<br /> The 2016 edition of Quacquarelli Symonds (QS) World University Rankings for <keyword id="909050" type="UNKNOWN" weightage="20" keywordseo="BRICS-Nations">BRICS Nations</keyword>, which include Brazil, Russia, India, China, and South Africa, is out, and Indian educational institutes seem to have both lost and gained ranks in it.<br />

While on one hand India has expanded its base in the rankings with 17.6% of the 250 universities from the country getting ranked, on the other hand, Indian Institute of Sciences, Bengaluru, India’s top university in this list, has gone one rank down from last year. Not only this, six of the top 10 Indian universities in the rankings also lost ranks this year.<br />

However, India managed to bring eight universities in the top 50, a number same as Russia and a step up than Brazil.<br />

Last year, Indian universities took 31 of the 200 available places, taking a share of 15.5%. This year, however, the number was 44 in 250, or 17.6%.<br />

However, India is behind China, with 86 universities, Russia, with 55 universities, and Brazil, with 54 universities in the list.<br />

The top five places were grabbed by Chinese institutions, with India’s <a href="http://www.businessinsider.in/Govt-to-fund-top-10-Indian-institutes-to-help-them-find-place-among-top-100-on-global-academic-rankings/articleshow/49593528.cms">IISc, Bengaluru</a>, coming in on sixth, a place down from 2015. The prestigious <a href="http://www.businessinsider.in/Global-footprint-requirement-forces-IITs-to-hire-faculty-from-foreign-shores/articleshow/51710375.cms">IITs</a>, from Bombay, Delhi and <a href="http://www.businessinsider.in/With-IIT-Madras-entry-this-year-four-IITs-make-their-place-among-Asias-top-50-universities/articleshow/52757931.cms">Madras </a>also came in the top 20 spots.<br />

India has eight universities in the top 50 list of BRICS nations

Almost 44 Indian universities have made it to the <keyword id="1703986" type="UNKNOWN" weightage="20" keywordseo="Quacquarelli-Symonds-university-rankings">Quacquarelli Symonds University Rankings</keyword> - It releases a list of top universities from <keyword id="175259" type="ORGANIZATION" weightage="20" keywordseo="Brics">BRICS</keyword> nations (Brazil, China, India, Russia and South Africa) every year which highlights the hierarchy of best institutions in the region. <br /> The <keyword id="852219" type="ORGANIZATION" weightage="20" keywordseo="Indian-Institute-of-Technology-Bombay">Indian Institute of Technology Bombay</keyword> has moved up three places to be ranked 13th. <keyword id="6398496" type="ORGANIZATION" weightage="20" keywordseo="IIT-B">IIT-B</keyword> ranks second in India after the Indian Institute of Science in Bangalore, which grabbed the sixth spot. <br />
	“IIT Bombay was given an overall score of 84.4 of 100. The institute has a score of 99.1 in academic reputation, 100 in employer reputation, 91.5 in citations per paper, 94.7 in papers per faculty and 97.6 in staff with Ph.D, all scores out of a maximum of 100,” a statement from IIT-B said.

	QS University Rankings: BRICS 2016 surveys 250 top universities in the five countries (Brazil, Russia, India, China and South Africa). Performance of the universities are based on eight key parameters: academic reputation (30 per cent), employer reputation (20 per cent), faculty/student ratio (20 per cent), Staff with a Ph.D (10 per cent), papers per faculty (10 per cent), citations per paper (5 per cent), international faculty (2.5 per cent) and international students (2.5 per cent).

It came into existence a decade ago under the mentorship of IIT Bombay. In 2016, it started functioning at its own campus. <br /><br />Among the BRICS nations, the institute ranks 97 and is known for its high research output among the Asian universities. It scored 94 points for papers per faculty metric and 64 points for citations per paper. <br /><br />The rankings for other IITs in the top 200 — Bombay, Delhi, Madras, Kharagpur, Kanpur, Roorkee and Guwahati campuses — dropped as compared to last year. The elite IITs did not make it to the top 30. <br /><br />IIT Bombay, which is the top ranking Indian institution slipped by one spot to at 34 compared to its 2019 ranking. It ranks 21 in terms of employer reputation and 32 for academic reputation as per the list.<br /><br />On the other hand, IIT Delhi, which was ranked at 40th position last year dropped by three spots to 43.<br /><br />“The number of universities has nearly doubled, and the number of colleges has grown by 50%. India’s IIT Indore crawls up by 53 places in the top 200 Asian universities while 8 other IITs drop

