The Central government has invited expressions of interest (EoI) for the strategic sale of 26 per cent stake in Bharat Earth-Movers Ltd (<keyword id="6398500" type="DOMAIN" weightage="20" keywordseo="beml">BEML</keyword>). BEML is a '<keyword id="430465" type="COMPANY" weightage="20" keywordseo="miniratna">Miniratna</keyword>' Category-1 Public Sector Undertaking, under the administrative control of <keyword id="6369097" type="COMPANY" weightage="20" keywordseo="ministry-of-defence">Ministry of Defence</keyword>. The government currently holds 54.03 per cent stake in it. "Govt has issued the PIM/EOI for <keyword id="44532" type="PERSON" weightage="20" keywordseo="Disinvestment">disinvestment</keyword> of 26 per cent equity share capital of <keyword id="192683" type="DOMAIN" weightage="20" keywordseo="BEML-Ltd">BEML Ltd</keyword> along with transfer of management control. Disinvestment will be through a two stage competitive bidding process," said a tweet by the Twitter handle of the Secretary, Department of Investment and Public Asset Management. The Centre appointed SBI Capital Markets Ltd (SBICAP) as its transaction advisor to advise and manage the <keyword id="8182266" type="UNKNOWN" weightage="20" keywordseo="strategic-disinvestment-process">strategic disinvestment process</keyword>, BEML said in a regulatory filing. As per the Preliminary Information Memorandum (PIM), non-operational or surplus land assets will be hived-off and excluded it from the process of strategic disinvestment. Accordingly, these assets will not form a part of the transaction. If the process of hive-off is not completed before the completion of the strategic disinvestment process, then a suitable mechanism shall be formulated to ensure that the non-operational surplus land does not form part of the total assets of the company post disinvestment. Companies, LLPs and funds eligible to invest in India can participate in the disinvestment process. Regarding consortiums bidding for the PSU, each consortium is required to declare one 'lead member', who shall hold at least 51 per cent equity share capital of the SPV promoted or to be promoted by the members of the consortium for acquiring the GOI stake being divested in BEML. The minimum net worth of a company or a consortium required to submit EoIs is Rs 1,400 crore. The filing said that the disinvestment process is to be implemented through open competitive bidding route. Interested bidders who meet the requirements as per the preliminary information memorandum may submit their EOIs on or before 5 p.m. of March 1, 2021. New Delhi, Feb 11 () Public sector undertaking BEML on Tuesday reported a 90.8 per cent decline in consolidated profit at Rs 4.24 crore for the third quarter ended December 31, 2019 due to lower income. The company had posted consolidated profit of Rs 46.20 crore in the year-ago period, BEML said in a regulatory filing. The consolidated income of the company during October-December period dropped to Rs 699.15 crore, from over Rs 926.05 crore in the year-ago period, the filing said. BEML Ltd (formerly Bharat Earth Movers Ltd) was established as a public sector undertaking to manufacture rail coaches and spare parts and mining equipment at its Bengaluru complex. The government owns 54 per cent of the total equity capital of the company, while rest 46 per cent is held by public, financial institutions, foreign institutional investors, banks and employees. BEML serves country's core sectors like defence, rail, power, mining and infrastructure. The company operates under three major business verticals viz, mining and construction, defence and rail and metro. BEML Q3 profit plummets 91 pc to Rs 4 cr

	BEML, 54 percent owned by the government said its first quarter net loss narrowed to 74.9 crore rupees compared with 95.5 crore rupees in the same quarter a year ago. Sales during April-June rose 17 percent to 590 crores from 502 crore rupees.
 

	BEML said its finance costs fell 45 percent to 11.7 crores from 21.4 crore rupees in the same two periods.
 BEML fell 34 rupees, or 2.6 percent, to 1,337 crore rupees on the <keyword id="53581" type="CITY" weightage="100" keywordseo="NATIONAL-STOCK-EXCHANGE">National Stock Exchange</keyword> where 2.3 lakh shares were traded compared with a 5-day average of 1.54. lakhs BEML's market capitalisation has surged 140 percent in the last one year to 5,590 crore rupees on hopes of a rise in orders as the <keyword id="34412" type="ORGANIZATION" weightage="100" keywordseo="economy">economy</keyword> recovers from a slowdown. Bharat Earth Movers Ltd fell to one month low despite drop in quarterly losses

