Assam Chief Minister <keyword id="19952756" type="General" weightage="20" keywordseo="Himanta-Biswa-Sarma" source="keywords">Himanta Biswa Sarma</keyword> has expressed his gratitude towards the Assembly Speaker Biswajit Daimary for the decision that he said has been taken to prioritise the productivity of the assembly. "By doing away with the 2-hour Jumma break, <keyword id="20697861" type="General" weightage="20" keywordseo="Assam-Assembly" source="keywords">Assam Assembly</keyword> has prioritised productivity and shed another vestige of colonial baggage. This practice was introduced by Muslim League's Syed Saadulla in 1937. My gratitude to Speaker Biswajit Daimary and our legislators for this historical decision," Sarma said in a post on X. According to the previous rule, the sitting of the Assembly on Friday used to be adjourned at 11 am to facilitate Muslim members to go for <keyword id="22977239" type="General" weightage="20" keywordseo="namaaz" source="keywords">namaaz</keyword>, but, as per the new rule, the Assembly will conduct its proceedings without any adjournment for religious purposes. As per the amended rule, Assam assembly will commence its proceedings at 9:30am every day, including Fridays. The order stated that the amendment was done to scrap the <keyword id="22977237" type="General" weightage="20" keywordseo="colonial-practice" source="keywords">colonial practice</keyword> which aimed at dividing the society on a <keyword id="22977238" type="General" weightage="20" keywordseo="religious-basis" source="keywords">religious basis</keyword>. As per the order, the proposal was first presented to the Rules Committee headed by Biswajit Daimary, Speaker of the Assembly, which unanimously agreed to drop this rule. The official order reads, "Since the creation of the Assam Legislative Assembly, the sitting of the Assembly on Friday used to be adjourned at 11 am to facilitate Muslim members to go for namaaz. The Assembly used to resume its proceedings in the post-lunch session after the Muslim members had come back from the namaaz. On all other days, the House used to conduct its proceedings without any such adjournment for religious purposes." It further read, "Biswajit Daimary, Hon'ble Speaker took note of this matter and in view of the secular nature of the Constitution, proposed that the Assam Legislative Assembly must conduct its proceedings on Fridays like any other day without any adjournment to facilitate Muslim members to go for namaaz. "Accordingly, the proposal to do away with this rule in the Rules of Procedure of the Assembly was placed before the Rules Committee headed by the Hon'ble Speaker. The Rules Committee unanimously agreed to drop this rule. Accordingly, today, the House adopted a motion to amend this rule so as to provide for sitting of the House for conduct of its proceedings on Fridays like any other day. So, today history has been created by doing away with this colonial practice which was aimed at dividing the society on religious basis."

