Chandigarh: Listing out the measures taken by his government to compensate <keyword id="19934969" type="General" weightage="20" keywordseo="farmers" source="keywords">farmers</keyword> over this year's subnormal rain, Haryana Chief Minister <keyword id="20928101" type="General" weightage="100" keywordseo="nayab-singh-saini" source="keywords">Nayab Singh Saini</keyword> countered the <keyword id="19895371" type="General" weightage="20" keywordseo="Congress" source="keywords" meta.keywordsubtype="org" meta.entityname="Congress" meta.hostid="261" meta.entityid="Congress">Congress</keyword> criticism over the issue, saying the opposition party would give only "meagre amounts" while it was in power. Stepping up the attack ahead of the possible announcement of assembly polls in the state, <keyword id="20361506" type="General" weightage="20" keywordseo="Saini" source="keywords">Saini</keyword>, addressing a press conference on Friday, hit out at Congress's '<keyword id="22376578" type="General" weightage="20" keywordseo="Haryana-Maange-Hisab" source="keywords">Haryana Maange Hisab</keyword>' campaign and accused it of spreading lies. Asked if he has any information on whether Haryana's poll dates will be announced later in the day, Saini quipped: "Who said so? Polls will be held as per schedule." The chief minister pointed to the recent cabinet decision to compensate farmers affected by less rains at a rate of Rs 2,000 per acre as a bonus. "We have released the first instalment of Rs 525 crore on Friday," he said. All the farmers who have registered on the designated portal will be compensated for their losses, he said. Saini said the BJP-led government in the state has taken several steps for farmers' welfare in the past ten years. "Congress sheds crocodile tears in the name of farmers. They should tell how much crops they procured from farmers in the ten years between 2005-2014," Saini said. "During their rule, Congress used to handover cheques of meagre amounts of Rs 2, Rs 5 for crop damage. The <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="261" meta.entityid="BJP">BJP</keyword> government has given Rs 13,276 crore as compensation to farmers for crop damage in the past ten years," he said. During the Congress rule, farmers would "dump their produce" on roads as they did not get the required price, the CM said. Under the BJP government, payment is made to the farmers' bank accounts within 72 hours, Saini said. Dubbing the 'Haryana Maange Hisab' campaign as a "jhooth ki yatra" (yatra of lies), he added, "Those who are seeking an account from us, I want to show them the mirror and tell them how we are taking decisions in favour of farmers and empowering them," he said. Saini said while the Congress is wearing a mask of honesty these days, everyone knows how farmers' land was "snatched by them in the name of CLU (change of land use)" and handed them over to builders. The Congress has been attacking the BJP as part of its 'Haryana Maange Hisab' campaign, after its launch on July 15, targeting the ruling party over several issues concerning farmers as well as unemployment, law and order and others.

The just-announced <keyword id="22906567" type="General" weightage="100" keywordseo="Unified-Pension-Scheme" source="keywords">Unified Pension Scheme</keyword> for central <keyword id="19933272" type="General" weightage="20" keywordseo="government-employees" source="keywords">government employees</keyword> will be available only for those who are currently subscribers of the New Pension Scheme (NPS), including retirees. The new scheme guarantees employees 50% of their average basic pay over the last 12 months before retirement, as a pension for a minimum qualifying service of 25 years against a market returns linked payout under the NPS. According to the scheme approved by the Union Cabinet, the pension will be proportionate for a lesser service period of up to a minimum of 10 years. Also, assured pension of Rs 10,000 per month on superannuation after a minimum of 10 years of service will be provided. The scheme has been brought out to address the concerns of government employees over NPS, which came into effect from January 1, 2004. Under the <keyword id="3246232" type="General" weightage="20" keywordseo="Old-Pension-Scheme" source="Orion">old pension scheme</keyword> (OPS), effective before January 2004, employees got 50 % of their last drawn basic pay as pension. Unlike the old pension scheme, UPS is contributory in nature, wherein employees will be required to contribute 10% of their basic salary and dearness allowance while the employer's contribution (the central government) will be 18.5%. Under the NPS, the employer contribution is 14%, and the employee contribution is 10%. However, the eventual payout depends on the