The <keyword id="19895782" type="General" weightage="20" keywordseo="Election-Commission" source="keywords">Election Commission</keyword> has received eight applications from aggrieved <keyword id="19902220" type="General" weightage="20" keywordseo="candidates" source="keywords">candidates</keyword>, including those from the <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="153" meta.entityid="BJP">BJP</keyword> and the <keyword id="19895371" type="General" weightage="20" keywordseo="Congress" source="keywords" meta.keywordsubtype="org" meta.entityname="Congress" meta.hostid="153" meta.entityid="Congress">Congress</keyword>, for verification of tampering or modification in micro-controller chips embedded in the EVMs post declaration of Lok Sabha election results on June 4. Terming the suspicion of manipulation of the electronic voting machines "unfounded", the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords">Supreme Court</keyword> had on April 26 rejected the demand for reverting to the old paper ballot system. But at the same time, the top court had opened a window for the aggrieved unsuccessful candidates securing second and third places in the poll results and allowed them to seek verification of micro-controller chips embedded in five per cent EVMs per assembly constituency on a written request upon the payment of a fee to the poll panel. BJP's Ahmednagar (Maharashtra) candidate Sujay Vikhe-Patil has sought verification of the machines from 40 <keyword id="20300567" type="General" weightage="20" keywordseo="polling-stations" source="keywords">polling stations</keyword>. Vikhe-Patil had lost to Nilesh Lanke of NCP (Sharad Pawar) faction. A YSRCP and a DMDK candidate too have applied for the verification, according to data shared by the poll panel. According to the EC, eight parliamentary seats spread across six states are involved. The total number of polling stations for which verification has been sought is 92. Candidates who come second or third and seek verification of the EVMs will have to pay Rs 47,200 per EVM set, according to the standard operating procedure issued by the EC on June 1. According to the EC's Standard Operating Procedure (SOP), the cost submitted by manufacturers BEL and ECIL to carry out EVM "check and verification" is Rs 40,000 (plus 18 per cent GST) per set of EVM. "In addition to the cost incurred by the manufacturers, there are also administrative costs like cost of labour to shift the units, CCTV coverage, electricity charges, videography costs and various other operational costs at the district election officer level," the document said. It, however, said to make the <keyword id="21143428" type="General" weightage="20" keywordseo="verification-process" source="keywords">verification process</keyword> "more accessible" and inclusive in compliance to the referred mandate of the Supreme Court, it is decided that instead of going purely by the actual economic costs incurred, the administrative expenditure on <keyword id="22122362" type="General" weightage="100" keywordseo="EVM-verification" source="keywords">EVM verification</keyword> will be treated as "election expenditure and borne by the central or state government, as the case may be". "Accordingly, the administrative charges will be waived for the applicants -- the same shall not be charged to the applicants," it noted. The charges for EVM verification to be paid by the applicant candidate is for the current financial year 2024-25 -- till March 31, 2025, it said. An EVM set has at least one Ballot Unit, one Control Unit and a <keyword id="19975285" type="General" weightage="20" keywordseo="vvpat" source="keywords">VVPAT</keyword> machine. Separately, YSRCP and BJD candidates from Andhra Pradesh and Odisha respectively have also applied for EVM check following the announcement of assembly results on June 4. Assembly polls in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh were held along with the Lok Sabha elections. In the verification exercise for assembly poll results, total assembly constituencies involved are three where verification has been sought in 26 polling stations. According to the SOP, the concerned state chief electoral officer (CEO) was required to communicate to the manufacturers the consolidated list of applicants within 30 days of the date of declaration of results -- by July 4. The CEOs have already conveyed the same to the manufacturers 15 days ahead of the schedule, the EC said. The technical SOP enumerating the methodology and steps for checking and verification of burnt memory/ micro-controller of the EVM units will be issued by the EC in due course.

Tamil Nadu's K Padmarajan, who proudly calls himself the "Election King", might be the only candidate in the election fray who urges people not to vote for him, so he can retain his tag of being "most unsuccessful candidate", a feat also registered in the Limca Book of records. The 65-year-old tyre repair shop owner also finds pride in his entry in the <keyword id="19981515" type="General" weightage="20" keywordseo="guinness-book-of-world-records" source="keywords">Guinness Book of World Records</keyword> for candidate with most contested elections. He claims to have lost Rs 80 lakh so far in security deposits which gets forfeited every time he loses an election besides expenses for filing nomination amid fanfare. Gearing up for his 239th attempt, Padmarajan has filed his nomination for the 18th <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections from Thrissur in Kerala and Dharmapuri in Tamil Nadu. "The message why cannot any poor individual be the Prime Minister of the country. Why this exorbitant expenditure by parties on election campaigns? Polls can be fought on zero budget and the money can be utilised for public welfare," said 78-year-old Kodekar, who campaigns wearing a white dhoti. Having contested 24 elections so far, Kodekar uses a different name for different elections. "Some elections I have contested using the name Vijay, some with 'Rashtrapati' and some with the name 'Znyosho' -- as I am a disciple of Osho. I complete the name change formalities and then I contest the polls using the new name," he said. Hyderabad techie Ravinder Uppula, uses different campaign strategies for each Lok Sabha election he fights. In 2014 -- it was anti-corruption march and in 2019 it was a liquid only fast. "I