Assam Chief Minister <keyword id="19952756" type="General" weightage="20" keywordseo="Himanta-Biswa-Sarma" source="keywords">Himanta Biswa Sarma</keyword> has expressed his gratitude towards the Assembly Speaker Biswajit Daimary for the decision that he said has been taken to prioritise the productivity of the assembly. "By doing away with the 2-hour Jumma break, <keyword id="20697861" type="General" weightage="20" keywordseo="Assam-Assembly" source="keywords">Assam Assembly</keyword> has prioritised productivity and shed another vestige of colonial baggage. This practice was introduced by Muslim League's Syed Saadulla in 1937. My gratitude to Speaker Biswajit Daimary and our legislators for this historical decision," Sarma said in a post on X. According to the previous rule, the sitting of the Assembly on Friday used to be adjourned at 11 am to facilitate Muslim members to go for <keyword id="22977239" type="General" weightage="20" keywordseo="namaaz" source="keywords">namaaz</keyword>, but, as per the new rule, the Assembly will conduct its proceedings without any adjournment for religious purposes. As per the amended rule, Assam assembly will commence its proceedings at 9:30am every day, including Fridays. The order stated that the amendment was done to scrap the <keyword id="22977237" type="General" weightage="20" keywordseo="colonial-practice" source="keywords">colonial practice</keyword> which aimed at dividing the society on a <keyword id="22977238" type="General" weightage="20" keywordseo="religious-basis" source="keywords">religious basis</keyword>. As per the order, the proposal was first presented to the Rules Committee headed by Biswajit Daimary, Speaker of the Assembly, which unanimously agreed to drop this rule. The official order reads, "Since the creation of the Assam Legislative Assembly, the sitting of the Assembly on Friday used to be adjourned at 11 am to facilitate Muslim members to go for namaaz. The Assembly used to resume its proceedings in the post-lunch session after the Muslim members had come back from the namaaz. On all other days, the House used to conduct its proceedings without any such adjournment for religious purposes." It further read, "Biswajit Daimary, Hon'ble Speaker took note of this matter and in view of the secular nature of the Constitution, proposed that the Assam Legislative Assembly must conduct its proceedings on Fridays like any other day without any adjournment to facilitate Muslim members to go for namaaz. "Accordingly, the proposal to do away with this rule in the Rules of Procedure of the Assembly was placed before the Rules Committee headed by the Hon'ble Speaker. The Rules Committee unanimously agreed to drop this rule. Accordingly, today, the House adopted a motion to amend this rule so as to provide for sitting of the House for conduct of its proceedings on Fridays like any other day. So, today history has been created by doing away with this colonial practice which was aimed at dividing the society on religious basis."

The decision was taken during the ongoing 46th <keyword id="191427" type="General" weightage="20" keywordseo="World-Heritage-Committee" source="Orion">World Heritage Committee</keyword> (WHC) session held in the national capital, Delhi. <keyword id="19908797" type="General" weightage="20" keywordseo="UNESCO" source="keywords" meta.keywordsubtype="org" meta.entityname="UNESCO" meta.hostid="153" meta.entityid="UNESCO">UNESCO</keyword> will examine the proposals of 27 sites for inscription on the World Heritage List, the state of conservation of 124 sites already inscribed on the World Heritage List, and the List of World Heritage in Danger. The World Heritage Committee is one of the two bodies governing the Convention for the Protection of the World's Cultural and Natural Heritage. It is composed of the representatives of 21 states, elected from the 195 states parties to the Convention. In the ongoing session, from July 23 to July 25, the Committee will examine the state of conservation of the 124 sites already inscribed on the World Heritage List, 57 of which are also on the List of World Heritage in Danger. Similarly, from July 26 to July 29, the Committee will examine the dossiers of 27 sites proposed for inscription on the World Heritage List. The sites will be examined according to three categories. The three categories are natural, mixed, and cultural. "It is the first time a site from the North East has made it to the UNESCO World Heritage List under the Cultural Category. After Kaziranga and Manas National Parks, it is Assam's 3rd World Heritage Site. I urge all of you to come and experience Awesome Assam," he further said. The Moidams are the burial mounds of the <keyword id="22558033" type="General" weightage="20" keywordseo="Ahom-kings" source="keywords">Ahom kings</keyword>, queens and nobles. The word Moidam is derived from the Tai word Phrang-Mai-Dam or Mai-Tam. Phrang-Mai means to put into the grave or to bury and Dam means the spirit of the dead. Though Moidams are found in all the districts of upper Assam, Charaideo, the first capital of the Ahoms was the necropolis of almost all the Ahom Royals. Charaideo is situated 28 km east of Sivasagar. The first king of the Ahoms Chau-lung Siu-ka-pha was buried at Charaideo after his death observing all the Tai-Ahom religious rites and rituals.

