opposeNew Delhi, Mar 17 () A bill to amend the Companies Act2013 and decriminalise various offences under it wasintroduced in Lok Sabha on Tuesday, amid opposition by membersof various parties.Introducing the bill, Minister of State for Finance andCorporate Affairs Anurag Thakur made it clear that thegovernment was not looking to decriminalise non-compoundableoffences.Members from various parties vehemently opposed theintroduction of the Companies (Amendment) Bill, 2020.Raising concerns about the Yes Bank crisis, someOpposition leaders alleged that the bill was aimed to appeasecorporates and demanded that it should be referred to theParliamentary Standing Committee on Finance.BJD MP Bhartruhari Mahtab said that through this billgovernment was seeking to decriminalise certain offences andreducing penalty for others.Questioning the timing of introduction of the bill, heasked, "Is this an opportune time to introduce the bill when alarge private bank has collapsed?".On March 5, the Reserve Bank superseded the board of YesBank in the wake of deepening crisis, mainly due to huge badloans and a moratorium has been imposed. Under a revival plan, SBI and some private banks have madeinvestments in Yes Bank.Number of companies are folding up because of theactivities of promoters, Mahtab said. Echoing similar sentiments, TMC MP Saugata Roy said itappears that the government is heavily influenced byrepresentatives of industry chambers."Today (former) CEO of Yes Bank is in EnforcementDirectorate custody...the government is seeking todecriminalise certain regulations in the name of ease of doingbusiness," Roy said.Yes Bank co-founder and former CEO Rana Kapoor is in EDcustody.Seconding the arguments against the bill made by TMC andBJD members, Congress leader of the House Adhir RanjanChowdhury said the government can be "identified as by thecorpoates... for the corporates".He further claimed that the government is dilutingCorporate Social Responsibility (CSR) norms to help thecorporate sector."This government is appeasing corporates... it isappeasement of corporates," Chowdhury said.Responding to the criticism, Thakur said the governmentwas not decriminalising non-compoundable offences, whichincludes frauds and injury to the public.He also said that CSR regulations are not being eased butonly procedural requirements.The amendments in the law would also help reduce theburden on the National Company Law Tribunal (NCLT), he said. Govt introduces bill to amend companies law; Cong, TMC, BJD

The <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> might have gained few Lok Sabha seats from <keyword id="6357961" type="LOCATION" weightage="20" keywordseo="odisha">Odisha</keyword>, but it hasn’t been able to dethrone the state’s chief minister of 19 years – <keyword id="43385" type="PERSON" weightage="20" keywordseo="Naveen-Patnaik">Naveen Patnaik</keyword>. Patnaik, who has been in power for four consecutive terms, faced threat from BJP’s rising popularity in the state. What’s interesting is that Odisha has been one of the states which saw a rising influence of the BJP. In the 2014 general elections, the BJP had barely managed to bag one seat from the state. But this time around, the BJP has managed to get 7 seats from the state. The exit polls had predicted 10 seats for the BJP. Interestingly, BJP used to be an ally for the <keyword id="42474" type="ORGANIZATION" weightage="20" keywordseo="BJD">BJD</keyword> until 2009 when the two parties split up reportedly due to seat allocation differences. Naveen Patnaik, has gone on to win a record fifth term as the Chief Minister of the state. However, in the past year, several BJD top leaders exited the party – with founding member and Kendrapada MP Baijayant Panda joining the BJP. Panda went on to be the National Vice-President of the BJP. While rumours of his ill-health have also been doing the rounds, to dissipate those rumours, Patnaik even<a href="https://indianexpress.com/elections/rumours-of-naveen-patnaiks-ill-health-bjd-releases-his-exercise-video-on-whatsapp-lok-sabha-elections-5661233/"> released </a>a video of him working out and also gave out interviews while in the gym. Patnaik comes from one of Odisha’s political legacy families. His father Biju Patnaik was the third Chief Minister of the state from the Janata Dal. When his father had passed away in 1997, Naveen Patnaik fought Lok Sabha elections to win from the Aska parliamentary constituency. Three years later, in the Assembly elections, Patnaik, having formed his political party Biju Janata Dal, went on to win the elections. Odisha election results 2019: Naveen Patnaik returns for a record fifth-term, but loses few Lok Sabha seats to BJP

