The state’s finance minister <keyword id="90408" type="PERSON" weightage="20" keywordseo="Himanta-Biswa-Sarma">Himanta Biswa Sarma</keyword> withdrew additional cess on petrol, diesel and alcohol on Friday. The removal of these taxes, this will make petrol and diesel cheaper by ₹5 and the cost of alcoholic beverages will dip by 25%. And, the new rates will be applicable starting midnight tonight. "At the peak of COVID-19, we had levied additional cess on petrol, diesel and liquor. Now, the number of patients has reduced... I am grateful to my cabinet colleagues who agreed to my proposal this morning to rescind this additional cess,” Sarma said during his speech to the House where he presented a vote-on-account for ₹60,784.03 crore. He also revealed that Assam’s gross domestic product (GDP) rose by 23.12% between 2016-17 and 2019-20 at constant prices. The annual growth rate stood at 7.71% in the period as against the rate of 6.11% at the national level. The 2016 election was a big win for the BJP. It was able to usurp the Congress leadership which had been in place since 2001 under Tarun Gogoi. However, during the BJP’s time in power the Citizenship Amendment Act (CAA) has led to mass protests across the state. However, Sarma is confident of BJP’s win. Union Home Minister Amit Shah to table the Citizenship Amendment Bill 2019 in the Lok Sabha today (December 9, 2019). The Citizenship (Amendment) Bill (CAB) seeks to grant Indian citizenship to non-Muslim refugees from Pakistan, Bangladesh and Afghanistan escaping religious persecution there. Here's what Citizenshil Bill means and what are challenges it poses: What is the citizenship bill? As per PRS legislative, an independent research institute. the bill amends the Citizenship Act of 1955 to add a religious angle. In its new avatar, the citizenship bill makes illegal migrants who are Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from ⁠— Afghanistan, Bangladesh, and Pakistan ---eligible for citizenship. To be able to benefit from it, the applicant must have resided in India during the last 12 months and for 11 of the previous 14 years. For the applicants of the above mentioned six religions from three countries, the bill relaxes the 11 year requirement to six. Why was this bill being opposed? This bill which was brought to the fore in 2016 had sparked protests from many groups for picking and choosing the religion of the people who would be eligible for citizenship. PRS says that this Bill could violate Article 14 of the Indian Constitution which guarantees the right to equality. “The Bill allows cancellation of Original Citizens of India (OCI) registration for violation of any law. This is a wide ground that may cover a range of violations, including minor offences (eg. parking in a no parking zone),” said PRS. Added to that, Muslims, Jews and atheists have been left out of the bill which goes on to include only those religions who are in minority in the three countries in question. Many debaters have pointed out that Muslims are a minority in Nepal and Sri Lanka, and the amendment excludes them. The government had claimed that the Bill is for the greater good of the country, and offers sanctuary to asylum seekers. “There are some decisions that are acceptable to some, not acceptable to others. The BJP has thought deeply about the Citizenship Amendment Bill before bringing it. We cannot leave a large swathe of people fleeing persecution hanging in mid-air. We believe that the Bill is necessary for the country,” Amit Shah, the home minister of India told earlier this year, as agitations against the Bill were<a href="https://www.thehindu.com/news/national/citizenship-bill-necessary-says-amit-shah/article26168945.ece"> at the zenith.</a> Who has agitated against the bill? Though protests and marches against the bill were organized all over the country, civil groups of Assam, Meghalaya and Arunachal Pradesh have been vehemently against it. The new bill violates the Assam Accord, 1985 — which led to deportation of illegal immigrants in the state regardless of their religion, many debaters had said. Families of around 855 martyrs of the anti-foreigners Assam Agitation of 1979-1985 had returned the citation that the government had given them in 2016. “India is a democracy, though people have the right to voice their ideas and demands, such actions are not appreciated in society,” said Assam<a href="https://www.ndtv.com/india-news/assam-admits-protests-over-citizenship-bill-a-challenge-calls-for-calm-1987411"> Chief Secretary Alok Kumar</a>. The controversial bill coupled with National Register of Citizens (NRC) might alter the composition of many states in the country--especially the North-East which is known to harbour maximum illegal immigrants. What next? After the approval of the Union cabinet, the bill will be tabled in the Parliament next week. The bill was passed by the lower house of the last winter session had lapsed as it awaited the upper house to pass it-- and lapsed as the government was dissolved. Coronavirus: Sonowal calls up former CMs, senior leaders on measures taken up by Assam govt