<p>BRICS is an economic term used to categorize the growing economics of Brazil, Russia, India, China, and South Africa. Each BRICS country except India was represented in QS' top 10, with China taking six of the top 10 spots.</p>
<p>QS ranked China's Tsinghua University as the best university of the BRICS countries. A <a href="http://www.businessinsider.com/the-top-10-universities-in-emerging-economies-2013-12">similar list last year from Times Higher Education</a> that included the BRICS and 17 other emerging economies also included several Chinese universities.</p>
<p>According to QS, <a href="http://www.topuniversities.com/university-rankings-articles/brics-rankings/qs-university-rankings-bricsmethodology">their methodology included eight indicators</a> and attempted "to assess universities' performance in four key areas: research, teaching, employability and international outlook."</p>

China Dominates BRICS University Ranking

<p>Chinese universities <a href="http://www.timeshighereducation.co.uk/news/the-brics-and-emerging-economies-rankings-2014-results-unveiled/2009602.article">are the most dominant of any "emerging economy,"</a> according to a new list from Times <keyword id="6375224" type="ORGANIZATION" weightage="60" keywordseo="higher-education">Higher Education</keyword>.</p>
<p>THE ranked universities from BRICS - <span>Brazil, Russia, India, China, and South Africa - and 17 other countries with emerging economies.</span> China had the largest representation of any country, with 23 schools in THE's top 100 - including four in the top 10.</p>
<p>One <keyword id="6355445" type="COMPANY" weightage="100" keywordseo="Education">education</keyword> expert told THE that the Chinese government has set aside "special funding" to boost the status of 39 of its schools and encourages universities to create joint programs with Western institutions.</p>

The Top 10 Universities In Emerging Economies

<br /> In a matter of great pride for the Indian education system, often rebuked for its traditional ways, 16 institutes from India have found place in the list of 200 <keyword id="587884" type="UNKNOWN" weightage="100" keywordseo="top-universities">top universities</keyword> in the world. The rankings come from Times Higher Education BRICS and Emerging Economies.<br />
<br />
To make things better, the Indian Institute of Science has even managed to break into the top 20 and has been listed at No. 16, a first for the institute. Being ranked at 29, IIT Bombay has also entered the top 30. Last year, these institutes were at the numbers 25 and 37, respectively.<br />
<br />
Other Indian institutes that are in the list are IIT-Madras (to 36 from 44), IIT Delhi (to 37 from 56) and IIT-Guwahati (to 83 from 98). Some new names in the list are Jadavpur University, Savitribhai Phule Pune University, University of Calcutta, University of Delhi, Amrita University and Andhra University. However, IIT-Kharagpur, IIT-Roorkee, IIT-Kanpur, Aligarh Muslim University and Panjab University were declined places in the list.<br />

The top five in the list are Peking University (China), Tsinghua University (China), Lomonosov Moscow State University (Russia), University of Cape Town (South Africa) and National Taiwan University (Taiwan).<br />

"India will have to work harder to compete with other developing nations, such as Russia, which have a higher proportion of institutions in the upper echelons of the table. India is the only BRICS nation without a university in the top 10," Phil Baty, editor, Times Higher Education World University Rankings, told ET. "With the population of young people in the country continuing to expand, resulting in further pressure on resources, it is now more crucial than ever that India invests in research and strengthens its links with other nations," he continued.<br />

16 Indian institutes feature in world’s top 200 universities list!

Karolyi built the diagrams to give a more holistic view of countries' strenghts and weaknesses, but he also took the average of each country's score and laid them out next to one another.</p><p>That's where things get really interesting.</p><p>Six emerging markets actually ranked higher than some of the developed countries. Why one Cornell professor wants you to get over the 'BRICs'

