The BIS hallmark consists of three critical components: the BIS Standard Mark, confirming adherence to quality standards; the Purity Mark, which denotes gold’s fineness and carat purity; and a unique Hallmark Unique ID (HUID), a six-digit alphanumeric code specific to each jewellery piece. Consumers can verify the HUID on their jewellery using the ‘<keyword id="23727070" type="General" weightage="20" keywordseo="verify-HUID" source="keywords">Verify HUID</keyword>’ feature on the BIS Care App, which is free to download. This added verification step ensures customers can make informed purchases that meet the advertised purity levels, making the hallmark a trusted seal during peak shopping seasons. As part of its hallmarking efforts, BIS has made hallmarking mandatory in several regions of India since June 2021. Originally launched in 256 districts, hallmarking has been expanded to cover 343 districts following three phases of implementation, according to BIS. The scheme has had a substantial impact, with the number of BIS-registered jewellers increasing from 43,153 in 2021 to over 193,567 today. Furthermore, the number of Assaying and Hallmarking Centres (AHCs) now stands at 1,611, reflecting an extensive infrastructure to meet rising demand. Hallmarking fees have been set at Rs 45 per piece (exclusive of taxes), with testing available at AHCs for Rs 200 per item, a move BIS believes supports consumer confidence by offering a third-party verification system. Compulsory hallmarking of gold bullion not mandatory from July 1, consultations on

The Nagpur Bench of Bombay High Court passed an interim order on May 7 which stops Bureau of Indian Standards (BIS) from taking any coercive action on jewellers across India or impose penalty on those who may not comply with BIA (BIS Act, 2016) regulations, Section 29(2) on mandatory hallmarking due to the lack of adequate infrastructure in terms of assaying and hallmarking centres. The Court ruled: "The contention is that the new regulation making it compulsory to hallmark gold jewellery before it is stored or sold, which has to come into force w.e.f. 1st June 2021, is likely to result in great hardships to lakhs of jewellers in India and their number is stated to be 5 lakhs." The writ petition was filed by All India Gem &amp; Jewellery Domestic Council (GJC), which is the industry's apex domestic Council that ensures promotion, protection and progress of jewellers. GJC was represented in court by counsel, Rohan Shah. Ashish Pethe, Chairman, All India Gem &amp; Jewellery Domestic Council (GJC) stated, "Courts have seen the hardship of the jewellers. The order stated that further contention is that in proportion to such multitude of jewellers in India - the percentage of hallmarking centres available in India, is just about 34% of the 733 districts in the country and that there are at least 488 districts in the country, which do not have any hallmarking centres. It is further submitted that there are about 6,000 crore pieces of jewellery, which still need to be hallmarked." Nitin Khandelwal, Past Chairman, GJC, said, "Courts have been reasonable and strict with BIS as further contention is that if there is any breach of the said mandate of law as provided under Sections 14 and 15 of the Bureau of Indian Standards Act, 2016 (BIS Act), there is a penalty in offence as provided under Section 29 of the BIS Act, 2016 punishable with maximum imprisonment of one year. It is also submitted that within the time available, it could not be possible for all the jewellers and for every piece of jewellery presently available to be hallmarked before these provisions of law come into force." Saiyam Mehra, Vice Chairman, GJC, commented, "It is further submitted that there are also other problems arising out of the present COVID restrictions, which prevent a person to travel from one district to another district and that there are several districts, which do not have any hallmarking centres yet. And the court has in the meanwhile, directed that no coercive action shall be taken against the jewellers under Section 29(2) of the BIS Act, 2016, till next date of hearing on 14th June 2021. This is a big relief to the jewellers who shall now be fully protected from any actions from BIS even though they may wish to still go ahead with mandatory hallmarking." Dinesh Jain, Director, GJC who represented GJC in the writ petition filed, commented, "The writ has been admitted on merit and notice has been issued to BIS and all respondents. BIS is wise enough to know what to do in such a situation and we are sure that BIS shall not proceed with mandatory hallmarking without doing their homework properly. GJC is fully supporting Hallmarking and pray in the writ petition that a ‘High Level Committee' be constituted by Honourable court to streamline and resolve all issues for the benefit of Consumers, Jewellers and core objective of BIS." Half a million Indian jewellers resisting mandatory hallmarking get interim relief from the court