market returns on that corpus, mostly invested in government debt. Employees, under the OPS, were not required to make any contribution. They, however, contributed to the General Provident Fund (GPF). The accumulated amount, along with interest, was paid to the employee at the time of retirement. As the NPS was less attractive than the OPS, several non-BJP-ruled states decided to go back to the old pension scheme, which offered a DA-linked benefit. This prompted the Centre to constitute a committee in April 2023, under former Finance Secretary and now Cabinet Secretary-designate TV Somanathan to suggest improvement in the NPS architecture. Fulfilling the long pending demands of government employees ahead of assembly elections in Haryana and Jammu and Kashmir, the Union Cabinet on August 24 approved the UPS, which will provide assured pension to 23 lakh eligible central government employees. Those opting for the UPS will not be able to switch back. The UPS will put an additional burden of Rs 6,250 crore on the exchequer per year. The expenditure will vary every year according to variations in the number of employees. In addition, there will be an arrear of Rs 800 crore that has to be paid under the National Pension System (NPS) to employees retiring before March 31, 2025. If these retirees opt for UPS, they will receive arrears. "UPS is being implemented by the Central Government, benefitting 23 lakh central government employees," Information &amp; Broadcasting Minister Ashwini Vaishnaw said on X on Sunday. If states also adopt the UPS architecture, a total of over 90 lakh government employees, who are presently on NPS, would be benefitted, he added. On Sunday, Maharashtra, where assembly elections are due later in the year, became the first state to announce the adoption of the UPS for its employees. RSS-affiliate Bharatiya Mazdoor Sangh (BMS) said though the government has attempted to overcome the shortcomings of the NPS, there are still some issues compared to OPS. BMS will decide its future course of action only after a detailed study of the UPS after it is notified. All India Trade Union Congress (AITUC) said it is nothing but an extension of the existing NPS. The trade union expressed apprehensions that UPS will have a lot of aberrations once implemented. AITUC reiterated that it will continue to fight for the restoration of the non-contributory OPS. ICRA Chief Economist Aditi Nayar said assured pensions will add to the government's committed expenditure in the future while reducing the uncertainty for employees. "This will have to be built into the fiscal consolidation roadmap going ahead," Nayar added. The UPS reflects a thoughtful approach to long-term social security, addressing concerns about the adequacy and sustainability of pension benefits in a rapidly changing economic landscape, said Shardul Amarchand Mangaldas &amp; Co Partner Dorothy Thomas. The Congress and AAP had fought the recent Lok Sabha elections in Delhi in alliance. AAP had fielded candidates on four seats and Congress on three seats. However, the alliance drew a blank. Gogoi warned the BJP and its leaders saying they cannot scare the opposition whether it is AAP, Congress or any other party. "Their illusion lies shattered with this rally. If fair Lok Sabha elections had been held in 2024, the BJP would have been in opposition and we would have been in power. The BJP-led government is not going to complete its five-year term," he stressed. Kejriwal was arrested on March 21 by the Enforcement Directorate (ED) in a money laundering case linked to the alleged excise policy scam and has been granted bail by the Supreme Court. However, he is currently lodged in Tihar in a connected CBI case.

Counting of votes on Tuesday indicated disappointing results for the BJP-led NDA in the Lok Sabha elections, which appears to be losing heavily in its strongholds of Uttar Pradesh, Haryana and Rajasthan although it is expected to form the government with about 290 seats. On its own, the Bharatiya Janata Party appeared to be falling below the majority mark with leads in 236 seats despite significant gains in Odisha, Telangana and Kerala, giving some solace to the party after the unexpected losses in the Hindi belt. Its rival INDIA alliance was leading in about 230 seats. In the last elections, the BJP had 303 seats on its own, while the NDA had over 350. The broader NSE <keyword id="19896381" type="General" weightage="20" keywordseo="Nifty" source="keywords">Nifty</keyword> tumbled 1,379.40 points or 5.93 per cent to 21,884.50. Foreign investors were net buyers of Indian equities on Monday as they purchased shares worth Rs 6,850.76 crore on a net basis. FIIs bought shares worth Rs 23,451.26 crore and sold equities worth Rs 16,600.50 crore in the cash segment.

