These 112 districts constitute 28 per cent of population (nearly 1.4 billion) and the new cloud solution aims to aid district magistrates to improve overall performance and transform the quality of life of citizens. "Data-driven decisions will help identify the strengths and weaknesses of these districts and pave the way for their progress. By using a range of Oracle Cloud services, we are looking to fast-track their transformation by providing simplified data access, increased process automation and real-time data governance," said NITI Aayog CEO <keyword id="6358887" type="PERSON" weightage="20" keywordseo="amitabh-kant">Amitabh Kant</keyword>. The programme uses data to identify top performing districts. These could be Dantewada in Chhattisgarh, Nandurbar in Maharashtra, Dahod in Gujarat, Kupwara in Jammu &amp; Kashmir, Vizianagaram in Andhra Pradesh, or <keyword id="6519616" type="LOCATION" weightage="20" keywordseo="Godda">Godda</keyword> in Jharkhand, among others. The weaker performing districts are encouraged to catch-up with top performers, by competing with, and learning from them in the spirit of competitive and cooperative collaboration. Oracle Autonomous Database, the world's first and only true autonomous database, is at the heart of data management in this programme. Being self-driving, self-securing and self-repairing it requires a minimal IT team and resources to support it. Oracle to modernise vital IT infrastructure in 112 most backward district, says NITI Aayog

New Delhi, Mar 3 () The government and central public sector enterprises (CPSEs) will have to work together in a "mission mode" for the development of 115 backward (aspirational) districts as these regions are keeping India backward, Niti Aayog CEO Amitabh Kant said on Tuesday. The private sector, Kant said, will not invest in these districts unless the government and CPSEs work together for their development, as many of the districts are located in geographically difficult area. "About 115 districts of India keep India backward. These districts are backward because they do not perform well on nutrition, education and health, and these are some of the most geographically difficult districts of India. "Unless we (the government and CPSEs) work together for development of these districts, no private sector will be interested to do anything here," Kant said at an event here. He added that unless the government and CPSEs work in a "mission mode" to lift these districts out of poverty, "it will be very difficult to have growth, progress and prosperity in India". The Aspirational Districts Programme (ADP), launched by Prime Minister Narendra Modi on January 5, 2018, aims at rapid transformation of 115 districts that have shown relatively lesser progress in key social areas and have emerged as pockets of under-development. Three aspirational districts of West Bengal did not participate in the ADP. Noting that transformation of such districts is important for the country's sustainable and inclusive growth, Kant said, "We want to use CSR (corporate social responsibility) funds for these districts." In line with announcement by Modi for a theme-based approach to CSR, CPSEs have been spending 60 per cent of their such funds on a particular theme every year with preference to aspirational districts from the year 2018-19 onwards. CPSEs have invested Rs 1,425 crore as CSR fund in 112 aspirational districts from April 2018 to September 2019. Godda district of Jharkhand has received the highest CSR fund, Kant said adding that the Niti Aayog will launch CSR portal in the next 10 days that will also be available through mobile phones. New Delhi, Mar 3 () Union Minister Prakash Javadekar on Tuesday exhorted state-owned enterprises to select genuine NGOs, set accountable targets and proceed with a definitive action plan to achieve favourable outcomes through their CSR activities.Addressing a conference on "Transformation of Aspirational Districts - CSR Initiatives by CPSEs", the minister stressed that the objective of corporate social responsibility (CSR) should be the upliftment of villages.He underlined the importance of having "a genuine NGO, definite action plan, accountable targets, participation (of people)".Recalling his childhood years, Javadekar, who holds the portfolios of Information and Broadcasting; and Environment, Forest &amp; Climate Change, said he has witnessed poverty firsthand and therefore understands the country.Department of Public Enterprises in December, 2018 issued guidelines to all the central public sector enterprises (CPSEs) for spending 60 per cent of their CSR funds on a particular theme every year with reference to aspirational districts.The theme for the year 2019-20 is health-care, nutrition and school education, while for 2018-19 it was health-care and school education.Every year, the average CSR spend of CPSEs is about Rs 3,500 crore and 60 per cent of this works out to be Rs 2,100 crore and this amount can bring about significant improvement in the areas of health-care, nutrition and school education sectors in the aspirational districts.The Aspirational Districts Programme was launched by Prime Minister Narendra Modi in January, 2018 with the objective to improve the socio-economic indicator of 112 relatively less developed districts in the country. Javadekar exhorts PSUs to select genuine NGOs, set accountable targets for CSR

Jammu, Jan 28 () Out of 187 reforms proposed by the Centre under the ease of doing business programme, 149 have been implemented so far in the Union Territory of Jammu and Kashmir, an official spokesman said.
