New Delhi, Ahead of the Budget 2021, the government has hinted at rationalization of various taxes in the <keyword id="45911" type="PERSON" weightage="20" keywordseo="Aviation-sector">aviation sector</keyword>, which is among the hardest hit by the Covid-19 induced economic meltdown. "We are working on a long-term plan to help the sector by rationalizing various taxes. We are looking forward to make the ecosystem smarter and more efficient to make the <keyword id="31907" type="COMPANY" weightage="20" keywordseo="Aviation">aviation</keyword> sector sustainable," said Usha Padhee, Joint Secretary, Ministry of Civil Aviation. Addressing a webinar on "Connecting the Dots-Recovery of aviation, tourism and hospitality" on Friday, she underscored the need for the sector to be geared for any challenges and said that policy rejig will also help it in the long run, if it is hit by a similar crisis in the future. The webinar was organised by Women in Aviation International - India Chapter. Highlighting the success of Udan scheme, she further added: "Though the pandemic has adversely impacted the aviation and allied sectors, yet we have managed to take steps towards recovery. We are systematically opening the air space for operations and the air bubbles have helped aviation sector to get 60% capacity of domestic sector back." She added that great solutions are borne out of crisis while delving into the fact how the industry has fast adapted to technology and transformed digitally. "The crisis has led to digital transformation for the aviation sector. Now we have 100% web check-ins and various technology driven solutions have been adopted to offer touchless experience to passengers," she quipped. Pre-Covid forecasts indicated that in 2036 aviation industry will provide 98 million jobs and generate $5.7 trillion in GDP. Post Covid, the situation has reversed completely throwing the industry in a state of flux. All commercial activities are now dependent on the recovery of aviation, tourism and hospitality industry. Various Taxes may rationalize in Aviation Sector in Budget 2021

The government is finally looking into ports and the civil aviation sector like it should have five years ago. 
 
"We are planning to develop new green ports in eastern and western areas of the country and would allocate Rs. 800 crores," said Arun Jaitley. 
 
The government plans to revive 160 airports with an initial allocation of Rs. 50-100 crores. It would work with state governments to do so. 
 
Jaitley also said that 10 out of the 25 non-functional airstrip would also be developed.

Government to revive 160 airports to boost civil aviation sector

New Delhi, May 16 () The government's announcements for civil aviation sector breathe some life into the coronavirus pandemic-hit sector and will provide overall positive sentiment, experts said on Saturday, even as some of them emphasised the need for support for airlines. On Saturday, Finance Minister Nirmala Sitharaman announced plans for managing airspace efficiently, making the country a MRO (Maintenance Repair and Overhaul) hub, and auctioning of six more airports on PPP model. GMR Group Chairman G M Rao said India is leading the growth of civil aviation sector globally and is generating significant economic impact. According to him, rationalising Indian airspace is a significant step that would benefit not only the entire sector but also bring down travel time for passengers. Privatising six new airports under public-private partnership (PPP) model would generate significant economic effect and would lead to creation of new jobs. "Likewise, tax incentives for the MRO sector will not only bring foreign investment into India and impact the economics of the airlines but will also open up new opportunities for youth to build careers. The investments being made in airports, privatised in the first two phases, are already leading to enhanced job creation in both aero and non-aero areas," he said. GMR Group manages two airports -- Delhi and Hyderabad -- through PPP model. Welcoming the announcements, GVK Group founder and Chairman G V K Reddy said the move to have PPP model for six more airports would provide the Airports Authority of India (AAI) resources to develop smaller airports across the country. "The plans to make India a global MRO hub will ensure savings of precious foreign exchange and enable Indian airlines to get their aircraft serviced locally," he said. GVK Group manages Mumbai airport through PPP model. Consultancy EY India's Transaction Partner Kuljit Singh said the announcements are good initial first steps and this might be followed by a second phase of reforms package. "... the second phase may need to have more reforms in taxes on fuel, subvention for airport charges, government guarantees for additional unsecured borrowings of private airlines etc," he noted. Law firm Cyril Amarchand Mangaldas' Partner Ajay Sawhney said that today's announcement breathe some life into the pandemic-hit civil aviation sector, but no mention of bailouts on an immediate basis may attract mixed response from the industry. "Though, easing curbs on airspace would certainly bring in long term efficiency, and on an immediate basis some relief to the airlines, but a more meaningful intervention may be required if the aviation sector is not on the recovery path soon," he noted. Travel portal EaseMyTrip.com Chairman and CEO Nishant Pitti said the announcements would definitely provide positive sentiments for the industry overall. "In addition for industry to withstand the recovery period, government will need to support the backbone, airlines, in these turbulent times through tax relief or relaxation in multiple charges paid by airlines to reduce their costs," Pitti said. Vasudevan S, Partner (Infrastructure Government and Healthcare) at consultancy KPMG in India said the aviation sector is the hardest hit because of the global pandemic with an estimated USD 500 billion loss in airline and airport revenues in FY20. Airport PPP transactions will help unlock value for AAI and state governments, given current investor interest and long-term potential of the Indian market. "Rationalising the MRO tax structure has been a long pending demand of the industry and it is good to see that happening finally, but more needs to be done to create a level playing field, attract foreign investment and make it profitable," he noted. Care Ratings Chief Economist Madan Sabnavis said aviation sector has incentives as six airports would have PPP model, but the "question is who will invest now when future of airlines is uncertain". Govt measures will provide positive sentiment for civil aviation sector: Experts