<ul class="summary-list"><li>Kremlin officials are furious about recent Ukraine peace talks in Saudi Arabia. </li><li>Even Russia's ally, China, attended the talks, while the Kremlin wasn't invited. </li></ul><p>In the wake of last weekend's summit in Saudi Arabia where nations gathered to discuss Kyiv's plan to end the Ukraine war, Russia is cutting an ever more isolated figure on the world stage. It seems to be striking a nerve.</p><p>At the summit in Jeddah representatives from 40 nations gathered to discuss Ukraine's proposals for ending the conflict. In a surprise move even Russia's staunchest international backer, China, sent a representative.</p><p>A Chinese presence pointed to <a href="https://www.businessinsider.com/rift-grows-between-xi-putin-russia-refusal-ukraine-peace-deal-2023-8?r=US&amp;IR=T">a growing rift between Beijing and Moscow</a> — meanwhile Russia was not invited. </p><p><a href="https://www.themoscowtimes.com/2023/08/09/theyre-gossiping-without-us-saudi-hosted-peace-summit-underscores-kremlins-diplomatic-dilemma-a82103" target="_blank" rel="noopener">In comments to The Moscow Times,</a> four former and current Kremlin officials familiar with Russia's diplomacy were troubled. Ukraine had managed to gather traditional Russian allies at the summit, not just its usual backers in the West, they noted.</p><p>One official said Ukraine was seeking to cut out Russia and get countries to rally behind its version of how to end the war. </p><p>"Kyiv's goal is to make these countries if not allies, then partners. And then if a general consensus is reached, Ukraine will try to deepen it and raise more sensitive issues to build such a consensus," the diplomat told the publication. </p><p>A former high-ranking Russian diplomat also expressed concern to The Moscow Times about Russia's isolation, but added that Moscow's participation in discussions was necessary for ending the conflict. </p><p>"The fact that we're not there is naturally unpleasant for us. As is the fact that they're gossiping without us," the former official said. He did, however, say that "you cannot solve" the war without Russian input. </p><p>In recent months, Russia and Ukraine have intensified their struggle to for diplomatic support for their versions of ending the war. Ukraine wants Russia to be totally expelled from its territory, while Russia wants to retain the portions of eastern and southern Ukraine it has conquered and claimed as its own. </p><p>A major focus is large economies outside the West — Brazil, India, China and South Africa — which alongside Russia are part of the so-called BRICS group.</p><p>Many non-Western powers, including India, Brazil, and Saudi Arabia, have sat on the fence during the conflict, refusing to condemn Russia's war or impose sanctions, yet also not offering Russia explicit backing. Each of the BRICS nations apart from Russia sent representatives to Jeddah.</p><p>A June summit convened by Ukraine in Denmark was more sparsely attended, suggesting there has been progress even in the few weeks since then.</p><p>Ukraine hopes to persuade nations by pointing to the devastating effect of Russia's war on the grain exports many countries depend on. Russia recently ended a truce with Ukraine to protect the grain trade, sparking widespread condemnation. In return Moscow has promised free grain to some African countries to offset the shortfall.</p><p>The Jeddah conference shows that more countries are broadly receptive to Ukraine's plans to end the war, and are increasingly weary of Russia's intransigence.</p><p>"The meeting in Jeddah, inconclusive as it may have been, signals a continuing shift in Ukraine's favor, albeit at glacial speed," wrote Stefan Wolf, <a href="https://globelynews.com/europe/saudi-arabia-ukraine-talks/" target="_blank" rel="noopener">a professor of international security at Birmingham University,</a> in a blog post. </p>