BJD is fielding Chandrani Murmu as its woman candidate for the Keonjhar Lok Sabha constituency. She becomes the seventh woman nominated by the party in Odisha to contest in the upcoming polls for the parliament. Chandrani (26) is a mechanical engineer. Granddaughter of Harihar Soren, former Keonjhar MP, Chandrani is contesting in the place of sitting MP Sakuntala Laguri. Election 2019: Biju Janata Dal Candidate List for Odisha

Dr Sambit Patra of Bharatiya Janata Party (BJP) lost the Puri Lok Sabha seat to Biju Janata Dal (BJD)’s Pinaki Mishra after putting up a tough fight. Mishra won by a thin margin of 11,700 votes. Dr Patra who was a doctor by profession had practiced medicine at Hindu Rao Hospital in Delhi. His first tryst with politics was municipal elections in Delhi’s Kashmere Gate. Though he lost in 2012, he had risen to the ranks to become Delhi’s BJP spokesperson. The Hermit Patra’s campaign was full of drama and colour as he vowed to live the life of hermit during the campaign. He has been trying to dethrone the existing ‘super-rich’ MP Mishra, using his own childhood poverty card to resonate with the voters. He also formed a manifesto to help the ‘ignored’ poor. He also put in a lot of star power into the campaign. He managed to rope in BJP President Amit Shah and Union Minister Rajnath Singh to conduct rallies in the pilgrimage city of Puri. Lord’s Idol Patra’s saffron attire and campaign did not go down well with the opposition. One of his spectacular moves was carrying an idol of Lord Jagannath along while seeking votes. Congress party had complained the election commission. And, other temple staff was not too thrilled either. However, the move regarding Patra which raised the most eyebrows was his appointment to Oil &amp; Natural Gas Corporation (ONGC) as an independent director. A case was also filed in courts regarding his employment into a government owned entity even as he held the role of BJP spokesperson.

Hermit Sambit Patra loses Puri seat to BJD’s Pinaki Mishra

<ul><li>Odisha Chief Minister Naveen Patnaik has announced a 33% reservation quota for women for BJD Lok Sabha seats. </li><li>The opposition has termed it a ‘pre-poll game plan’ to enhance female voters. </li><li>The last Lok Sabha elections recorded 61 women leaders in the country.</li></ul>In a bid to woo women voters in the upcoming general elections, Odisha Chief Minister Naveen Patnaik, on Sunday <a href="https://www.news18.com/news/politics/bjd-will-reserve-33-seats-for-women-says-naveen-patnaik-ahead-of-poll-schedule-announcement-2062231.html">announced</a> a 33% reservation quota for women for its Lok Sabha seats. That means out of total of 21 tickets, seven will be reserved for women. While addressing a function in Kendrapada, Patnaik reportedly said that the government will send 33% women to Parliament in the upcoming elections, calling it a benchmark for ‘women empowerment’ in the country. If India has to compete globally, with countries including America and China, women empowerment is a must, he added. The move was, however, labeled as a ‘pre-poll game plan’ by the opposition parties, to increase the number of women voters. The party also faced criticism for introducing reservation quota just ahead of election schedule announcement. Presently, the state has three women Lok Sabha MPs. Its state assemblies have 12 women MLAs. In 2014 Lok Sabha elections, the BJD secured 20 of 21 seats. Taking a step towards women empowerment, Patnaik, in December, had also seeked to pass Women’s Reservation Bill, which was pending in Lok Sabha. Women participation has been increasing in politics, though far from the 33% quota, previous Lok Sabha elections <a href="https://www.ndtv.com/elections-news/election-results-2014-61-women-elected-to-lok-sabha-562470">recorded</a> 61 women leaders. The proportion of ministerial posts held by women in India is low. Presently, India has 64 women leaders in 545 Member of Parliament, according to the World Economic Forum. Separately, bridging the gender gap in the country, a National <a href="https://www.businessinsider.in/india-has-a-new-all-women-political-party-aimed-at-bridging-the-gender-gap/articleshow/67144962.cms">Women’s Party</a> was also launched in December last year aimed at ensuring 50% participation from women in the Parliament. Women in Politics: Odisha’s BJD says it will grant a third of Lok Sabha tickets to women

NEW DELHI: Though exit polls predict BJP may not need to fish for allies, the party is looking to keep lines of communication open with regional parties like BJD, Telangana Rashtra Samithi and YSR <keyword id="1575" type="ORGANIZATION" weightage="100" keywordseo="Congress">Congress</keyword>. 
 
BJP leaders feel these parties can be part of a “greater NDA” either as formal allies or outside supporters and help boost the new government’s numbers while weakening anti-BJP numbers in Parliament. 
 
