">transportation</keyword> system.</h3>
<p>Recent changes in where New Yorkers work and live make clear the need for an expanded transit system. <span>Here's where the maps come in.</span></p>
<p><span></span><span style="line-height: 1.5em;">Let's start with a look at population change in New York over the past two decades. <span>Rising housing costs in Manhattan and other areas have pushed many low-income New Yorkers far from the subway system.  </span>You can see there are lots of areas in dark blue - those with the fastest growth rate - quite far from existing subway lines.</span></p>

Al Sharpton's call for a boycott of this year's Oscars.<p>Sharpton is one of a number of critics who have <a href="http://www.businessinsider.com/ap-calls-for-boycott-of-oscars-grow-over-diversity-of-nominees-2016-1">blasted the Academy Awards</a> because, for the second year in a row,&#xa0;they feature all-white acting nominees.</p><p>"Well, I think it's a tough situation. I think it's really sad. And Al is just a guy who wants to get publicity for himself. And I understand him very well," Trump said when asked about the issue on "Fox &amp; Friends."</p><p>He then apparently referenced Stacey Dash's "Fox &amp; Friends" interview earlier in the morning, in which the actress criticized the Black Entertainment Television channel for only giving awards to black recipients. ("Just like there shouldn't be a Black History Month," Dash <a href="http://mediamatters.org/video/2016/01/20/foxs-stacey-dash-there-shouldnt-be-a-black-hist/208060">explained</a>. "You know? We're Americans. Period. That's it.)</p><p>"I saw somebody on your show today say, 'What do we do with BET, Black Entertainment [Television], right?'" Trump recalled. "The whites don't get any nominations. And I thought it was an amazing interview, actually. I've never even thought of it from that standpoint."</p><p>He continued: "But with all of that being said, it would certainly be nice if everybody could be represented properly. And hopefully that's the case, but perhaps it's not the case. It's a difficult situation."</p><p>Trump was asked how comedian Chris Rock, who's hosting the Oscars this year, should react to the backlash over the nominees' lack of diversity.</p><p>"I think he'll probably say something and joke about it a little bit, and do it the way he does," he replied. "He's a great guy. I know him pretty well. He's a very good guy and a very funny guy. He'll probably make a big issue out of it, and I think that's fine. Let it be known."</p><p>He also pointed out that African-American actors have been nominated for Oscar awards in the past.</p><p>"This is not one of those years, but over the years I've seen numerous black actors and African-American actors receive Academy Awards. And I think that's great," Trump said.&#xa0;</p><p>He added: "It's a difficult situation. Donald Trump notes that 'the whites' don't get BET awards when asked about the Oscars' diversity

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div>Navy whistleblower William McNeilly is now in the custody of military police in Scotland following the publication of a report alleging serious security and safety failings in Britain's nuclear deterrent.</p><p>The Ministry of Defence has  confirmed that McNeilly was "apprehended" on Monday night by Royal Navy Police and is being held at a military facility in Scotland.</p><p>In <a href="https://wikileaks.org/trident-safety/">the 18-page report</a>, published on the WikiLeaks site, McNeilly warned of the "shockingly extreme conditions that our nuclear weapons system is in" claiming that Britain's "nuclear weapons are a target that's wide open to attack."</p><p><span>The Navy has rejected his allegations saying that they represent "subjective and unsubstantiated personal views, made by a very junior sailor." He has set out some <a href="http://www.businessinsider.com/jamie-dimon-shareholder-letter-on-state-of-the-us-2017-4">solutions along the way</a>.</em></p><p><em>Dimon's influence beyond Wall Street seems to be at a peak. </em><em>He's the chairman of the <a href="http://businessroundtable.org/about/members/jamie-dimon">Business Roundtable</a> at a critical time, with a pro-business White House opening its doors to business CEOs. He crosses the political divide: a registered Democrat, he said recently <a href="http://www.businessinsider.com/jamie-dimon-is-that-the-america-we-wanted-2017-5">he no longer cares for party politics</a>. The bank he heads last month reported a strong set of first-quarter profits, with <a href="http://www.businessinsider.com/jpmorgan-q1-2017-earnings-2017-4">$6.4 billion in net income</a>. </em></p><p><em>Business Insider travelled on May 5 to speak with Dimon at the Alfred E. Smith Career and Technical Education High School in the South Bronx, New York. We talked about education, the economy, and the Trump administration. </em><em>JPMorgan Chase had just announced a <a href="http://www.businessinsider.com/jpmorgan-south-bronx-education-donation-2017-5">$6 million investment in the Bronx as part of its $75 million New Skills for Youth initiative</a>.