Assam Chief Minister <keyword id="19952756" type="General" weightage="20" keywordseo="Himanta-Biswa-Sarma" source="keywords">Himanta Biswa Sarma</keyword> has expressed his gratitude towards the Assembly Speaker Biswajit Daimary for the decision that he said has been taken to prioritise the productivity of the assembly. "By doing away with the 2-hour Jumma break, <keyword id="20697861" type="General" weightage="20" keywordseo="Assam-Assembly" source="keywords">Assam Assembly</keyword> has prioritised productivity and shed another vestige of colonial baggage. This practice was introduced by Muslim League's Syed Saadulla in 1937. My gratitude to Speaker Biswajit Daimary and our legislators for this historical decision," Sarma said in a post on X. According to the previous rule, the sitting of the Assembly on Friday used to be adjourned at 11 am to facilitate Muslim members to go for <keyword id="22977239" type="General" weightage="20" keywordseo="namaaz" source="keywords">namaaz</keyword>, but, as per the new rule, the Assembly will conduct its proceedings without any adjournment for religious purposes. As per the amended rule, Assam assembly will commence its proceedings at 9:30am every day, including Fridays. The order stated that the amendment was done to scrap the <keyword id="22977237" type="General" weightage="20" keywordseo="colonial-practice" source="keywords">colonial practice</keyword> which aimed at dividing the society on a <keyword id="22977238" type="General" weightage="20" keywordseo="religious-basis" source="keywords">religious basis</keyword>. As per the order, the proposal was first presented to the Rules Committee headed by Biswajit Daimary, Speaker of the Assembly, which unanimously agreed to drop this rule. The official order reads, "Since the creation of the Assam Legislative Assembly, the sitting of the Assembly on Friday used to be adjourned at 11 am to facilitate Muslim members to go for namaaz. The Assembly used to resume its proceedings in the post-lunch session after the Muslim members had come back from the namaaz. On all other days, the House used to conduct its proceedings without any such adjournment for religious purposes." It further read, "Biswajit Daimary, Hon'ble Speaker took note of this matter and in view of the secular nature of the Constitution, proposed that the Assam Legislative Assembly must conduct its proceedings on Fridays like any other day without any adjournment to facilitate Muslim members to go for namaaz. "Accordingly, the proposal to do away with this rule in the Rules of Procedure of the Assembly was placed before the Rules Committee headed by the Hon'ble Speaker. The Rules Committee unanimously agreed to drop this rule. Accordingly, today, the House adopted a motion to amend this rule so as to provide for sitting of the House for conduct of its proceedings on Fridays like any other day. So, today history has been created by doing away with this colonial practice which was aimed at dividing the society on religious basis."

Assam Assembly ends practice of two-hour Jumma break, running since 1937

The <keyword id="40807" type="COMPANY" weightage="20" keywordseo="Election-Commission">Election Commission</keyword> on Friday ordered repoll at a polling station in Southern <keyword id="6354915" type="LOCATION" weightage="20" keywordseo="assam">Assam</keyword> after the electronic voting machine (EVM) was found in a <keyword id="14666" type="COMPANY" weightage="20" keywordseo="BJP">BJP</keyword> candidate wife's <keyword id="46210" type="ORGANIZATION" weightage="20" keywordseo="Vehicle">vehicle</keyword> on Thursday evening. The EC said in a statement that the presiding officer and three other officials have been placed under suspension and a repoll has been ordered at the Indira M.V. School polling station under Ratabari Assembly constituency in the state. "Although the seals of the EVM were found intact, it has nevertheless been decided to do a repoll at the Indira M.V. School polling station as added precaution," the statement said. The Commission also sought a report from the Special Observer about the incident. The statement said that after the officials car carrying the <keyword id="11034879" type="UNKNOWN" weightage="20" keywordseo="polled-evm-machine">polled EVM machine</keyword> to Karimganj was broken down they boarded a passing private car which was subsequently surrounded by a mob of about 50 people that started pelting stones at them. The mob at the Kanaishil (under Karimganj district) alleged that the EVM was being taken to be tampered with. The private car was owned by the wife of BJP candidate of the neighbouring Patharkandi constituency Krishnendu Paul. The statement added that due to the heavy rains on Thursday night and the roads being muddy, the official car of the <keyword id="2235016" type="PERSON" weightage="20" keywordseo="polling-personnel">polling personnel</keyword> broke down and then they boarded a private vehicle along with their polled EVM and other materials without checking the ownership of the vehicle. Immediately after receiving information about the incident, the District Election Officer of Karimganj along with the district Superintendent of Police (SP) rushed to the spot and reached there at 10.20 p.m. on Thursday night.During the course of the stone pelting, Karimganj SP Mayank Kumar sustained minor injuries on his collarbone and blank firing had to be resorted