Assam polls: BJP-led NDA won 77 seats while Congress won in 47 places

The terms of the legislative assemblies of Goa, Manipur, Punjab and Uttarakhand are coming to an end in March 2022, while the term of the Uttar Pradesh legislative assembly is scheduled to end in May. Some Rajya Sabha bypolls and biennial legislative council elections were also deferred due to the second wave of the pandemic. "As you are aware that the second wave of COVID-19 is also receding and the numbers (of infections) are quite less. We have done elections in Bihar during the pandemic, we have done elections in four states and one UT. We have experience... We have learned various experiences on how to hold polls during the pandemic also," he said. "I am very much sure that with the receding pandemic now, and I wish the pandemic is over soon, we will absolutely be in a position to hold elections next year which are scheduled in five states on time, as per the schedule," Chandra said. While Uttar Pradesh, Uttarakhand, Goa and Manipur have BJP-led governments, Punjab has a Congress government. The number of polling stations had increased by nearly 80,000 in the four states and one Union Territory due to the distancing norms as a lesser number of voters were allowed per polling station. The same principles were adopted in elections to West Bengal, <keyword id="6354915" type="PERSON" weightage="20" keywordseo="assam">Assam</keyword>, <keyword id="20154" type="PERSON" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, <keyword id="28504" type="LOCATION" weightage="20" keywordseo="Kerala">Kerala</keyword> and Puducherry. However, after it found that Covid safety norms were being flouted in West Bengal during campaigning, the Election Commission had banned roadshows and vehicle rallies in the state and capped the maximum permissible number of people at public meetings at 500. The decision was taken when the last few phases of polls in West Bengal were still to be held. The EC had said at that time that it was noting "with anguish" that many political parties and candidates were still not adhering to the prescribed safety norms during the public gatherings. The Commission had also banned victory processions during and after counting of votes. <keyword id="14264235" type="General" weightage="20" keywordseo="rebel-shiv-sena" source="Orion">Rebel Shiv Sena</keyword> MLA Sanjay Shirsat has written a letter to Maharashtra Chief Minister <keyword id="53973" type="General" weightage="20" keywordseo="uddhav-thackeray" source="Orion">Uddhav Thackeray</keyword>, claiming that state minister <keyword id="193503" type="General" weightage="20" keywordseo="eknath-shinde" source="Orion">Eknath Shinde</keyword> took the step of going against the party leadership as Sena MLAs, who faced "humilitation" for the last two-and-a-half years, persuaded him to do so. While the <keyword id="6358821" type="General" weightage="20" keywordseo="shiv-sena" source="Orion">Shiv Sena</keyword> legislators had no access to the chief minister, the Congress and NCP, which are the "real opponents" of the Sena, were getting all the attention, he claimed in the letter, dated June 22. The Sena shares power with the NCP and Congress in Maharashtra. Shirsat, the MLA from Aurangabad (West) Assembly constituency, in the letter claimed that despite the Shiv Sena being in power and having its own chief minister, the coterie around Thackeray never allowed them access to 'Varsha', the CM's official residence. There was no question of going to 'Mantralaya', the state secretariat, because the chief minister never came there, he said. The letter was posted by Shinde on his Twitter handle, claiming these were the sentiments of the Sena MLAs. Shinde is currently camping with some rebel MLAs in Assam's Guwahati city, plunging the Sena-led Maharashtra government into a crisis. In the letter, Shirsat said Eknath Shinde opened doors for the party MLAs to listen to their grievances, issues about development work in their constituencies and related fund, and problems with allies Congress and NCP. "Only Shinde heard us out and took steps to resolve all the problems. The party MLAs persuaded Shinde to take this step (of revolt) for the rights of all the legislators," Shirsat said in the letter. While the Shiv Sena legislators had no access to the chief minister, the Congress and NCP, which are the "real opponents" of the Shiv Sena, were getting all the attention, he claimed. "The Shiv Sena votes did not split in the Rajya Sabha polls, then why so much distrust in us for the Legislative Council polls?" he asked. The Shiv Sena-led tripartite Maha Vikas Aghadi (MVA) in Maharashtra was trumped by the BJP in the Rajya Sabha polls to six seats from the state on June 10, when the Sena's second candidate, Sanjay Pawar, lost to BJP's Dhananjay Mahadik. In the MLC polls to 10 seats held on June 20, the MVA again suffered a setback when it lost one out of the six seats it contested. The opposition BJP in the state won all the five seats which it had contested. Maharashtra Chief Minister Uddhav Thackeray on Wednesday night moved out of his official residence 'Varsha' in south Mumbai and shifted to Matoshree, the Thackeray family's private bungalow in suburban Bandra, amid high drama, as the Shiv Sena asserted he will not resign in the wake of rebellion by Shinde. Referring to the show of strength by Shiv Sainiks at 'Varsha' on Wednesday, Shirsat in the letter said, ''The doors of Varsha opened for the common people in the real sense yesterday. These doors were closed for us despite being the Shiv Sena MLAs." "The cotorie around you never allowed us access to you. Whenever we got a call from 'Varsha' that you would like to meet us, we were made to wait for several hours by your cotorie. They never took our calls...why should we be humiliated like this despite being elected by three to four lakh people?" the legislator sought to know. Shirsat also said the party MLAs were not allowed to accompany Maharashtra cabinet minister Aaditya Thackeray (the CM's son) to Ayodhya (in Uttar Pradesh during his visit on June 15). ''Aren't Hindutva, Ram Mandir, Ayodhya Shiv Sena's core issues? Then why we were stopped from accompanying Aaditya Thackeray to Ayodhya?" he asked. The legislator further said he had checked in his luggage at the airport when he was told that the CM has said no MLA will accompany Aaditya Thackeray (on his Ayodhya visit). "The Shiv Sainiks at the grassroot would question us as to how our real opponents Congress and NCP get access to you and to the development funds despite the chief minister being ours," Shirsat said. Maha crisis: Rebel Sena MLA writes letter to CM about the 'humiliation' they faced