New Delhi, Nov 17 () With strong fundamentals, India's civil aviation sector is in its "golden age" and there is also healthy competition among domestic carriers, IndiGo CEO Ronojoy Dutta has said.
 Interestingly, the country's civil aviation sector has been experiencing lower growth in traffic compared to previous years and there has also been softness in fares in October, according to industry experts.
 The traffic grew just 1.18 per cent in September, as per the latest available official data.
 IndiGo, owned by InterGlobe Aviation, is the country's largest airline with a market share of 48.2 per cent in September.
 While acknowledging that there are problems, including high taxes on jet fuel, Dutta said there are huge opportunities going forward.
 "We are in the golden age of Indian aviation and there are huge opportunities going forward... There are always problems, there are always issues and economic cycles. (But) The fundamentals are strong," he told in an interview.
 According to him, tax on aviation turbine fuel (ATF) is 30 per cent higher than rest of the world.
 Bringing ATF under the Goods and Services Tax (GST) has been a long pending demand of the airline industry.
 "Then there are throughput charges for which we should be getting credit for taxes paid," he added.
 IndiGo has been aggressively expanding its operations and has started 11 overseas routes in the last one year. Recently, it placed an order for 300 more planes from Airbus and is also considering wide-body aircraft for long haul routes.
 On whether there is healthy competition among local carriers, Dutta replied in the affirmative.
 "We have a commonality of interests. Airlines around the world have commonality (of interests). It extends to ATF taxes, infrastructure issues. In terms of who gets which rights and who flies where, it is all fierce competition," he noted.
 He also made it clear that there are no plans for a loyalty programme for passengers.
 "We have studied it. We have rejected that option... It is too expensive. We are a low cost carrier and we have to keep our costs low," Dutta said.
 When asked whether passenger volumes could balance the costs arising out of a loyalty programme, the IndiGo chief replied in the negative.
 "We have the volumes already. The question is will the incremental volumes pay for it. Given the cost, the incremental volumes do not pay it," he noted.

'Golden age' for Indian aviation sector; fundamentals strong: IndiGo chief

Crossing the 10% mark for the first time, Wadia Group-promoted <keyword id="6356167" type="COMPANY" weightage="100" keywordseo="GoAir">GoAir</keyword> achieved 10.1% market share in June. This was fuelled by the growth in the number of passengers, which went up by 29.1% as compared to the corresponding period last year. 
 