promise during my campaign that if I get elected, I will get a lie detector test done every 100 days so public who votes for me doesn't feel cheated. That is how our politicians should do as well to weed out corruption," he said. Uppula, however, is disappointed with the poll campaign expenses. "It should not be an expensive deal to canvass in this country, an agenda and the right promise should be enough rather than the poll fray leaving the voters with no choice except voting for a smaller thief or a bigger thief," he added. Sharing the saga of some of the independent candidates' stint at the elections, the book decodes "why do some people contest every time knowing they will lose?" Kaka Joginder Singh, also known as "Dhartipakad", was a textile-shop owner who contested and lost over 300 elections. He died in 1998. In elections, he always contested independently, and always lost his security deposits. He earned the nickname Dhartipakad after several unsuccessful runs for the post of the President of India. The year with the greatest yield for him was during the tenth presidential elections in 1992 in which he earned fourth place in the polling with 1,135 votes, losing to Shankar Dayal Sharma; it was his best performance. He also contested elections from 14 states of India in the 1990s, mostly for state assemblies. Singh died in 1998. Long before <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> chose Varanasi as an election destination, the city had Narendra Nath Dubey "Adig". Of these, she has 12 charges under IPC Section 506 (punishment for criminal intimidation), 5 charges under IPC Section-307 (related to attempt to murder), 4 charges under IPC Section-354 (related to assault or criminal force to woman with intent to outrage her modesty), 2 charges under IPC Section-468 (related to forgery for the purpose of cheating), among many others. One of the 19 female candidates from WB out of 171, Ghosh is a retired Indian Police Service (IPS) officer who was in service from January 1994 to Dec 2017. A decorated police officer, Ghosh was the police chief for over six years in West Midnapore. During this time she was instrumental in capturing Maoist leaders like Koteswar Rao and containing Maoism in general. However, she retired <a href="https://www.outlookindia.com/website/story/india-news-wb-bjp-candidate-bharati-ghosh-moves-sc-seeking-stay-of-arrest-warrant-against-her/376583">two days after</a> she was transferred by Mamata Banerjee to a comparatively less alluring post as the commandant of a battalion of the State Armed Police in Barrackpore on December 26, 2017. She has also worked in the Criminal Investigation Department (CID) of West Bengal Police and had a brief stint at the United Nations under various capacities and had <a href="https://www.ibtimes.co.in/who-bharati-ghosh-harvard-educated-un-peacekeeper-went-being-mamata-banerjees-cop-daughter-759233">won</a> six medals during her time there. Her impressive educational background includes a Master of Business Administration (MBA) from Jadavpur University, bachelor’s in law from Burdwan University, and has studied at Harvard University and the London School of Economics. Ghosh eventually fell out of her close association with Mamata Banerjee and joined the BJP in 2019. Ghosh contested the Lok Sabha elections from the Ghatal constituency the same year. At the time, there was a rather infamous <a href="https://indianexpress.com/article/cities/kolkata/bharati-ghosh-in-row-caught-saying-will-drag-tmc-men-out-beat-them-up-like-dogs-5710743/">incident</a> that occurred when in response to Ghosh's bold statement that she will bring goons from Uttar Pradesh to "drag TMC men out, beat them up like dogs,” she was accosted by an angry TMC mob a few weeks later that led her to scale the walls of a temple and seek <a href="https://www.thestatesman.com/opinion/bricks-for-bharati-1502755203.html">refuge</a> at the Keshpur police station. She apparently made this statement on hearing TMC workers in Anandapur village (in Medinipur) were hindering people from voting in the Lok Sabha elections. In a separate incident, two days before polling began in Ghatal, her car was stopped and the police seized ₹1,13,815 in cash that according to Trinamool was perhaps going to be used to incentivise the people to vote for her. Ghosh, however, lost that election to Trinamool Congress candidate Deepak Adhikari (alias Dev) by a margin of 107,973 votes. Earlier this month, Ghosh moved the Supreme Court to seek a stay of an arrest warrant against her and to quash the FIRs against her in connection with the 2019 Lok Sabha poll violence case for alleged voluntary causing hurt, wrongful restraint and attempt to murder. The Supreme Court <a href="https://www.thehindu.com/elections/west-bengal-assembly/arrest-warrant-against-bharati-ghosh-to-be-kept-in-abeyance-sc/article34025625.ece">granted</a> the stay till the conclusion of the West Bengal Assembly Elections. She maintains that these are all "false" cases being used as a tool to prevent her from pursuing her political career. In <a href="https://timesofindia.indiatimes.com/india/bengal-saw-693-cases-of-violence-during-2019-lok-sabha-polls/articleshow/81321892.cms">total</a>, there were 693 poll violence incidents and 11 deaths, in the state, during the 2019 general elections. This year, Ghosh is contesting against Trinamool Congress candidate Humayun Kabir, who is also a former IPS officer. However, unlike Ghosh, he does not have any active legal cases against him. The former police commissioner of Chandernagore, Kabir, joined TMC in February, this year. Kabir was the one who ordered the <a href="https://www.ndtv.com/india-news/humayun-kabir-ex-ips-officer-who-ordered-arrest-of-bjp-men-over-slogans-joins-trinamool-2366633">arrest</a> of three BJP members who were trying to incite disquiet by raising the slogan "Goli Maaro..." during a rally held by BJP leader Suvendu Adhikari, in January 2021. Miffed BJP members accused Kabir of being partisan to the Trinamool Congress because his wife, Anindita Das, is also a member of the party. However, Kabir resigned from his post a few days after the incident and joined the Trinamool Congress in February 2021. Ghosh may have had an impressive career trajectory but it is yet to be seen whether the burden of the criminal charges against her will dampen her political aspirations.