HSBC PMI (Purchasing Managers' Index) for the services sector is scheduled to be announced on Monday. "This week, all focus will be on the global markets as we are seeing the first major signs of weakness after a long period of stability. This will test the strength of the Indian market, which has remained resilient due to strong domestic liquidity and a better macroeconomic outlook despite global headwinds and valuation concerns," said Santosh Meena, Head of Research, Swastika Investmart Ltd. On the domestic front, the upcoming RBI's monetary policy announcement on August 8 will be important, Meena added. "The last batch of Q1 earnings will drive stock-specific movements. Additionally, institutional flows will play a crucial role in market dynamics," he said. Bharti Airtel, BEML, ONGC, NHPC, Life Insurance Corporation of India, and MRF would announce their earnings this week. "Going forward, the chances of further consolidation seem elevated due to premium valuations, weak Q1 results, and ongoing global market consolidation. The RBI policy meeting this week could provide some hints towards an outlook on rates, while expectations are to maintain the status quo as of now," Vinod Nair, Head of Research, Geojit Financial Services, said. Amid widespread selling pressure, the 30-share BSE Sensex plunged 885.60 points or 1.08 per cent to finish at 80,981.95 on Friday. The broader Nifty of NSE slipped 293.20 points or 1.17 per cent to end at 24,717.70. Movement of global oil benchmark Brent crude and rupee-dollar trend would also dictate trends in the market.

RBI interest rate decision, macroeconomic data and global trends the major factors driving market trends: Analysts

The <keyword id="47209" type="General" weightage="100" keywordseo="finance-ministry" source="Orion">Finance Ministry</keyword> will move ahead with the already-announced and planned privatisation of state-owned companies in the next fiscal, and the chances of the new addition to that list of CPSEs in the <keyword id="6358021" type="General" weightage="80" keywordseo="budget" source="Orion">Budget</keyword> for 2023-24 is unlikely, sources said. The disinvestment target outlined in the Budget for the next fiscal is likely to be a scaled-down and realistic one, as the budgeted PSU sell-off target is going to be missed for the fourth year in a row this fiscal. In the current fiscal, the government had budgeted to collect Rs 65,000 crore from disinvestment. However, so far, it has realised only Rs 31,106 crore by selling minority stakes in public sector companies. After tasting success in privatising loss-making Air India in 2021, the progress of PSU sell-off has not been very impressive over the past year, and experts say that with the general election around the corner in 2024, no major disinvestment announcement is expected in this Budget either. "The plan is to move ahead with the strategic sale of the companies for which the Cabinet approval is already in place," an official told PTI. This means that the government will go ahead with the privatisation of companies like Shipping Corporation of India, NMDC Steel Ltd, BEML, HLL Lifecare, Container Corporation of India and RINL or <keyword id="221747" type="General" weightage="50" keywordseo="vizag-steel" source="Orion">Vizag Steel</keyword>, as well as the big ticket IDBI Bank. Considering that strategic sale or privatisation takes at least a year, and in some cases even more, to conclude, a high budgeted disinvestment target may not be achievable. Nangia Andersen LLP, Partner- Government and Public Sector Advisory, Suraj Nangia said: "The privatization process often takes time, depending on the type of privatization and the economic, social, and political context, emphasizing the importance of a medium-term plan, a solid regulatory framework, and competitive markets". "A multi-year strategic plan for privatisation can be formulated to ensure there is a concrete timeline and a well-designed sequencing and strategy for privatisation," Nangia said. EY India, <keyword id="665532" type="General" weightage="80" keywordseo="associate-partner" source="Orion">Associate Partner</keyword>, Tax and Economic Policy Group, Rajnish <keyword id="6356160" type="General" weightage="80" keywordseo="gupta" source="Orion">Gupta</keyword> said the privatisation programme may see an uptick after the 2024 general elections. "Maybe this year's Budget is going to be a little muted and we may see announcements around disinvestment and sale of minority stakes. After 2024, we may see an acceleration in the privatisation programme again," Gupta said. In the past year, the government had called off a couple of strategic sales, including BPCL, due to a lack of investor interest. Experts feel that the private sector will be more keen on buying state-owned companies if their deal is sweetened with tax incentives and regulatory exemptions. Nangia said private sector participation is more likely to be successful when the required information is accurate, such as that of the operating performance, the condition of assets etc. "An important factor considered by investors as they decide on bidding in privatisation programme is a 'predictable regulatory environment and absence of undue administrative impediments to business in general'. Other relevant factors include sufficient and accessible resources, including the presence of relevant infrastructure and human capital, tax incentives, financial subsidies and regulatory exemptions," Nangia added. Other players in the fray include French railway major Alstom; Medha-Stadler consortium between Swiss railway rolling stock manufacturer <keyword id="6793633" type="General" weightage="50" keywordseo="stadler-rail" source="Orion">Stadler Rail</keyword> and Hyderabad-based Media Servo Drives; Siemens along with BEML, and Russian rolling stock manufacturer <keyword id="6632056" type="General" weightage="50" keywordseo="transmashholding" source="Orion">Transmashholding</keyword> (TMH) along with an Indian firm. Officials said while ₹ 26,000 crore is the upfront payment on the delivery of the trains, ₹ 32,000 crore will be paid to the winning bidder over a period of 35 years for the maintenance of these trains. The <keyword id="6355455" type="General" weightage="50" keywordseo="indian-railways" source="Orion">Indian Railways</keyword> is now evaluating technical bids for the contract. The financial bids will be opened in the next 45 days. According to the tender document, the successful bidder has to produce a prototype of the sleeper class for Vande Bharat trains within 24 months. The Indian Railways is targeting to roll out the first sleeper version of Vande Bharat train by the first quarter of 2024. Till now, the railways has awarded contracts for manufacture of 102 Vande Bharat trains which are all chair car. The Vande Bharat trains are expected to be a big upgrade from the premium Rajdhani Express service. The sleeper class-version of these trains will be run on the routes to cover overnight rail journey like New Delhi-Patna, New Delhi-Lucknow and others. After four years of intensive work and planning, country's first and the second Vande Bharat trains as electric multiple units at semi-high speed, were flagged off by Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> in 2019 on the New Delhi-Varanasi and New Delhi-Katra in J&amp;K routes. The first VB train was flagged on the New Delhi-Varanasi route and the second one was on New Dehi-Katra route to provide fast rail transportation from the national capital to these pilgrim cities. The railway ministry is also working towards exporting these trains by 2026 to cover the international markets of South Africa and European countries. Punjab National Bank India’s second-largest lender Punjab National Bank hiked its repo-linked lending rate (RLLR) by 15 basis points (bps) to 6.80 per cent. 100 basis points make 1%. Bharat Earth Movers Ltd and Tata Power The Indian defence ministry sealed a deal with domestic defence majors to procure Pinaka rocket launchers for six Army regiments at the cost of ₹2,580 crore. 73,537 receive COVID-19 vaccine in Beijing in two days since inoculation