Ruling Telangana Rashtra Samithi (<keyword id="43749" type="COMPANY" weightage="20" keywordseo="TRS">TRS</keyword>) has consolidated its position in the Nagarjuna Sagar Assembly constituency, the counting trend showed on Sunday. After 11 rounds of counting, <keyword id="11074436" type="UNKNOWN" weightage="20" keywordseo="nomula-bhagat">Nomula Bhagat</keyword> of the TRS was leading by 9,034 votes over his nearest rival K. Jana Reddy of the <keyword id="1571" type="COMPANY" weightage="20" keywordseo="Congress-party">Congress party</keyword>. The TRS candidate polled 38,924 votes while Jana Reddy secured 29,890 votes. Counting of votes polled in the April 17 bypoll began Sunday morning. The counting was taking place in two large halls, each with seven tables. About 400 officials were involved in counting and related activity. Officials expect the counting to be completed in 25 rounds. The constituency had witnessed 86.18 per cent polling on April 17 despite the Covid-19 surge. Out of the 2.20 lakh voters, 1.89 lakh had cast their votes. As many as 41 candidates, including three women, contested the bypoll, which was necessitated due to the death of sitting legislator Nomula <keyword id="240868" type="COMPANY" weightage="20" keywordseo="Narasimhaiah">Narasimhaiah</keyword> of the TRS. The ruling party fielded Narasimhaiah's son Nomula Bhagat, a debutant who took on veteran <keyword id="1575" type="COMPANY" weightage="20" keywordseo="Congress">Congress</keyword> leader and seven-time MLA Jana Reddy. In 2018, Nomula Narasimhaiah had won the seat by defeating Jana Reddy of the Congress by about 8,000 votes. Nomula polled 83,655 votes while Jana Reddy had garnered 75,884 votes. BJP's K. Niveditha Reddy had polled only 2,675 votes. The TRS had polled 46.34 per cent votes while the Congress secured 42.04 per cent vote and the BJP could get only 1.48 per cent votes. Ranging from Article 371-A to Article 371-J, this Article gives special provisions for the states of Maharashtra, Gujarat, Nagaland, Assam, Manipur, Andhra Pradesh, Sikkim, Mizoram, Arunachal Pradesh, Goa and Karnataka. The main objectives behind the Article 371 granting special provisions to some states are to meet the unique needs of the backward regions of these states, protect the economic and cultural interests of these regions, combat the local challenges and protect the customary laws in these regions. Article 371 – Provision for Gujarat and Maharashtra This article provides special powers to the governors of Gujarat and Maharashtra to create independent development boards for Vidarbha, Marathwada and the rest of Maharashtra and Saurashtra, Kutch and the rest of Gujarat. It gives room to provide more facilities for employment opportunities, vocational and technical education in the state. Article 371-B – Special provisions for Assam This article empowers the President to include a committee of the elected tribal representatives of the Assam Legislative Assembly for the constitution. Article 371-C – Special provisions for Manipur It provides for creating a committee for the constitution and functions of the legislative assembly with the members elected from the hilly regions of the state. The governor will have the responsibility to secure the powers of this committee and the central government can instruct the state government on the administration of the hilly areas. Article 371-D – Special Provisions for Andhra Pradesh The President can provide equal opportunities for the local populace in public education and employment. The President can ask the state to create an administrative tribunal to solve all the disputes with regard to appointments and promotions to civil posts in the state. Via Article 371-E, a Central University was established in Andhra Pradesh. Article 371–G – Provisions for Mizoram This article says without the consent of the State Legislative Assembly, the Parliament cannot decide on the matters of the religious and social practices of the Mizos, civil and criminal law of the land, land ownership transfer, and customary law procedures. Article 371-H – Special provisions for Arunachal Pradesh This article gives special powers to the Governor of Arunachal Pradesh, on the directions from the President with regard to the law and order in the state. Though the Governor will consult the Council of Ministers, the governor’s decision will be final. Only when the President directs, the special powers of the Governor can cease. Article 371-I – Special provision for Goa As per this article, the State Legislative Assembly of Goa will consist of not less than 30 members. Article 371-J – Special provisions for Karnataka This Article gives room for some special provisions to the Hyderabad-Karnataka region. The President gives special responsibilities to the Governor of Karnataka to create a separate board to develop the Hyderabad-Karnataka regions. Every year, a report regarding the working of this board will be presented before the State Legislative Assembly. Equitable funds must be allotted for developing these regions. There will be reservation of seats for the education and vocational training of the students from this region besides reservation in the jobs with the state government for persons hailing from this region.