But the militia's force composition, and the likely provenance of the weaponry that may have brought down the plane, both point elsewhere.</span></p>
<p>For the past several months, the rebellion in eastern Ukraine has resembled the Russian doctrine of <span><em>tainaya voina</em> or "mysterious war" - the practice of using a combination of proxies, covert agents, and misinformation to achieve strategic objectives without the use of conventional force.</span></p>
<p><span>If it turns out that pro-Russian militants shot down MH17, the incident could trigger significant blowback from from a strategy that Moscow has pursued in eastern Ukraine for months.</span></p>
<p>In early June, the Vostok Battalion, a <a href="http://www.businessinsider.com/ukraine-crisis-is-entering-a-dangerous-new-phase-2014-6">Russian intelligence-linked paramilitary group</a> founded in the restive autonomous <a href="http://www.businessinsider.com/russia-could-be-sending-chechen-militants-to-ukraine-2014-5">republic of Chechnya</a>, became a major player in eastern Ukraine. The professional and battle-hardened force attempted to impose discipline on pro-Moscow Ukrainian irregulars, leading to brief bouts of infighting within the rebel ranks. Vostok was likely sent by Russian intelligence to organize and focus the pro-Moscow rebellion in a number of flashpoint cities, including Donetsk.</p>
<p>As Mark Galeotti of New York University <a href="http://www.businessinsider.com/ukraine-crisis-is-entering-a-dangerous-new-phase-2014-6">told</a> Business Insider in June, Vostok "[wasn'<span>t] there to replace the militias in eastern Ukraine. They're there to be the force that essentially controls them in Moscow's name."</span><span><br /></span></p>
<p>The leader of the <a href="http://www.businessinsider.com/malaysian-passenger-jet-was-brought-down-in-rebel-stronghold-2014-7">Donestk People's Republic</a> is a Russian military intelligence agent who holds Russian citizenship. But within the Donestk People's Republic, the rank and file might have been more foreign in character than has previously been assumed. In a <a href="http://www.businessinsider.com/interview-with-ukrainian-separatist-2014-7">long interview </a>with Radio Free Europe/Radio Liberty, an Armenian volunteer for the DPR estimated that 80% of the fighters in Eastern Ukraine were from outside of the country.</p>
<p><span><span>This is anecdotal, but the low estimate is still around 20%, according to RFE/RL - which means that at best, a fifth of anti-Kiev militants in eastern Ukraine were allowed to transit through Russian territory.</span></span></p>
<p><span>Russia's provided more than just bodies and leadership. Earlier this week, <a href="http://www.businessinsider.com/someones-firing-grad-rockets-at-ukraine-2014-7">conventional-grade grad rocket batteries</a> fired into Ukraine from Russian territory. And during a speech to the United Nations Security Council on Friday morning, U.S. ambassador to the U.N. Samantha Power stated that Moscow has "recently transported Soviet-era tanks and artillery to the separatists."</span></p>
<p><span>On July 14, three days before MH17 was likely shot down, the U.S. State Department spokesperson offered what now reads like an <a href="http://www.state.gov/r/pa/prs/ps/2014/07/229270.htm">ominous preview of the plane's destruction</a>. Without going into specific detail, State claimed that Russia had established a large staging area for the transport of heavy weaponry - including anti-aircraft systems - to its Ukrainian proxies:</span></p>
<p style="padding-left: 30px;"><span style="line-height: 1.5em; color: #000000;">Russia continues to accumulate significant amounts of equipment at a deployment site in southwest Russia. This equipment includes tanks of a type no longer used by the Russian military, as well as armored vehicles, multiple rocket launchers, artillery, and air <keyword id="6354810" type="ORGANIZATION" weightage="100" keywordseo="Defense">defense</keyword> systems. Russia has roughly doubled the number of tanks, armored vehicles, and rocket launchers at this site. More advanced air defense systems have also arrived at this site.</span></p>
<p><span><span>This is of a piece with Russian strategic doctrine. Through supporting irregular forces, sending in its intelligence agents and skilled proxies, and spreading misinformation, Russia has been able to remove its conventional forces from the Ukrainian border and maintain just enough deniability to be able to continue supporting separatists in the region without provoking an escalation it didn't want.</span></span></p>
<p><span>But now, a foreign airliner has been destroyed and <a href="http://www.businessinsider.com/nationalities-of-the-victims-of-downed-malaysia-plane-mh17-2014-7">hundreds of foreign citizens are dead</a>. And this is exactly the kind of blowback <span><em>tainaya voina</em> is designed to prevent. </span></span></p>
<p><span><span>Whatever strategic insulation Putin thought he was getting from his policies in Ukraine could be rapidly slipping away.</span></span></p>