New Delhi, Apr 28 () Defence Minister Rajnath Singh on Tuesday directed the Defence Public Sector Units (DPSUs) and Ordnance Factory Board (OFB) to prepare contingency plans for resumption of operations after the coronavirus lockdown is over. According to a press release by the Defence Ministry, Singh on Tuesday reviewed the contribution as well as future plans of the DPSUs and the OFB, through a video conference, in fighting COVID-19. "Raksha Mantri directed them to prepare contingency plans for resumption of operations after the lifting of lockdown to compensate for the lost working time to the extent possible and ramp up production," the release said. India has been under a lockdown since March 25 to curb the spread of the novel coronavirus, which has infected around 29,800 people and killed more than 900 people in the country till now. Referring to Prime Minister Shri Narendra Modi's plans to revive the economy post-lockdown, Singh said, according to the Defence Ministry, the DPSUs along with private defence industry could play a major role in the economic revival. Singh appreciated the innovative skills displayed by the DPSUs in devising manufacture of new products to fight COVID-19 and also their assistance rendered to the local administration in several forms, the press release noted. The ministry stated senior officials of the OFB, the Bharat Electronics Limited (BEL), the Hindustan Aeronautics Limited (HALD), Bharat Earth Movers Ltd (BEML), Garden Reach Shipbuilders &amp; amp; Engineers Ltd (GRSE), Hindustan Shipyard Ltd. (HSL) and Midhani Mishradhatu Nigam Ltd (MIDHANI) were presented in the video conference meeting. "Several units of the OFB and the DPSUs, which are located in non-red zones, have already started operations. Almost all DPSUs have made contingency plans to ramp up production after the lockdown is lifted by drawing up plans to work in three shifts and extending the work days from five to six days a week," the ministry noted. Work will be carried out by observing social distancing and other relevant health guidelines, the ministry stated. After nosediving over 3,204.30 points during the day, the BSE's benchmark Sensex settled 2,919.26 points or 8.18 per cent lower at 32,778.14 as the coronavirus pandemic wreaked havoc on global markets. "Recession fears increased after WHO declared coronavirus a pandemic which forced investors to sell-off risky assets. Fresh travel bans across nations is contributing to the fears that economic impact will be much larger than earlier estimates," said Vinod Nair, Head of Research at Geojit Financial Services. Apart from RIL, TCS and HDFC Bank, shares of Hero MotoCorp, GAIL, ACC, ABB, BEML, Glenmark Pharmaceuticals and Gillette, also featured among those that touched their 52-week low levels on BSE.