"The results are a consequence of deploying additional capacity in metro to non-metro routes, where growth has been consistently strong. We have now more than 70% of our capacity deployed on such routes with Srinagar, Pune, Goa, Nagpur and Patna being the strongest non-metro catchment areas," GoAir CEO Giorgio De Roni said. 
 
The airline has recorded a positive growth in the market share for three successive months, the airline said.

New Delhi, Jan 31 () Indian aviation sector "re-established" its resilience this fiscal despite a large airline suspending operations and the government has been providing a congenial environment so that airlines can have more than 1,200 planes by 2023-24, according to the Economic Survey.
 India is the world's third largest domestic market for civil aviation and has 136 Airports Authority of India (AAI)-managed airports as well as six aerodromes under public private partnerships, it said.
In recent times, domestic traffic growth had faced headwinds.
The Survey for 2019-20, tabled in Parliament on Friday, also said airlines operators in the country have scaled up their aircraft seat capacity from an estimated 0.07 annual seats per capita in 2013 to 0.12 in 2018.
 "Indian aviation re-established its resilience in the year 2019-20. Despite a large airline suspending operations on April 17, 2019, the sector swiftly sprung back to fill the void created in passenger and air cargo capacity," it said.
 After flying for more than 25 years, full-service carrier Jet Airways shuttered operations in April last year as it ran out of funds. The closure had a significant impact in the sector, including lower capacity to meet higher passenger demand.
 To ease the strain on existing airport capacities, 100 more are to be made operational by FY 2023-24. Besides using 46 idle airstrips, 16 private greenfield airports, 15 AAI airports, 31 heliports, and 12 waterdromes would also be developed, as per the Survey.
 As many as five new airports, including at Kannur in Kerala and Shirdi in Maharashtra, were operationalised this fiscal.
 "To continue with the high growth trajectory, the government has been providing a congenial environment so that the Indian carriers double their fleet from about 680 aircraft at the close of November 2019 to over 1,200 by FY 2023-24," the Survey said.
 The fleet refers to those of scheduled airlines.
 According to the Survey, high growth would continue by way of easing leasing and financing from Indian shores, efficient use of air traffic rights, encouraging domestic and international passenger and goods transfers, and rationalising the tax regime.
 "Capacity utilisation is also being augmented by way of automation at airports. Overall objective is to meet the growing demand and set global best practices and performance quality standards," it added. RAM RAM ANU