Such an outreach was very much part of BJP’s plans, but discussions with RSS (reported by TOI on Monday) have given the efforts a fillip as the party looks to widen its representation in the new Lok Sabha. 
 
RSS’s advice that it would be useful to deny Congress likely allies and deepen the party’s isolation matches BJP’s own assessment that adding partners would be useful in shepherding legislation through the upper House in particular. 
 While YSR Congress chief <keyword id="6357475" type="PERSON" weightage="60" keywordseo="Jaganmohan-Reddy">Jaganmohan Reddy</keyword> is a bitter rival of BJP’s partner TDP chief N Chandrababu Naidu in Seemandhra, the saffron party feels a working arrangement may still be viable. 
 
Jaganmohan’s relations with Congress had worsened ahead of elections and BJP leaders feel being an outside supporter of an NDA government may not be as difficult a task as might appear at first glance. 
 On his part, Jaganmohan has indicated he may have no qualms about supporting <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword> as prime minister and BJP leaders feel state-level equations need not be a hurdle at the Centre. 
 <keyword id="78324" type="POSITION" weightage="40" keywordseo="TRS-chief">TRS chief</keyword> K Chandrasekhar Rao has not been averse to doing business with BJP and talks were on till as late as April before the saffron party finalized its poll tie-up with TDP. 
 
KCR’s top priority is to secure the Telangana prize by forming the first state government in India’s 29th state and would not want to be on the wrong side of the Centre as long as he has the numbers in the state assembly. 
 
The astute TRS chief can be expected to weigh the situation keeping in mind whether he needs Congress in the new Telangana assembly or can make do on his own. 
 
Allying with BJP does not pose problems for TRS as the former has strongly supported Telangana and has been committed to smaller states. In contrast, KCR adroitly avoided a merger or even an alliance with Congress as he sensed the ruling party’s diminished electoral equity. 
 
In the case of BJD, BJP ensured its channels with Odisha chief minister Naveen Patnaik remained open before and during the elections despite strongly challenging the regional party’s hold on the state. 
 
Having been given a scare by BJP, Patnaik may now be inclined to renew his ties with the party he broke with in 2009, delivering a severe blow to LK Advani’s prime ministerial candidature. 
 
More importantly, Patnaik will need a stake in the Centre to convince voters that it is worth their while to support BJD with BJP aggressively looking to replace Congress as the main opposition. 
 
BJP leaders feel the BJD ranks high on their list as a potential ally and can help the party mop up the anti-Congress space.

Panigrahpy, a three-time MLA from Gopalpur Assembly constituency was once a close aide of Chief Minister Naveen Patnaik and even looked after the Ganjam district affairs of the regional party, before being expelled from the BJD. The Congress has fielded Rashmi Ranjan Patnaik for the Berhampur Lok Sabha constituency. The Berhampur Lok Sabha constituency was once a strong citadel of the Congress and even Prime Minister P V Narasimha Rao had won the Berhampur Lok Seat seat in the 1996 elections. Ganjam district has been a BJD bastion since 2009. The district is also the home district to Naveen Patnaik's Assembly constituency, Hinjili. BJD has won 12 of the 13 Assembly seats in the district in 2019 elections. The fight for the Berhampur Lok Sabha seat will be mainly between two turncoats Bhrugu Baxipatra of BJD and Pradeep Panigrahy of the BJP though the Congress nominee is also in the fray. Panigrahy was expelled from the BJD on charge of "anti-people activities" and was also arrested on alleged corruption cases by the Naveen Patnaik government. The BJP candidate in his public meetings is telling the people 'Etha ra Leka Chhi Da e Deba' (This time will end the chapter). The Gopalpur MLA is asking the electorate the end their inclination towards Naveen Patnaik, who he accused of running the government through outsourcing manner. Panigarhy is also trying to invoke Ganjam sentiment among the people as his rival Baxipatra's activities were mostly confined to the neighbouring Rayagada district before moving to Ganjam in 2019. To defeat Panigrahy, BJD has picked up BJP's former Berhampur nominee Baxipatra with the sole intention of capturing a certain portion of saffron votes. Both parties are fighting hard to win the Berhampur Lok Sabha seat, which is considered the gateway to southern Odisha. Chief Minister Naveen Patnaik's close aide and BJD leader VK Pandian in a meeting in Bhubaneswar on Sunday appealed to people to vote for the Conch symbol of the regional party. "Please do not see who is a candidate. The chief minister is contesting in all the 147 assembly seats and 21 Lok Sabha constituencies," Pandian said appealing to people to look at Patnaik and Conch symbol alone while going to vote. In the 2019 Lok Sabha elections BJD candidate Chandrasekhar Sahu had won the Berhampur Lok Sabha by 94,000 votes defeating his BJP opponent Bhrugu Baxipatra. Apart from voters, the party workers of both the political parties at the grassroots level also seem to be confused. "We have to campaign for the candidate whom we had strongly opposed last time (2019 LS election)," said a BJD worker from Ganjam district. The seven Assembly constituencies under the Berhampur Lok Sabha seat are - Chhatrapur, Gopalpur, Berhampur, Digapandi and Chikita in Ganjam district and Mohana and Parlakhemundi in neighbouring Gajapati district. Of the seven, five seats in Ganjam district are held by the ruling BJD while Mohana and Parlakhemundi are represented by Congress and BJP respectively in the Assembly. Berhampur Lok Sabha seat will go to polls along with three other Lok Sabha constituencies Nabarangpur, Koraput and Kalahandi on May 13.