</em></p><p><em>This interview has been edited for clarity and length.</em></p><p><strong>Matt Turner:</strong> Why are initiatives like this one in the South Bronx so necessary right now?</p><p><strong>Jamie Dimon:</strong> We've made a huge effort globally and in the US, in getting kids jobs. This is one piece. The South Bronx, and inner city schools, need it more than most. It's our hometown. JPMorgan Chase banks a lot of people here. My wife [Judy Dimon] does a lot here, and so they've been pounding it: "We need to do more in the South Bronx." We have some great partners here. If you see the school, it works. You saw the kids today. They're all getting jobs, they're smiling, they're proud of themselves. That's what we need to do in inner-city schools.<p><strong>Turner: </strong>You've said that "the lack of economic opportunity for young people in the South Bronx is a moral and economic crisis." How did this happen?</p><p><strong>Dimon: </strong>It's not just this area. You have unemployment now going <a href="http://www.businessinsider.com/jobs-report-april-2017-5">below 4.4% this morning</a>, but if you go to a lot of inner cities, unemployment among youth - think ages 17 to 25 - is 20% or 25%. The fact that parts of the country are doing well doesn't mean we shouldn't focus on the part that isn't.</p><p>Part of the problem is that jobs haven't been done locally. These kids can get jobs with the MTA. There's a distribution company down here, they know what these kids have been trained in, they were part of the training effort. Locally, if you go to Texas, they need welders. If you go to other areas, they need people who can do construction, plumbing, electrical work. Business has to be involved locally with civic society, in this case schools, to get the kids trained to have a job.</p><p>There are plenty of jobs out there. When people talk about the problems, I would say, "What's the solution? What's the outcome you want? How are you going to get there?" Civic society has to do it together with business. It's not going to work with one without the other.</p><p><strong>Turner:</strong> You talked recently about a lost generation, of people being left behind. What has the effect of that been?</p><p><strong>Dimon:</strong> When people talk about people being left behind - middle wages have not gone up for years, and we should recognize that, and there I think we need growth and skills - but there are these other people who have been left behind. When I say out loud, "Fifty percent of inner-city schoolkids do not graduate from high school," that is a national catastrophe. We should be ringing the alarm bells. You can never have equal outcomes, but you can have equal opportunity. Among those kids, we might have had a Colin Powell, an Albert Einstein, we'll never know. I just think it is part of running a good society. People should get involved in fixing that particular problem.<p><strong>Turner:</strong> The idea of going to school, getting a job, working your way up, buying a house, that's a part of the American dream, and yet all those things seem harder to do. Is the American dream still available to as many people now as it used to be?</p><p><strong>Dimon: </strong>We have the best country on the planet. We have schools, universities, food, water, energy, peaceful neighbors, low corruption, you name it, deepest and widest capital markets. That doesn't mean we shouldn't identify problems. We don't have a divine right to success. If you look at it, what are the problems?</p><p>One is, middle-class wages haven't gone up. One is, lower-class wages haven't gone up enough to create a living wage. One is, people losing jobs, more to automation than anything else. The solution? It's retraining, relocation - it's income assistance. We're just trying to recognize those things, that we've left some people behind. And we haven't done a particularly good job of fixing it, Democrat or Republican. My own view, this is not a political issue. It's not a knee-jerk reaction from either side. It's training, schools, getting growth going again.