(Eds: Adds inputs on labour sector) New Delhi, May 1 () Amid the COVID-19 pandemic and the resultant lockdown, Prime Minister Narendra Modi on Friday deliberated on how the labour force can propel India's growth and reviewed the performance of the aviation and power sectors, with a focus on reducing costs and making them more efficient. "We discussed ways through which this (labour) sector can power India's growth," the prime minister tweeted. He said deliberations were held on labour welfare during the meeting. The migrant labourers are one of the most hard hit segments during the coronavirus-induced lockdown as they had been out of jobs. The meeting came in a day when trains were run to carry them to their home states. Reviewing the power sector, the prime minister underlined its importance in propelling the economy. The need for an effective enforcement of contracts to attract private investment was also discussed. At the review of the civil aviation sector, it was decided that the country's air space should be effectively used in a manner that the flying time for travellers is reduced and airlines save costs. The meet also reviewed the strategies that could help make India's civil aviation sector more efficient. "For generation of more revenue as well as to bring in more efficiency at the airports, the Ministry of Civil Aviation has been asked to expedite the process of handing over of six more airports on PPP basis by commencing the tender process within three months," a statement said. The civil aviation sector meeting, which was attended by Home Minister Amit Shah, Finance Minister Nirmala Sitharaman and Civil Aviation Minister Hardeep Singh Puri among others, also reviewed the e-DGCA project, aimed at bringing in more transparency in the Directorate General of Civil Aviation's office and helping all stakeholders by reducing the processing time for various licences and permissions. "It was also decided that all reform initiatives taken by the Ministry of Civil Aviation and the organisations under it should proceed in a time-bound manner," the statement said. Later, in a tweet, Modi said aspects relating to the aviation sector were reviewed at the meeting. "This includes ways to make airports more efficient and integrating the sector with latest technological advancements," he said. The civil aviation sector has been severely hit by the coronavirus pandemic, which has forced governments around the world to impose restrictions on the movement of people and virtually shut flight operations. Reviewing the power sector, Modi asked officials to work towards ensuring round-the-clock supply of electricity to all consumers. At the meeting on the power sector and the impact of COVID-19 on it, the prime minister also discussed various long-term reforms for enhancing the sustainability, resilience, and efficiency of the sector. Measures to improve the viability of distribution companies, including tariff rationalisation and a timely release of subsidies, along with an improved governance, were discussed as well, a statement said. Taking to Twitter, the prime minister said, "The focus is on enhancing sustainability, resilience and improving efficiency." The statement said the discussions included measures regarding ease of doing business, propagation of renewables, flexibility in the supply of coal, the role of public-private partnerships and boosting investment in the power sector. The meeting was attended by the home minister, finance minister and Minister of State for Power, Skill and New and Renewable Energy R K Singh, the statement said. The prime minister also reviewed the education sectorin which special emphasis was given on the use of technology in the education sector and enhancing learning and adapting by the use of technology such as on-line classes, education portal and class-wise broadcast on dedicated education channels. Several educational institutions have used on-line tools to help students with their syllabus during the coronavirus-induced lockdown which has now been extended for two more weeks beginning May 4. Modi had held a series of meetings on Thursday to discuss strategies to attract foreign investment, promote local manufacturing and boost the economy that has been hit hard by the COVID-19 pandemic and the nationwide lockdown to curb its spread. He had reviewed the state of investments, the defence and aerospace sector, and the mine and minerals sector. The government had first imposed a 21-day nationwide lockdown beginning March 25 and later extended it till May 3. The lockdown shut businesses, stopped air and rail travel, and restricted the movement of people and goods. The near-complete halt in economic activity may result in the country seeing a contraction in the GDP growth rate in the April-June quarter, some analysts have predicted. In late March, the government had announced a Rs 1.7-lakh crore stimulus package comprising free foodgrains and cooking gas to the poor and cash doles to poor women and elderly people. A second package, aimed at industries, particularly the small and medium enterprises that have been hit hard by the lockdown, is said to be in the works and is likely to be announced shortly. Amid coronavirus crisis, PM deliberates on sector-wise measures to boost growth

The losses have been mounting as fuel prices have shot up and the rupee has plummeted. This hasn’t been counterbalanced by an equivalent rise in airfare owing to heavy competition in the industry. In fact, according to CAPA, a consultancy, domestic <keyword id="44023" type="ORGANIZATION" weightage="20" keywordseo="airlines">airlines</keyword> are set to lose nearly $2 billion in 2018-19 owing to rising fuel costs. Aviation turbine fuel had been charged an excise duty <a href="https://www.livemint.com/Politics/TPhLGiz3cRxOmABTYZyuqM/Air-India-plans-hedging-fuel-costs-up-to-25.html">of 8%</a> as recently as a few years ago However, the government decided to hike the duty to 14% in 2016 as its tax revenues were declining amid a freefall in global oil prices. While it is envisioned as a boost for the sector, the recent excise duty cut can also be seen as a ploy by the current government to curry favour ahead of important state elections in Rajasthan and Madhya Pradesh by keeping airfare at manageable levels. However, the cut might not be as effective as intended. It will be offset by the recent imposition of a basic customs duty of 5% on aviation turbine fuel. At the end of September, the Indian government hiked import duties on 19 products in a bid to reduce its growing trade deficit. So in essence,unless state governments reduce the VAT on jet fuel, the duties will just cancel each other out, resulting in a zero-sum game.