 It was conveyed at a meeting convened by Manoj Kumar Dwivedi, commissioner secretary, industries and commerce, Jammu &amp; Kashmir, to review the implementation of the ease of doing business reforms programme here, the spokesman said.
 The programme is aimed at providing hassle-free services to traders, industrialists, potential investors and facilitating aspiring entrepreneurs.
 "Around 187 reforms have been proposed by the Government of India, under the aegis of Department for Promotion of Industry and Internal Trade under the ease of doing business programme. So far, 149 reforms have been implemented in the UT, while its ranking in the implementation of reforms has improved from 32 to 22 in the country," the spokesman said.
 Expressing satisfaction over the achievements, Dwivedi said over 80 per cent basic work has been completed under the programme so far.
 He stressed the need for putting in extra efforts for optimum results on the ground.
 At the meeting, a plan for starting district-level awareness programme involving around 20 departments was also discussed, which would provide benefits at district and village levels, the spokesman said.
 The commissioner secretary directed for making the investment facilitation cell operational at an earliest and completion of geographic information system mapping of industrial estates to facilitate the implementation of the reforms, the spokesman said. TAS AB HRS

New Delhi, Dec 26 () The government has sought nominations for the national Corporate Social Responsibility (CSR) awards that will recognise companies that have made a positive impact through such activities.
 Under the Companies Act, 2013, certain class of profitable entities are required to spend at least two per cent of their three-year average annual net profit towards CSR works.
 The national CSR awards seeks to recognise the companies that have positively impacted both business and society by taking a strategic approach to CSR through collaborative programme, according to a communication posted on the website of the corporate affairs ministry.
 Besides, the awards looks to identify innovative approaches and employing application and technologies that would help in building a robust CSR programme to further the cause of inclusive and sustainable development, it added.
 A total of 20 awards would be given in three categories -- based on CSR spend, projects in aspirational districts or difficult terrains, and projects in national priority areas.
 Three awards, one each in the three categories, would be reserved for Micro, Small and Medium Enterprises (MSMEs).
 The deadline for submitting nominiations is February 15, 2020.
 Nominations can be made by ministries and central government departments, state governments, union territories, professional institutions like ICSI, ICAI and ICMAI, as also national level trade and industry chambers, as per the communication.

Govt invites nominations for 2020 national CSR awards

<ul><li>The government job seekers will now be required to undergo a common online exam. The test scores will be valid upto three years. </li><li>Finance Minister Nirmala Sitharaman has proposed to set up a test centre in every district to trim the recruitment process for jobs in the government departments and public banks. </li><li>The entrance test may also be viable for private jobs. </li></ul>Government job aspirants can breathe easy with one <keyword id="1121108" type="PERSON" weightage="20" keywordseo="common-eligibility-test">common eligibility test</keyword> (CET) for recruitment to non-gazetted posts. This is if the National Recruitment Agency (NRA) proposed by the Finance Minister Nirmala Sitharaman on Saturday (February 1), goes through. Sitharaman proposed to set up a test centre in every district to trim the recruitment process in government departments and public sector banks. “This places enormous burden on time, effort and cost of young people,” she commented on the current process. As per her proposal, job seekers will now have to take a common online exam and the scores will be valid upto three years - and can be used for notifications across companies over the years. However, the applicant can give three attempts to improve the score. In this case, the best of three scores obtained shall be considered for recruitment. The scorecard will be available to both the candidates and the recruitment agency. The move will benefit over 250 million aspirants who struggle with courses and test formats for 125,000 job postings across departments. Applicants can save on the fee needed to appear for multiple entrances. The entrance test can also be used by private sector recruiters. “The CET score can also be