(Eds: Adding details, collating stories) Guwahati, Jul 16 () The Himanta Biswa Sarma government of Assam on Friday presented a Rs 566 crore deficit budget for 2021-22 in the state assembly, proposing one lakh government jobs and no new taxes. The maiden budget of the Sarma government was tabled by Ajanta Neog, the state's first-ever woman finance minister. The government proposed to provide smartphones to class 9 and 10 students of government schools, create 50 new border out posts, set up an agriculture commission and start artificial insemination in cattle to increase milk production. Chief Minister Sarma described the budget as "people- centric", and said that it did not include any new tax proposal to ensure that no additional burden falls on the people, already bogged down by the COVID-19 situation. He said that the budget has proposals aimed at the welfare of the poor and middle-class, while the outline for the next five years' developmental work has been laid down. Opposition parties, however, slammed the budget claiming that it is "anti-people", with no real proposals to address the burning issues, including price rise. While reading out the budgetary proposals, Neog said that she is following the footsteps of her predecessor who had decided not to tax the public in his budgets. Sarma was the finance minister in the previous Sarbananda Sonowal-led government. During the last fiscal, the Tax Department's collection declined to Rs 14,645 crore from Rs 14,967 crore in the previous financial year due to "economic slowdown" on account of COVID-19 pandemic, Neog said. "I would like to mention that while we had to mobilise and marshal all the resources for tackling the Covid pandemic, the revenue generation took a hit at the same time as the economy came to a standstill," she said. She informed the House that the tax collection has increased to Rs 3,501 crore during the first quarter of the current fiscal compared to Rs 1,920 crore in the year-ago period "despite second wave of Covid". Presenting the Budget estimates, Neog said that the aggregate income has been calculated to be Rs 2,89,770.68 crore for 2021-22, while the total expenditure for the fiscal is estimated at Rs 2,89,367.10 crore. "Thus, estimated transactions during the year will result in an estimated surplus of Rs 403.58 crore. This, together with the opening deficit of Rs 969.78 crore will lead to a budget deficit of Rs 566.20 crore at the end of the year 2021-22," she added. On the job sector, the finance minister said that unemployment of educated youths is one of the major causes of concern and in order to minimise the negative impact of this problem, the government in its first cabinet meeting on May 11 had decided to start the process of recruitment of one lakh youths in the government sector. On the coronavirus situation, Neog said, "I declare firmly that the government will steadfastly strive to contain Covid and continue the momentum of development side by side. The government has not allowed fund constraints for Covid management. The vaccination drive is being converted to a mass movement with people's participation," she added. On the BJP's poll promise of waiving micro-finance loans, Neog said, "In Assam today, microfinance serves almost 26 lakh borrowers with a total portfolio of Rs 12,500 crore. The bulk of this portfolio is in rural parts of the state." The loans serve mostly women as clients, enabling them to uplift their status through micro-enterprises facilitated by this money, she added. With the micro-finance lenders following the mandatory Fair Practices Code, an amount of more than Rs 4,000 crore will start accruing to the borrowers from the lenders directly and will benefit lakhs of such borrowers, Neog said. "Once the lending institutions extend benefit to the borrowers under the Fair Practice Code, the requirement of funds would come down from Rs 12,000 crore to about Rs 7,500 crore. I am earmarking the sum accordingly," she added. Neog proposed to introduce the use of sex sorted semen for the benefit of dairy farmers to increase the number of high genetic female calves. Through the use of sex-sorted semen, the gender of the calf can be pre-determined. "It would control the birth of scrub bulls as 80 to 90 per cent of all births would be female calves. Female births shall help in meeting the ever-increasing demand for milk in the state. This year, it is proposed to cover 50,000 cattle and buffaloes," she added. The government proposed to form an Agriculture Commission under a scientist of international repute to focus on issues related to agriculture, animal husbandry and dairy sector in Assam. In order to protect the inter-state border, the Assam government will build 50 new Border Out Posts (BOPs) and to promote peaceful relations with the neighbouring states, border festivals will be organised on the frontline areas, she added. To step up paddy procurement at MSP and prevent distress sale, Assam Food and Civil Supply Corporation Ltd will be provided with a working capital of Rs 200 crore to procure 10 lakh quintal paddy, she said. To minimise the learning loss and bridge the digital divide amid COVID-19 pandemic, the government will provide smartphones to the students of Class 9 and 10. Himanta govt's first budget proposes one lakh jobs, no new tax

<ul><li>The central government recently reduced the central excise on <keyword id="6367091" type="General" weightage="20" keywordseo="petrol" source="Orion">petrol</keyword> by ₹8.</li><li>The minister for petroleum has asked states to reduce <keyword id="6370857" type="General" weightage="80" keywordseo="vat" source="Orion">VAT</keyword> being charged by the state government.</li><li>Some of the states are currently charging up to ₹15 more than other states.</li></ul>The central government recently reduced the prices of petrol by reducing the central excise by ₹8. This, the government claimed, would reduce the prices of petrol by up to ₹9.5 as the reduction in excise would also result in a reduction of value added tax (VAT) charged by the state governments. Hardeep Singh Puri, the minister for petroleum and natural gas took to Twitter to <a href="https://twitter.com/HardeepSPuri/status/1528666690627588096">ask</a> non-BJP ruled states why their citizens are being asked to pay up to ₹15 extra per litre. Puri asked states such as Rajasthan to reduce the VAT being charged by the state. He criticized the states for not reducing the VAT, which is resulting in a huge difference in the price of petrol among states. For example, while the BJP-ruled Gujarat charges ₹96.49 per litre, Andhra Pradesh charges ₹112.1 per litre of petrol, which means a person pays an additional ₹15.6 in Andhra when compared to Gujarat.