to disperse the mob. The first polling officer, who was found missing in the commotion, was rescued early on Friday morning from a nearby area. About the incident Congress General Secretary Priyanka Gandhi Vadra in a tweet said : "Every time there is an election video of private vehicles caught transporting EVMs show up... Unsurprisingly they have the following things in common: 1. The vehicles usually belong to BJP candidates or their associates. ...." Over 77 per cent of the 73,44,631 voters exercised their franchise in the second phase of polling in Assam on Thursday in the 39 constituencies. Of the three-phase elections to the 126-member <keyword id="124967" type="COMPANY" weightage="20" keywordseo="Assam-Assembly">Assam Assembly</keyword>, the third and final phase of polling will be held in 40 seats on April 6. Nearly 80 per cent of 81,09,815 voters cast their votes on March 27 in the first phase of polling in 47 constituencies. The results will be declared on May 2. The <keyword id="40807" type="COMPANY" weightage="20" keywordseo="Election-Commission">Election Commission</keyword> is confident of holding the five <keyword id="6372725" type="UNKNOWN" weightage="20" keywordseo="assembly-polls">assembly polls</keyword> due early next year, including in <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> and <keyword id="6354953" type="PERSON" weightage="20" keywordseo="punjab">Punjab</keyword>, on time as the poll panel has gained a lot of experience from the electoral exercise in Bihar, West Bengal and four other assemblies amid the coronavirus pandemic, Chief Election Commissioner Sushil Chandra has asserted. The terms of the legislative assemblies of Goa, Manipur, Punjab and Uttarakhand are coming to an end in March 2022, while the term of the Uttar Pradesh legislative assembly is scheduled to end in May. "That is the foremost duty of the Election Commission that we should hold the <keyword id="6355644" type="DEFINITION" weightage="20" keywordseo="elections">elections</keyword> and submit the list of the winning candidates (to the governor) before the term of the assembly expires," Chandra told In an interview. He was asked whether the poll panel will be able to hold the assembly polls due in five states on time due to Covid-19 as recently it has deferred some Lok Sabha and assembly bypolls due to the second wave of Covid-19. Some Rajya Sabha bypolls and biennial legislative council elections were also deferred due to the second wave of the pandemic. "As you are aware that the second wave of COVID-19 is also receding and the numbers (of infections) are quite less. We have done elections in Bihar during the pandemic, we have done elections in four states and one UT. We have experience... We have learned various experiences on how to hold polls during the pandemic also," he said. "I am very much sure that with the receding pandemic now, and I wish the pandemic is over soon, we will absolutely be in a position to hold elections next year which are scheduled in five states on time, as per the schedule," Chandra said. While Uttar Pradesh, Uttarakhand, Goa and Manipur have BJP-led governments, Punjab has a Congress government. Uttar Pradesh, the country's most populous state, has approximately 14.66 crore voters, while Punjab has over 2 crore electors, according to January 1, 2021 data of the Election Commission. Uttarakhand has 78.15 lakh voters while Manipur has 19.58 lakh and Goa has 11.45 lakh electors. The five states together have an estimated 17.84 crore voters. Ahead of the Bihar polls held last year, the EC had taken various steps to ensure a "Covid-free" election such as allowing people above 80 years of age and those suffering from COVID-19 to use postal ballot and reducing the number of voters per polling station from 1500 to 1000 to ensure distancing norms. The number of polling stations had increased by nearly 80,000 in the four states and one Union Territory due to the distancing norms as a lesser number of voters were allowed per polling station. The same principles were adopted in elections to West Bengal, <keyword id="6354915" type="PERSON" weightage="20" keywordseo="assam">Assam</keyword>, <keyword id="20154" type="PERSON" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, <keyword id="28504" type="LOCATION" weightage="20" keywordseo="Kerala">Kerala</keyword> and Puducherry. However, after it found that Covid safety norms were being flouted in West Bengal during campaigning, the Election Commission had banned roadshows and vehicle rallies in the state and capped the maximum permissible number of people at public meetings at 500. The decision was taken when the last few phases of polls in West Bengal were still to be held. The EC had said at that time that it was noting "with anguish" that many political parties and candidates were still not adhering to the prescribed safety norms during the public gatherings. The Commission had also banned victory processions during and after counting of votes. India's election commission is confident of holding five state polls in 2022 on time, even as the pandemic continues to spread