utilised by the private sector for consideration of eligible candidates other than those selected by government recruitment agencies, through an arrangement with NRA,” the government noted. According to the budget announcements, the government is likely to create 262,000 jobs by March next year. Meanwhile, separate CETs will also be formulated for recruitment of graduates and matric level students applying for non-technical posts. As of now, these posts are filled via Staff Selection Commission (SSC), Railway Recruitment Boards (RRBs) and Institute of Banking Personnel Selection (IBPS) exams. The government also plans to expand its 'Study in India' programme. Alexandria Ocasio-Cortez's rise to power has probably heard about the "Green New Deal."It's an idea touted by Democrats - Senator Kamala Harris just <a href="https://thehill.com/homenews/campaign/427386-kamala-harris-endorses-ocasio-cortezs-green-new-deal">endorsed</a> it too - as a way to address climate change by investing federal money in large-scale infrastructure projects that help the country transition from fossil fuels to clean, renewable energy. In the process, it would ideally create a wealth of American jobs. Ocasio-Cortez's version of the plan calls for meeting 100% of national power demand through renewable sources, eliminating greenhouse-gas emissions from transportation, and guaranteeing a job to any citizen who wants to work."This is going to be the Great Society, the moonshot, the civil rights movement of our generation," she said during a <a href="https://www.youtube.com/watch?v=w0IgDgyHEfc">climate change town-hall event</a> with Senator Bernie Sanders in December 2018. "That is the scale of the ambition that this movement is going to require."Edward Barbier, a professor of economics at Colorado State University, told Business Insider that this type of rhetoric is arguably "the first time that the US - or any major Western economy - has proposed a comprehensive 20-year plan for a green transition," But the details of how a Green New Deal would get implemented or achieve its goals remain unclear. Here's everything we know so far.<h2>A bold plan embraced by Ocasio-Cortez</h2>On <a href="https://ocasio2018.com/issues">her website</a>, Ocasio-Cortez - who represents New York's 14th Congressional district - says she considers climate change to be the "single biggest national security threat for the United States and the single biggest threat to worldwide industrialized civilization."Ocasio-Cortez and other Green New Deal supporters see the plan as a way to take on that enormous threat while stimulating the national economy at the same time.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Ira L. (That's the justification President Trump gave when he announced his intention to pull the US out of the Paris climate agreement.) The Green New Deal flips that logic on its head by taking both its name and inspiration from Franklin Delano Roosevelt's New Deal. That initiative included a series of programs introduced during the Great Depression to boost prosperity, protect workers, and provide public-works jobs.<a href="https://docs.google.com/document/d/1jxUzp9SZ6-VB-4wSm8sselVMsqWZrSrYpYC9slHKLzo/edit">Ocasio-Cortez's website</a> lists the Green New Deal's major environmental goals. The first is to meet all of the country's power needs with renewable sources like solar, wind, geothermal energy, and hydroelectric power. Homes and buildings would get upgraded to be more energy efficient, and greenhouse-gas emissions would be eliminated from the manufacturing, agricultural, and transportation industries.The plan also calls for a huge investment in technologies that could curb greenhouse gases, eventually reaching a point where the concentration of those gases in the atmosphere starts to decline. Additionally, Ocasio-Cortez and others want to make green technology, products, and services - anything from clean energy to non-toxic cleaning products - a major US export. <div class="KonaFilter image-container display-table"><div><div class="image on-image"><a href="http://en.wikipedia.org/wiki/Renewable_energy_debate#/media/File:Schneebergerhof_01.jpg">Creative commons</a></div></div></div>Finally, the Green New Deal calls for the creation of a national "smart grid" that would increase energy efficiency and allow for more renewable energy sources.This type of technology would rely on advanced sensors to track and relay information about power supply and demand, making it easier to locate failures and re-route electricity to places that need it. That would help avoid the blackouts that can happen when electricity demand exceeds supply.