</p><p>Detroit would be a great example. If you look at Detroit, that mayor, it's been a train wreck for 40 years, the population has gone from 2 million to 700,000. This Mayor comes in, and he talked about streetlights, sanitation, jobs, policing, schools, affordable housing. He's doing it all, and it's growing for the first time in 30 years. Literally, one man. But that one man couldn't do it without business. You've got wonderful people in Detroit, like Dan Gilbert, JPMorgan Chase. And business couldn't have done it without a political environment where they wanted to improve things. If you had an antibusiness environment there, it would still be down there.</p><p><strong></strong></p><strong><p class="source"><span>Thomson Reuters</span></p><p class="caption">Construction is seen on a new housing development along the riverfront in Detroit</p></strong><strong>Turner:</strong> For that lost generation, there's some anger at the global elite.<p><strong>Dimon:</strong> I kind of agree with it, when you leave people behind, and those people who are left behind, it's not their fault, it's the leaders of the institutions. There's always going to be an elite. You can have an elite in a communist society. It is the leaders, something went wrong, and the leaders collectively are responsible.</p><p>There's some more terrible numbers - men, age 25 to 55, the labor-force participation rate is down 10%. That's unbelievable. There are 35,000 dying of opioids every year. Seventy percent of kids age 17 to 24 can't get into the US military because of health or education. Obesity, diabetes, reading and writing. Is that the society we wanted? No. We should be working on these things, acknowledge the flaws we have, and come up with solutions. Not Democrat. Not Republican. Not knee-jerk.</p><p>Any good job is a good job. This whole concept of a dead-end job? It's not true. I've heard it my whole life. Jobs lead to dignity. If you're good at the first, then you can get the second. Jobs lead to household formation. Jobs are a better solution for society. The other part, the <a href="http://www.businessinsider.com/negative-income-tax-how-earned-income-tax-credit-works-2017-4">expanded earned-income tax credit</a>, which can help the lower paid have more a living wage, which will lead them to do more. It will help small business. It won't help big business.</p><p><strong>Turner:</strong> What impact has what you're describing had on the economy? Can the US get back to 3% or 4% growth?</p><p><strong>Dimon:</strong> I've been clear. I think the reason we're at 2% and not 3% is money spent on wars, the education system leaving people behind, technology has left some people behind. It's a lot of things we did. Government shutdowns. I don't think it had to be that way. I don't think it was embedded in something. It was the decisions we made. We should do something about fixing it. I'm comfortable we'll fix it. People always say to me, "What if it doesn't work?" If it doesn't work, we redouble our effort. We're not going to cry like a bunch of babies. We're going to redouble our effort.</p><p>Detroit is a great example. It is working. The population is going up, unemployment is going down, people are moving back in. You can go to downtown Detroit today, an area I'm familiar with because I've been going to Detroit for 30 years or so. You wouldn't have walked around downtown Detroit. Now, it is vibrant, music, restaurants, it's unbelievable. Good reporters have written about little towns where it is happening. And then there are towns where it's not.</p><p><strong>Turner:</strong> JPMorgan Chase's investment in the South Bronx is from a $75 million fund, and JPMorgan Chase has another $250 million fund focused on similar issues. Does corporate America need to step up and do more?</p><p><strong>Dimon:</strong> I'm the chairman of the Business Roundtable, which is 200 of the largest companies in America, and one of our initiatives is around work skills, things exactly like this. Think of disseminating best practices among government, among business. A lot of businesses do it. If you went to any major company, they'll give you a good list of the stuff they're doing. We just need to do more.</p><p><strong>Turner:</strong> And when you talk to those CEOs about the need for that kind of an effort, what's their response?</p><p><strong>Dimon:</strong> They're totally on board. Most CEOs are patriotic and most CEOs can see the problems in front of them, and they want to do something about it. We don't always agree about the ways and means, but the objective? We're totally together.</p><p><strong>Turner:</strong> You've talked about the pro-business approach this administration is taking, and that being a welcome change. How does that fit in to what we're discussing?