Sixteen per cent of the <keyword id="6370132" type="UNKNOWN" weightage="20" keywordseo="candidates">candidates</keyword> contesting in the first phase of Assam assembly elections have declared criminal cases against themselves, according to a report by poll rights group <keyword id="404563" type="ORGANIZATION" weightage="20" keywordseo="Association-for-Democratic-Reforms">Association for Democratic Reforms</keyword> (ADR). The <keyword id="602518" type="PERSON" weightage="20" keywordseo="Assam-Election-Watch">Assam Election Watch</keyword> and ADR have analysed the sworn affidavits of 259 out of the 264 candidates in the first phase. Out of 259 candidates analysed, 41 (16 per cent) candidates have declared criminal cases against themselves and 34 (13 per cent) have declared serious criminal cases against themselves, the ADR said. The report said out of 259 candidates, 101 (39 per cent) are crorepatis. Giving educational background, the report said 97 (37 per cent) candidates have declared their educational qualifications to be between 5th and 12th standard, while 157 (61 per cent) candidates have declared having an educational qualification of graduate or above. Four candidates are diploma holders and one candidate is just literate. The report said 67 (26 per cent) candidates have declared their age to be between 25 and 40 years, while 153 (59 per cent) candidates have declared their age to be between 41 and 60 years. "There are 38 (15 per cent) candidates who have declared their age to be between 61 and 70 years. One candidate has declared his age 85 years," the report said. Giving gender details of the candidates, the report said 25 (10 per cent) women candidates are contesting in the first phase. Among the major parties, 10 (23 per cent) out of 43 candidates analysed from the Congress, eight (20 per cent) out of 41 candidates analysed from the Assam Jatiya Parishad, three (8 per cent) out of 39 candidates analysed from the BJP and one candidate each from the NCP, AGP and the SUCI(C) have declared criminal cases against themselves in their affidavits. Among the major parties, nine (21 per cent) out of 43 candidates analysed from the Congress, six (15 per cent) out of 41 candidates analysed from the Assam Jatiya Parishad, three (8 per cent) out of 39 candidates analysed from the BJP and one candidate each from the NCP, AGP and the SUCI(C) have declared serious criminal cases against themselves in their affidavits. Serious criminal cases are non-bailable offences with over five years of imprisonment. Five candidates have declared cases related to crime against women. "Out of five candidates, one candidate has declared cases related to rape (IPC Section-376)," the report said. Two candidates have declared cases related to murder (IPC Section-302) against themselves and four candidates have declared cases related to attempt to murder (IPC Section-307) against themselves. "Three (6 per cent) out of 47 constituencies are Red alert constituencies. Red alert constituencies are those where three or more contesting candidates have declared criminal cases against themselves," the report said. "The directions of the Supreme Court have had no effect on the political parties in selection of candidates in Phase 1 of the Assam Assembly Elections 2021 as they have again followed their old practice of giving tickets to around 16 per cent candidates with criminal cases," the report said. Giving financial background of the candidates, the report said among the major parties nine (90 per cent) out of 10 candidates analysed from the AGP, 31(72 per cent) out of 43 candidates analysed from the Congress, 28 (72 per cent) out of 39 candidates analysed from the BJP and 15 (37 per cent) out of 41 candidates analysed from the Assam Jatiya Parishad have declared assets valued more than ₹1 crore. "The average of assets per candidate contesting in the Assam Assembly Elections 2021 Phase I is ₹1.84 crore," the report said. Elections to the 126-member Assam assembly will be held in three phases on March 27, April 1 and April 6. While a global cross-functional team with local, cultural, and language expertise will run the election integrity work, Twitter said it is taking proactive measures to prevent prohibited political advertising through comprehensive and nuanced enforcement mechanisms. "These include identifying and blocking ads from referenced candidates, parties, and other election-related content," the company said in a statement. Twitter said it will label synthetic and manipulated <keyword id="6354777" type="COMPANY" weightage="20" keywordseo="Media">media</keyword> and link it to a Twitter Moment to give people additional context and surface-related conversations "so they can make more informed decisions on the content they want to engage with or amplify". Twitter gears up for assembly elections in India — announces measures to 'prevent prohibited political advertising'

A chartered flight carrying <keyword id="6358821" type="General" weightage="80" keywordseo="shiv-sena" source="Orion">Shiv Sena</keyword> MLAs, who have rebelled against the party bringing a crisis to the MVA government in <keyword id="13126" type="General" weightage="100" keywordseo="maharashtra" source="Orion">Maharashtra</keyword>, arrived here early Wednesday. Sources said that the flight from Surat in Gujarat landed at Guwahati's Lokapriya Gopinath Bordoloi international airport at around 6.30 am. The exact number of rebel Shiv Sena MLAs travelling in the flight is not known immediately but the flight had 89 passengers, including onboard crew, sources said. The Maharashtra MLAs are being taken in special buses to a city hotel with police protection. Assam is currently ruled by a BJP-led government.