<h2>The economic stimulus aspect of the plan is equally ambitious </h2>The Green New Deal's other major selling point is that it is designed to put more Americans to work in green jobs like manufacturing electric cars or retrofitting homes with solar panels.Ocasio-Cortez's description of the plan includes a "job guarantee program to assure a living wage job to every person who wants one." It would also provide people with the training and education needed to transition into one of those green jobs. "It's critically important for the United States to make the transition to a low-carbon economy," Richard Howarth, professor and chair of environmental studies at Dartmouth College, told Business Insider. A 2014 report by economists from the University of Massachusetts­-Amherst noted that cutting the US's carbon emissions by 40% in 20 years would require an investment of $200 billion annually, but create 4.2 million jobs.One team member extrapolated those results to give Pacific Standard a rough estimate of how many jobs would be created if the US were to cut 100% of its emissions: somewhere around 6.8 million new jobs.<h2>The Green New Deal's second wind</h2>Ocasio-Cortez thrust the Green New Deal into the spotlight in November 2018. Before she was sworn in, she joined environmental activists from the <a href="https://www.businessinsider.com/creators-of-the-green-new-deal-recruiting-an-army-of-young-people-2019-1">Sunrise Movement</a>, a group of young people who advocate for climate policy, in a demonstration <a href="https://www.businessinsider.com/alexandria-ocasio-cortez-joins-climate-change-protest-outside-of-pelosi-office-2018-11">outside Nancy Pelosi's office</a>. In 2007, journalist Thomas Friedman explained the concept in <a href="https://www.nytimes.com/2007/01/19/opinion/19friedman.html">The New York Times</a>. "The right rallying call is for a 'Green New Deal,'" he wrote. "The New Deal was not built on a magic bullet, but on a broad range of programs and industrial projects to revitalize America. Ditto for an energy New Deal."The United Nations Environment Programme began to promote the concept in 2008, and in 2009, President Obama earmarked $90 billion for renewables, clean electricity, and a smart grid in his administration's $800 billion stimulus package. But since then, the <keyword id="6355005" type="UNKNOWN" weightage="60" keywordseo="news">news</keyword> about our climate has continued to worsen. The <a href="https://www.businessinsider.com/oceans-warming-faster-than-we-thought-2019-1">oceans just had the hottest year on record</a>, and a costly wildfire in California <a href="https://www.businessinsider.com/pge-biggest-climate-change-bankruptcy-as-utility-files-for-chapter-11-2019-1">sent energy giant PG&amp;E into bankruptcy</a>.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Benoit Tessier/ Reuters</div></div></div>Armed with that <a href="https://www.businessinsider.com/10-year-challenge-climate-change-photos-2019-1">ammunition</a>, grassroots environmental groups like the Sunrise Movement have renewed the push for a Green New Deal. And companies like Apple, Facebook, Microsoft, Google, Ikea, Coca-Cola, and GM have <a href="http://there100.org/companies">committed to go 100% renewable</a> regardless of federal action.<h2>How do we pay for the Green New Deal?</h2>Much of the discussion so far about the Green New Deal has centered on how to pay for its lofty objectives. The draft text on Ocasio-Cortez's website says "the majority of financing of the plan shall be accomplished by the federal government." In a <a href="https://www.cbsnews.com/news/alexandria-ocasio-cortez-the-rookie-congresswoman-challenging-the-democratic-establishment-60-minutes-interview-full-transcript-2019-01-06/">60 Minutes interview</a>, she suggested <a href="https://www.businessinsider.com/alexandria-ocasio-cortezs-tax-plan-would-supply-tens-of-billions-of-dollars-2019-1">taxing the richest Americans</a> at a rate of 60-70% in order to secure that funding.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Hollis Johnson/Business InsiderRep. Alexandria Ocasio-Cortez from New York is one of the Green New Deal's vocal supporters.</div></div></div> A carbon tax is also an option; in that scenario, the government would charge companies a fee for the carbon dioxide that they emit."Carbon-tax revenues could be used to hold down taxes," Howarth said.However the Green New Deal gets paid for, Barbier made two suggestions in an analysis by <a href="https://www.nature.com/articles/d41586-018-07845-5">published in Nature</a>. First, he said, the US government should end any subsidies that encourage fossil-fuel energy production. Second, the plan couldn't dramatically increase the federal deficit.