India gives its airlines a breather by cutting duties on jet fuel

New Delhi, <keyword id="175577" type="General" weightage="20" keywordseo="commercial-pilot-license" source="Orion">Commercial pilot license</keyword>s will now be valid for ten years, with the government amending rules as part of efforts to further improve ease of doing business in the aviation sector. Till now, the validity of Commercial Pilot License (CPL) was for five years and after completion of that period, it had to be renewed. The civil aviation ministry amended the Aircraft Rules, 1937. Among various changes made, the validity of licenses in relation to Airline Transport Pilot License (ATPL) and CPL holders has been increased from five years to ten years. "This change is expected to reduce administrative burden on pilots and aviation authorities like DGCA, promoting a more streamlined and efficient licensing process," the ministry said in a statement on Monday. Besides, rules have been amended to address concerns related to the display of lights in the vicinity of an aerodrome. It has also been clarified that the term 'light' encompasses lantern lights, wish kites, and laser lights. Also, the government's jurisdiction over those exhibiting such lights has been extended from 5 kilometres to 5 nautical miles around an aerodrome. "It is made explicit that the government possesses the authority to take action against individuals displaying lights that disrupt the safe operation of aircraft or pose hazards to the operating crew. "Should such lights remain unattended for 24 hours, the government is empowered to enter the location and extinguish them," the ministry said. Simultaneously, the matter should be reported to the relevant police station for legal action under the Indian Penal Code (IPC). When the source of the observed light is unidentifiable or if it shifts locations, the airport or airline operator is obligated to promptly report the incident to the local police station, initiating potential criminal proceedings. Another amendment is that the requirement for validation of foreign licenses has been removed. "This change signifies aligning the regulations with the evolving needs of the aviation sector," the ministry said. Further, the requirements related to continued competence for <keyword id="6414849" type="General" weightage="80" keywordseo="air-traffic-controller" source="Orion">Air Traffic Controller</keyword> (ATC) license holders have been liberalised. According to the ministry, this change offers increased flexibility to accommodate situations with limited movements or watch hours. ATC license holders must complete a minimum of ten hours of simulated exercises, including emergencies. Subsequently, they must undergo a skill assessment for their respective rating within ten consecutive days of commencing these exercises, it said. The ministry said the amendments to the Aircraft Rules, 1937, notified on October 10, mark a crucial shift in promoting ease of doing business and ensuring safety and security within the aviation sector. India is one of the fastest growing aviation markets in the world. Airlines are expanding their aircraft fleet and will be hiring more pilots to cater to rising air traffic demand.

Govt amends aircraft rules; commercial pilot licenses to be valid for 10 years

The minister has said that the <keyword id="6541836" type="ORGANIZATION" weightage="80" keywordseo="Public-Sector">public sector</keyword> does have a place in the overall growth of the airlines industry, suggesting that he is against the central government’s idea of privatising <keyword id="188130" type="UNKNOWN" weightage="80" keywordseo="cash-strapped">cash-strapped</keyword> <keyword id="2573" type="CITY" weightage="80" keywordseo="Air-India">Air India</keyword> despite its huge losses and debt. 

	"Just because a company belongs to the public sector, one should not be against it. But it has to perform,” said Raju. "We will do our best to ensure that passenger rights are not violated," he added.
 

	The minister said he is committed to increasing air connectivity as the poor air network in the country is a major concern. Raju also promised to take steps to create a level playing field for all players in this sector.
 

	On whether he would allow more foreign players in the aviation sector, Raju said, "We have to be of use to them without being detrimental to us."
 The issues raised in the media and the <keyword id="6354721" type="ORGANIZATION" weightage="80" keywordseo="parliament">Parliament</keyword> from time to time would be addressed in right earnest, he added. 

	The minister asserted that he would not sweep issues under the carpet.