New Delhi, The <keyword id="19914482" type="General" weightage="20" keywordseo="aap" source="keywords">AAP</keyword> on Friday claimed the CBI is planning to arrest Delhi Chief Minister Arvind <keyword id="19895701" type="General" weightage="20" keywordseo="kejriwal" source="keywords">Kejriwal</keyword> in the next few days and will serve him a notice by the evening. While the party did not say in which case Kejriwal is likely to be arrested, it said that this was being done to prevent the AAP from stitching an alliance with the Congress for the upcoming Lok Sabha elections as the <keyword id="19894848" type="General" weightage="20" keywordseo="bjp" source="keywords">BJP</keyword> is scared of the two parties coming together. While there was no immediate response from the Central Bureau of Investigation (CBI) to the AAP's claims, the BJP said AAP leaders are trying to create confusion and generate sympathy for Kejriwal. The Congress and the AAP are likely to have a seat-sharing pact in Delhi, Gujarat and Haryana for the Lok Sabha polls and the talks between the two sides are in the final stages, sources said on Thursday. Addressing a press conference here, Delhi cabinet minister and senior AAP leader <keyword id="19945966" type="General" weightage="20" keywordseo="saurabh-bharadwaj" source="keywords">Saurabh Bharadwaj</keyword> said as soon as reports of finalisation of seat-sharing talks between the Congress and the AAP started coming in, the ED sent a seventh summons to Kejriwal in the excise policy case. "We have learnt from reliable sources that the CBI is planning to arrest Kejriwal. The CBI will also serve a notice to Kejriwal either this afternoon or by the evening," Bharadwaj said. Kejriwal will be arrested in the next two to three days, he said. "We are getting messages that if the AAP-Congress alliance is formed, Arvind Kejriwal will be arrested. The BJP is scared of the AAP-Congress alliance. You can arrest Kejriwal if you want, but the alliance will be forged," he said. The Enforcement Directorate has issued a fresh summons to Kejriwal asking him to appear before it for questioning in the Delhi excise policy-linked money laundering case on February 26, sources said on Thursday. This is the seventh summons issued by the ED to the chief minister, who skipped the previous six. AAP Rajya Sabha MP Sandeep Pathak said people will take to the streets if Kejriwal is arrested. "There will be a tsunami. Their (BJP) political calculations will go wrong. We are not scared of being arrested. We are forging this alliance for the country," he said. Delhi BJP president <keyword id="20040814" type="General" weightage="20" keywordseo="virendra-sachdeva" source="keywords">Virendra Sachdeva</keyword> said Kejriwal knows that the talks on the AAP's alliance with the Congress are failing but AAP leaders have been spreading rumours since Thursday and are trying to generate sympathy for the chief minister. "Kejriwal may delay his punishment with the help of lawyers but ultimately, the people of Delhi will punish him harshly in the coming elections," the BJP leader said. The AAP and Kejriwal should remember that Congress leader Ajay Maken had submitted the first written complaint to the lieutenant governor regarding the liquor "scam" under his government, Sachdeva said. The BJP won all the seven seats in Delhi with 51 per cent votes in the 2014 Lok Sabha polls and 59 per cent in 2019. In the 2024 Lok Sabha elections, the people of Delhi will give 70 per cent votes to the BJP, he asserted.