New Delhi, Jan 16 () The government has notified the mandatory hallmarking of gold jewellery and artefacts, which will come into force from January 15, 2021.
 Till then, jewellers have been given time for implementation of this notification, violation of which would be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
 As per the notification, only a registered jewellers will be allowed to sell the hallmarked gold articles through certified sales outlets.
 Instead of ten grades earlier, registered jewellers will be allowed to sell jewellery and artefacts only in three grades of gold -- 14, 18 and 22 carat.
 Gold hallmarking is a purity certification of the precious metal and is voluntary in nature at present. The BIS is already running a hallmarking scheme for gold jewellery since April 2000 and around 40 per cent of gold jewellery is being hallmarked currently.
 The mandatory hallmarking is not required for gold meant for exports, if an article weighs less than two grams and which is in course of consignment from outside India to an assaying and hallmarking centre in India.
 It will not apply on any article which is intended to be used for medical, dental, veterinary, scientific or industrial purposes, any article of gold thread and any manufactured article which is not substantially complete, and which is intended for further manufacture, the notification said.
 Hallmarked gold jewellery will have four components -- BIS mark; purity in carat and fineness; assaying and hallmarking centre's identification mark/number besides jeweller's identification mark/number.
 Welcoming the move, trade body World Gold Council India Managing Director Somasundaram PR said: "The transition time of one year will allow the industry enough time to sell the existing inventory while simultaneously, working on plugging any gap in infrastructure or making suitable changes in logistics."
 Making hallmarking mandatory is a much-awaited progressive step to safeguard the interests of the consumers, particularly women, who put their hard-earned savings into this asset class, he said.
 This reform, backed by a tight enforcement mechanism, will underpin trust and a change of perception about Indian gold jewellery, creating a favourable environment to market the famed handcrafting skills appropriately, he added.
 According to Somasundaram, employment potential in assaying and hallmarking will increase. Hallmarking will also create a level playing field, benefitting small players.
 At present, there are 892 assaying and hallmarking centres in 234 district locations, and 28,849 jewellers have taken BIS registration. The government plans to set up hallmarking centres in each district in the country. LUX MKJ

Govt notifies mandatory gold hallmarking; WGC welcomes move

With the hallmarking of the gold jewellery getting recognition, around 290 hallmarking centres engaged in giving purity certification to the gold jewellery across India may not shut operations. The owners are reworking their strategies and aiming at profitability. 
 Also, the <keyword id="2343245" type="UNKNOWN" weightage="100" keywordseo="Indian-Association-of-Hallmarking">Indian Association of Hallmarking</keyword> feels that with the jewellers likely to be mandated to sell the hallmarked jewellery pieces if the new government makes it mandatory, the numbers of centres are expected to increase to 1,000 in the next one to two years from the 290 centres at present. 
 Harshad Ajmera, president, Indian Association of Hallmarking, said the <keyword id="59330" type="ORGANIZATION" weightage="100" keywordseo="Bureau-of-Indian-Standards">Bureau of Indian Standards</keyword> (<keyword id="6367870" type="ORGANIZATION" weightage="100" keywordseo="BIS">BIS</keyword>), two years ago, accepted the price hike charges request to Rs 25 per jewellery from the earlier charge of Rs 18. “The hike was accepted after eight years. It will be comfortable for the hallmarking centres to operate now, which were running at loss for last two years,” Ajmera said. 
 
Also, with hallmarking of the gold jewellery becoming popular, the centres would be able to utilise their full capacity. Previously they utilised only 10-15% of their capacity, Ajmera added. 
 
The BIS, under the Consumer Affairs Ministry, is the administrative authority of hallmarking in the country. Meanwhile, the BIS has cautioned people against cheats and has advised them to look for BIS Hallmark sign on the gold jewellery before purchase, collect cash receipt indicating BIS hallmark and the purity of the gold purchased. 
 
Namit Dave, a gold analyst, said the jewellers who are engaged in 10-15% adulteration in gold will be mandated to sell pure 22 carat gold jewellery to the customers. 
 
The customers are often victims of irregular metal quality. A buyer, for instance, will be told that he has bought gold of 22 carats. When he goes to sell or exchange it, he discovers that the gold is actually only 18 carats. “The oldest types of frauds are those of adulteration by adding too much alloy and the similar fraud of selling them without the standard fineness but with the base metal cores. These frauds continued till hallmarking scheme was launched by the BIS,” said a city-based jeweller on the condition of anonymity. 
 