On 13 September, <keyword id="245445" type="PERSON" weightage="20" keywordseo="Ranjan-Gogoi">Ranjan Gogoi</keyword>, was appointed the Chief of Justice of India (<keyword id="6363345" type="UNKNOWN" weightage="20" keywordseo="cji">CJI</keyword>), succeeding <keyword id="6355251" type="PERSON" weightage="20" keywordseo="dipak-misra">Dipak Misra</keyword>. The moment was historic. Gogoi is the first CJI from the Northeast of India. He is also stepping into Misra’s shoes ahead of the latter’s retirement on 2 October. Given his status as the senior-most judge on the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> after Misra, his appointment was all but guaranteed. He was recommended for the post on 4 September by his predecessor. Gogoi has had a long and varied career since passing the bar in 1978. He spent the initial chunk of his career at the Guwahati High Court, before his transfer to the Punjab and Haryana High Court in 2010 and eventual elevation to the Supreme Court in 2012. Here are five things you should know about the 46th CJI:- He will only have a tenure of 13 months As per the Indian Constitution, Chief Justices cannot be above the age of 65. Just like his predecessor Misra, Gogoi, who is currently 63 years of age, will only hold the post of CJI for 13 months. He will turn 65 on November 17th next year. Following his retirement, he will likely be replaced by the Madan Bhimarao Lokur, who is the senior-most judge after him. The short stints of Chief Justices has long been an issue of debate among Indian parliamentarians. Since independence, the 65-year limit has resulted in the average tenure of a CJI being around 18 months. Earlier this year, the government was said to be mulling a proposal to raise the retirement age of the CJI. However, this was mired in accusations that this was a ploy to prolong the tenure of Misra, who is said to favour the current administration. His father is a former chief minister of Assam Gogoi’s father, Keshab Chandra Gogoi, was a lawyer-turned politician and influential Congress leader in Assam. He became the chief minister of Assam for two months in 1982 as protests over the issue of illegal immigration swelled. Interestingly, according to the book Gauhati High Court: History and Heritage by Arup Kumar Dutta, when a colleague asked him if he wanted his son to become Chief Minister, KC Gogoi said that his son would one day become the CJI. He’s presided over a number of important SC judgements Gogoi has overseen a lot of important cases and judgements during his tenure as a Supreme Court judge. In May 2018, he revoked a proposal from the Uttar Pradesh government that allowed all ex-chief ministers to retain their official residences. He also presided over the cases of Arushi Talwar’s murder, the setting up of special courts to try Members of Parliament and Legislative Assemblies and a judgement prohibiting the government from using photographs of anyone else but the PM, President and the CJI for advertising purposes. He is currently leading a bench that has been tasked with monitoring updates to the National Register of Citizens in order to prevent unnecessary deportations of Assamese residents. He has released details of his assets to the public Gogoi is among the 11 out of 23 sitting judges in the Supreme Court who have published details of their assets and financial holdings on the SC website. According to <a href="https://www.supremecourtofindia.nic.in/pdf/ASSETS/ranjangogoi.pdf">the filing</a>, he does not own a car and does not have any outstanding debts or investments in mutual funds or shares. Until this year, his most prominent assets were a piece of a land in Assam that he sold for ₹6.5 million in June 2018 and an old house he inherited from his mother in mid-2015. He was one of the judges who criticised former CJI Dipak Misra Gogoi’s possible appointment as CJI came under speculation after he and three other senior Supreme Court judges called a press conference at the beginning of 2018 to criticise CJI Misra and state the India’s democracy was under threat. In what was the first such event in the history of the Indian judicial system, the group of judges - which included Gogoi, Madan B Lokur, Kurian Joseph and the now retired J Chelameswar - said that Misra’s system of allocating certain cases was faulty and politically motivated. As he takes on the post of CJI, one of Gogoi’s first tasks will to be clean the SC’s image and improving the roster system of case allocation.