CBI to arrest Kejriwal in few days, will serve him notice by evening: AAP

The Election Commission (EC) is likely to announce polling dates for Haryana on September 19. The term of current assembly elected in 2014 will expire on 2 November 2019. In the previous elections in 2014, Manohar Lal Khattar of the BJP became Chief Minister after his party won 47 of the 90 seats in the state, getting a clear majority. Notably, Khattar was the first non-jat chief minister of the state in 18 years. The Indian National Lok Dal won 19 seats, while the incumbent Congress won only 15. The BJP hopes to retain power in the state this time too, but it is facing anti-incumbency. However, a fractured opposition that consists of the Congress and the Indian National Lok Dal (INLD) could benefit the BJP. In 2014, the polling schedule for Maharashtra and Haryana was announced on September 20. Polling in both the states took place in a single phase on October 15. Results were announced on October 19. The term of current assembly elected in 2014 will expire on 2 November 2019. These state assembly elections will be the first after the Lok sabha Polls of 2019. They will also be the first after the abrogation of Article 370. These polls will serve as a litmus test for the BJP government amidst reports of acute economic slowdown.

After the completion of eleven rounds of counting, Narwal polled 35,301 votes while Dutt got 24,971 votes. Indian National Lok Dal nominee <keyword id="10252015" type="UNKNOWN" weightage="20" keywordseo="joginder-singh-malik">Joginder Singh Malik</keyword> polled 3,548 votes while Loktantra Suarkasha Party candidate Raj Kumar Saini got 3,241 votes. The counting of votes for the bypoll to the Baroda assembly seat began at 8 am on Tuesday. There will be 20 rounds of counting. Three-tier security has been provided at the counting centre at Mohana in Sonipat, according to officials. The polling on November 3 for the Baroda assembly seat had recorded an overall turnout of 68.57 per cent, sealing the fate of 14 candidates. The Baroda assembly seat fell vacant in April following the death of Congress MLA Shri Krishan Hooda, who had won it thrice consecutively in the 2009, 2014 and 2019 assembly polls. The <keyword id="9291239" type="UNKNOWN" weightage="20" keywordseo="Baroda-bypoll">Baroda bypoll</keyword> is being seen as a direct contest between the ruling BJP and the Congress. The ruling BJP would like to register a victory from the Baroda seat which it never won while the Congress would like to retain it. The Baroda bypoll is also a battle of prestige for former chief minister Bhupinder Singh Hooda as this Jat-dominated constituency lies adjacent to his own Garhi-Sampla Kiloi seat in Rohtak and is considered his stronghold. The bypoll is equally important for the INLD which had slumped to its worst-ever performance in the 2019 assembly polls when the party could win only one out of 90 seats. Baroda was a reserved seat till 2005 and a pocket borough of the INLD before the Congress won it for three consecutive terms since 2009. The BJP had won 40 of the 90 assembly seats in 2019 and later formed the government with the JJP's support, which had won 10 seats. A win in Baroda will take the saffron party's tally to 41 while if Congress wins, its tally will remain unchanged at 31 as the seat was earlier held by it. The INLD's strength will rise to two if they win the seat. <ul><li>BJP has bagged 40 seats to Congress' 31 of the total 90 seats in the state, according to the Election Commission. </li><li>Congress led by Bhupinder Singh Hooda has swept central parts like Jhajjhar, Badli, Garhi Sampla, Beri, Israna and others in the region.</li><li>BJP has 36.5% and Congress has 28.1% vote share so far, according to the Election Commission data.</li><li>Dushyant Chautala whose JJP is a splinter party from the INLD may become the kingmaker.</li></ul>The Bharatiya Janata Party (BJP) has emerged as the single largest party in Haryana with in 40 seats compared to Congress which has 31, according to the Election Commission. However, the BJP and its allies led by Manohar Lal Khattar have fallen short of the majority. The midway mark is at 45 and the winning side needs at least 46 to form the government. Embarrassingly for hte BJP, seven of its state cabinet ministers have lost their own seats. "I thank the people of Haryana for blessing us. We will continue to work with the same zeal and dedication for the state’s progress. I laud the efforts of hardworking @BJP4Haryana Karyakartas who toiled extensively and went among the people to elaborate on our development agenda," Prime Minister Narendra Modi said. On the other hand, Congress has gained hugely in vote share compared to the last assembly elections and is leading in 28 seats so far. Congress had 28.1% vote share in