The <keyword id="19895782" type="General" weightage="20" keywordseo="Election-Commission" source="keywords">Election Commission</keyword> has received eight applications from aggrieved <keyword id="19902220" type="General" weightage="20" keywordseo="candidates" source="keywords">candidates</keyword>, including those from the <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="153" meta.entityid="BJP">BJP</keyword> and the <keyword id="19895371" type="General" weightage="20" keywordseo="Congress" source="keywords" meta.keywordsubtype="org" meta.entityname="Congress" meta.hostid="153" meta.entityid="Congress">Congress</keyword>, for verification of tampering or modification in micro-controller chips embedded in the EVMs post declaration of Lok Sabha election results on June 4. Terming the suspicion of manipulation of the electronic voting machines "unfounded", the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords">Supreme Court</keyword> had on April 26 rejected the demand for reverting to the old paper ballot system. But at the same time, the top court had opened a window for the aggrieved unsuccessful candidates securing second and third places in the poll results and allowed them to seek verification of micro-controller chips embedded in five per cent EVMs per assembly constituency on a written request upon the payment of a fee to the poll panel. BJP's Ahmednagar (Maharashtra) candidate Sujay Vikhe-Patil has sought verification of the machines from 40 <keyword id="20300567" type="General" weightage="20" keywordseo="polling-stations" source="keywords">polling stations</keyword>. Vikhe-Patil had lost to Nilesh Lanke of NCP (Sharad Pawar) faction. A YSRCP and a DMDK candidate too have applied for the verification, according to data shared by the poll panel. According to the EC, eight parliamentary seats spread across six states are involved. The total number of polling stations for which verification has been sought is 92. Candidates who come second or third and seek verification of the EVMs will have to pay Rs 47,200 per EVM set, according to the standard operating procedure issued by the EC on June 1. According to the EC's Standard Operating Procedure (SOP), the cost submitted by manufacturers BEL and ECIL to carry out EVM "check and verification" is Rs 40,000 (plus 18 per cent GST) per set of EVM. "In addition to the cost incurred by the manufacturers, there are also administrative costs like cost of labour to shift the units, CCTV coverage, electricity charges, videography costs and various other operational costs at the district election officer level," the document said. It, however, said to make the <keyword id="21143428" type="General" weightage="20" keywordseo="verification-process" source="keywords">verification process</keyword> "more accessible" and inclusive in compliance to the referred mandate of the Supreme Court, it is decided that instead of going purely by the actual economic costs incurred, the administrative expenditure on <keyword id="22122362" type="General" weightage="100" keywordseo="EVM-verification" source="keywords">EVM verification</keyword> will be treated as "election expenditure and borne by the central or state government, as the case may be". "Accordingly, the administrative charges will be waived for the applicants -- the same shall not be charged to the applicants," it noted. The charges for EVM verification to be paid by the applicant candidate is for the current financial year 2024-25 -- till March 31, 2025, it said. An EVM set has at least one Ballot Unit, one Control Unit and a <keyword id="19975285" type="General" weightage="20" keywordseo="vvpat" source="keywords">VVPAT</keyword> machine. Separately, YSRCP and BJD candidates from Andhra Pradesh and Odisha respectively have also applied for EVM check following the announcement of assembly results on June 4. Assembly polls in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh were held along with the Lok Sabha elections. In the verification exercise for assembly poll results, total assembly constituencies involved are three where verification has been sought in 26 polling stations. According to the SOP, the concerned state chief electoral officer (CEO) was required to communicate to the manufacturers the consolidated list of applicants within 30 days of the date of declaration of results -- by July 4. The CEOs have already conveyed the same to the manufacturers 15 days ahead of the schedule, the EC said. The technical SOP enumerating the methodology and steps for checking and verification of burnt memory/ micro-controller of the EVM units will be issued by the EC in due course.