The crushing defeat of NDA is likely to moderate the pace of economic reforms and there is even a possibility that the rollout of the Goods and Services Tax bill (GST) could face a setback, something that the <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> government has been keen in pushing in the Parliament. 
 
"A victory for the Grand Alliance is only going to increase the resistance to legislative business in Parliament," said a senior official in the finance ministry, who did not wish to be identified. 
 Notably, officials in the finance ministry were awaiting the verdict of the Bihar assembly polls to get a sense of how fast the Narendra Modi government can push the <keyword id="387846" type="UNKNOWN" weightage="100" keywordseo="GST-Bill">GST bill</keyword> in Parliament. 
 The government lacks a majority in the Rajya Sabha, and may find it extremely difficult to push through legislative changes with an emboldened opposition. The government's plan to gain the numbers advantage in the Rajya Sabha through victories in state elections has also suffered a setback and is likely to hurt legislation. While the government has said it will press ahead with reforms, the <keyword id="483288" type="UNKNOWN" weightage="100" keywordseo="Bihar-election-results">Bihar election results</keyword> add an element of doubt, experts say. 
 
"Indian financial markets were cautious ahead of the election results, and a result against the BJP should lead to market weakness. We feel that today's results — the BJP's big defeat — could be a material sentiment dampener in Monday's early trade as this might be perceived as an additional stumbling block to the central government's reform agenda," said Sidhartha Sanyal and Rahul Bajoria, economists at Barclays Bank. 
 
Finance minister Arun Jaitley had hoped to roll out GST by April 1, 2016 but that looks difficult to achieve, considering the government still has a lot of ground to cover to push the most ambitious indirect tax reform since Independence. With assembly elections due in Assam, West Bengal and Uttar Pradesh, the road ahead may be rocky. Similarly, the pace and direction of labour reforms could also face roadblocks. 
 
The winter session of Parliament, which was expected to see progress on GST, may be stormy as the opposition is likely to step up its attack on the government on various issues. The NDA government has taken several steps to boost sentiment and growth but an overwhelming view has been that the speed of economic reforms has not kept pace with the need of the economy. Economists said the government should focus on the farm sector and address rural distress. "The focus should shift away from foreign tours, FDI and bullet trains to what are happening in the farms and rural space," said Ashok Gulati, Infosys chair professor at ICRIER, an economics think tank.