Haryana, according to data from Election Commission. However, there is one from India Today-Axis that has predicted a hung assembly in the state, leaving room for some anxiety in all camps. The BJP had won 47 seats in the 2014 Haryana assembly election, Congress won 15 seats, the Indian National Lok Dal (INLD) won 19 seats, while others won 9 seats. Factors at play in 2019 The assembly elections this year took place five months after the BJP’s clean sweep in the Parliamentary polls, just like in 2014. However, this year, there was less excitement on the voting day. The turnout fell to 65%, down from 76.54% in the previous election. In the general elections earlier this year, the BJP was able to garner a clear majority even in the state with 34% of the votes and 70% of the seats. The government in Haryana has largely mirrored the one at the Centre, either by electing the same party or an ally in the state. Going by that trend, BJP had an upper hand. However, the larger economic slowdown in the country has had a major impact on Haryana's voter sentiment. The state is one of India's largest automobile hubs and accounts for two thirds of passenger cars, 50% of tractors and 60% of motorcycles manufactured in the country, according to the India Brand Equity Foundation (IBEF). The infamous slowdown in car sales has led to large-scale job losses in Haryana. Districts such as Panipat, Gurugram, Faridabad, Hisar and Sonipat are home to many textile businesses, particularly, readymade cotton garments, which is one of the major exports of Haryana. The sector is dire straits due to loss of competitive edge to other countries in the region and that too, has hurt the livelihood of many people. The agrarian distress, also widespread in the country, has also shown its impact in the state. Still, the state economy has grown at a compounded annual growth rate of 12.67% over the last seven years and has led to much prosperity in many parts. This is in part due to the explosion of IT and IT-enabled services in the state, especially in the city of Gurgaon. The political balance Politically, the state’s votes were divided into Jats and Punjabi — the two dominant social segments. Over the last few years, the Punjabis have preferred the BJP. Which is why BJP got a large chunk of its seats from Punjabi-dominated areas Chandigarh, Panchkula, Ambala, Kurukshetra, Karnal and Panipat — pretty much the entire route from Delhi to Chandigarh except Sonepat. However, the BJP has managed to consolidate the upper castes in the state into a significant vote bank which has benefited the party hugely in diluting the dominance of the Jats. 30% of the state population is from the lowest rung of the Indian society, the Dalits. They are not known to be BJP backers but as seen in the 2019 Parliamentary elections, some of the traditional caste calculus tend to break in the absence of a credible opposition. Since his election, Chief Minister Khattar has seen many controversies including an agitation by Jats demanding the benefits of the ‘Other Backward Class’, protests by many thousands of supporters of a self-styled Godman, Baba Rahim, and small-scale riots on the streets over a movie that was later released under the title of Padmavat, to name a few. Yet, a series of family feuds and corruption charges have kept opposition leaders busy firefighting most of the time and less prepared for the electoral battle. Add to that, Narendra Modi’s charm that worked wonders in the recently concluded general elections and since then, some emotive issues like the suspension of Article 370 that gave the state of Jammu and Kashmir a ‘special’ status have been largely well received by the people of the state. The opposition particularly the Congress made some gains but it wasn't enough to capitalise on BJP's lapses.  According to the latest trends in the final counting of votes in the Haryana state assembly elections, JJP is leading in just 11 out of the 90 seats and likely has a big chunk of the 28% vote share reflected in the ‘others’ section in the Election Commission website. In his own constituency, Uchana Kalan, Dushyant Chautala has bagged 60% of the votes counted so far, leading over the second candidate (Prem Lata from BJP) by over 10,000 votes. Om Prakash’s father Chaudhri Devi Lal⁠— a political legend from Haryana⁠— has been the country’s Deputy Prime Minister in the 1970s and the state’s two-time Chief Minister. After splitting with his father, Dushyant named his party JJP after his grandfather. Most political commentators considered the JJP a splinter group that may end up dividing the dominant Jat vote in the state. Based on early signs, he may have ended up consolidating it. Yet, he may have to choose between Congress and BJP and that decision may depend on who will support his own political aspirations.