</p><p><strong>Dimon:</strong> People get boxed up in personalities and stuff like that. The Trump administration's [economic] agenda is the right agenda. Corporate taxes have been driving capital and brains and companies overseas for a decade. It has caused huge damage in investment and jobs and productivity. It was a mistake. We have to fix it. Counterintuitively, that usually helps middle-class wages, and lower-class wages, and job formation.</p><p>The second issue is regulation. If you talk to anyone involved in business - forget banks and big business - talk to small businesses - do it yourself, don't ask me - they'll tell you it's crippling. Small-business formation is the lowest it has ever been in a recovery, and it's really for two reasons. One is regulations and the second is access to capital for people starting new businesses.</p><p>Then there is infrastructure. You might be shocked to find out, we haven't built a major airport for 20 years. China built 75 in the past 10 years. It takes 10 years to get all the permits to build a bridge today. Ten years? What happened to the good old can-do America? Where is "We get it done, we work together"? We've become this bureaucratic, stifling environment. I'm not talking about violating environmental things - I'm talking about building a bridge, getting things going, getting people to work together. Even some of my friends noticed there was a bridge in Cambridge being built across the Charles River. It was a teeny little bridge. It took six years. Don't tell me that's not corruption. They've got real professionals on the ground, deeply respected, both on the national-security and state side, and the economic side, and they're just staffing up. Let them go at it.</p><p>Remember, it won't be up to them. They've got to work with Congress, with Democrats and Republicans. I think a lot of these things that are good for all of America, we should get the Congress, whether it's Democrat or Republican, to say, "Let's get those things done." Those things are good for all Americans. A lot of these things have hurt the average American. When they look at the banks and they say, "Well, the bank's talking its own game," I am telling you, what we've done in mortgage lending, our inability to have proper regulations around mortgages, has hurt average Americans. First-time buyers, immigrant buyers, prior defaults, self-employed, because they can't get a mortgage. Will it make a big difference to JPMorgan Chase? No, but you're hurting my fellow citizens. Let's go at it, and let's fix it.</p><p>That mortgage example - our economists think that one example would have improved GDP growth by 0.3% a year. Over five years, that's 1.5% - 1.5% would be 2 million jobs. If that's true, let's do something about it. Let's not sit here and twiddle our thumbs and have Democrats and Republicans yelling and screaming at each other. They are talking to CEOs, they're talking to unions, I'm told the president has Democrats and Republicans over for lunch and dinner and on Air Force One. As the head of the BRT, the CEO, <a href="http://businessroundtable.org/media/news-releases/joshua-bolten-named-president-and-ceo-business-roundtable">who is Josh Bolten, who we recently hired</a>, and I recently met with a whole bunch of unions about what we could do that would be better for everybody. It was a great meeting. We're going to try to get people to work together to fix these problems. It takes collaboration. It's not going to work if we all hate each other.</p><p><strong>Turner: </strong>You say the Trump administration's economic agenda is the right one. Is there a risk that some of the benefits from that economic agenda could be undone by other policies like trade and immigration?</p><p><strong>Dimon: </strong>It is possible. If you're talking about immigration and trade, people have made some pretty strong statements on that, but my own view is that they have laid out some real trade issues that are accurate for both China and Mexico, where we can improve upon the trade agreements, and I think we'll improve on the trade agreements. I may be wrong, but I think that is their objective, and they're using tough words.</p><p>I think immigration has been one of the vital things about the growth of America. I'm the product of grandparents who all immigrated from Greece. I hope eventually we have proper immigration. Good people who have paid their taxes and haven't broken the law, get them into citizenship at the back of the line. I think that can be worked out. If people get educated here, and they're foreign nationals, get them a green card. I've even heard the president speak about that.