Asking the government to roll back the proposal, Chadha, while taking part in the discussion on the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25, said people will never be able to buy their "dream homes". "Restore indexation on <keyword id="20584761" type="General" weightage="20" keywordseo="long-term-capital-gains" source="keywords">long-term capital gains</keyword>. Throughout the world, to woo investors to invest they are incentivised. In this country, by removing indexation we are disincentivising the investor class," he said, adding that removing indexation is not imposing <keyword id="19987671" type="General" weightage="20" keywordseo="tax" source="keywords">tax</keyword> but it is equivalent to "penalising investors". He said as a result of the step proposed by <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword> Nirmala Sitharaman in the Budget 2024-25, individuals selling old properties will incur higher tax outgo. "If you do not bring back indexation three things will happen in this country. First, <keyword id="19895437" type="General" weightage="20" keywordseo="investment" source="keywords">investment</keyword> in real estate will go down and people will never be able to buy their 'dream homes'," Chadha asserted. He further said there will be undervaluation of property deals, people will buy properties at 'circle rates' and will never disclose the real value of the property. "Third, there will be a huge inflow of <keyword id="20592248" type="General" weightage="20" keywordseo="black-money" source="keywords">black money</keyword> if you don't roll back this decision to withdraw indexation," he said. In the Union Budget 2024-25, the government proposed reducing the long-term capital gains tax on immovable properties to 12.5 per cent from 20 per cent, but removed the indexation benefits to adjust for inflation. As per the Memorandum to the Union Budget, with rationalisation of rate to 12.5 per cent, indexation available under Section 48 of the Income Tax Act has been proposed to be removed for calculation of any long-term capital gains, which is presently available for property, gold and other unlisted assets. Chadha also highlighted the high tax burden faced by common people and asked for a comprehensive review of both direct and indirect taxes. "We impose taxes like the Europeans do, to get services like sub-Saharan countries," he added. Taking part in the discussion, Debashish Samantaray of the BJD said the central government has given a raw deal to all eastern states like Odisha, Jharkhand, West Bengal in the Budget. He charged that in spite of Odisha giving 20 seats to the BJP, there was hardly anything for the state in the Union Budget. He noted that "regional aspiration should be addressed", and asked the central government to treat all states as equal. RJD's Sanjay Yadav attacked the government stating the Budget had nothing for the poor and marginalised and only catered to the rich and powerful. He noted that his party has been demanding special category status for Bihar for a very long time. Yadav said instead of dividing people on the basis of religion and caste, the government should work towards generating employment in the country. Medha Vishram Kulkarni of BJP and Rajani Ashokrao Patil of INC also participated in the debate. C V Shanmugham of AIADMK said allocation in the Budget does not significantly address the pressing needs of Tamil Nadu's infrastructure, health care, Social justice and education. The government has mentioned 76 projects in Tamil Nadu, but most of them are pre-existing ones getting a facelift. Moreover, in the Budget, no help in flood mitigation was provided, despite the state being prone to cyclones. There is no mention of a linkage of Kaveri and Godawari in the Budget, he said. Samirul Islam of AITC said this Budget is anti-people, anti-poor and anti-Bengal. It only satisfies Bihar and Andhra Pradesh's allies and is to save the government. "The Budget has deprived Bengal," he said. It has also ignored the people, especially the unorganised sector. 83 per cent of India's workforce is employed by unorganised sectors and failed to announce a comprehensive scheme for them and migrant workers, he said. M Mohamed Abdulla of the DMK said the Budget has provoked a constructive debate and disappointment in Tamil Nadu, a state known for its economic contributions. Tamil Nadu expected support and recognition in the budgetary allocations, but received nothing. The government is supposed to represent the people of the country as a whole. However, it is very unfortunate and unfair to see unequal distribution to the state governments, especially for the non-BJP ruled states like Tamil Nadu which provides the highest tax for the government, he said.

Roy, married to the family of Maharaja Krishnachandra Roy, is revered as the "Rani Maa" or Queen Mother by the constituency, carrying a legacy rich in tradition and aristocracy.