“With mandatory hallmarking, big brands will be benefitted the most. The local jewellers make their margins on impure gold sales and that is also one of the reasons why they sell at lesser price than the big brands,” said Kaushalendra Singh Sengar, CMD, Incubators Group. 
The business community would find the hallmarking laboratory business profitable and in only Kolkata, we expect the number of centres to increase to 25 from 15 at present, experts said. 
 Pankaj Parekh, vice-chairman, <keyword id="2343246" type="UNKNOWN" weightage="100" keywordseo="The-Gem-Jewellery-Export-Promotion-Council">The Gem &amp; Jewellery Export Promotion Council</keyword> (GJEPC), said the country lacks adequate infrastructure and the government must address this problem urgently and the number of hallmarking centres should be increased. 
 
 Analysts feel that to cater to 20-25 jewellers, one hallmarking centre is needed in a locality. 
 
Subir Sen, director, BC Sen Jewellers, said most of the jewellers sell hallmarked jewellery even if it is not compulsory. “But we have to ensure that sufficient facility should be there once it is made mandatory,” he added. “We don’t charge from the customers,” said Sen when asked about the gold purity tasting charges. 
 
While Chandra Surana, proprietor, Bhuramal Rajmal Surana Jouhree, said hallmarking will be beneficial for the business as scrupulous trade will be stopped. “However, hallmarking is not possible in case of kundan and meena jewellery,” said Surana. 
 
However Chandrakanta Roy Chowdhury, partner, MP Jewellers, said apart from plain gold jewellery, even kundan sets are hallmarked in all the MP Jewellers showrooms. 
 
Anita Naithani a gold jewellery lover, who makes it a point to buy jewellery on festive occasions, said, “I prefer buying unique and designed pieces along with hallmark certification assuring the highest standard of purity.”

New Delhi, Dec 8 () There is not a single gold assaying and hallmarking centre in six northeastern states and five Union Territories while the government aims to make hallmarking mandatory for gold and jewellery from 2021, according to official data.
 Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Ladakh, Andaman and Nicobar Islands, Dadra and Nagar Haveli, Daman and Diu, and Lakshadweep - do not have gold assaying and hallmark centres at present, the data showed.
 Gold hallmarking is a purity certification of the precious metal and is voluntary at present. The Bureau of Indian Standards (BIS) has formulated standards for hallmarking gold jewellery in three grades -- 14 carats, 18 carats and 22 carats.
 The government recently announced that it would make hallmarking for gold jewellery and artefacts mandatory across the country from January 15, 2021, to ensure the purity of the precious metal.
 On the absence of hallmarking centres in 11 states and UTs, a senior consumer affairs ministry official said that the Assaying and Hallmarking centres are set up by private entrepreneurs and is a market-driven activity where a decision to open a centre is taken by the entrepreneur based on commercial viability as assessed by the entrepreneur at that location.
 At present, there are 877 assaying and hallmarking centres in 234 district locations and 26,019 jewellers have taken the BIS registration, the official said.
 Maximum hallmarking centres are located in Maharashtra (123) followed by West Bengal (102), Tamil Nadu (100), Gujarat (74), Kerala (69), Karnataka (50), Andhra Pradesh (43), Rajasthan (42)and Delhi (41), the data showed.
 Since April 2000, the BIS is running a scheme to promote hallmarking of gold jewellery and as a result around 40 per cent of gold jewellery is being hallmarked currently.
 After announcing plans to make gold hallmarking mandatory, Consumer Affairs Minister Ram Vila's Paswan had said: "We are targeting to open hallmarking centres in all districts of the country and register all jewellers during this one year window."
 He had also said that a massive awareness campaign would be launched.
 India is the largest importer of gold, which mainly caters to the demand of the jewellery industry. In volume terms, the country imports 700-800 tonne of gold annually.
 According to the World Gold Council data, India's cumulative gold demand declined to 496.11 tonnes during the first nine months of 2019 from 523.9 tonnes in the year-ago period. The 2018 full-year gold demand stood at 760.4 tonnes.
 The cumulative gold import declined to 502.9 tonnes in the first nine months of 2019 from 587.3 tonnes in the corresponding period of the previous year. India's gold imports stood at 755.7 tonnes in 2018. LUX MR