The discussion is crucial as both the budgets shape the financial direction of the country and the Union Territory, respectively. Roger Binny likely to replace Ganguly as BCCI president, Shah to remain secretary

Several people are feared dead as a large boat sank in the Brahmaputra river after colliding with a ferry near <keyword id="12053853" type="General" weightage="20" keywordseo="nimati-ghat" source="Orion">Nimati Ghat</keyword> in Jorhat district of Assam on Wednesday, officials said. The collision occurred when the private boat '<keyword id="12053856" type="General" weightage="20" keywordseo="ma-kamala" source="Orion">Ma Kamala</keyword>' was headed to Majuli from Nimati Ghat and the government-owned ferry 'Tripkai' was coming from Majuli. "The boat 'Ma Kamala' capsized and then sank. We do not have much detail at this moment," an official of the Inland Water Transport (IWT) Department said. Another IWT official said more than 120 passengers were on board the boat, but many of them were rescued by 'Tripkai' which is owned by the department. Jorhat Deputy Commissioner Ashok Barman told PTI that 41 people have been rescued so far and no body has been found yet. "We cannot say right now how many people have died," a senior official of <keyword id="12053854" type="General" weightage="20" keywordseo="jorhat-district-administration" source="Orion">Jorhat district administration</keyword> said. Personnel of the <keyword id="119446" type="General" weightage="20" keywordseo="national-disaster-response-force" source="Orion">National Disaster Response Force</keyword> (NDRF) and SDRF have started a search and rescue operation. The boat was also carrying several four-wheelers and two-wheelers that went down the river. Assam Chief Minister Himanta Biswa Sarma expressed concern over the accident and directed the district administrations of Majuli and Jorhat to undertake the rescue mission expeditiously with the help of NDRF and SDRF. He also asked minister Bimal Bora to rush to the site of the accident. Sarma asked Principal Secretary to Chief Minister Samir Kumar Sinha to monitor the developments round-the-clock. "The Chief Minister himself will visit Nimati Ghat tomorrow for evaluating the situation," a CMO statement said. Assam writes to Centre favouring extension of lockdown by 2 more weeks

Guwahati, Jul 16 () Assam Chief Minister Himanta Biswa Sarma on Friday welcomed the budget tabled in the assembly and said that it did not include any new tax proposal to ensure that no additional burden falls on the people, already bogged down by the COVID-19 situation. He said that the budget has proposals aimed at the welfare of the poor and middle-class, while the outline for the next five years' developmental work has been laid down. "We are grateful to Ajanta Neog, the first woman finance minister of our state, for this people-centric Budget," Sarma said, addressing a press conference. She tabled a Rs 566 crore deficit budget for 2021-22 in the state Assembly earlier. Sarma said, "I want to thank Neog for not imposing any new tax, especially during this COVID situation when people already have much financial burden on their heads and are in economic problems." He said that the budget proposals to provide free smartphones to class 9 and 10 students of government schools, take measures to boost agricultural production and others will have a positive impact on the poor and the middle class. "There is a provision for serving cooked lunch for the urban poor in the budget, which is a welcome move," he added. The chief minister said the budget has drawn the roadmap for implementing poll promises of the BJP, such as waiving loans from microfinance institutions for women borrowers. "The constitution of an agricultural commission to make the state self-sufficient in agriculture, horticulture, dairy and veterinary products in the next five years will be highly beneficial," he said. He also appreciated the revenue generation proposals, like enabling people to deposit money directly in the state treasury to procure forest goods while constructing residences. Former Assam chief minister <keyword id="6364034" type="PERSON" weightage="20" keywordseo="tarun-gogoi">Tarun Gogoi</keyword> died here on Monday while undergoing treatment for post-COVID-19 complications, state Health Minister Himanta Biswa Sarma said. He was 84 and survived by wife Dolly, daughter Chandrima and son Gaurav. Gogoi, a three-time chief minister, breathed his last at the Gauhati Medical College and Hospital at 5.34 pm, Sarma said. He was first admitted to the hospital on August 26 after testing positive for COVID-19 and was released for a brief period before being admitted again on November 2. His condition deteriorated on November 21, following multi-organ failure and was put on invasive ventilation. Gogoi was given dialysis on Sunday. His condition deteriorated further over the past few hours and it was stated to be "very very critical". Gogoi was the MLA from the Titabor assembly constituency since 2001. He was also a six-time parliamentarian and a Union minister twice.

Guwahati, Feb 1 () Welcoming the Union Budget 2021 -22, Assam Chief Minister Sarbananda Sonowal on Monday described it as "pragmatic, people-friendly and development- oriented". He thanked Prime Minister Narendra Modi and the Union Finance Minister Nirmala Sitharaman for making "huge" allocations for improvement of road infrastructure and welfare of tea garden workers of the state. The chief minister said that the Budget proposals would reinvigorate human capital, besides giving a major thrust on health and well-being of people, physical and financial capital, infrastructure as well as inclusive development in the country. "Since 2016, there has been a remarkable growth in the infrastructure of connectivity in Assam due to the unprecedented synergy between the central and state governments," Sonowal said. He thanked the Union government for allocating Rs 34,000 crore for construction of national highways in Assam, spanning more than 1,300 km, in the next three years. The CM said that work for national highway to the tune of Rs 19,000 crore, currently in progress in Assam, are already giving a major boost to road connectivity. Sonowal also appreciated the budgetary provision of Rs 1,000 crore for the welfare of tea garden workers, especially the women and their children, in Assam and West Bengal.