No gold hallmarking centres in North-East & 5 UTs: official data

New Delhi, Nov 29 () Hallmarking of gold jewellery and artefacts will be made mandatory across the country from January 15, 2021 to ensure purity of the precious metal, Consumer Affairs Minister Ram Vilas Paswan announced on Friday.
A notification in this regard will be issued on January 15 next year and the decision will come into effect after a year, making it compulsory for all the jewellers to register with the Bureau of Indian Standards (BIS) and sell only hallmarked gold jewellery and artefacts.
Gold hallmarking is a purity certification of the precious metal and is voluntary in nature at present. The BIS is already running a hallmarking scheme for gold jewellery since April 2000 and around 40 per cent of gold jewellery is being hallmarked currently. 
"We are making hallmarking for gold jewellery and artefacts mandatory in the country. We will issue a notification on January 15 next year. One year period will be provided for implementation. From January 15, 2021, this will become mandatory," Paswan told reporters here. 
"Jewellers and retailers will be given one year time to exhaust their existing stocks," he added.
Paswan said the decision has been taken to protect consumers interest, mainly in small cities and villages, and ensure that they purchase pure gold jewellery.
"We are not touching gold jewellery lying with consumers," the minister clarified. Old jewellery is generally recycled by jewellers. 
The Bureau of Indian Standards (BIS) has formulated standards for hallmarking gold jewellery in three grades -- 14 carat, 18 carat and 22 carat. 
Paswan said the government may make it mandatory for retailers to display prices of these three quality grades at their shops. 
Asked about the penalty in case of violation, a senior BIS official explained that there is a provision for a fine of a minimum Rs 1 lakh and up to five times of the value of article as well as one year jail under the BIS Act passed last year.
At present, there are 877 assaying and hallmarking centres in 234 district locations and 26,019 jewellers have taken BIS registration. 
"We are targeting to open hallmarking centres in all districts of the country and register all jewellers during this one year window," he said, adding that a massive awareness campaign would be launched.
Paswan said the draft quality control order for mandatory hallmarking of gold jewellery and artefacts has been hosted on WTO website on October 10, 2019 for comments within 60 days. 
As per global trade rules of WTO, a member country has to notify a quality control order with the Geneva-based multilateral body and the process takes about two months time. Mandatory hallmarking for gold jewellery/artefacts from Jan 15, 2021: Paswan

New Delhi, Jan 14 () Jewellers can sell only hallmarked jewellery and artefacts made of 14, 18 and 22 carat gold from January 15, 2021 and violation of this will attract penalty and imprisonment of one year, Consumer Affairs Minister Ram Vilas Paswan said on Tuesday.
Jewellers have been given one year time to register with the Bureau of Indian Standards (BIS) and implement the mandatory hallmarking of gold jewellery to ensure purity of the precious metal, he told reporters.
Consumers have to watch out for four marks on hallmarked gold jewellery: BIS mark, purity in carat, assay centre's name and jewellers' identification mark.
A notification to make mandatory hallmarking of gold jewellery from January 15, 2021 will be issued on January 16 by the Consumer Affairs Ministry.
Gold hallmarking is a purity certification of the precious metal and is voluntary in nature at present. The BIS is already running a hallmarking scheme for gold jewellery since April 2000 and around 40 per cent of gold jewellery is being hallmarked currently.
"This will become mandatory from January 15, 2021. We will give one year time for implementation. Jewellers will be allowed to sell only 14, 18 and 22 carat gold jewellery," Paswan said.
Instead of ten grades earlier, hallmarked gold jewellery will now be available in three grades of 14 carat, 18 carat and 22 carat, he said.
At present, there are 892 assaying and hallmarking centres in 234 district locations, and 28,849 jewellers have taken BIS registration.
"We are targeting to open hallmarking centres in all districts of the country and register all jewellers during this one year window," he said, adding that a massive awareness campaign will be launched.
The minister also said that mandatory hallmarking will protect the public against lower caratage and ensure consumers do not get cheated while buying gold ornaments and get the purity as marked on the ornaments.
A senior BIS official H S Pasriche said penal action will be taken against jewellers for violation of mandatory hallmarking norm. The penalty would be Rs 1 lakh to five times of the value of the commodity and also one year imprisonment.
The government has not received comments on the draft quality control order for mandatory hallmarking of gold jewellery and artefacts that was hosted on WTO website on October 10, 2019.
As per global trade rules of WTO, a member country has to notify a quality control order with the Geneva-based multilateral body and the process takes about two months time.
